He has drafted PPP Manuals and PPP Toolkits for the Malawi’s Privatisation Commission, for the Government of Ukraine; for the Government of Indonesia’s PPP Unit; the Government of Egypt’s PPP Central Unit; India’s PPP Cell of the Dept. of Economic Affairs; and for the World Bank’s InfoDev Program on PPPs in e-Government. Over 19 years as an international trainer he has designed and directed dozens of technical training courses for over 10,000 officials worldwide on PPP financing & investment techniques. He received his M.A., with Distinction, in international economics, from the Paul H. Nitze School of Advanced International Studies (SAIS) of the Johns Hopkins University, his B.A. from Stanford University. Jeff Hamaoui, President and Founder, Cazneau Group

Jeff Hamaoui, Cazneau Consulting Jeff Hamaoui is an expert in sustainability and public-private partnerships with fifteen years’ experience exploring business models for social entrepreneurship. Jeff co-founded Origo Inc. in 1999 to develop an online global capital marketplace, and has since made a name as a cross-sector broker, facilitator and strategist. In early 2010, the Cazneau Group made a strategic investment in Origo, integrating Origo services into the

Cazneau Colab Platform. Under Origo, Jeff spent several years working alongside the World Business Council for Sustainable Development and its 150 Fortune 500 companies looking at strategies for ‘inclusive’ business in emerging markets. This allowed him to consult across industry sectors, including healthcare, telecommunications, oil and gas, utilities, and finance. Jeff sits on the boards of TechSoup Global and Play Rugby USA. He received his M.A. in Education from London University and B.A. in Philosophy and Literature from Swansea University. He is fluent in Spanish and French.

JESSE ANG, Resident Representative, Philippines Mr. Jesse Ang is Resident Representative for the Philippines office of the International Finance Corporation. He has strong financial sector expertise and a solid track record in putting together investment deals in infrastructure, including power, water and telecommunications. He is the first Filipino to become the head of the IFC Philippine office.

He joined IFC in February 2000 as the Principal Investment Officer primarily responsible for business development. Prior to joining IFC, he was the Chief Financial Officer and Treasurer of the Philippine International Air Terminals Company based in Manila. He worked in New York City for several years in various capacities, such as Director of the Global Structured Finance department in ANZ Investment Bank, Vice President of the Trade and Commodity Finance department in Generale Bank and Assistant Vice President in Irving Trust Company. His work experience involved significant travel to Latin American countries such as Mexico, Chile, Colombia, Venezuela, Brazil and Argentina and East Asian countries including Korea, Taiwan, Hong Kong and the Philippines.

He earned his masters degree in Business Administration from the Wharton Graduate School of Business and a BS Industrial Engineering degree from the University of the Philippines.

John R. Wille, Lead Private Sector Development Specialist, Investment Climate Advisory Services, World Bank Group John Wille heads the ICT/eGovernment team in WBG’s Investment Climate Advisory Services, providing technical support to IFC and WB project teams implementing G2B software applications to improve the business and investment environment in client countries. He has led or contributed to several innovative software development initiatives designed to improve access to business, investment and regulatory information and to move business registration and licensing processes

He previously worked as a program manager in the Multilateral Investment Guarantee Agency, overseeing a suite of Internet-based information and knowledge services targeted to the international investment community. Prior to joining the World Bank Group he held various management positions in consulting, financial services and industry. John’s academic background includes a MBA degree in finance from the University of Chicago, an executive development program at the Harvard Business School as well as a bachelors degree in economics from Northwestern University.

Joseph Teo, Centre Director, MSc University of Illinois, Urbana-Champaign, MBA Nanyang Technological University, Singapore, AB(Hons)(Comp Sc) University of California, Berkeley As Centre Director of the e-Government Leadership Centre, Joseph is responsible for delivering education, research and advisory services in the area of infocomm technology

adoption by governments. His audiences have included permanent secretaries, and senior government officials from Vietnam, Philippines, China, Brazil, Belize, Guyana, Ghana, Nigeria, Botswana, Lesotho, Barbados, Trinidad and Tobago, St Lucia and other Caribbean and African countries. Prior to joining eGL, Joseph was the Vice President at the Singapore Exchange and headed units responsible for outsourcing and technology procurement, and IT quality and testing. He was also Vice President and Head of Operations Planning at United Overseas Bank, responsible for the business and financial planning for back-office operations, management information, risk reporting, productivity improvements and business process outsourcing. Within the Singapore government he has served as an Assistant Director at the Monetary Authority of Singapore (MAS) where he worked on technology risk, and policies surrounding online financial services. He has also worked in technology management and process re-design for various public sector organisations in Singapore which include the High and Subordinate Courts, Immigration, Police, Prisons and the Central Narcotics Bureau.

Lena Ng, Division Director, International Enterprise Singapore Ms Lena Ng is currently the Division Director (Infocomm & Media) and Programme Director (Green Programme Office) of International Enterprise (IE) Singapore. IE Singapore is the lead agency under the Singapore Ministry of Trade and Industry tasked to promote the overseas growth of Singapore-based enterprises and international trade. Prior to this position, Lena was posted to Bangkok in 2004 as the

Centre Director of IE Singapore Bangkok office and First Secretary (Commercial) of the Embassy of the Republic of Singapore. In this role, she facilitated Singapore-based companies’ expansion in Thailand and key strategic alliances or joint-ventures between key Thai and Singapore enterprises. Within a short stint, she has successfully facilitated strategic investments & joint-ventures of close to S$200mil in Thailand. With more than 15 years of extensive experience throughout Asia Pacific in transport & logistics, manufacturing and financial sectors, Lena has broad regional experience in public policy and administration, corporate advisory and supply chain management. A result-oriented individual with strong leadership capabilities, she has worked in leading institutions including Standard Chartered Bank, British Telecoms and several other Multinationals Corporations. Lena has also assisted the Singapore Ministry of Trade & Industry to formulate a S$20million Logistics Masterplan and represented the Ministry for ASEAN and ASEAN and APEC Transportation Working Group (E-Commerce Project).

Connectivity Infrastructure Day

CARLOS RODRIGUEZ, Manager Regulatory Affairs, Telefónica Internacional USA Inc. Carlos Rodríguez, joined Telefónica in February 1999. He started his career as a Legal Adviser for the Directorate of EU & International Regulatory Affairs in Madrid. In 2003 he moved to the position of Senior Adviser in EU & International Regulatory Affairs in Telefónica’s Brussels Office. During this period his activities mainly focused on EU external trade, external relations and international related aspects of Information

Society including WTO, ITU and OECD telecommunications policy at the multilateral level, the Transatlantic relation and the Bi-regional EU-Latin America relation. He followed these issues closely at the EU institutions and through various industry associations such as the European Telecommunications Network Operators’ Association (ETNO), the European Services Forum (ESF), the European Round Table of Industrialists (ERT) and the European American Business Council (EABC). He was also the European Coordinator for Services and Investment in the Mercosur European Union Business Forum (MEBF). In August 2008 he was appointed to the position he currently holds, as Manager of Regulatory Affairs and Washington DC Representative for Telefónica International USA, Inc. Within this position he is tracking the regulatory policy debate in the US, anticipating potential issues of interest for Telefónica as a global player and spreading Telefónica's view of the sector. He is in charge of relationship building in Washington DC, to leverage the image of Telefónica as a global ICT leader and create alliances with US stakeholders in regional and multilateral fora and organisations such as the OECD, ITU or WTO. He is also promoting a better understanding on issues to improve the investment climate and regulatory framework in Latin America.

Prior to joining Telefónica, he worked in the Commercial Office of the Spanish Embassy in Santiago de Chile and in the International Department of Spanish utility Iberdrola. He holds a degree in Law from the University of Oviedo, Spain and a specialisation in foreign trade from the Spanish Institute for Foreign Trade.

Daniel Leza , Vice President Legal and Regulatory, Telecommunications Management Group, Inc. (TMG) Mr. Leza is Vice President, Legal and Regulatory, at Telecommunications Management Group, Inc. (TMG), a consulting firm that provides strategic, technical, legal, regulatory, and economic assistance to governments and private companies around the world in the information and communications technologies sector. He joined TMG in September 2005 and assists public and private sector clients in

developing and implementing ICT regulatory policies and strategies in various areas including broadband, licensing, spectrum and interconnection. He also advises clients on competition law related issues including merger review and investigations of anti-competitive practices in the ICT sector. He advises clients with interests in Latin America, the Middle East and Africa. Mr. Leza previously served at the Legal Counsel's Office of the National Telecommunications Commission of Venezuela and worked as an associate at a prestigious law firm in Caracas. Mr. Leza obtained his law degree from the Catholic University “Andres Bello” and holds an LL.M. degree from the University of Chicago Law School. He is admitted to practice law in Venezuela and in the State of New York.

Hansuk Kim, Senior Executive Vice President, Global Business Unit, KT Dr. Hansuk Kim is the Senior Executive Vice President of KT, Korea’s largest telecom operator. Dr. Kim has been at the helm of KT’s Global Business since 2003, developing overseas ICT business and investment opportunities as well as global voice and data businesses. 2011 saw his responsibilities expand further to include the management of global satellite systems and the development of global satellite services.

Joining KT in 1990 as a senior researcher for telecommunications economics and management research projects, Dr. Kim led numerous projects in telecommunications policy and regulation, market research, and corporate strategy. Combining his expertise with strategic implementation, he found himself actively and frequently participating in nationally sponsored tasks such as establishing the vision and strategies of Korea’s national information infrastructure and KT’s privatization initiatives as early as in the mid-90’s. Dr. Kim’s successful negotiations in KT’s acquisition of Hansol M.com, a wireless operator in Korea, helped solidify KT’s wireless business. He also laid down the ground work for KT’s complete privatization by heading the Office of Privatization in 2000 and designing the corporate governance system of now privatized KT, while also strategically selling major portions of KT’s shares to investors including Microsoft. Other positions held by Dr. Kim include the head of the Telecommunication Research Lab in the late 90s and early 2000s, the CLO in 2003, and the CHO/CLO in 2009 and 2010.

Robert Pepper, Vice President, Global Technology Policy, Cisco Robert Pepper leads Cisco’s International Government Affairs team as well as driving Cisco’s global agenda for technology policy in areas such as broadband, IP enabled services, wireless, security and privacy and ICT development. He works with governments across the globe on developing national digital and broadband strategies. He joined Cisco in July 2005 from the Federal Communications Commission, FCC,

where he served as Chief of the Office of Plans and Policy and Chief of Policy Development beginning in 1989 where he focused on issues cutting across traditional industry and institutional boundaries as a result of new technologies and convergence and led teams implementing telecommunications legislation, planning for the transition to digital television, designing and implementing the first U.S. spectrum auctions, and developing policies promoting the development of the Internet and broadband. Before joining the FCC, he was Director of the Annenberg Washington Program in Communications Policy. His government service also included Acting Associate Administrator at the National Telecommunications and Information Administration (NTIA) and initiating a program on Computers, Communications and Information Policy at the National Science Foundation. His academic appointments included faculty positions at the Universities of Iowa, Indiana, and Pennsylvania, and as a research affiliate at Harvard University. He serves on the board of directors of the U.S. Telecommunications Training Institute (USTTI) and the Information Technology and Innovation Foundation (ITIF), advisory boards for Columbia University and Michigan State University, and is a Communications Program Fellow at the Aspen Institute.

Sascha Meinrath, Director, Open Technology Initiative Sascha Meinrath is the Director of the New America Foundation's Open Technology Initiative and has been described as a "community Internet pioneer" and an "entrepreneurial visionary." He is a well-known expert on community wireless networks, municipal broadband, and telecommunications policy. In 2009 he was named one of Ars Technica's Tech Policy "People to Watch" and is also the 2009 recipient of the Public Knowledge IP3 Award for excellence in public interest

advocacy. Sascha is a co-founder of Measurement Lab, a distributed server platform for researchers around the world to deploy Internet measurement tools, advance network research, and empower the public with useful information about their broadband connections. He also coordinates the Open Source Wireless Coalition, a global partnership of open source wireless integrators, researchers, implementors and companies dedicated to the development of open source, interoperable, low-cost wireless technologies. He is a regular contributor to Government Technology's Digital Communities, the online portal and comprehensive information resource for the public sector. Sascha has worked with Free Press, the Cooperative Association for Internet Data Analysis (CAIDA), the Acorn Active Media Foundation, the Ethos Group, and the CUWiN Foundation.

Araba Sey, Research Assistant Professor, University of Washington Araba Sey is a Research Assistant Professor at the University of Washington’s Information School. Her research interests include mobile phone appropriation, and the implications of information and communication technologies in developing countries. She is currently Research Lead for the Global Impact Study with the

Technology & Social Change Group. She is a co-author of “Mobile Communication and Society: A Global Perspective.”

Ben Berkowitz, CEO & C-Founder, SeeClickFix Ben is a proud resident of New Haven, CT. The inspiration for SeeClickFix.com came from a desire to improve his own community with his neighbors and his government. At SeeClickFix he is CEO and a Co-Founder. Ben was named Huffington Post's 2010 Tech Gamechanger and Government and Technology magazine's top 25 Dreamers

and Innovators for 2011.

Ben Taylor, Founder and Executive Director, Daraja Ben Taylor is a policy analyst and activist, with a particular focus on local governance, media, and the water sector. He has a Masters in Development Management from the University of Manchester, UK, and has lived and worked in Tanzania for 12 years. He is one of the founders of Daraja (daraja.org), where he has worked full time since August 2009 as Executive Director. His work involves leading various projects including an accountability-focussed local newspaper

project, exploratory work with social media for social accountability, and the Maji Matone programme using SMS, mapping and local media to create pressure for local government accountability in rural water supply. Ben blogs at blog.daraja.org, through which updates and analysis of all Daraja's programmes can be found.

Clay Johnson, Founder, Big Window Labs Clay Johnson is a pioneering technologist, digital activist and entrepreneur. In 2004 he was the lead programmer for Howard Dean's presidential campaign, helping to design, build and implement a suite of online software for political organizing and fundraising. He turned that software and strategy into Blue State Digital, a company founded by Johnson and other former Dean campaign staff. In 2007, Blue State Digital was hired to provide technology and strategy to the

Barack Obama presidential campaign, and the firm was responsible for the winning campaign's online technology and strategy. Clay Johnson is also a leading figure in the open source movement to making government more transparent and accountable. Acting as Director of Sunlight Labs in 2008-2010, Johnson built an army of

nearly 2,000 developers that shipped over 100 open source applications dedicated towards making government more accountable. For these efforts, he was awarded the Google-O'Reilly Open Source Community Organizer of the year and was named one of Federal Computer Week's Fed 100 of the Year. Johnson and a colleague hold a patent on mouseover preview in search results which he developed as a technologist at Ask Jeeves.

Eric V. Swanson, PhD economics, DECDG Eric Swanson is a senior adviser in the World Bank’s Development Data Group. For many years he lead the team that produces the World Development Indicators, Global Development Finance, The Atlas of Global Development, and the World Bank’s online databases. He has worked on measuring educational outcomes and human capital, macroeconomic modeling, and improving statistical systems in developing countries. His current interest is in expanding the scope of the World Bank’s Open Data Initiative to incorporate more data sets from diverse sources.

Josh Nesbit, Chief Executive Officer, Medic Mobile Josh Nesbit is the Chief Executive Officer of Medic Mobile, an organization low-cost, mobile technology to create connected, coordinated health systems that save more lives. As an international health and bioethics student at Stanford, his qualitative research focused on access to pediatric HIV/AIDS treatment. Josh has implemented text message networks in Malawi, Uganda, and Cameroon, advising ICT development projects in more than 15 countries. After the 2010 earthquake in Haiti, he helped

coordinate the 4636 project, an SMS-based emergency response system. He is a PopTech Social Innovation Fellow, Echoing Green Fellow, Rainer Arnhold Fellow, Strauss Scholar, and Haas Public Service Fellow. Recently, Josh was named by Devex as one of 40 Under 40 Leaders in International Development and received the Truman Award for Innovation from the Society for International Development.

Laura Merling, Senior Vice President Application Platform and Strategy Laura Merling: Senior Vice President Application Platform and Strategy is a leader in this fast changing environment. Martin Tisne, Technology for Accountability Initiative Martin manages the Transparency & Accountability Initiative. The Transparency and Accountability Initiative is a donor collaborative that aims to help expand the impact, scale and coordination of funding and activity in the transparency and accountability field and explore applications of this work in new areas. The collaborative is led by a diverse group of eight leading funders in the field that includes private foundations, a leading bilateral donor and regranting NGOs: Ford Foundation, Hivos, International Budget Partnership, Omidyar Network, Open Society Foundations, Revenue Watch Institute, United Kingdom Department for International Development and the William and Flora Hewlett Foundation. It is co-chaired by OSF and DFID. Prior to the collaborative, Martin led a team of CSOs working on transparency and accountability in fragile states at Tiri, founded the NGO Publish What You Fund, helped launch the anti-corruption group Integrity Watch Afghanistan and wrote extensively on transparency and accountability in fragile states. He is the author of "A New Approach to Post-War Reconstruction” (Journal of Democracy), “Integrity in State Building” (OECD), "Integrity after War" (Tiri), "A Candidate for Relegation? Corruption, Governance Approaches and the (re)construction of post-war states” (PAD), and “From the Ground Up: Assessing the Record of Anticorruption Assistance in Southeast Europe” (CEU).

Oscar Salazar: CitiVox,CEO Oscar Salazar is a key player in the technology for development field. With a B.S. in Telematics Engineering from Universidad de Colima (Mexico), a Master's in Electric Engineering from Calgary University (Candada) and a Doctoral Degree from École Nationale Supérieure des Télécommunications (France), Oscar has a very peculiar understanding of how people can benefit from the use of technology. He is also recognized as an international expert in democracy and transparency using new media and has participated in conferences and seminars in Lithuania, Indonesia, Washington DC, Honduras, and Peru. Seah Chin Siong, Chief Executive Officer, IDA International Seah Chin Siong is the Chief Executive Officer (CEO) of IDA International, a subsidiary of IDA (Infocomm Development Authority of Singapore). He was responsible for crystalising IDA International’s mission and vision which is to help public agencies deliver socio-economic outcomes enabled through public service infocomm. Prior to joining IDA International, he was the Managing Director of Accenture’s Public

Service Operating Group for Asia-Pacific and the Country Managing Director of Accenture Singapore. Sheila Campbel, Acting Director , Center for Excellence in Digital Government at U.S. General Services Administration Sheila Campbell is Acting Director of the Center for Excellence in Digital Government at the U.S. General Services Administration. She’s accountable for several government-wide initiatives and programs that help agencies provide a better online experience to citizens: Web Manager University, which trains thousands of government workers in all aspects of managing government web and

new media efforts; HowTo.gov, a clearinghouse of federal web requirements, best practices, and step-by-step guidance; and the Web Content Managers Forum, a network of over 2,000 federal, state, and local web and new media professionals that collaborates on solutions for improving government websites. A key part of her job is to co-chair the Federal Web Managers Council, composed of agency Web and New Media Directors, which works to strengthen web governance, develop national web strategies, and coordinate online content across agencies. Administrator, Office of Citizen Services and Innovation, GSA Effective May 24, 2010, Sanjeev “Sonny” joined GSA as the Deputy Associate Administrator of the Office of Citizen Services and Innovative Technologies. Sonny leads GSA efforts in helping the Federal CIO implement Government-wide e-Gov

(Open Gov) programs which include GSA’s Open Government Directive Program, Data.gov, Federal Cloud Computing Initiative, FEDSPACE – Government-wide Collaboration, Mobile Applications, Federal Data Center Consolidation Initiative, and FedRAMP – Cloud Security. Sonny served as the Chief Information Officer (CIO) of the U.S. Department of the Interior (DOI), a large cabinet agency, from December 2008 until May, 2010 overseeing an Information Technology (IT) Portfolio of approximately $ 1 Billion and modernized and unified DOI’s diverse IT environment under its top-rated Enterprise Architecture Program. Sonny also served as CIO for Indian Affairs, a $ 2.3 billion sub-agency with 10, 000 users within the US DOI from August 2007 to December 2008. Sonny has served as a member of the Federal CIO Council Executive Committee, co-chairing its Architecture and Infrastructure Committee, Best Practices Committee and the Inter-Agency Management Council for “NETWORX”. Yonghyun Kwon, Senior Information Officer, ICT Sector Unit

Devan led a large-scale study on the urbanization of China; built a network of top Chinese economists to support McKinsey’s understanding of the Chinese economy; and developed a strong suite of proprietary knowledge products. He also advised senior executives and CEOs of more than 40 multinational corporations spanning the Fortune 1000 list of companies in airline, banking, food and beverage, consumer products, energy, mining, and infrastructure sectors. Before his work in China, Devan was Director of Global Operations of McKinsey's flagship Strategy Practice with special expertise in global and corporate strategy for a broad spectrum of the firm's financial, consumer, and knowledge-based clients in the U.S., Europe, and Asia. While leading the Strategy Practice, he created and led the Institute for Corporate Excellence, an initiative to better understand the drivers of corporate performance. Devan began his professional career as an economist at the Monetary Authority of Singapore. Raul is the founder and former Executive Director of the SonoraSoft Technology Park in Sonora.

Sean Greene, Associate Administrator for Investment & Special Adviser for Innovation, U.S. Small Business Administration Sean Greene is the Associate Administrator for Investment, and Special Adviser for Innovation at the U.S. Small Business Administration. He brings 20 years of experience as an entrepreneur, investor, and business strategist to the SBA. He was the founder and CEO of Away.com, an online travel company that he sold to Orbitz.

Thomas Andersson, President, International Organization for Knowledge Economy and Enterprise Development (IKED) Previously President of Jönköping University in Sweden for five years, Professor and Ph.D. in economics, Thomas Andersson holds a number of international advisory and board positions. He is Senior Advisor in the Sultanate of Oman on Science, Technology and Innovation Policy and was the main expert of the Executive Council

of Abu Dhabi in its recent innovation policy work. He is the Chairman of the International Organisation for Knowledge Economy and Enterprise Development (IKED), the International Entrepreneurship Academy (Intentac), and the Global Identity Networking of Individuals (GINI), a Support Action for the Information Society and Media Directorate-General, European Commission. He is also Vice Chairman of Division XI of the Royal Swedish Academy of Engineering Science (IVA) on Education and Research Policy, and serves on the Advisory Board of the Global Forum and the World Student Community on Sustainable Development (WSCSD). In recent years, Thomas Andersson was member of four ad hoc high level Expert Groups to the European Commission, on “Scientific Data e-Infrastructures“, “The Role of Community Research Policy in the Knowledge-based Economy”, “World Class Research Infrastructures”, and “Prioritisation Procedure for New Research Infrastructure”. From the mid-1990s, Thomas Andersson was Deputy Director of Science Technology and Industry at the OECD, where he coordinated the Technology part of the Jobs Study and the seminal Growth Study.
