Personnel from the Gang Suppression Unit (GSU), on operations in the community, at around 10 o’clock on the morning of Sunday, 8 January 2012, visited the #17 Perez Street, Santa Elena residence of David and Mirna Young where they executed a search warrant for arms and ammunition. The team reported that the search led to the discovery of two 9 millimeter pistols fitted with magazines containing 6 and 8 rounds respectively. The report describes the guns as being a black, Beretta brand, 9 mm pistol with serial number 65490 fitted with a 10-round capacity metal magazine containing six live rounds of ammunition. SAN IGNACIO, Thursday, 19January 2012: While doing the rounds today,we came upon Eustace Hendy,best known within the commu-nity as Jack Budd, who had anexperience he was eager to sharewith STAR readers. Apart from asking for a littlehands out, Jack Budd earns aliving by washing cars in theSavannah area during the daytimehours and as a block watchman,for business places in the samearea, during nighttime hours. Jack Budd alleges that he wasin his quarters cooking a mealwhen, at around 8:00 pm onWednesday, 18 January, he leftthe food on the fire and was onhis way to the corner store to getsome ingredients to add to the

meal. He alleges that he waswalking to the store and smokinga broken cigarette when he wasapproached by the police on

patrol. The police allegedlydemanded to know what hewas smoking. Although it wasallegedly established that he wasindeed smoking tobacco and notmarijuana, he was neverthelessdetained and taken to the policestation. Whilst at the police

station he reportedly managed toget a friend to visit his quartersand to extinguish the fire underthe meal he was cooking. Hefurther alleges that although hebegged to be released because ofhis responsibility as a nightwatchman coupled with the factthat he committed no crime, hewas locked away and was notreleased until at around 9:00 amon the following day without anycharge. He said that he walked outof the Police station and thenrushed to his quarters where hefound the charred remains ofwhat should have been his supperthe previous night. Jack Budd alleges that a fewhours after his release, it wasbrought to his attention that themusic box inside a club in thearea, where he normally watchesat nighttime, was broken into andthat all the coins were missing. In an effort to confirm hisallegation, we visited the nightclub, where a female employeeconfirmed that the music box wasindeed broken into and that thecoin container was emptied. Theemployee however, could not saywhen the burglary was actuallycommitted.

SAN IGNACIO, Cayo, Thurs-day, 19 January 2012: While he is new in town, Sr.Supt. Alvan Gentle is takingcommand of a formation marredwith allegations of misconductsome of which include the abuseof police vehicles for which weunderstand that, much to thedislike to the habitual abusers, hehas already laid down a strictpolicy. There are also allegations ofpolicemen routinely acting asjudge, jury and executionersuch as the allegation of thepoliceman who came upon a maleresident with a small package ofun-custom goods and instead ofarresting and charging thatindividual, this policemanallegedly confiscated the goods,demanded and received $100 incash from the individual and thenallegedly proceeded to retained

possession of both the goodsand the cash while allegedlythreatening to plant something onthe individual if this incidentshould ever come to light. There are also allegations of anincreasing number of incidentsinvolving missing prisonersproperty especially cash, jewelryand cellular telephones whilemost of the victims are either toohappy to be released or mighthave been intoxicated whendetained to even recall wheretheir money, jewelry or phoneswent. There is also the allegation bya pawnshop owner who wasbrutally attacked inside a nightclub by an off duty policemanmoon shining as a security guardfor which the businessman hasretained the services of an

attorney to file suit against thepoliceman and the department. Then there is the case, withdocumentary evident in the formof text transcripts, implicating apoliceman colluding with anotorious criminal in the robberyof two gas station attendantswhich, after many months, isyet to come to its naturalconclusion. Then as recent as today thereis the allegation by Cayo

Dear Editor; The case of the Dangriga ScotiaATM theft is why I PatriciaDunlap Jacob am still writing. I am still concerned there hasbeen no arrest or money refundedto my account. I question why there has beenno reporting from any policemanin Hopkins or Dangriga is such aclear cut case. When I make calls to ask aboutthe case most of the time I amput on hold and then find Ihave been hung up on. Thismakes me believe that the policejust do not care as to hang up isnot proper procedure. I am the victim of a crime anddo not believe I am being treatedas such but more like an incon-venience. I am the victim here. I am thatunfortunate person whosuffers from a clear adversecircumstance of being stolenfrom. I am a person who wasswindled and robbed! I should betreated with respect and shownsome concern for the situationthat is still pending. The thief can clearly beidentified on the video clip fromthe bank security camers. I havea copy of the video clip. I boughtif from the Scotia Bank inDangriga . It shows the manusing my ATM card at the exacttime $500 was withdrawn frommy account. The police should tell me hisname, his address and histelephone number. I am not a

violent person. I am a fair womenwho would make him a sensibleoffer, to make amends byreplacing my money he stole.He made an error that can be re-versed if addressed properly andpromptly. To run, hide, have awarrant out to serve time inprison over $500 when he canreverse his mistake is what Ioffer! Bullet Tree Man Busted With WeedSan Ignacio’s resident MagistrateNardia Morgan ordered aBelizean man from Bullet TreeFalls Village to forthwith pay halfof a ten thousand dollar fineafter he pled guilty to a drugtrafficking charge. At around 6:30 on themorning of Thursday, 12 January2012 a team of police officers,armed with a warrant to searchfor drugs, visited the Bullet Tree

Village residence of Belizeanlaborer, Miguel Mendez. Upon arrival the team encoun-tered a male person, whoidentified himself as Mendez,standing on a front porch. He wasinformed of the mission andasked if he had anything todeclare. He reportedly pointed toa black plastic bag on the porchnext to him which he describedas his “personal smoke”. The

bag was found to containsuspected marijuana. The onlypersons in the house at the timeof the search were MiguelMendez and the 17 year oldlive-in female partner. They wereboth informed of the offencecommitted and placed underarrest. Further search of thehouse revealed nothingincriminating. A search of theyard led to the discovery of

a larger parcel containingsuspected marijuana. Mendez and the 17 year oldfemale were transported to theSan Ignacio Police station wherethe contents of both parcels wereweighed in their presence withthe smaller one weighing in at 34grams while the larger one tippedthe scale at 226 grams. They weresubsequently arrested andcharged with possession of acontrolled drug in relation to the34 grams and drug trafficking forthe 226 grams. They appeared in court laterthat day where Miguel Mendezpled guilty to both charges whilethe charges against the femalewere withdrawn. In accepting theguilty plea, Magistrate Morganimposed the mandatory tenthousand dollar fine requestingfor half of it to be paid forthwithand for the balance to be paid by30 May 2012 in default threeyears in jail. Mendez was unableto come up with the instant fivethousand dollars fine and wastransported to jail.

BWS submits Annual Review Proceedings (ARP) application

On December 23, 2011, Belize Water Services Limited (BWS) submitted its formal notification for an Annual Review Proceeding(APR) to the Public Utilities Commission (PUC) for the determination or confirmation of the regulated values, rates, tariffs, fees andcharges for the period April 1, 2012 through to March 31, 2013.

This submission is being made in accordance with Section 27, Part IV of Statutory Instrument 67 of 2002. The submission officiallycommences the company’s Annual Tariff Review Proceeding.

BWS has informed the PUC that the company is not seeking any change in tariffs.

BWS’s submission is available for viewing at the branch offices of BWS and on its website at www.bws.bz, and at the PUC office at 41Gabourel Lane, Belize City, and the PUC website at www.puc.bz.

Members of the public may participate in the ARP by submitting written comments on BWS’ submission to the PUC by January 13,2012, by email at [email protected] or in writing at the PUC office.

Where any person submits comments or information purported to be factual, such comments or information shall be accompanied by asworn affidavit.

Three copies of all applications, reports, documents, comments or information provided by members of the public shall be filed at thePUC’s office and a copy shall be provided to BWS at its principal office of business on the same day.

The PUC is required to issue an Initial Decision on the submission by January 23, 2012.

The licensee or an interested party representing users of at least 10% of the water supplied in the preceding year may submit writtencomments on the Initial Decision within 15 days.

Where there is no objection to the Initial Decision the PUC shall adopt it as its Final Decision.
