Learning Disability
Commissioning
Strategy
The Learning Disability and Autism Strategy
2016-20 will aim to ensure that people with a
learning disability and/or autism can have a
voice, be safe, be informed, remain healthy
and confident to be part of their community.
The draft Learning Disability and Autism
Strategy was launched at the Learning
Disability Partnership Board Meeting on 5
November 2015 and the consultation period
for submitting any comments is until 31
January 2016.
Surrey County Council’s ‘I’ Principles inform
the draft strategy. They describe what good
services and support look like for people with
a learning disability and/or autism:
• I have choice and control over my care.
• I live in the community with support from
my family and carers.
• I have a fulfilling and purposeful everyday
life.
• I get good care from all health services.
• I can access extra health and social care
support when needed.
• I am supported to stay safe.

Learning Disability
Commissioning
Strategy continued
The Transforming Care Service Model
outlines how services should look for people
with a learning disability and/or autism who
display behaviour that challenges, including
those with a mental health condition.
Other local strategies have informed this draft
strategy. These include the Surrey Carers
Strategy, the Surrey Police Strategy and the
Surrey Accommodation Strategy.
The 3 strategic goals focus on outcomes for
people with a learning disability and/or
autism:
1. Staying Healthy: People have the right
support that enables them to stay
well and receive the right care and treatment
they need.
2. Living My Life: People have a great start
to life, are supported to live and age
well having opportunities to contribute to their
local community.
3. Keeping Safe: People supported both in
Surrey and out of county will experience
quality services that are responsive to
individuals’ needs keeping them safe
delivering value for money.

as well as a more detailed bulletin.
Additionally there will be an on-line
questionnaire. There will be an Easy
Read and words only version, as well
as a version for staff and family carers.

Training
About 45 people attended the British Red Cross
Event and it went very well.
The training provided by the British Red Cross was
very good. Surrey Choices said it was very visual.
Barry said that he has some images from the
event which he agreed to send to Sarah Linington.
Action: Barry Hobbs
Barry will be following this up with sessions for the
6 Advocacy Groups. The training will cost £50 per
group but he has secured funding for this.
Barry confirmed that he will shortly be circulating
the dates of each training session.
David Muir said that he would welcome the British
Red Cross coming back to our Valuing People
Group. Barry said that he can access another
session when it is run at the Farnham Advocacy
Group.

The new Farnham Road Hospital is now open. It
will be the central point for those who are
experiencing a mental health crisis. David Muir
said that he had noticed that there is no Easy

Guildford Park and Ride
From Monday 2 November 2015, passengers with
an older person’s bus pass travelling on any of the
Guildford Park and Ride services will be charged a
concessionary £1 day return fare. The introduction
of this charge follows a recent public consultation
in which over 1,600 residents had their say on the
proposals.
The £1 day return fare will be applicable all day on
every day these services are running. Older
person’s bus pass holders will still need to present
their pass to the driver to receive the
concessionary £1 day return fare.
Disabled person’s bus pass holders and
companion bus pass holders (and their
companions) will still be able to travel for free on
Guildford Park and Ride services.
This change does not affect older or disabled
person’s concessionary travel on local bus
services. For information on local bus services in
