Vol. 54 - June 2012 As part of its event calender, SSGC recently participated in the 10th edition of Pakistan Oil, Gas and Energy Exhibition (POGEE), the annual mega energy sector exhibition-cum-conference, to project a progressive image of the Company committed towards energy sustainability and diversification. The ingeniously- styled booth, fabricated and remodeled on the lines of the recently acquired LPG import terminal at Port Qasim Authority was adjudged the 'Best Corporate Booth' for the second year in a row, amidst widespread admiration from local and foreign delegates. The Pegasus Consultancy-organized POGEE was held from May 8 to 10, 2012 at Karachi's Expo Centre and featured a number of foreign and local companies from the energy sector. The 'thematic' booth was the creative brainchild of the Company's Corporate Communication Department (CCD). distribution plans as well astransnational pipeline projects suchas IP and TAPI.

The 3-day event was inauguratedby Dr. Farooq Sattar, FederalMinister for Overseas Pakistaniswho also visited the SSGC boothwith Aasim Siddiqui, Chairman,Pegasus and admired theinnovation displayed by CCD inconstructing it. He climbed theback of the booth and had hispicture taken with the CCD team.On the inaugural day, Syed HassanNawab, DMD (Operations) andShoaib Warsi, SGM (Distribution-South) also visited the booth andmet with the personnel from CCDand other departments deputed inthe exhibition.

Azim Iqbal Siddiqui, MD, SSGC,accompanied by Zuhair Siddiqui,DMD (Corporate Services), YusufJ. Ansari, SGM (ManagementServices) and Dr. Shehla Naqvi,GM (HR/Medical Services) visitedthe booth on the second day of the

exhibition. They were visiblyimpressed by the omnipresentbooth and lauded CCD for a jobwell done. The MD also spoke tothe media about issues related tothe LPG subsidiary and Company'splans for bridging the demand-supply gap.

Bridging the Energy Gap - SSGC LPG COO's presentation

One of the highlights of POGEEwas a Conference programorganized for the objective ofdiscussing sustainable energysolutions through cross-borderenergy trade. In this regard, aconference session entitled 'EnergySupply Options - Imported orIndigenous' was held on May 10,2012 which featured an all-encompassing presentation byMalik Usman Hassan, COO, SSGCLPG (Pvt) Ltd. In his presentation,Mr. Usman dilated on the aims andobjectives of setting up an SSGCLPG import terminal at Port Qasim.While providing an overview of localLPG arena which started out in

Pakistan almost a decade ago, hesaid that the local productionstands at around 431,700 tonswhile 60,145 tons is imported.Mr. Usman added that there areapproximately 86 l icensedmarketing companies spreadthroughout the country with adistribution network of more than5,000 distributors.

Mr. Hassan in fo rmed theparticipants that reasons forentering LPG business includedenhancing overall gas supplies,providing energy diversity andsecurity as well as a competitivelypr iced, c lean and eas i l y

transportable fuel and bringingprice stability to the LPG marketby discouraging cartels.

While giving a comparative analysisof petrol, CNG and LPG, he saidthat LPG is cheaper than otherl iquid fuels and is easi lytransportable to distant locations,

Mr. Hassan further added that LPGmaintains power on higher altitudesand ensures longer life of storagetanks in the vehicles. The COOsaid that LPG or autogas, as it isknown worldwide, has establisheditself in many countries as by farthe most important alternate fuel.

Azim Iqbal Siddiqui, MD, SSGCa d d re s s e d t h e C o m p a n ymanagement on May 21, 2012 onthe subject of 'Strategic Plan andPerformance Measure 2012-13' tostress on the primary objectivesduring the next fiscal year andreiterate the main priorities thatmust guide entire operations.

Addressing the DMDs, SGMs,GMs, and DGMs representing alldivisions and departments, the MDcalled them the organization'sleadership who gives it a sense ofdirection and mobilizes theirworkforce in achieving theobjectives.

The MD instructed the divisionaland departmental heads to ensurethat all the executives submit theirperformance plan which will helpin effective performance evaluation.He stressed that the departmentsmust prepare performance plan inkeeping with their vision statementand individual performance plans.Mr. Siddiqui said that themanagement committee wentthrough a brainstorming session todiscuss various aspects of thestrategic plan. He pointed out thatthere is an extensive need fortraining within the organization andit is incumbent on the divisionaland departmental heads to ensurecomprehensive training anddevelopment for their humanresource. The MD speciallystressed that 2,500 reinstatedemployees must be fully utilizedby giving them extensive training

so that they can emerge asproductive individuals for theCompany.

Elaborating on UFG and HRdisallowances that the Companygets f rom OGRA, the MD

expressed his concern that thereduction of UFG benchmark from7% to 4.5% poses a majorchallenge since this implies evengreater penalties for the Company.Mr. Siddiqui said that the regulatorhas also disallowed non-operatingincome for the next financial yearwhich meant that that any incomeSSGC will make will now becomeregulated or part of the Company'srevenue stream. Calling UFGreduction as priority number one,the MD stressed that all concerneddepartments must work with asingle minded approach towardscombating this menace. The MDsaid that in a scenario typified bya huge demand and supply gapof natural gas it is imperative to

save gas so that it can be passedon to the bulk customer to helpreduce energy crisis.

The MD called the World Bank-financed Natural Gas EfficiencyProject (NGEP) through which theCompany will implement UFGreduction plan over a 5-year period,a make or break situation for SSGC.He stressed that the Company'spriority number two should beconsiderable improvement in itscustomer service standards whichincludes superior quality of billingand speed of responsiveness sothat the customer convenience canbe better ensured.

The MD emphasized on the needto bring discipline back to theorganization both in terms ofworkplace eth ics such aspunctuality, customer service andinterpersonal communication aswell as in complying with differentrules and regulations. He said thatin this connection a ComplianceCell will soon be established whichwill be headed by a GeneralManager. He said that the Cell willidentify champions of compliancewithin various departments who willin turn help the management incomplying with requirements ofcorporate governance and variouslaws.

Focusing on other main priorities,the MD rei terated that al ldepartments must develop asuccession plan to fill key positions.He said that departmental heads

are also in one way HR managerssince they are well placed toidentify top talent and groom themfor future responsibilities.

The MD also said that it is primeresponsibility of all division anddepartments to control costs sinceany expenditure that we makemeans that customers end uppaying for it. He stressed thatprudent spending is the need ofthe hour. Mr. Siddiqui also stressedthat from now on projects will onlybe approved if properly worked outBoQs are submitted since that willhelp in planning inventorymanagement in a better way andreconciling inventory for bettereconomies of scale. He also calledupon all departments to review theirSoPs or work manuals.

Mr. Siddiqui emphasized that theinterest of the organization shouldbe foremost for every member ofSSGC team. He assured all presentthat the Company's Directors andmanagement will not take anydecision that is in conflict with theorganizational interest. He saidthat it is imperative to make peopleaccountable for their actions byensuring that anyone foundinvolved in wrongdoing must notgo scot free.

The MD dispelled the impressionthat every importance is given topeople working in the Head officeand those in the regional and zonaloffices across the franchise areasare being ignored. He asked theregional heads who had travelledfrom their respective locations to

hear the MD's address, to go backto their offices and tell theiremployees that they are as mucha part of SSGC as the humanresource based in the Head Office.The MD said that one of the bestthings about SSGC is its richdiversity that the managementvalues immensely.

In his vote of thanks, Mr. Yusuf J.Ansari, SGM (MS) expressed hisgratitude to the MD for sharing withthe par t ic ipants the mainingredients of the strategic planand identifying the potentialchallenges. He assured the MD offull cooperation in meeting theCompany's objectives during thenext fiscal year. n

SSGC's IT Department continuesto ride the wave of technologicalsuccess. Working with IBM andits Business Partner InfoTechPrivate Limited, SSGC hasdeployed an innovative geographicinformation system (GIS) runningon an IBM® POWER7® processor-based IBM Smart Analytics System7700 with IBM Cognos® BusinessIntelligence and IBM CognosTM1® software. The solutioncombines digital maps with real-time operational and financial data,enabling SSGC to visualize andanalyze data in a real-worldc o n t e x t . T h e s u c c e s s f u lcollaboration of the two giantsspurred IBM to draf t th iscomprehensive case study.

The Case Study mentions the factthat the IBM solution gives SSGCfaster, more accurate and morecomprehensive reporting andanalytical capabilities, helping thecompany to identify hot spots forleaks and pilferage, to visualizesupply and demand issues, and toundertake what-if analyses to planmore efficient processes. Thecreation of a data warehouse tostore operational data for analysisand reporting has given SSGC asingle version of the truth,improving the consistency andreliability of reporting, the Studyfurther elaborates. n

A World Bank (WB) project launchmission held a series of workingsess ions w i th t he SSGCmanagement and concerneddepartments to discuss modalitiesto launch Natural Gas EfficiencyProject (NGEP) for which the Bankis making a commitment of $200million spread over a 5-year period.The detailed sessions were

convened on May 23, 24 and 25,2012 at the Head Office andKarachi Terminal.

On May 22nd, the delegation,headed by Bjorn Hamso held anintroductory meeting with SSGC'smanagement committee led byAzim Iqbal Siddiqui, MD and NGEPteam headed by its GM KamranNagi. Other members of WBdelegation included Ken Bilston,Rashid Aziz, Javed Hussain, AnjumAhmed and Kazim Saeed. TheManagement Committee memberswho participated in the meetingwere Syed Hassan Nawab, DMD(Operations), Zuhair Siddiqui, DMD(Corporate Services), ShaukatBaloch, SGM (Transmission),Shoaib Warsi, SGM (Distribution-South), Yusuf J. Ansari, SGM (MS)and Amin Rajput, Head of InternalAudit. Abdul Waheed Jumani, DGM(NGEP) and Aatir Salman, ChiefEngineer (R&D) also participatedin the discussions.

The MD stated that SSGC has ateam of dedicated professionals inDistribution and Transmissiondivisions and in other concerneddepartments such as Rehabilitationwho will be working dedicatedlyon the Project. While adding thatthe SSGC Board will be apprisedof the status of the project everymonth, the MD maintained that theProject will not be a routine exercise

but a highly specialized taskrequiring superior skills set, giventhe gravity of the situation.

DMD (Operations) informed that inorder to better identify UFG-proneareas prior to carrying out requisiterehabilitation work, the DistributionD e p a r t m e n t h a s a l re a d ysegregated Karachi, Hyderabad

and Quetta zones into sub-zonesand is working to create furthersub-zones across the franchiseareas. He said that the segregationprocess is helping to reconcilepurchase and sale in order todetermine factors causing UFG.Procurement issues were alsodiscussed. n

Nawabshah's Rehabil i tat ionDepartment recently completedthe segregation of the Distributionnetwork at Sales Meter Station(SMS) Sarhari for the division of 2sub-zones namely Shahpur Chakarand Sakrand and at SMS Padidanfor the division of 4 sub-zonesnamely Moro, Naushero Feroze,Bhirya City and Padidan.

The Rehabilitation Department,under the supervision and keeninterest of Rasheed Khanzada,

Regional Manager, Nawabshahused its technical expertise andprowess in successfully completingthe segregation of the distributionnetwork. The segregation detailsare as under:

Company's LLB graduates to be part of raiding teamsIn-house Committee on Gas Theft holds 7th meeting

Chaired by Azim Iqbal Siddiqui, MD,SSGC, the 7th meeting of theCompany's In-house Committee onGas Theft Control was held on May15, 2012. The MD minutely reviewedand discussed actions taken byconcerned departments as part ofthe Company-wide drive against gasthieves. He also discussed varioustechnical and non-technical issuesof the problems, assessed theprogress made on various frontswhile expressing concern about greyareas. The MD appreciated theefforts being undertaken by differentdepartments on gas theft byunregistered/non-customers butdesired that in view of the enormityof the task, the pace of work beenhanced to obtain maximumpossible adjustment from OGRA onaccount of the Company's claim ongas theft on unregistered/non-customers.

Those who participated in themeeting were Zuhair Siddiqui, DMD(CS), Yusuf J. The MD discussed the status of hisinstructions to the Legal Departmentfor making Company based LLBgraduates in CRD and otherdepartments, part of the raidingteams that go on regular sprees togas-theft infested areas. Theobjective behind making LLBgraduates an integral part of suchteams is to help in lodging FIRs ofthose engaged in gas theft withoutany sort of inordinate delay. TheseLLB graduates will be encouragedto play a lead role during such raidsand while filing FIRs with area police.

The idea for inducting LLB graduateswas borne out of the fact that theseindividuals may either be well versedin legal issues or may havereasonable experience of lodging

FIRs in the police stations.

In this case, ground work hasalready been laid by conductingan orientation session on 'SoP forregistering gas theft cases' in April2012 which was conducted byMirza Mahmood Ahmad, Director,SSGC Board and Yusuf J. Ansari,SGM (MS) and attended by theMD and concerned departmentaland regional heads. Consequently,the regional heads passed on theinformation they got from thisextremely useful orientation backto their concerned departments,especially with regards to the entireprocedure of filing FIR and otheraspects of the Criminal Law(Amendment) Act 2011. On itspart, the Legal Department hasstarted compiling and sharing alist of employees stationed acrossthe franchise areas in differentcadres. Besides regular andcontractual employees in Grade 1and 2 cadres, the list includesindividuals who were reinstatedthrough Presidential Ordinance.Once identified and approved bythe management, this list will helpthe Legal and HR Department inimparting requisite training in therespective offices and regions.Not just LLB graduates butemployees from core and non-coredivisions too are welcome to be apart of the training to register gastheft cases. n

SSGC's crackdown against gasthieves continues unabated. TheCompany's Customer RelationsDepartment's anti-gas theft TaskForce raided Yousuf Arfani Gothlocated at National Highway,Karachi on May 15, 2012.

The team discovered that the arearesidents were blatantly engagedin direct use of gas with the helpof underground clamps. At oncethe Task Force got into the actionand summarily removed the rubberpipes from some 100 households.

The Force also raided the localcattle and poultry farms where themiscreants were using direct andunmetered gas for running theirgenerators.

CRD has already f i led anapplication with the area police for

lodging an FIR.

CMs Abdul Razzaq and MalikJaved Hamoka along with DCMQadeer Ahmed and otherexecutives and field staff from CRDdedicatedly went about theircontinuous mission and remained

hardly deterred by warnings andresistance from the residents.

Security cover was provided by theCompany's Security ServicesDepartment and area police.

The CRD and S&M teams haveintensified their crackdown againstnon-customers who are proving tobe a major liability for the Companysince their actions lead to majorincreases in unaccounted for gas(UFG) that in turn affects theCompany's bottomline.

Spurred on by the recent lypromulgated 'Cr iminal Law(Amendment) Act 2011', theteams have star ted lodgingFIRs against miscreants so thattheir criminal acts can serve asa major deterrence for other gasthieves. n

CRD, S&M teams raid 'commercial' businessCRD's Task Force and S&MDepartment jointly raided a roadside restaurant located at theground floor of an apartmentbuilding in Gari Khata, Arambagh,Karachi on May 17, 2012. Theteams discovered that the caféowners were using direct/un-metered gas on commercial basisby fixing a tee connection with aregulator of the meter installed inthe building.

The Task Force teams immediatelydisconnected the gas supply byremoving the rubber pipe and otheraccessories and are now all set tolodge FIR against the miscreants.

The CRD and S&M teams have inthe past too made similar raids at

those tandoori shops, road sidehotels and other such commercialoutlets that have been illegally

using domestic connections withreckless abandon for running theircommercial businesses. n

Hyderabad Office intensifies raids against gas thefts

Regional Office Hyderabad hasintensified its raids in those areaswhere the gas theft through directuse is on the rise. Concernedteams disconnected a massivenetwork of illegal connections intheft infested areas. To inspect,encourage and motivate the teammembers, Mushtaq Siddiqui, GM(Dis t r ibu t ion) -Lower S indhpersonally visited those areas.

It must be mentioned here that theMaintenance Department facedconsiderable resistance by the arearesidents. The miscreants tried toput up st i ff resistance bymanhandl ing some of theDepartment's personnel and evenfiring shots at the raiding party.Yet they did not deter from the taskat hand and went about dismantlingmassive rubber pipe extensionsincluding the clamps. Significantly,FIRs were lodged against the gasthieves. n

In order to disconnect illegalconnections in Drib Jaro, a localvillage, Qamber’s Distribution teamundertook a surprise raid of thearea in May 2012. The team, ledby Engineer A. Sattar Sheikh,detected 15 underground theftclamps which were summarilydismantled and disconnections

were made through PRS of thelocality.

Some shocking details were alsounraveled. The Qamber team foundout that there were some 200houses in the village and all wereusing un-registered gas throughunderground theft clamps. In

addition, this village had only 16registered customers and all werefound involved in theft. It wasdiscovered that since 70% of theillegal connections were inside thepremises of the houses, it wasdifficult to disconnect the clamps.

Qamber team cracks down on gas thieves

SSGC's special task forceconducted a major raid in LabourColony located at Quetta's EasternPass Road.

The raid was conducted by Quetta

Distribution team on May 14, 2012,under the superv is ion o fMohammad Anwar Baloch, ZonalManager, Quetta and comprisingof Mohammad Tahir, AE, SultanSaeed, AE, Sher MohammadUmrani, AE and MohammadYounus, Welding Supervisor. Theteam discovered that the some 12to 15 houses were using gasthrough underground clamps bypuncturing the Company's 63 mmpolyethylene pipe. The raidingteam summarily removed theclamps and rectified the puncturedspots.

Significantly, FIR was lodged with

Satellite Town Police Station againstthe residents engaged in gas theft.The timely filing of FIR sent a verystrong warning to others to refrainfrom this serious crime.n

Since the implementation of'Criminal Law (Amendment) Act2011', different operationaldepartments of SSGC have takenup the task of detecting andsubsequently curbing gas theft byunregistered non-customers.

During March-April 2012, totalvolume of 3,427 theft casescovering domestic, commercialand industrial customers wasestimated at 314,834 MCF out ofwhich 194,595 MCF was throughdirect usage of gas and 120,239MCF was through leakages owing

to gas theft. These figures werecompiled from 13 gas theft casesregistered in Karachi, Hyderabad,Sukkur and Quetta. In Karachialone, some 3,300 domesticcustomers in different areas werefound engaged in gas theft throughdirect use of gas during raidsundertaken by Customer RelationsDepartment.

FIRs were lodged against 8 suchcases while the applications forregistration of FIRs under 'CriminalLaw (Amendment) Act 2011' havebeen submitted for the rest. n

Company steps up efforts against non- customers

Adopting a targeted approach for greater gainsFor the greater objective ofcontrolling the rising incidence ofUnaccounted for Gas (UFG), theconcerned departments haveembarked on a number of practicalmeasures. Of late, with UFGvolumes showing a disturbinglyupward t rend, SSGC hassubstantially stepped up its efforts.

Raids on those areas whereresidents have been involved indirect use of gas and leakageshave become even more rampant,are now a regular feature. Therehave been successes on the way,yet much still need to be done.

On the other hand, almost a yearback, the senior managementins t ructed the Company 'sCustomer Relations Department toidentify those residential complexesand apartment buildings in differentareas of Karachi where UFG hadreached alarming levels and takea number of corrective actions tostem the rising incidence of UFGin those bui ldings. Almostinstinctively, CRD rose to theoccasion. Starting out on thisexercise in March 2011, theDepartment took a number oftechnical measures includingpressure reduction at certain levelsto minimize rate of leakages andensure that the customer does notface low pressure, meterreplacement, removal of rubberp ipes and regu la r i za t ion ,

underground and overheadleakage rectification. Within amatter of two months, thesemeasures bore fruit as UFGshowed a massive decline in fivecompleted projects namely Al-Azam Apartment and NomanCenter in Gulshan-e-Iqbal, PMJSquare in F. B. Area and Rufi

Apartment and Rehmani Gardenin Garden West.

For instance, reducing gaspressure in Al-Azam Apartment inGulshan-e-Iqbal from 15 psi to 4psi helped bringing purchasesdown (and consequently leakagerate) from 24.3 to 9.1. This led to asubstantial reduction of UFGvolume from 12 to 1 whichtranslates into an enormousreduction from 49% to 1%.Similarly, as a result of the abovementioned measures, UFG in termsof volume and percentage showeda n a p p re c i a b l e d e c l i n e .Cumulatively in terms of mcf, theseactions helped bring about UFGfrom 22.7 MCF to 2.3 MCF in theabove mentioned 5 apartments.

In a recent meeting, Azim IqbalSiddiqui, MD, SSGC instructedCRD to undertake this productiveexercise once again and assuredthe Department of all the supportin carrying out related actions. Herecommended targeting apartmentcomplexes occupied by 400 to 500consumers since this will make theirtask even more challenging andgive them a wider canvas to workon. During the meeting, CRDassured the management that theywould channelize avai labletechnical resources in taking upthis exercise once again and willemploy even more innovative ideasto stem the menace of UFG. n

SSGC's contribution towards IBA's Invent acknowledged

Saeed Ahmed Rajput, a clerk inthe Billing Department of HubBaldia Zone, SITE, Karachi madea fervent request to the seniormanagement for providing him withfinancial assistance to help himmeet expenses incurred in hisdaughter's treatment arising out ofliver disorder. His daughterMomina, who is only 4 and a half

has been diagnosed with liverdisorder for which transplantationw a s a d v i s e d o n p u re l yhumanitarian grounds.

Considering the situation, themanagement decided to supportthis transplantation expenses bycontributing a sum of Rs. 1 millionunder the Company's CSR initiative.

As part of its CSR initiative, SSGCrecently contributed Rs. 0.5 millionto 'Invent - The EntrepreneurialChallenge', a student levelbusiness plan taken some threeyears ago by IBA to promoteentrepreneurship and innovation.In this regard, IBA established aCentre for EntrepreneurshipDevelopment with primary focuson education and training. Theobjective is to prepare Pakistan'sfuture business leaders.

In this regard, some of the leadingfinancial institutions of the countryincluding Arif Habib InvestmentsLtd., HBL Asset Management Ltd.,UBL Fund Managers, AskariInvestment Management Ltd., AlMeezan Investment Management

Ltd. and Pak Brunei InvestmentCompany collectively hosted adinner at Sind Club for directlycontributing and assisting in raisingthe targeted amount of Rs. 50million. At the dinner, the role ofSSGC and other contributors was

acknowledged and appreciated.

Sui Southern Gas Officers' Association(SSGOA) arranged its AnnualFunction in March 2012 in Larkanawhich was attended by a largenumber of local Company executives.

In his address, Syed Irfan Ali Jafri,President, addressed issues of theexecutives with regards to their dutiesand PMS. He advised the executivesto work collectively towards reducingUFG.

Exploring Success in CareerBy Dr. Munawar Hyat Ahmed, DCMO, SSGC

When we see onwards to look for a career, we areactually on a hunt high and low in search of all possibleworldly commodities and security of our valuablesincluding closely-knit family members. It is thoughperfectly all right to think or dream this way. However,what about the success, do such a career alsoguarantees success as well. Does a success issomething beyond this or a successful career is anoxymoron. May be for some of us this question doesnot make sense. May be Marxism's philosophy, sopinned into their minds that thinking of career with allthe materialistic values is the success!

Having a career that entails power, wealth, security,health coverage and above all, the control over asystem, if is not a success, then what it takes to achievea success. Well it would not be nothing less than arevelation to most of us if it is proved that successactually complements the career achievement but ina very different manner. In short good career isincomplete with the 'success' but a success is alwayscomplete even with an apparently failed career.

Success as defined by Oxford Dictionary; the fact thatyou have achieved something that you want and havebeen trying to do or get.

Thereby, by definition it is a' want' that decides thesuccess and not a particular mode of earning. Ourwants may or may not be morality based. Now if wego into the details of cultural based conflicts in morality,which is also called as 'moral relativism', the goodand evil values are still mostly shared by the variousinter cultural norms. This subject, however is vast andbeyond the scope of this article.

Let's see how the Bible looks at the success; Delightyourself in the Lord and He shall give you the desiresof your heart ... Psalm 37:4.

By definition it is the 'want' or 'wish to do' is a success.The Christianity again 'isolates' the success and notbinding it to a successful career. Instead, it demandsto seek delight in the Lord. And as previously discussedall the worldly parameters of successful career actuallydelights the one who has it…………………

………………….And who else knows the best but theCreator can solve the mystery of union of career andsuccess. Allah says:

“And whatsoever you have been given is a comfortof life of the world and an ornament thereof; andthat which Allah hath is better and more lasting.Have you then no sense?” (Surah -e- Qasas, Chapter28, verse 60.)

None the less the encapsulation or uniting the careerand success, we must seek a pathway that providescomfort of life and seek Allah's mercy, which joins thecareer and success together.

And for success in career our heart and mind needsto be pinioned in the strong arms of interest andhonesty.

This reminds here a pertinent quote of Kahlil Gibran'swho wrote in his book 'The Prophet':

Planning and Development (P&D)Depar tment is a st rategicDepartment which through theyears has played a critical role inthe development of SSGC'sTransmission System. The 3,367-km long transmission networkencompassing the Company'sfranchise provinces of Sindh andBalochistan provinces wasdesigned in-house by P&DEngineers as per the internationalengineering standards and codesapplicable in oil and gas Industryto ensure safe and efficient gasoperations.

In order to bridge the wideningdemand and supply fissure, (P&D)has taken initiative of exploitingnew and unconventional sourcesof energy through Synthetic NaturalGas (SNG) by establishing LPG-Air Mix Plants. In addition, P&D isin the process of planning todevelop the infrastructure tofacilitate LNG import.

P&D relies on self developmentand believes in in-house solutions.For the sa id reason, the

Department established andmaintains the state-of-the-art CADand Simulation sections to developand analyze engineering solutionsusing latest engineering software.The projects are managed andcontrolled using the latest projectmanagement tools and Oracle ERPsolution.

New gas field developmentproject: In the current financialyear P&D is involved in integrating 5- new gas field' projects whichwill add altogether 75 MMCFD ingas volume and 186 km in ourt ransmiss ion network. TheDepar tmen t has recen t l ycommissioned 24” dia x 29 kmKunnar/Pasakhi Gas Field PipelineProject for receiving 100 MMCFDgas which will be eventuallyincreased up to 282 MMCFD byApril 2014.

Loopline projects: To increase thecapacity and reduce pressurelosses, P&D engineers carried outsimulation studies on differentscenarios of loop line projects. Inthe recent past P&D initiated and

successfully completed QuettaPipeline Capacity ExpansionProject (QPCEP). The front endengineering and design for 24” diax 33-km Tando Adam to MassuLoopline Project has beencompleted, this loopline projectwill increase the capacity of ILBPsystem and complete the 24” dialoop from HQ-2 to Pakland, it willalso enhance the system flexibility.

LNG Import: To develop theinfrastructure for LNG import, P&Dengineers worked on differentscenarios through simulationmodeling and proposed then e c e s s a r y i n f r a s t r u c t u redevelopment for the LNG supplies,which includes new loopline andcompressor stations projects atdifferent locations.

LPG-air mix projects: In 2009-10and 2010-11, P&D successfullycompleted three LPG-air mixprojects to deliver natural gas intofar flung areas at Surab and Noshkiin Balochistan and Kot Ghulam

Mohammad in Sindh.

Compressor Stations: In 2005P&D successfully completed therelocation of Sui Compressors atHQ-3 Hyderabad under the GasInfrastructure and RehabilitationProject (GIREP-II) Program. Withthe advent of LNG import, Iran-Pakistan Gas Pipeline Project andindigenous gas fields, P&D iscarrying out simulation studies foraugmentation of existing pipelinenetwork and new compressionsystem at HQ-2 for transportingimported LNG.

Submerged Crossings: Since thelast 4 years, SSGC has suffered

repeated pipeline sabotageespecially at the OverheadCrossings. So far 33 submergedcrossings have been completed andthe planning is under progress forremaining 27 submerged crossings.

Intelligent Pigging: To keep upthe integrity and ascertain the lifeof old transmission pipeline system,P&D planned and initiated theIntelligent Pigging of 16” dia ILBPwhich is in progress. The intelligentpigging for 12” dia QPL from km43 Jacobabad to km 344 QuettaTerminal is under planning.

Apart from the project activities,P&D assists MP & NR and OGRAin day to day queries and updatethe status on Pipeline Projects, GasSupplies, Gas Sales Agreements,Gas Transportation Agreement,Pipeline Contribution Agreementetc.

Last but not least P&D maintainsa learning culture by keeping anup to date library. n
