Professional development encompasses all types of facilitated learning opportunities, ranging from college degrees to formal coursework, conferences, group training and informal on-site learn- ing opportunities. It is intensive and collaborative, with specific goals or objectives and incorporates evaluation. There are a variety of approaches to professional development, including group training, consultation, coaching, communities of practice, mentoring, reflective supervision and technical assistance. The Delaware Institute for Excellence in Early Childhood (DIEEC), at the University of Delaware, Department of Human Development and Family Studies is charged with creating, coordinating and delivering a quality- assured professional development system for all early childhood professionals throughout Delaware. Standards have been set by the Delaware Department of Education for a five-level training system. Under guidance from the Professional Development Advisory Committee, definitions standards and applications have been developed and implemented for Instructors, Technical Assistants and Curriculum approval. All professional development (trainings) will count toward annual hours for the Office of Child Care Licensing, except those related to the cause, diagnosis, treatment, care or management of childrenʼs physical or mental illnesses, diseases, syndromes, or disorders not offered by a licensed or certified professional with credentials in that topic. Training certificates must contain the following information: training sponsor name and address, attendeeʼs name, training title, training date(s), level, core content area, number of hours, train- erʼs name and license/credential number if applicable, and issuing body. Available on the website is a “Training Calendar”, listing group trainings at Levels 2, 3 & 4; “Registration” to sign up for classes offered by DIEEC and its partners; and “Resources” such as the Early Learning Foundations, Competencies, and a “Job Board”. • Mentoring: Facilitating formal one-on-one growth-based personal relationships; individual focused; goalfocused and reflective; fostering continuous growth inknowledge, skills, competencies and practice

• Coaching: Facilitating performance-based outcomes;content specific; connected to specific knowledge andskill; topic focused; model demonstration

• Providing Technical Assistance: Supportingindividuals and organizations in systemic improvementto reach specific regulations, funding, standards orbest practice

• Assessing: Providing accurate, complete andreliable data, using a specific instrument or tool;collects data on teacher, classroom or program

• Consulting: Providing technical assistance, mentoring,coaching and/or assessments in specialty area(s)outside of early childhood, i.e. health, mentalhealth, nutrition, safety, social work, business and/orlaw; program focused or child focused (EarlyInterventionist: OT, PT, SLP, Part C, Part B 619)

Meet the DirectorMartha Buell, DIEEC Director,started her professional career inthe field of early childhood in 1986as a teacher/caregiver in an infanttoddler center in Colorado. As ateenager she used to go with hermother, a former 1st grade teacher,to volunteer in Head Start centers inher native home, Louisiana. Marthahas a Masterʼs degree in early child-hood education from TulaneUniversity, and a Ph.D. in HumanDevelopment and Family Studiesfrom the University of NorthCarolina at Greensboro. As agraduate student at UNC-G, sheworked on evaluating the T.E.A.C.H.Early Childhood program. Marthajoined the University of Delaware in1996, and she was the originaldirector of the New Directions EarlyHead Start program. Martha hasalso been a co-director of the threeEarly Reading First projects. As aUniversity of Delaware professor,Martha teaches courses in the birthto second grade inclusive teachercertification program. Even thoughMartha is true to her New Orleansʼroots (Geaux Saints), her twochildren are native Delawareans,and she is proud to call Delawarehome. “I could not be prouder ofDelaware if I had been born andraised here. Every day I am struckby the level of motivation and com-mitment I see in the providers,teachers, and families to doingwhatʼs best for the children of ourgreat state. Getting to Know ERS Assessments

The Environment Rating Scales (ERS) are observation tools used to evaluatethe quality of early childhood programs, including those that serve infants,toddlers, and/or school-age children. There are four tools that are used in theassessment process: Infant-Toddler ERS-revised, Early Childhood ERS-revised, Family Child Care ERS-revised, and School-Age Care ERS. Each scaleis divided into criteria that are based on current research regarding best practiceand positive outcomes for children and takes into account the physical environ-ment of a program, health and safety procedures, materials, interactions, andsupport for staff development.

As one part of evaluating progress, programs participating in Delaware Starsreceive outside ERS assessments based on the standards by trained andreliable assessors. These assessments are scheduled, planned, and providedduring a pre-determined window of time. The assessments are meant to identifyareas of strength, as well as areas needing improvement, so that Stars programscan scaffold progress toward continuous quality improvement.

Tips for preparing for a Stars ERS assessment:

• Share with all program staff whenthe assessment is scheduled.Encourage staff to ask any and allquestions. The answers to thesequestions will help everyone bebetter prepared.

• On the day of the assessment, class-rooms and programs should beconducted as if it were any other day.The goal is to observe a typical ornormal day in the classroom. Havingan assessor come into your programcan be nerve-racking, but it is impor-tant for everyone to do his/her best toperform as usual.

• Focus on the children. Make surecell phones are off and act as thoughthe assessor is not in the room. Theassessor will not interact or commu-

nicate with staff or children so thatthe assessment remains objectiveand reliable. No questions will beanswered and no feedback will beprovided during the observation visit.Do not be alarmed when drawers andcloset doors are opened; this is aneeded part of the assessmentbecause the entire environment,including all materials must beobserved.

• Be ready for the interview. At the endof each assessment, the assessormay need to ask questions to clarifyitems observed. Think about thequestions asked and take timeanswering them. Questions askedmay include scheduling, materials,program policies, and other informa-tion of which staff should be aware.

We have some and weʼd like to give it away to help youimprove your child care program! Could you use someextra money to purchase new toys and equipment for yourchild care program? Money is available for any licensedprogram open Monday through Friday until at least 5:30 pmthat accepts Purchase of Care subsidies. Perhaps youʼre anew family child care provider and youʼre realizing you needmore supplies and equipment for this business than youʼdthought. Perhaps youʼve opened a new child care centerand youʼre feeling overwhelmed with the task of decidingwhat items are most important in each classroom. TheCapacity Grant can help!

You donʼt have to be new to qualify. Maybe youʼve been inthe business for 10 years and you want to replace some ofyour existing worn-out items. Maybe youʼre going to add toyour program by beginning to care for infants or to begin aschool-age summer camp and want help in determiningwhat types of activities to provide for them.

There are many different scenarios, but if youʼre in the childcare business, youʼre likely to fit into one of the categoriesfor the Child Care Capacity-Building Program. The cate-gories of funding are: Infants and Toddlers (children birththrough 36 months of age), School-Age (children inKindergarten and older), Children with Disabilities (childrenwith identified special needs), Non-Traditional Hour care(provided before 7:00 a.m., after 6:00 p.m., or on week-ends), and care for Mildly Ill children.

Programs can apply as new (open and licensed less than ayear), expansions (for example, family child care movingfrom level 1 to level 2, therefore adding to the number ofchildren they are able to care for OR a child care centerserving additional children in a new or existing age group),or as enhancements (programs who would like to improvethe quality of care for existing children, but are notincreasing their numbers).

Verification of Qualifications Review Process

The Delaware First Professional Development System,now a unit of the Department of Education, will processapplications for qualifications for the Office of Child CareLicensing. Verification will be done to ensure eachindividual has the appropriate training, educationand experience requirements to qualify for one of thenew early care and education and school-age positionslisted below.

and training certificates to document training andeducation to meet the specific qualifications.

Delaware Stars for Early Success

Delaware Stars is a quality rating and improvementsystem (QRIS). It began in 2007 with the goal ofimproving the quality of early care and education,school-age care, and family child care programs in thestate of Delaware.

What is a Quality Rating and Improvement System

(QRIS)?

QRIS is a method used to assess, improve, and com-municate the level of quality in child care settings. Itestablishes quality standards for programs and throughan assessment process a program achieves a ratingthat indicates its quality in relation to the standards.

How do staff benefit from a program’s participation?

Staff will increase their knowledge about appropriateearly learning practices and quality programming forchildren. They will become part of a system whichpromotes professionalism and know through theirparticipation in Delaware Stars they will have contributedto improving quality that will ultimately positively impactthe children and the families with whom they work.

Cancellation Policy

Participants who have registered for classes cancelled by the Institute or its partners will be provided a credit toward another class.If a participant cancels their class registration 24 hours prior to the class beginning, a credit will be issued to be used for a subse-quent class within six (6) months. If a participant does not attend the class and has not contacted the Institute 24 hours prior to theclass, no class credit will be issued. NO REFUNDS
