EXECUTIVE SUMMARY
During the period between January and June 2019, the project activities kicked off for all three
(3) components namely (1): 800 MW Combined Cycle Power Plant; (2) Natural Gas Pipeline (12
km)1 and (3) Transmission Line (29.3 km)2 . The tendering proceedings and evaluation are
underway for the Main Power Plant Package (P1) and Transmission Line Infrastructure Package
(P2). Whereas for Gas Supply Infrastructure Package (P3), the EPC Contractor review meeting
is underway.
Since Engineering, Procurement, Construction and Commissioning (EPCC) Contractor award
proceedings are ongoing, the Environmental Management Plan (EMP) whom the EPCC is
contractually-obliged to prepare is yet to be made available. In this report, the relevant criteria for
Semi Annual Social Safeguard report compliance are identified.
However, the initial physical project construction activities at the project site (for all three
components) are yet to take off, but the following pre-construction activities of land acquisition
and resettlement activities were carried out as below:
Land acquisition and Resettlement activities – Component wise
Component 1: Rupsha 800 MW CCPP
1. Land has been transferred to NWPGCL on 13.12.2018
2. School construction contract was signed on 05.05.2019 with M/s Khulna Shipyard Ltd
3. Out of five affected persons, four persons were already redeployed by BCIC and one
person’s redeployment is under progress.
Component 2: Gas Pipe Line
1. Agreements with Khulna City Corporation for land acquisition and road cutting
permission with Highway authorities and its related process are in progress

Component 3: Transmission Line
The tender proceedings to award the work to EPC contractor is in progress and on award, the
resurvey of the route will be done with an aim to minimize impacts.

1.0 INTRODUCTION
Government of Bangladesh's journey of its Economic Development aims to accelerate on bridging
the gap of supply and demand of electricity power and thereby ensuring the adequate access to
sustainable and quality electricity. As per the current scenario, only 79 percent of the total
population has access to electricity and per capita electricity generation is only 407 kWh (BPDB,
2016). Accordingly, the Government is committed to make electricity available to all by 2021.
The proposed Rupsha 800 MW Combined Cycle Power Plant project will meet electricity demand
for the country which will improve the system’s reliability, reduce load shedding, and develop the
country’s industry. North-West Power Generation Company Limited (NWPGCL) is an enterprise
of the Bangladesh Power Development Board (BPDB). NWPGCL plans to enhance the country’s
power generation by constructing the 800 MW Combined Cycle Power Plant (CCPP) at
Khalishpur, Khulna. NWPGCL has received approval from the Ministry of Power Energy and
Mineral Resources (MoPEMR) to develop the project.
1.1 Scope of the Report
The objective of the social safeguard management and monitoring is to record resettlement and
social impacts resulting from the project activities and to ensure implementation of the “mitigation
measures” identified earlier in order to reduce adverse impacts and enhance positive impacts
from specific project activities during the period from January 2019 to June 2019. In addition, it
would also address any unexpected or unforeseen social impacts that may arise during
construction and operation phases of the project.
The entitlement matrix in the resettlement plan includes type of loss, application, entitlement and
responsible agency in terms of land acquisition and compensation.
In addition, the EMP (in the Environmental Impact Assessment [EIA]) clearly lay out:
a) the measures to be taken during both construction and operation phases of the project to
eliminate or offset adverse social impacts, or reduce them to acceptable levels;
b) the actions needed to implement these measures; and
c) a monitoring plan to assess the effectiveness of the mitigation measures employed.

Social management and monitoring activities for the under-construction power plant project could
be divided into management and monitoring: (a) during the construction phase, and (b) during the
operation phase. The application of this plan involved a social control and monitoring of the work
by a technical team to verify compliance with all the indications, limitations or socio-environmental
restrictions set forth in the Environmental Management Plan (EMP), EIA and the Project, with the
minimize damage caused by work on the environment and society. The Draft EIA for all the three
Components of the Rupsha Project are yet to be approved by Department of Environment (DoE)
of Bangladesh and the revised EIA (draft) is also submitted to DoE on 09.04.2019.
1.2 Brief Project Description
The project has four components:
Component 1: Rupsha 800 MW Combined Cycle Power Plant
The CCPP site is located in the abandoned compound of Khulna Newsprint Mills Limited (KNM)
of Bangladesh Chemical Industries Corporation (BCIC) a (government organization) located on
the Western bank of the Bhairab River and on the Eastern side of BIDC Road, in Khalishpur,
Khulna.
Component 2: Gas Supply to the Power Plant
A new 10 km gas pipeline from City Gate Station (CGS), Aronghata, Khulna to the receiving and
metering station to be located at the proposed Khulna CCPP site, and a new 2.0 km gas pipeline
from Fair Clinic Morh, Khalishpur to 225 MW Power Plant, Goalpara, Khalishpur, Khulna;
Component 3: Power Transmission Interconnection, via a 29 km new transmission line; and
Component 4: Capacity strengthening of NWPGCL
For Component 1, 50 acres of land has been transferred to NWPGCL, thus it does not need any
land acquisition. For Component 2, gas pipeline will be laid along with the right of way (RoW) of
the existing roads, thus it also does not need any land acquisition. For Component 3, RoW for
transmission line will be secured though it will not be acquired. Component 4 does not have any
resettlement impacts. Based on the impacts, the project is categorized B for involuntary
resettlement and C for indigenous peoples.

2.0 PROJECT STATUS
50 acres of land at the KNM premises is required for construction of the Rupsha 800 MW
Combined Cycle Power Plant. The affected land owned by KNM (government owned) is under
transfer to the government owned NWPGCL

In connection with the creation of a suitable area for displacement of plants and
old buildings in the project area, NWPGCL has signed an auction sale agreement
on 2nd May 2019 with M/s Subhas Dutta Enterprises.

2.2 Tentative Implementation Schedule
During the reporting period, the tentative / indicative implementation schedule of resettlement
activities are as below :
With regards to Component 1 (CCPP) and the resettlement of temporally affected employees of
KNM, four employees were already transferred by Bengal Chemical Industries Corporation
(BCIC) and one will be resettled before September 2019 by coordinating with BCIC for re-
deployment. The preconstruction activity of School construction is under progress.
In respect of Component 2 (Gas Pipeline), small portion of land acquisition from Khulna
Corporation is underway and expected to be completed by July 2019.
In respect of Component 3 (Transmission Line), the tender proceedings and evaluation of EPC
Contract award is underway and land acquisition and re-survey of line route will be done by EPC

contractor with an objective to minimize the impact and accordingly resettlement plan will be in
place before start of construction.

In addition, the Project Management Unit (PMU) was established during third quarter of 2017 and
the current strength of personnel is 19. One International Social Safeguard and Gender Specialist,
one National Social Safeguard Specialist, one International Environmental Specialist and one
National Environmental Specialist of Foreign Technical Advisory Agency are already on board.
Staff training and capacity building activities will be undertaken from 3Q of 2019. For Component
2 and 3, survey will be undertaken to know the final impacts and entitlements. During this
monitoring period, the affected persons at Component 1 was examined in detail as per EIA and
their entitlement and due action is in progress . Similarly, the Component 2 affected households
are under analysis by Khulna City Corporation and their entitlement and disbursement are in
process and expected to be completed by July 2019. The status of the grievance redress
mechanism and consultation is discussed in the separate section below.

IMPLEMENTATION OF THE GRIEVANCE REDRESS MECHANISM
4.1 Grievance Redress Mechanism
As per Clause 26 of Schedule 5 of Covenants from the ADB Loan Agreement, the Grievance
Redress Mechanism will be implemented during both the construction and operational period of
the project to ensure that all complaints from local communities are dealt with appropriately, with
corrective actions being implemented, and the complainant being informed of the outcome. It will
be applied to all complaints from affected parties. The mechanism will be accessible to diverse
members of the community, including more vulnerable groups such as women and youth. Multiple
means of using this mechanism, including face-to-face meetings, written complaints, telephone
conversations should be available.
Confidentiality and privacy for complainants should be honored where this is seen as necessary
or important. A grievance redress mechanism and procedures will be setup to provide opportunity
for project affected persons to settle their complaints and grievances amicably. The grievances
redress procedures and mechanism shall ensure that project affected persons are provided with
the appropriate compensations and that all administrative measures are in line with the law. It
also allows project affected persons not to lose time and resources from going through lengthy
administrative and legal procedures. Grievances are first preferred to be settled amicably.
NWPGCL will set-up a three tier Grievance Redress Committee (GRC) by September 2019 that
will address any complaints during both the construction and operational period of the project. But
no grievance is recorded regarding this project during this monitoring period.

The GRC will maintain a Complaints Database, which will contain all the information on
complaints or grievances received from the communities or other stakeholders. This would
include: the type of complaint, location, time, actions to address these complaints, and final
outcome.
The GRC will arrange half yearly meetings where the activities and the outcomes/measures taken
according to the Complaints Database are to be monitored and reviewed by third party consultant
to ensure the required transparency.
In addition to the above, if there are any grievances related to environmental management issues
in the project area, the GRC will record these grievances and suggestions and pass it on to the
relevant consultant for necessary action and follow-up. GRC will be responsible to response for
the grievances within a time limit. The initial movement to identify the causes should be taken
within 48 hours. The GRC will not take more than two weeks to take the final initiative.
In case a dispute is not resolved by arbitrational tribunal, then if any of the Party disagrees, the
aggrieved party has the right to appeal to the ordinary courts of law. However, the preferred option
of dispute settlement ought to be the option of settling the dispute amicably because recourse to
courts may take a very long time even years before a final decision is made and therefore, should
not be the preferred option for both parties.
4.2 Status of Implementation of the GRM
During the reporting period, the project is in infant stage where the Contractors for Component 1
is yet to be finalized and Component 2 is finalized and for Component 3 EPC evaluation under
process. NWPGCL is in the process of forming up a three stage Grievance Redress Committee
(GRC) with the designated members for institutionalizing the same and its operation.

4.0 STAKEHOLDERS ENGAGEMENT
4.1 Stakeholder Engagement Process and Consultations
Component 1: CCPP Plant Site
The proposed site has been selected at the abandoned KNM premises to minimize land
acquisition and resettlement impacts. The KNM newsprint mill and associated worker
housing/compound closed in 2002; with the compound/assets continued to be secured by a small
number of KNM employees. The project preparation technical assistance considered options for
the plant location within the KNM premises, including access routes taking into consideration
engineering requirements, and selected the option that minimized involuntary resettlement and
community impacts. Focus group discussions (women, parents, and teachers) and meetings with
the school committee and Imam were conducted (November 2016) to incorporate their feedback
into the new school location and on how to ensure continued and safe community access to the
mosque.
Component 2: Gas Transmission Line
The proposed component 2, gas transmission alignment has been designed to minimize
resettlement impacts. Criteria for route selection considered (i) length of route, (ii) number of bend,
(iii) number of structures to be affected, and (iv) number of major road crossing. Local people
were consulted with regards to the route selection for component 2. Most people opined in favor
of route option 2
Component 3: Power Transmission Interconnection
A new 29 km transmission line will be built from the proposed power plant to the existing Khulna
South substation. The new transmission line will require 3 main river crossings and several minor
river crossings, and would traverse mostly through rice fields.
Consultation during the preparation of this draft resettlement plan was undertaken via public
meetings and focus group discussions in Senhati and Batiaghata unions of Khulna district.

The first round of consultation took place on 12 November 2016, with 3 meetings and participation
by 54 persons (including 21 women). Followed by a disclosure meeting in October 2017 with 64
attendees (52 men and 12 women). The project interventions and their likely environmental and
social impacts were shared with project stakeholders (both direct/indirect and/or
primary/secondary) in the meetings and by issuing Project Booklets to all the participants of the
discussions as per ADB standards. Additional consultation will take place with affected
households as the route alignment is finalized. In the event that major changes are made to the
alignment, the RP will be updated and disclosed as per disclosure requirements laid out in ADB’s
Safeguard Policy Statement 2009 (SPS).
During the reporting period, stakeholder’s engagement process and consultation had not taken
place since the Project and its components are at the early stage, However, due compliance will
be demonstrated by various consultation with stake holders in due course.

5.0 CONCLUSION , FOLLOW-UP AND RECOMMENDATIONS
Social safeguard monitoring reports are submitted semiannually. The project’s construction
activities have not yet started. There is no land acquisition and resettlement issue for this project
(Component 1) because it will be established inside the in the abandoned compound of Khulna
Newsprint Mills Limited (KNM) Development site. There will have no impact on livelihoods or
income of any households or people since the process of redeployment of five affected persons
of KNM plant had already been under process and four out of the five affected persons were
redeployed already and one person redeployment is underway and expected to be completed by
July 2019. The construction of the school has been started and the auction for demolition of old
building work has been awarded and the work has been started . The Component 2 the gas pipe
line will be laid on the sideways of the existing road without affecting any settlement . However a
small portion of the pipeline requires piece of land which is being acquired from Khulna City
Corporation after paying due compensation to affected households which is expected to be
completed by July 2019.
Component 3 EPC tender proceedings is under evaluation and on finalization , the resurvey will
be completed with minimum impacts and the land acquisition and compensation will be calculated
and completed before start of the work. During construction activities all of the mitigation
measures will be taken following ADB Environmental Safeguard Policy 2009, and DoE,
Bangladesh guideline and suggestive and recommended measures in the EIA.
Finally, it can be concluded that the project has no detrimental impact on the social environment
during the period under monitoring from January to June 2019.
