Missoula Children and Nature ConnectionThe Missoula Children and Nature Connection works to improve the quality and quantity of opportunities for connect-ing children with nature through education, recreation, events and networking. To learn more about free and low-cost ways to get kids connected with nature, visit us at missoulachildre-nandnature.org or call 721-PARK.

Unplug, Relax and Explore, Together! Everyone agrees it’s good to hang with nature. Families and experts say that play in nature is good for the whole family - whether at home, in the back yard, or the local park. The result? Children and families are happier, healthier and smarter.

Happier Children and FamiliesNature turns frowns upside down. Studies indicate that chil-dren who play and explore outdoors are less stressed and may further benefi t by learning confi dence and social skills.

Healthier Children and FamiliesGet out with the bugs to prevent getting a bug. Nothing’s better at keeping away the bugs we don’t want than staying active. And nothing keeps kids active more than fun and interesting things to explore and do.

Smarter ChildrenIn nature, kids see, hear, smell and touch things all at the same time, getting them to observe, ask questions and fi gure out things that have a lot of parts to them. The rich-ness in the outdoors is far more stimulating—and gets the mind working more—than only watching television or playing electronic games.

Bitterroot Branch Trail, Spruce to TooleA redevelopment project at 806 West Spruce Street devel-oped a 1 block segment of the Bitterroot Branch Trail. This new segment is 10’ wide asphalt and connects Spruce Ave to Toole Avenue. The trail sits in a trail easement held by the City, granted by the land owner. Including the trail in the redevelopment project was a benefi t to the developers as it doubles as one of the access routes required for the building.

Milwaukee Trail Russell to ReserveConstruction of this important section of the trail began in the spring of 2011 and was completed in late September. The River Road Neighborhood Leadership Team, who was instrumental in working with Parks over the past 3 years to bring this trail to completion, held a ribbon cutting celebration in October.

Missoula to Lolo TrailIn late 2007, a citizen group formed to promote/support construction of a bike/ped trail from the Bitterroot Spur Trail at McDonald Street (east of University Motors) to Lolo to connect with the existing trail that begins in south Lolo. In addition to citizens, the group includes agency staff from City and County Parks, City and County Public Works, FWP, and MDOT. The group identifi ed four potential routes and was successful in 2011 in obtaining a $100,000 grant from the USDOT for preparing a feasibility study of the potential routes. The County will be the lead working with MDT to hire a contractor in early 2012 to prepare the study.

Riverfront Trail Expansion – Silver’s ParkMRA funded and managed the extension of the southshore Ron MacDonald Riverfront Trail system with the installation of approximately 1000 feet of 10’-wide paved trail. The trail is the fi rst phase of development for a new 14-acre riverfront park at the site. The trail borders the river on the north side of the baseball park and connects to the California Street Bridge.

California Street Pedestrian BridgeMajor maintenance repairs and measures completed in 2011 to protect and ensure lasting service as well as safety upgrades to lighting and surfaces including high effi ciency LED overhead lighting and new bridge approach slabs for improved ADA access.

Meet Your Urban Forester Greg Howe It is a great professional opportunity to join the creative and talented staff of Missoula Parks and Recreation. This new position gives me the opportunity to bring my tree expertise as a Certifi ed Arborist and Municipal Tree Specialist to the community as well as the chance to learn about forestry in the intermountain region.

My experiences with trees started with my fi rst job working in a retail nursery. I met another person there who has be-come a lifelong friend. Together, with a few other people we formed a non-profi t called T.R.E.E., Inc in 1983. It is still an active non-profi t. The group grows its’ own trees then plants them at schools, parks or along streets.

After years of going to college part-time, I graduated from the University of South Florida in 2002 with a degree in Environmental Science and Policy. My career has included work as an environmental educator, supervisor of a nature park, natural resource inspector, open space manager, forestry examiner and as an urban forester. I look forward to working with citizens and city staff to enhance the urban tree canopy, promote the value of the urban forest and improve the quality of life in Missoula though trees.

Summer Tree Care 2012When the heat is on, water is crucial to a plant’s survival. Yellowing leaves on hardwoods and ornamentals and yel-lowing or browning of evergreens can indicate a need for

supplemental watering. Monitoring the amount of rainfall during the summer months and providing the trees with a cool drink can help a tree to stay healthy and help fi ght off any other affl ictions it may have.

Water trees deeply using a hose or irrigation system. Many people believe that trees are self-suffi cient and do not require much care after being planted. In our semi-arid climate this is not true. At a minimum trees need water from May – November. This will encourage strong roots and healthy tree. Two inches of water once a week during the summer is an average amount to water your trees.

A general rule is to provide 10 gallons of water per inch diameter of the trunk, spread over the entire root zone. The root zone is generally 2-3 times the drip line, or the outer limits of the branches.

Be consistent with watering your trees. It is much better to water 2-3 times per week with deep soaking rather than shallow watering every day. Most irriga-tion systems designed to provide water for grass are poor at watering trees.

Mulch your trees Mulching will do wonders to increase the moisture-holding capacity of your soil. An organic wood mulch layer about 3-4 inches thick, spread as wide as the drip line of the tree will hold the moisture longer, inhibit weed growth and help to moderate soil temperatures. Pull the mulch away from the trunk of the trees 3-4 inches to deter fungal diseases and mechanical damage done to the bark of young trees.

Pruning, planting or removal of boulevard treesAll tree work be approved by the Urban Forestry Division prior to work being performed.

Remember, it is your responsibility to maintain the trees on the boulevard. The Urban Forestry Division will assist as much as resources allow. Please feel free to call Urban Forester Greg Howe at 552-6277 for more information on maintaining trees and shrubs or any plant health care questions you may have. Visit our website, www.missou-laparks.org, for tree care tips and ordinances related to trees in the City right-of-way.

Always hire a licensed and insured ISA Certifi ed Arborist to perform tree work and NEVER TOP YOUR TREES!

New and Improved City Parks• Development of Maloney Ranch park continued with the installation of a new picnic shelter.

• The City was awarded a federal grant to fund Phase 2 development at White Pine Park, including a playground. A Playground Vision workshop with neighborhood residents was held in March. This project furthers the City’s goal to provide access to play within walking distance for every child and to promote outside physical activity.

• 44 Ranch Park, a 5+ acre park near Hellgate Elementary was completed in 2010 by the subdivision developer with Parks oversight. In 2011, a second phase of the planned park added a beautiful new 40-person picnic pavilion.

Conservation Lands ManagementProjects completed in 2011 include:• With the help of 150 volunteers, a 2-mile trail loop on the

Sunlight property, off N. Duncan Dr., was completed in the spring of 2011. Prior to the construction of this trail, multiple user-created trails were abundant across the property.

• In the spring of 2011, the Conservation Lands Advisory Committee was created. CLAC is comprised of citizens with interest and expertise in the management of natural areas. The Committee is tasked with advising both city staff and the Park Board on implementation of the Conservation Lands Management Plan.

• A 200’ section of Rattlesnake Creek received ecologi-cally sanctioned bank restoration last summer to correct fl ood damage from several years of high runoff. This well designed and constructed area survived the extraordinarily high runoff this spring with little to no evidence of its fury.

• Surveying the boundaries of Greenough Park is nearly complete after more than a decade of effort. This work, will protect Greenough Park in perpetuity.

• The Conservation Lands division continued work on the control and eradication of invasive plant species through the development of an integrated plant management pro-gram, with weed management programs on Mt. Sentinel, North Hills, Mt. Jumbo and the South Hills. In addition, the Conservation Lands Management program planted over 3000 native forbs, grasses, trees and shrubs on Mt. Senti-nel, Mt. Jumbo, Bancroft Ponds, Greenough park, and the North Hills.

• The Conservation Lands Division thinned 281.5 acres of coniferous forests on Mt. Jumbo, and in other areas throughout the City to increase forest health and reduce susceptibility to attack by mountain pine beetle.

Open Space Acquisitions• $80,000 was contributed towards Five Valleys Land Trust’s acquisition of 35 acres on the east side of Deer Creek Road in East Missoula. This purchase was critical in order to ex-tend the Kim Williams Trail from Deer Creek Rd to the Clark Fork River. FVLT gifted the land to FWP, who also now owns the adjoining parcel known as the bluff overlook area.

• On Mount Jumbo, the City contributed $9,800 toward survey fees for transferring 6.3 acres from a private landowner to the City and granting a conservation easement on the adjoining 20.5 acre parcel 20.5 acres owned by a separate property owner. The open space includes hillside woodland and grassland habitat, a woody draw that attracts numer-ous bird and mammal species, a natural spring in the woody draw, and elk and deer winter range. This project helped further consolidate protection of Mt. Jumbo as the 2 parcels are surrounded by City Open Space.

• $175,000 was contributed towards purchasing a conserva-tion easement on the 1036 acre Quebec Deschamps Creek Ranch located northwest of the Wye. The County contribut-ed $175,000 towards the easement and the landowners do-nated $1.6 million in value. Rocky Mountain Elk Foundation will hold the easement. This is the second largest property ever protected with Missoula Open Space Bond funds (the largest was Mt. Jumbo with approximately 1,500 acres).

Meet Park Maintenance Manager Bob WorthenIt is exciting to join the City of Missoula and a community which embraces parks and recreation as a lifestyle.

I have worked in similar capacities in government for the last 27 years. Twenty of those years were spent with the state of California and the remaining seven were spent with the state of Arizona. Missoula’s beautiful parks and trails offer me a chance to share my expertise in provid-ing an excellent level of service in the face of limited resources.

The entire staff of Missoula Parks and Recreation is com-mitted to a unifi ed vision and a mission to ensure quality park facilities throughout our community. I am proud to be a part of that team.

Open Space Acquisitions - continued• $12,800 was contributed towards the closing costs and stewardship fees for the a private landowner who granted a conservation easement to FVLT on their 160 acre parcel located in the upper LaValle Creek Valley. The property is heavily used by the North Hills elk herd, both as a critical migratory corridor and winter range.

The 2006 Open Space Bond balance is approximately $2,400,000 of the City’s portion. The 1995 Open Space Bond balance is approximately $385,000.

Green Initiatives• In 2010, Parks received a $50,000 DNRC Grant to study the cost benefi ts analysis and feasibility of reclaiming wood waste from the old Champion Mill Site (Silver Park). The testing demonstrated that the wood waste is viable as a soil additive. In 2011, Parks applied for and received a $300,000 DNRC Grant to reclaim wood waste from the old Champion Mill Site (Silver Park). The wood wast will be processed by EKO Compost to create topdressing, bulking agent for local soils and mulch at minimal cost to the City. This project is now underway and will continue yielding product for the next three years for Silver Park construction, maintenance and enhancement.

• Milwaukee trail construction this year utilized 100 percent crushed recycled concrete for the trail base prior to pav-ing. This application was highly successful and will likely be utilized throughout the trail system for trails that are paved.

• Parks and the Missoula Redevelopment Agency are work-ing to install new lighting for the Milwaukee Trail that will be energy effi cient, meet dark skies initiatives, refl ect Mis-soula’s historic character, be low maintenance, and durable. The project is in the design phase now and is scheduled for construction later this year.

• Efforts to reduce energy use and water consumption contin-ued in 2011. Trail lights have been changed from mercury vapor to metal halide between McCormick Park and Van Buren (southshore.) Lights in Caras Plaza and other trails and bridges were switched to induction fl orescent.

• Installation of the pool blankets at Splash in 2011 decreased the water and energy consumption at the 50m pool.

• Parks and Northwest Energy Business Partners Program partner edto install new air handler controls at Currents Aquatics Center which are anticipated to provide signifi cant energy savings.

Public and Private Partnerships • Missoula was recognized as a Kaboom Playful City for 2011, which made Missoula eligible for a $15,000 Playful City Playground Access Grant. The grant will assist Jefferson Early Learning Center with their Safety Town Playground.

• Parks was awarded an $8,908 grant from the MT Depart-ment of Agriculture to continue a long-term research project studying the impacts of sheep grazing for noxious weed con-trol and how to best incorporate native reseeding regimes into a sheep grazing program.

• Parks was awarded $7,347 from the Dept. of Agriculture to control noxious weeds on Mt. Sentinel and in the South Hills as part of a cooperative grant through the Missoula County Weed District.

• Parks was awarded $15,000 from the County Weed District for vegetation management on Conservation Lands.

• Parks has been approved for a state of Montana license plate to raise funds for program grants. Monte Dolack has generously donated his “Zoo City” artwork for this purpose. Plates will be available in August ’12.

• The Parks and Recreation Board appointed a group of volunteers to advocate for the Urban Forest called Trees for Missoula. At least 15 citizens have been actively engaged as volunteers to support a healthy urban forest. The group will operate under the Friends of Missoula, Inc, 501c3.

• In December, the Park Board approved a capital campaign program and supported efforts of the parent lead group for an All-Abilities Playground in McCormick Park. The City has set aside up to $50,000 in Title One ADA implementation CIP funds to match the $225,000 capital campaign.

Jr. Swim Team And Swim MeetsThis program provides a regular swim fi tness training pro-gram for youth who are at or have completed level 4 swim lessons. Youth will be coached in order to gain experience in swim team workouts, equipment, and terminology and will work on endurance and technique. Youth will be able to join one of our two swim teams, the Splash Montana Sea Otters or the Currents River Otters and train throughout the summer.

Our swim meets will be relaxed affairs where everyone is a winner. This year swimmers will have more options for swim meets. Other pre-competitive squads from around Missoula will join us for friendly swim meets. At our meets we do not keep track of places or points. We celebrate every swimmer’s individual times and accomplishments.

Weather Closure and Cancellation PolicyAquatics Weather Line: 542-9283 (WAVE)Missoula Parks and Recreation is committed to provid-ing a safe and secure environment for guests at our facilities.

American Red Cross Aquatics guidelines require life-guards to clear all guests from the pool and have them take shelter in the locker rooms whenever lightning or thunder is observed. The pool will remain closed until the storm has passed. Please note: Both indoor and outdoor pools can be required to close during a lightning storm!

In the event Splash Montana is closed for the entire day, Season Pass holders will be allowed to swim at Currents, our indoor water facility.

Guests who have entered the facility and have had less than one hour to swim will receive coupons for admission to the pool on another day. All guests may receive hand stamps which will allow them to re-enter the facility at no additional cost that day, should the pool re-open.

If the outside air temperature is very cool (below 70°) or the weather stays cool and rainy all day, the facility may close for extended periods. Staff will re-evaluate the weather conditions at 11am, 2pm and 4pm to decide if it is feasible to open.

Remember, the sun is ALWAYS shining at Currents! Please be sure to check with your favorite weather forecaster before committing your group to swimming at Splash Montana on a particular day.

Splash Montana Swim Lessons and Inclement WeatherCall the weather line at 542-9283 for weather updates.Swim lessons will be held if it is at all possible to do so. We’ll check the weather at least 30 minutes before lessons begin. If the temperature is below 50°or if lightning or thunder is observed, classes may be cancelled that day. Makeup classes will meet on the Friday of that week, at the same times.
