Research & Innovation – at a glance

Maharashtra is the first state in the country to receive RUSA grant of Rs. 20 croresunder ‘Research and Innovation’ for setting up Innovation and Technology Transfer Hubs.

6 hubs are being setup with vision of tapping into research potential and incubating research projects that hold promise for scale-up, commercialization or technology transfer to industry

Expert committee set up comprising of industry, management and academic expertise to mentor

15 research projects have been selected and funded Rs.4.10 crores for scale up / technology transfer / commercialization out of a total of 45 projects considered from the State Institutions

Additional Research & innovation proposal for Rs.100 crores is under consideration for approval by RUSA PAB for themes: • Social development research and public policy• Advanced research and technology• Ideation and open innovation

The Innovation & Technology Transfer Hubs

The Hubs will be operational by January 2017.

All hubs and the facilities therein shall be accessible to students and faculty of all departments, affiliated colleges and other universities as well

Each Hub has set up an advisory committee, under leadership of respective Vice-Chancellors and includes members from the Technology dept, Management school and also industry experts

Every Hub has a prepared a business plan that includes a strategy for • projects to be incubated, • research students to be trained, • research awareness to be created, • Revenue generation to ensure financial sustenance of the Hub

VC, BAMU Aurangabad, has sanctioned additional fund of Rs. 1 Crore for the Technology Transfer Hub at BAMU

Intellectual Property Management

To help researchers protect their intellectual property, SPD RUSA hasplanned to set up / invigorate patent cells at the Universities

In partnership with the Rajiv Gandhi Institute of Intellectual PropertyManagement (RGIIPM) Nagpur, the SPD has conducted patent trainingworkshops for the researchers and research fellows at 13 StateUniversities, reaching more than 3500 faculty members and researchstudents

3 Batches of 5 day Residential workshop organised at RGNIIPM.

IPR Cell Policy has been drafted by the Experts of Research and Innovationand Experts from RGNIIPM.

Guidelines for the functioning of the IPR Cell has been sent to all theUniversities and Establishment of the Cell is under process.

Academic Reforms through Accreditation

Steps taken:

• State level Consultation on Quality and Accreditation organized on June 23, 2016 at WTCwith participation from Regional Advisor NAAC, IQAC Coordinators ofUniversities, Principals of top Mumbai/Pune Colleges, BCUD Directors.

• SPD has initiated Mapping of Colleges of State Universities on a GIS Platform with anobjective to build scenarios on formation of more number of cluster universities. Since manystate universities are have a huge number of affiliated colleges their numbers have becomeunmanageable to implement quality reforms. Such an exercise will also help analyseinstitutions on many other indicators and hence plan effective interventions on qualityassurance.

• As per Government Resolution dated October 10, 2016, the State has formed a newlyconstituted State Level Quality Assurance Cell (SLQAC). First meeting of this newlyconstituted SLQAC was conducted on Friday, December 23, 2016.

• First draft of Modules and Resource Persons prepared for NAAC training for Master Trainersin partnership with UGC HRDC (Human Resource Development Centre)

• RUSA is facilitating to organise Review Meeting on NAAC accreditation on January 7, 2017with BCUD Directors and Regional Joint Directors, with preparation of clear action plan foreach state university.

• SPD Team gained access to AISHE database and DHE MIS to analyse data on accreditationand other quality indicators on a regular basis.

• Proposed SLQAC Concept/Policy note to institutionalize a bottom-up structure on Qualityand Accreditation has been shared with the Vica-chancellors and with the SLQAC Members.

State Level Quality Assurance Cell (SLQAC): Proposed Structure and Function

Active State Level Quality Assurance Cell (SLQAC) is a mandate under RUSA to improve Quality and Excellence in Higher Education.

• Maharashtra had an active Quality Assurance Cell in 2001 and again in 2009.

• There was a substantial increase in number of NAAC accredited colleges. From 8 (2001) to almost 500 (2005).

Context - was to bring more numbers into NAAC process.

Present Context and Need –

• 75% of aided colleges in Maharashtra are NAAC accredited, at least once.

• Urgent Need to benchmark quality, capacity building towards excellence, institutional monitoring mechanism.

Academic Autonomy – Initiatives under RUSA Academic Autonomy is a pre-requisite to move towards excellence. It is also a key mandate of academic reforms under RUSA.

A two day residential Workshop was organized in partnership with Dept. of Economics, Mumbai University on August 1 & 2, 2016.

• About 123 Participants - Principals of colleges (Highest Grade in 3 NAAC Cycles), HoDs of University Departments and BCUDs.

• Letter to BCUDs sent as a follow up – autonomy proposals received needs to be given

– Compliance Certificates (Anti Ragging, Promotion of Equity, Grievance Redressal) &

– No Objection Certificates (NOCs).

• List of 44 Colleges in Maharashtra eligible for autonomy as per new UGC guidelines shared - highest grade in two consecutive NAAC cycles & highest accreditation grade in third cycle.

• Expert Group on Autonomy formed – Principals of Xavier’s College, Somaiya College and HoDs from Dept of Economics, Chemistry and Physics of Mumbai University volunteered to hand hold.

• Two day residential workshop on Academic Autonomy for A grade colleges and university departments was organised in partnership with Dept of Economics, Mumbai University on August 1-2, 2016.

• A second consultation on Academic Autonomy was organised with Principles and Management Council Members of college on September 23, 2016.

• Facilitated proposals on Academic Autonomy from eligible colleges that were sent to UGC and followed up. About 5 Proposals are in process with UGC while 8 Proposals are in process with Mumbai University.

RUSA Resource Centre for Inclusive Education

• Through various consultations and field visits, it was realised that no special provision has been made in the Universities for differently abled students and staff. RUSA Maharashtra steered the discussion on providing accessible infrastructure and Teaching Learning Material for students with different abilities.

• We received 3 proposals for establishment of Resource Centre for Inclusive Education at Universities and Colleges.

• RUSA Maharashtra sanctioned 3 Centres at North Maharashtra University, Shivaji Univerity, ShivajiCollege (Akola) and 1 State Resource Centre at St. Xavier’s College, Mumbai for strengthening and Training across Maharashtra.

• 1 centre (Shivaji College, Akola) has been inaugurated on December 3, 2016 on the day of “International Day for Differently Abled Persons.

• RUSA Resource Centre for Inclusive Education at NMU, Jalgaon and Shibvaji University is scheduled to be inaugurated in the 2nd or 3rd week of January, 2017.

• Centre at Shivaji University is ready and functional. 1 day workshop on ICT for Visually Impaired student is scheduled on January 6, 2017.

• Sensitisation Campaigns in the beneficiary Institutions and Hands-on residential training of the Centre Staff is scheduled: Sensitisation workshop at Akola is scheduled on January 20, 2017 and NMU, Jalgaon in the 3rd week of January, 2017. Hands-on training will be done in the last week of February and in March 2017.

• Set up an Inclusion Cell: COE, Dean Academics, Librarian, Staff of Resource Centre, Faculty Representatives, Student with Disability Representation.

• Cell to be the nodal point of receiving grants, reporting and regular meetings for planning under the Inclusion Pilot project.

Policy

• Develop an Inclusive Admission Policy and have the same published as part of their brochures and websites.

• Set up the required systems to implement the inclusive examination policy at the university. The same shall be published as part of brochures and websites.

• Setting up of a Resource Centre to facilitate the above with skilled staff and relevant resources.

Other Initiatives for Students

RUSA LOGO Competition

• In order to complement theNational Initiative by Governmentof India, RUSA Maharashtraorganized a State level LOGOCompetition . Expert panel ofdesigners were constituted at astate level to evaluate the entriesfrom the institutions.

• 5 entries were selected for theNational Competition andawarded at the State Level.

RUSA Student Interns

• To provide impetus to the initiatives and give an

opportunity to students, RUSA intends to engage highly

competent candidates as Interns for 3-6 months which could

be extended up to 12 months.

• The Internship will be a unique opportunity to gain

firsthand experience of working in Government Organisation

and contribute towards improving Higher Education System.

• It will be a good opportunity to work on public policy and

implementation in Higher Education Sector along with

development professionals.

• 2 Interns have been selected for 4 months.

RUSA App Wallet Unique Initiatives

Beneficial for RUSA to manage the entire ecosystem information on the institutions (State Councils, Universities, Colleges) online with a mobile application to integrate various stakeholders –

• State councils to set goals, • Universities for specific quality and quantity parameters, • Colleges for accreditation, • Students for courses, institution information etc.

It would be easy to use as well as would work in real-time, eliminating delays and bureaucracy of information.

The App Wallet will be developed in 5 phases:Phase 1 - Info App Wallet (Data gathering from institutions and Internal consumption only)Phase 2 – Using App Wallet for Quality improvement and helping better accreditationPhase 3 – Setting up permanent interfaces with all data sources to be “One-stop for all institution information”Phase 4- Student Services launched on App WalletPhase 5 – Total integration into App Wallet
