    Stage 2 –The PEPR

    Operational approval

    The purpose of the PEPR is to provide information demonstrating requirements of the lease can be met,

    and sets out the strategies to achieve the environmental outcomes determined through the lease

    application process.

    PEPR must include:• Description of operations, mining, rehabilitation and closure plans

    • Environmental Outcomes (level of impact) including completion outcomes

    • Measures for achieving the Environmental Outcomes• Measurement Criteria (Operations & Completion) and Monitoring Plans

    • Leading Indicator criteria (where applicable)

    • Results of Consultation

    • Consideration of Lease conditions

    • Operator Capability

    • Calculation of the max. rehabilitation liability to inform the Bond

    Key considerations in a PEPR assessment:Does the evidence provided in the PEPR demonstrate the:

    - Effectiveness of control measures for ensuring achievement of the approved outcomes (level of impact)- Effectiveness of criteria in measuring the approved outcomes (level of impact)?- Operator capability to implement the measures and management plans?

  • The company is required to prepare, implement and maintain

    a Social Management Plan incorporating:

    • Regional Business Development Plan

    • Local and Regional Employment Plan

    • Community Relations Plan (community sponsorship)

    • Communication (Complaints Management)

    under the terms of the Mining Lease and to address matters described in the

    Mining Lease proposal (MLP).

    Social Issues Register (2013)/Conditions. Feedback provided by HMCV to date to DPC and Rex

    • Definition of Community: Ardrossan, Maitland, Minlaton to maximise local

    employment, residency, service and supply

    • Balanced approach to residential and rental accommodation

    • Camp: construction only. Not during operations. Local occupancy/not FIFO /limit

    drive in drive out workforce

    • Existing Services to be engaged and informed in advance to inform planning

    and tendering opportunities /not disadvantaged by company business/payment

    terms (cash flow impact for small –medium local businesses)

    • Non competition labour force to sustain local business /services

    • Traineeships/ scholarships/ Sponsorship/ participation and investment in local

    activities which is mutually beneficial

    • Maximum lead time to ensure service provision using a timely and strategic

    approach for planning by other entities

    • Promote CYP priority of access ‘local first” : Ardrossan-Minlaton- Maitland

    • “Build…Do not lose” approach community capacity building

    • Maintain and enhance community wellbeing, identity, safety and sustainable

    services during and post mine life.

    • Ensure systems in place to measure and respond to: community needs,

    acceptance, concerns and growth opportunities….
