Official start time: The official event start time is 8am Wednesday 13th February 2019. This is the start time for the period of jurisdiction for all Equestrian Sport New Zealand (ESNZ) General Regulations, Veterinary Regulations and ESNZ Dressage rules. Dressage NZ rule 478.9 prohibited gear is not allowed from the time of arrival at the event.

Rider Briefing: Wednesday 13th February 2018, 5.30 pm in the stadium. All riders’ attendance is recommended.

Event Conditions 1. Competitors and spectators attending this event do so at their own risk. 2. Rules: All competitions will be run under the current version ESNZ GR’s, VR’s & ESNZ Rules for Dressage

and 2018 FEI GR’s, VR’s and Rules for Dressage where applicable. 3. Amendments: The OC reserves the right to alter the programme/schedule and/or prize money within the

FEI Rules, ESNZ GR’s/Dressage NZ Rules. 4. Eligibility: Proof of qualification is the responsibility of the person responsible or competitor. 5. Balloting: The OC reserves the right at all levels to ballot horses/ponies if excessive entries are received.

If balloting is required, priority will be given to the best performed combinations from 1/8/2018 at Premier League Events.

6. Upgradings: Please notify Entry Secretary immediately. Failure to do so prior to show will result in no refund and additional entry fees charged. Other changes at event, a fee of $15 per class is applicable.

7. Presentation of Prizes: Approximate presentation times will be advised in the programme and are subject to change at any time, please check with event administration for updates. The organising committee reserves the right to withhold prize monies should a placegetter not attend an advertised prize giving. Riders with conflicting classes must nominate another person to the Prize Giving Co-ordinator to collect prizes/rosettes at the prizegiving.

8. Prize Money: See DR article 485. The organising committee reserves the right to substitute prize money with goods to the equal value. All prize money will be paid within 21 days of the event, please provide bank account details at time of entry.

9. Draw: If required, a revised draw and/or start times for the following day’s competition will be available by 6.30 pm at event administration and at www.equestrianentries.co.nz. The OC reserves the right to alter the programme to ensure the smooth running of the event. It is the rider’s responsibility to check any new times posted.

10. Equal Placings: In the case of equality in any qualifying class, the higher collective marks will determine the higher placing. If the competitors are still equal then the higher co-efficient marks will determine the placings. If there is still an equality of points, the competitors are given the same placing.

11. Riders with more than 2 horses: The OC will make every effort to ensure that riders have at least 60 minutes between rides. However, if this is not possible owing to the scheduling of classes, the maximum time possible between rides will be allocated.

12. Media: Dressage NZ reserves the right to use event photographs, for marketing, publicity, advertising,

funding applications and other promotions as they see fit. Dressage NZ reserves the right to record and broadcast via live stream or any other type of digital broadcast any or all of the competition at the Bates National Dressage Championships 2019, both during and after the event. Competitions and/or participants will receive no remuneration for this. All footage remains the property of Dressage NZ.

13. Approved Dressage NZ ID Numbers: Horse/Pony identification numbers must be worn at all times when competing.

14. Liability: Manfeild Park, ESNZ, Para Equestrian or Dressage NZ or any representative of these bodies, accepts no liability for any loss, damage, injury or illness to horse/pony/rider, spectator, vehicles or any personal property whether caused by their negligence or breach of contract in any way whatsoever.

15. Safety of Property: Manfeild Park, ESNZ, Para Equestrian or Dressage NZ shall not be liable for the safety of any goods/equipment or the loss of, or damage to such, brought in/stored at the venue, at the event.

16. Riding Hats: Tagged, ESNZ approved riding hats must be worn at all times when riding at Manfeild Park.

Health & Safety Dressage NZ is committed to providing and maintaining a safe and healthy event for all participants, and to providing the information, training and supervision needed to achieve this.

1. All competitors and visitors to the venue must abide by the ESNZ/Dressage NZ and Manfeild Park Stadium Health & Safety Policies and the Health & Safety at Work Act 2015.

2. Copies if the Event Health & Safety policy can be found at the event office. 3. Any incident or near miss must be reported to event office and incident form completed. 4. Any hazards identified must be reported to Event Office or Manfeild Park Stadium Office. 5. Competitors will be responsible for their safety at all times and must observe safe practices and following

event rules and officials instructions at all times, ensuring that others are not put a risk by their actions. 6. Each competitor and/or exhibitor must supervise and control their animals at all times and shall be liable for

any hazard created, accident, illness or damage caused by the action of themselves at the venue of the event.

Venue Conditions Horse Identification, Stabling, & Wash Down Bays

1. All horses and ponies on the grounds after the official start time must be entered at the event unless the organising committee gives permission otherwise.

2. When not competing it is compulsory that horses/ponies are identified with ID tags that include, person responsible name and mobile phone contact number.

3. All yards and stables are to be left properly mucked out. Muck bins will be located near each yard/stable. 4. Temporary yarding must comply with ESNZ rules. 5. Please keep wash down bays clean at all times. 6. Moving horses to unallocated yards or stables is prohibited without permission of the Stable Manager. 7. Please use the skips provided for horse waste not rubbish, wheelie bins are provided for rubbish only. 8. No smoking in any buildings or stable areas. 9. Damage to Manfeild Park facilities to be reported to the Manfeild Office or DNZ Event Office.

Dogs

1. Dogs must be kept in the truck park at all times. 2. No dogs are allowed in any stable or yarding areas, warm up, competition areas or buildings. 3. Dogs may be exercised on the Manfeild Park Oval which is a designated dog exercise area. 4. Failure to adhere to these rulings will result in a complete dog ban for 2020. 5. The dog must be on a lead at all times. 6. The owner of the dog will be responsible for the cost of any damage/harm caused by the dog at the

competition. 7. Failure to comply with the above rulings will result in a $100 fine which much be paid for by the dog owner. 8. This owner must pay this fine to be allowed to continue riding in the competition.

Vehicles & Access

1. Truck entry by Kawakawa Road only. Please keep the gate shut. 2. Venue gates will be unlocked at 6am daily. 3. Access to venue after 8.30pm will be via Kawakawa Rd. All gates will be locked at 10.00pm daily. For access

after that time arrangements will need to be made with the Stable Manager. 4. There is no vehicle access or parking around the stadium area, please park in designated car parks. 5. Speed limit for all vehicles 15 kph. 6. Motorbikes must not be used after 8.30 pm and must be used in accordance with normal road rules. Approved

safety helmets must be worn when riding motorbikes at all times. 7. Persons under 16 years may not use a motorbike.

Camping & Power Sites

1. Parking and camping areas will be defined. Some areas will be restricted to on site camping/parking only. 2. Day competitors must park in designated day parking areas. 3. Trucks and Campervans will be allocated specific powered sites and must have a valid electrical certificate and

under no circumstances will allow other vehicles to connect to their vehicle via extension cords. 4. Please be tidy and use green wheelie bins for all rubbish – no animal waste in green bins. 5. Waste and grey water tanks must only be emptied in the waste water dump in the centre of the grass oval.

Event Reception Opening Hours The Event Reception is situated at the main reception area inside the Stadium, Please address all queries to this area. Wednesday 13th February 1.00pm – 6.00pm

Saturday 16th February 7.30am – 4.30pm

Sunday 17th February 7.30am – 2.30pm.

Competition Arena Use & Familiarisation 1. All Competition Arenas (Sand & Weatherbeeta) are closed at all times except as stated below 2. These times may be amended, please check times in rider notes provided with the draw. 3. Arena familiarisation is not intended to be used as a full schooling session. 4. Riders must be considerate of other riders wishing to familiarise their horses.

Weatherbeeta Arena familiarisation Wednesday 14th February 2018. These times are approximate, and will be confirmed once entries have closed and a draw has been done. Horses will be allowed access to work in the Weatherbeeta competition arena.

FEI Code of Conduct 1. In all equestrian sports the horse must be considered paramount. 2. The well-being of the horse shall be above the demands of breeders, trainers, riders, owners, dealers, organisers,

sponsors or officials. 3. All handling and veterinary treatment must ensure the health and welfare of the horse. 4. The highest standards of nutrition, health, sanitation and safety shall be encouraged and maintained at all times. 5. Adequate provision must be made for ventilation, feeding, watering and maintaining a healthy environment

during transportation. 6. Emphasis should be placed on increasing education in training and equestrian practices and on promoting

scientific studies in equine health. 7. In the interests of the horse, the fitness and competence of the rider shall be regarded as essential. 8. All riding and training methods must take account of the horse as a living entity and must not include any

technique considered by the FEI to be abusive. 9. National Federations should establish adequate controls in order that all persons and bodies under their

jurisdiction respect the welfare of the horse. 10. The national and international Rules and Regulations in equestrian sport regarding the health and welfare of the

horse must be adhered to not only during national and international events, but also in training. 11. Competition Rules and Regulations shall be continually reviewed to ensure such welfare.

1. Only entries received at www.equestrianentries.co.nz with correct entry fees will be accepted. 2. Payment should be made at time of entry. In the event of excessive entries in any level, priority will be given

to entries on the basis of earliest date payments are received. If payment is not received by 23 January 2019, entires will not be considered valid and will be deleted from the system.

3. Postal, fax, emailed or phone entries will not be accepted. 4. Entries are not considered to be officially received until payment is recorded in the Dressage NZ account.

Record of bank payment deadline Tuesday 22nd January 2019. No payment reminders will be issued. Competitors who have not paid full entry fees by the due date will not be included in the draw.

5. All competitors must be full ESNZ members. 6. All ESNZ rider and horse registration must be current to the 19th February 2019 or entry will not be accepted. 7. Entry & Event Fees FEI EADCMP Fee $30 per horse entered in FEI CDI International classes – Grand Prix, Intermediate Tour (Level 8) Young Rider and Pony. Rider Event Fee $50 per rider. Non refundable. Includes an event programme, a complimentary Spectacular and a Super 5 League Presentation ticket. Horse Event Fee For horses not being stabled or yarded on the grounds $30 per horse for event

Horse Accommodation Fees Horse accommodation fees cover arrival from Wednesday 13th February to departure on Sunday 17th February 2019.

Stables $120 for the whole show – includes horse event levy.

Camping Fees

Camping fees cover arrival from Wednesday 13th February to departure on Sunday 17th February 2019.

With power - $120 per truck for the whole show.

Without power - $100 per truck for the whole show.

Competitors arriving outside these times

1. For stabling/camping outside these dates please arrange with Stable Manager 2. All additional charges are payable to the Stable Manager on arrival and are as follows:

$40 per night per 1 x person and 1 x horse. This will provide a camping spot (powered if required) and a stable or yard. Any additional horses or people are with this person they will be $15 each per night.

3. The Stadium will not be available for use prior to the event.

4. Outdoor arena use may be limited prior to the event and is to be organised directly with Manfeild. It is $15 per day and an indemnity form must be signed at the Manfeild Office. The riders are free to use the grass space whenever. All manure is to be picked up.

Bates NZ Dressage Championships Bates Open Championships Eligibility 1. Qualification Criteria: The following scores must be achieved at a Premier League, Island or National

Championship or Horse of the Year between 1st January 2018 and 30th January 2019. Levels 1 - 2: One total score of 63% and over Levels 3 - 5: One total score of 60% and over Levels 6 - 9: One total score of 57% and over A total score is the final combined marks of all judges.

2. Qualifying classes: Horses may only be entered in qualifiers for one level of Championship 3. Level 6, 7, 8, 9 Championships: Under special conditions, grading points at date of close of entry (19th January

2019). 4. Qualification after close of entries. Riders who intend to qualify at Premier League Event after close of entries

must still enter by the closing date 19th January 2019 and notify Event Secretary of qualification within 48 hours of achieving qualification.

5. Proof of qualification is the responsibility of person responsible or competitor.

Championship Points & Presentations 1. Championship points are allocated 20 for 1st, to 1 for 20th in Round 1, points awarded x 1.5 in Round 2. 2. Level 9 Championship points will be awarded from both National & FEI classes. 3. To be eligible for Championship points in round 2, competitors must have started in Championship round 1.

4. Champions and Reserves: The horse with the highest aggregate allocated points from specified classes will be the Championship winner. In the event of a tie, the combination with the highest place in the final qualifier is the winner. If there is still a tie, the combination with the highest aggregate collective marks in the final qualifier will be the winner. If there is a further tie, the combination with the highest average % in two qualifiers will be the winner.

5. All level Bates Champions receive a presentation rug and sash, reserve champions a sash.

Championship Conditions 1. Grand Prix Level 9 National Classes, may be contested in a Snaffle Bridle, all other FEI rules apply to

these classes

2. All Bates Open Championships tests rounds 1 and 2 must be ridden from memory.

3. Eye Opener test may be called.

4. Combinations contesting Bates Open Championship may not contest an Amateur Championship.

5. Combinations contesting Amateur Championship may not contest a Bates National Championship

6. Riders may contest an Amateur Championship on a mount not entered in a Bates Open Championship.

National Amateur Championships. Eligibility

1. Riders may not have gained more than 15 grading points higher than two levels above the championship

entered.

2. Rider Category Definitions

Category N (CN) Newcomers. For riders who have never earned grading points at any Level Category 1 (C1) For riders who have never earned 15 or more grading points at any level above Level 1 Category 2 (C2) For riders who have never earned 15 or more grading points at any level above Level 2 Category 3 (C3) For riders who have never earned 15 or more grading points at any level above Level 3 Category 4 (C4) For riders who have never earned 15 or more grading points at any level above Level 4 Category 5 (C5) For riders who have never earned 15 or more grading points at any level above Level 5

3. VW Dressage Pro Am Championships for level 6 – 9 Championship rug and sash for the winner, and sash for runner up. Winners will be decided using the Event championships scoring system. In level 9, the points will be allocated in both the national class and CDI where applicable. Rider must nominate eligibility at time of entry, no late nominations will be accepted. Eligibility will be at the date of close of entries:

Level 6 – Rider with no points at Level 7 or above

Level 7 – Rider with no points at level 8 or above

Level 8 – Rider with no points in Level 9

Level 9 – Rider not to have achieved 60% in a Grand Prix at a CDI 3* event

4. Combination of horse and rider must attain one qualifying score as set out below at the championship level

entered at a Premier League or Island Championship between 1st January 2018 and 30th January 2019.

Levels 1-2 63% and over

Levels 3-5 60% and over

7. Eligible combinations may only enter one level of Amateur Championship.

Championship Points 1. To be eligible for Championship points in round 2, competitors must have started in Championship round 1. 2. Championship points are allocated 20 for 1st, to 1 for 20th in Round 1, points awarded x 1.5 in Round 2.

Champions & Reserves: The horse with the highest aggregate allocated points from specified classes will be

the Championship winner. In the event of a tie, the combination with the highest place in the final qualifier is

the winner. If there is still a tie, the combination with the highest aggregate collective marks in the final

qualifier will be the winner. If there is a further tie, the combination with the highest average percentage in

two qualifiers will be the winner.

3. All Amateur Champions receive a presentation rug, sash and garland, Reserve Champions a sash.

Conditions

1. All Amateur Championship tests rounds 1 and 2 must be ridden from memory. 2. Eye opener tests may be called. 3. Combinations contesting National Amateur Championship may not contest a Bates National Championship

4. Combinations contesting Bates National Championship may not contest a National Amateur Championship

5. Riders may contest a Bates Championship on a mount not entered in an Amateur Championship Levels.

Super 5 North Island & National Finals The winners and place getters of the National Super 5 League Finals will be determined by scores gained at both the

South Festival of Dressage and the Bates National Championships. Champion presentations will be made at the 2019

Dressage Annual Awards Dinner.

Eligibility

1. Competitors may contest both the South Island and the North Island Finals.

2. To compete in an Island Final one qualification score must be gained in a Super 5 League class at a Premier

League or Island Championship event between the following dates.

For Bates National Championships - 1st October 2018 and 5th February 2019.

Levels 1 - 2: One total score of 63% and over

Levels 3 - 5: One total score of 60% and over

Levels 6 - 9: One total score of 57% and over

A total score is the final combined marks of all judges.

3. Qualification after close of entries. Riders who intend to qualify at a Premier League or Island Event after close

of entries for must still enter by the closing date and notify the Event Secretary within 48 hours of qualification.

4. Run under special conditions as per article 465. Combinations may enter any Super 5 Island Final in any level

which they have contested a Super 5 Qualifier at a Premier League or Island Event since 1st October 2018

subject to condition 2 above.

5. Downgraded Horses/ponies are not eligible to enter the Island Final at the Bates National Championships at

any downgraded level within 12 months of the downgrade being approved, but may compete in their original

grade if the downgrade has been officially revoked.

6. Foreign competitors may enter the Island Finals on the condition they can provide proof they have met the

qualifying criteria (as per condition 2 above) as a combination in their country of residence.

7. Super 5 Island Finals are open to both Bates Open Championship and Amateur Championship competitors.

Conditions

1. Horses/Ponies may start in more than one level of Super 5 Island Final or Final if eligible according to Article

460 (Grading of Horse & Ponies)

2. Super 5 Island Final classes must be ridden from memory.

3. There will be no equal placing in the Super 5 Island Final. DNZ Rule 446.2 will apply.

4. Whips may not be carried in Levels, 6,7,8,9 Island Finals.

Super 5 North Island Dressage League Super 5 League Points will be allocated as follows for the top five placed riders:

Scores of 70 plus % - gain 10 points Scores of 65 to 69.999% gain 7 points

Scores of 60 – 64.999% gain 5 points Scores of 57 – 59.99% gain 3 points.

1. Top 5 best scores will count for points from Premier League, Island and National Championships.

2. Bonus points will be added at the Bates National Dressage Championships - 2 extra points per placing

for scores achieved.

3. Level 9 Championship points will awarded from both National & FEI classes. 4. In the event of a tie the combination with the highest place at the Bates National Dressage

Championships for the will be the winner. If there is still a tie, the average of the top 5 scores will

define the winner.

5. Combinations earn points in their island of origin league regardless of the venue of the competition.

Eg any SI based combination competing and earning points in the NI will earn points toward the SI

Rider League and NI riders competing in the SI will earn points toward NI league.

Presentations

1. National Super 5 Final winners will be awarded Champion Sashes and $200. Scores taken from the two island finals. Presentations to be made at Dressage NZ Conference 2019.

2. North Island Final class winners will be awarded a Presentation Rug with rosettes to 5th place and prize money as per the event schedule.

3. Super 5 Dressage League North Island League winners will each be awarded a trophy with rider sashes to 5th place. These presentations will be made at the Super 5 Presentation evening at the event.

4. Placegetters must attend the prizegiving in full riding attire, hats not required.

FEI CDI***, CDI**, CDI-Y & CDI-P

1. FEI Dressage tests may change prior to the event January 2019, so please check the website for new tests. 2. All competitors must pay $30.00 FEI EADCMP fee per horse. 3. Classes 801, 802, 803, 804, 901, 902, 903, 904, 905, 906, 910, 911, 912, 920, 921, 922 are run under FEI rules.

With the exception that classes 902, 904, 906 may be contested in a snaffle bridle. 4. FEI Schedule available from www.nzequestrian.org.nz. 5. All FEI riders require FEI rider registration and FEI horse registration. 6. Horse Health and ID Inspection 12pm-1pm Wednesday 13th February 2018. All FEI horses must be presented

for inspection within this time frame. 7. Horse Inspection (Trot Up). All FEI horses must be presented for the horse inspection in the stadium 6.30pm

Wednesday 13th February 2019. 8. All FEI horses must be stabled on the grounds.

CDI***

1. FEI Horse Passports are required for horses entered in CDI*** classes 901, 903, 905. 2. All horses and riders require FEI registration. 3. Combinations must achieve 60% in the Grand Prix test to compete in the Grand Prix Musical Freestyle class.

CDI**/CDI-Y/CDI-P

1. CDI**, CDI-Y & CDI-P classes 801, 802, 910, 911, 912, 920, 921 22. All horses and riders require FEI registration. 2. All horses require valid ESNZ ID Books, FEI passports are not required. 3. CDI-Y Combinations must achieve 60% in the Young Rider Individual Test class 911 to qualify to compete in

the Young Rider Freestyle class 912. 4. CDI-P Combinations must achieve 60% in the Pony Rider Individual Test class 921 to qualify to compete in the

Pony Rider Freestyle class 922. 5. CDI-P Combinations may not contest any other classes at the Championships. 6. All ponies must have a current height certificate available on request.

Elite Equine Young Dressage Horse Championship 1. Horses must be ESNZ registered and be 148cm or over. 2. A dressage annual start is required to enter. 3. For 4, 5, 6 year old horses only, based on the official birth date, Southern

Hemisphere born horses - 1st August Northern Hemisphere born horses - 1st January. 4. Riders must be an ESNZ full competitive or life member. 5. Riders may compete more than one horse in the Championship. 6. No prior performance qualification required for qualification round. 7. Proof of age must be supplied with entry or entry will not be accepted. 8. ESNZ Identification papers will be accepted but must be completed and signed by a Veterinarian. 9. No prize money for qualification rounds, rosettes 1st to 4th. 10. Tests are available at www.nzequestrian.org.nz/dressage 11. Top 3 place getters in each age group round 1 go through to Round 2 12. The Anamour Memorial Trophy The Anamour Trophy will be presented to the Anamour descendant (by Anamour or out of Anamour mare) with the

highest open championship points at the event across all grades.

In the event of a tie, the highest grade wins. Horse must be nominated at time of entry to be eligible.

Equibreed Breeder Trophy The NZ Breeder Award of $250 plus a trophy will be awarded the breeder of the

top placed NZ bred Advanced level horse (Levels 6-9). In the event of there being

a tie for points in either award the highest grade horse will be deemed to be the

winner.

1. This event is run under the current ESNZ Para-Equestrian Rules and the DNZ rules where applicable 2. All riders must be current, full financial members of ESNZ at time of entry 3. All horses must be registered with ESNZ 4. Qualification applies as per Article 137.4 and all PE riders must have a current FEI or ESNZ ID card, a copy of

which must be carried at all times while riding. 5. All tests are the current 2017 versions that are on the FEI Website 6. Riders must wear the orange PE ID discs on either side of their saddle blankets at all times when mounted. 7. A horse may not be shared by different riders between PE & AB classes 8. A horse may be shared by riders of different Grades in Para classes as per Article 125 9. While every effort will be made to accommodate riders wishing to compete in both PE & AB classes and to

accommodate PE riders with more than one horse, the smooth running of the event is paramount and should there be excessive entries or timetabling issues, then riders may be asked to nominate which horse/discipline they want to compete in.

10. Depending on indoor timetable requirements classes may be held in a different daily order. 11. All classes will be eligible for grading points 12. All three test count toward the Championship points. Riders must achieve scores over 57% in each of the

three tests to be eligible for overall grade championship. 13. A Riders’ Briefing will be held on Wednesday 13th at 5pm in the upstairs suite. All riders must attend.

1. Open to teams from areas affiliated to Equestrian Sports NZ. 2. Teams consist of four riders. At least three of the horses must compete in different grades.

3. One rider may only compete on one horse. Unless is an area only has three riders, one rider may rider two horses.

4. All horses and riders in each team must be from the same area, except that, if an area has insufficient riders competing at the Championships, up to two volunteer combinations from another area may be used provided they are not already in a team.
