Bill Dodd, Director of Purchasing
• William (Bill) Dodd has served as Director of Purchasing at Lone Star College since June of 2014. He is responsible for LSC System Procurement.
• Prior to joining Lone Star College, Bill served as the Director of Purchasing for University of Texas (UT) System in the Rio Grande Valley for 10 years.
• B.S. in Business Administration from McNeese State University and is a Certified Purchasing Manager (C.P.M.).

Keith Williams, Manager, Supplier Recruitment and Diversity
• Joined the LSC System Purchasing Department in May of 2015.
• Oversees all aspects of the LSC Supplier Diversity Program, consulting with current vendors and mentoring prospective vendors in developing Minority, Women, Veteran Owned Business (MWVOB) and Historically Underutilized Business (HUB) opportunities.
• Prior to joining LSC, Keith served as a Sourcing Specialist at UT MD Anderson and as a Senior Contract Specialist at the Henry Ford Health System in Detroit, assisting with the development of supplier diversity programs at each of these institutions.
• B.S. in Public Administration/Community Development from Central Michigan University.

Becoming an LSC Vendor
• If you are interested in becoming an LSC Vendor, a Vendor Application form can be obtained by going to http://www.lonestar.edu/vendors.htm
• Return the completed application to Moquita Quinan: [email protected]
• Receive a confirmation email containing your vendor ID number and instructions on registering as a Supplier.
• A selection of commodities (National Institute of Governmental Purchasing – NIGP) will need to be undertaken as this is a critical process, as it will determine automatic bid invitations.
Upon completion of vendor registration, the vendor will be supplied a User ID and Password. Save this information for future use as you will need it in order to participate in upcoming bids and to acknowledge receipt of your purchase orders.

Purchasing Requirements at a Glance
Objective:To obtain the best quality product or service at the lowest possible cost from a reliable source through a strategic sourcing event.An example would be a formal Request for Proposal (RFP).
• Issued for purchases of $50,000 or more within 12 month period.• Formal process to obtain competitive bids.• Issued by Purchasing Department only.• Formal advertisement posted for 2 consecutive weeks.• Respondent submits an electronic bid for products and/or services.• Takes approximately 6-8 weeks to complete.• Purchases > $100k require Board approval.
