1.0 Executive Summary

A. Lindberg & Sons (ALS) has worked proactively and diligently for the past six years to make the CR595 Project a viable transportation system for the Marquette County local economy. ALS has selected AECOM (formerly STS Consultants) as design partner to provide the Marquette County Road Commission (MCRC) with an outstanding team capable of delivering the CR595 or CR550, CR510 and Triple A Project. Each firm brings demonstrated experience in all areas that are required in this important project. Each project presents numerous challenges, and this team provides a strong combination of experience, knowledge, and proven innovations allowing the chosen project to be completed in a safe, efficient, timely, and cost-effective manner while minimizing potential adverse impacts, including environmental concerns.

An accelerated schedule can be achieved in many ways. Our team has considered several ways to expedite the schedule that would significantly reduce the amount of time needed to complete either project while managing cost. These ideas will be discussed at various points throughout our proposal.

ALS is confident that this Statement of Qualifications will meet your approval and looks forward to hearing from the MCRC with any questions or concerns. All addenda (1, 2, and 3) have been received and are acknowledged.

2.0 Understanding of Service

Both ALS and AECOM have extensive prior knowledge of each project. Beginning in 2006 under the direction of Kennecott Eagle Minerals Company, ALS was responsible for much of the initial exploration, design, and permit applications for the original route, the South Road/Woodland Road. ALS was instrumental in bringing King & MacGregor Environmental and STS Consultants to the team during this phase. While completing this work, various alternate routes were explored, and numerous budget cost estimates were prepared. Once the initial route was selected, ALS completed road design drawings and wetland mitigation plans. The quantitative information produced by the design was used as the basis for the original MDEQ application filed in 2008 by Woodland Road LLC. The route has changed slightly, but ALS staff still has more comprehensive knowledge of the area and what is required to complete this project than any other party. ALS’s experience in budgeting and design for this project combined with AECOM’s extensive design and engineering experience provides for development of the most realistic construction budget and schedule.

In 2007 AECOM began providing soil testing and bridge design services for the five major stream crossings on CR595, including field survey, hydraulic analysis, size and location design, and permitting assistance. AECOM provided preliminary plans and a complete hydraulic analysis report for each of these locations. These designs and reports are included with the current application for permit for CR595. AECOM also completed soil borings and geotechnical evaluations for a number of the bridge crossings, including the Dead River, Wildcat Canyon Creek, Middle Branch Escanaba River, and Yellow Dog River. If the CR595 option is chosen, AECOM has sufficient information to immediately begin the final foundation and superstructure design for these locations.

AECOM has completed preliminary design and construction estimates for each section of the CR550, CR510 and Triple A Project. This information is immediately available for project use and will allow them to quickly and accurately produce the final design if this route is selected.

To attain the goals of the CR595 Project, the road would be divided into five segments, as shown in Figure 1 on page 13, to allow for simultaneous construction. Specific construction techniques and approaches will be further discussed in the Schedule Management and Innovations sections. From the project’s inception, ALS has worked with timber companies and their lessees, private property owners, and other interested parties to meet all project goals. ALS has collaborated with members of the Moose Country and Big Bay Snowmobile Clubs to discuss relocation of their respective trail systems. All key staff have regularly attended the public hearings for the project, and are cognizant of the most pertinent concerns. This knowledge, combined with our position as the largest local bridge, earth, and crushing contractor allows ALS to be the “best qualified” CMGC to meet the goals of this critical project.

Prior design and exploration work has allowed identification of numerous borrow and aggregate sources on or near the route. As shown in Figure 1, the ALS Humboldt Stone/Sand (7, 8), Triple A (Longyear) Quarry (5), and exclusive agreements with various timber companies to produce materials on their properties, provides sufficient sources to meet any needs of the project. ALS has the ability to stage the critical materials (21A, 22A, 3” minus, riprap, bituminous stone) necessary to expedite the schedule.

Construction of the structures that will bridge the 20 streams will impact the flow of material, equipment, personnel and the travelling public. In order to minimize this impact, various methods will be utilized, including the use of temporary bridges and creative construction scheduling. Some bridge construction could occur during periods of lighter traffic in winter and spring. Construction of critical bridges such as Yellow Dog River and Dead River would be expedited.

ALS’s preliminary plan to facilitate effective communication on this project includes establishing an office near the project site where utilities and communication can be instituted. This field office will have a conference room, plotter, photocopier, printer, computers, and other resources necessary to aid in the administration of the project. It will be located near the south end of the CR595 Project or near Big Bay for the CR550, CR510 and Triple A Project. An FTP site will also be utilized to share access to drawings and information. It appears that radio towers could be installed to establish radio communication and mile markers installed along the project corridor to easily enable communication between all personnel, promote awareness and safety, and assist in the event of an emergency.

The anticipated communications for this project include a project kickoff meeting, weekly coordination meetings, and day-to-day communications management. ALS will attend a project kickoff meeting as well as weekly coordination meetings with MCRC and the rest of the project team to ensure the goals of the project are met; to implement and maintain a spirit of cooperation and open communication among the parties; to resolve potential problems promptly; and to provide updates at various stages of the project.

In addition to scheduled project meetings, ALS will regularly communicate with MCRC during all stages of the project. Day-to-day communication between MCRC and ALS will be completed via the project manager. Sub-contractors will directly communicate with the ALS project manager and will

be informed of all issues and decisions pertaining to their scope of work on the project. The ALS project manager will be Bob Kissel. Bob will be fully accessible to MCRC at all times. All communication (ALS internal staff, subcontractors, and consultants) will be instructed to direct their communication regarding the Project to their designated contact person. Bob will use Jim Iwanicki as the single point of contact at MCRC.

A public relations plan will be developed to meet the goals of the MCRC. Frequency of public information and means, such as websites, media releases, and outreach activities, will be determined with MCRC before the project commences. Please see section 7.0 Organization and Project Personnel Qualifications for more information regarding ALS’s public relations intentions.

ALS is committed to quality and may utilize a third party to ensure quality rather than a self-administered QA/QC program. With the MCRC approval, ALS suggests adopting the Michigan Department of Transportation 2012 Standard Specifications for Construction. Utilization of MDOT standards is typical practice for most highway construction projects, and use of these standards on this project will minimize any erroneous interpretations of a newly developed QA/QC plan for this project.

3.0 Schedule Management

A project of this magnitude will require a contractor with the capacity and assets to complete a significant amount of work in a short period of time. ALS clearly has that capacity, with the area’s largest fleet of major mass production equipment, including: twelve Cat 637 Scrapers, four Cat D9 track dozers, eight Cat D8 track dozers, seven 40-ton off road articulated haul trucks, four Cat 988 loaders, and six mass-production excavators. The current fleet is capable of moving in excess of 2 million cubic yards of earth in a single construction season. ALS also has the ability to supplement existing fleets with unlimited rental capacity from major equipment producers such as Caterpillar and John Deere. ALS also has experienced bridge crews capable of meeting the needs of the project. Rock blasting and aggregate production is a major component of these projects, and as one of the top 100 aggregate producers in the nation, ALS has sufficient resources to meet these demands. ALS currently owns and operates 5 portable crushing and screening complexes and a portable concrete redi-mix plant. The aggregate division regularly produces over 3 million tons of material annually, and has the capability of blasting 500,000 cubic yards of rock annually. ALS will easily meet the project requirement of self-performing a minimum of forty percent of the contracted work.

GPS controlled equipment will be used by ALS on this project. GPS controls will substantially reduce surveying and staking costs. The use of this technology will also expedite the construction schedule.

In order to substantially complete either project ahead of schedule, a variety of techniques will be implemented. Five major areas have been identified where effective management can expedite the construction schedule. These areas are: 1) Engineering and Design; 2) Planning, Scheduling, and Job Control; 3) Contracts and Procurement; 4) Field Personnel and Subcontractor Management; 5) Construction Sequence.

3.1 Engineering and Design

As soon as a contract is awarded and route selected, ALS and AECOM will work with MCRC to finalize design. Design and constructability reviews will be scheduled immediately with all parties so the project will proceed efficiently. Engineering focus will be on the CPM-based schedule. Potential pre-fabricated elements will be identified with work started as soon as possible, expediting the schedule.

3.2 Planning, Scheduling, and Job Control

A successful project begins by being adequately prepared prior to the commencement of any work. Detailed quantity take-offs will be completed and used to create a mass haul diagram and CPM-based schedule for either project. If CR595 is chosen, the current ALS mass haul diagram will be updated once final road design is approved. The mass haul diagram determines the most economically efficient hauling direction of excavated earth and rock materials, and results in an expedited schedule. The sequencing of temporary and permanent river crossing structures will be analyzed and scheduled, to maximize the most efficient flow of equipment, materials, personnel, and the travelling public.

Facilitating communication between all involved parties is the most critically important component to the success of the project. Engineering and procurement schedules will be integrated into the construction schedule. With the assistance of MCRC, ALS will request that all impacted utility companies become part of the team in order to minimize construction delays. Coordination with landowners, businesses, and other impacted parties along the route will require communication and facilitation to minimize problems. ALS has established relationships with many of these parties, and resolving any concerns or issues can be expedited.

3.3 Contracts and Procurement

Procurement has already been discussed with several material suppliers and subcontractors. Once designs are completed and budget established, deadlines for engineering, fabrication, and delivery of critical materials will be accelerated. Purchasing and contract negotiation will be fast-tracked through the use of electronic data interchange protocols. An expeditor will be identified to ensure efficient creation and approval of any required shop drawings. Once contracts are in place, suppliers will be required to produce or fabricate any materials in strict accordance with erection sequences. Major suppliers will be required to attend periodic progress meetings. Finally, consideration of creative payment incentives and penalties with vendors will help ensure compliance with scheduled completion dates.

Subcontractor selection, with MCRC’s approval, will be based on past experience with MDOT and local authorities. ALS has a large network of potential subcontractors to invite to bid on subcontracted work items. Only MDOT pre-qualified subcontractors will be utilized, and availability and past schedule performance will be the most important criteria used in selecting successful subcontractors. Schedule and performance-based incentives will be considered in contract negotiations, and subcontractors may be required to furnish payment and performance bonds.

3.4 Field Personnel and Subcontractor Management

Proactive management of field personnel and subcontractors is the most important method to ensure the project stays on or ahead of schedule. Weekly productivity reports will be produced and used to monitor actual progress versus estimated progress (CPM).

The optimal use of field craft personnel will be managed on an ongoing basis. Difficult field activities will begin as soon as possible.

Consideration will be given to the “rolling four” concept. This involves 2 crews, each working four successive 10-12 hour days followed by four days off. This has the effect of reducing overtime, increasing productivity during construction, and expediting the progress schedule.

Subcontractors will be continuously monitored and required to complete daily reports that will be submitted to the project manager. Subcontractors are required to attend weekly progress meetings with project management staff to ensure quality, production, safety, and adherence to schedule.

3.5 Construction Sequence

CR595 is most manageable when divided into five segments, allowing for simultaneous work areas. Each segment provides its own unique challenges. Figure 1 shows each of the five segments in greater detail. In addition to dividing the project into segments, several critical factors and work activities have been identified that need to be discussed with MCRC and other involved parties as soon as a contract is awarded. These items have been discussed and planned for internally, but a formal plan will need to be implemented. They include identification of borrow and aggregate sources, construction of river crossings, harvesting of timber, clearing and burning concerns, winter construction activities, potential permit-restricted work areas, and microclimates.

There may be permit requirements that could impact the construction sequence. Among them are the Migratory Bird Act and the accommodation of threatened or endangered species such as the narrow-leafed gentian.

Construction of CR510 and Triple A will utilize ALS’s Triple A (Longyear) Quarry as a central location for staging with construction beginning here and progressing in the east and west directions to complete the Triple A and CR510 portions of the project. CR550 construction schedule will require coordination with MCRC existing bridge and road projects to determine construction sequence and CMGC responsibility.

4.0 Innovations

ALS has always prided itself on taking an active role in bringing innovative ideas to project owners, resulting in cost savings and higher quality projects. During the six years ALS has studied the CR595 Project, several methods to improve design, quality, and lifespan have been developed.

One major innovation proposed is an alternative road cross-section that would provide extended pavement life, lower construction costs, faster construction operations, and a superior temporary travelling surface for construction equipment and the public. This innovation involves substituting the 2 foot sand subbase with a minimum layer of 16 inches of 3” minus aggregate. 3” minus

crushed subbase is locally preferred as a subbase alternative to MDOT Class II Sand. The 8” layer of 22A will be replaced with a minimum of 4 inches of 21A. The substitution of 21A was suggested to MDOT by ALS several years ago, was approved as a superior method, and is now being utilized as an open graded drainage material on several high volume traffic projects. In 2011, MDOT utilized a 21A modified open graded drainage aggregate for a project on US2. The City of Marquette prefers the use of 3” minus and 21A aggregates on its projects, and the local logging industry prefers 3” minus crushed material for its ability to support heavy equipment. ALS also proposes changing the bituminous surface from 4 inches of MDOT 13A to a binder course of 9A followed by a leveling course of 4E.

ALS is exploring a number of innovations that will help with bridge design and construction. The use of precast elements is proposed for bridges in order to expedite the schedule and limit impacts to traffic. Some of the potential precast elements include footings for ConSpans, bridge abutments, and deck panels. Their use could reduce the schedule by up to 30% per structure. Precast elements may eliminate the need for a complete cofferdam when building in wet conditions. Quality control is improved because the precast elements are constructed under controlled conditions. The Outlet Structure at Wildcat Canyon Creek could be precast too, which reduces the environmental impact of construction and expedites completion.

To facilitate placement of streambed material within the precast concrete box culverts, precast concrete internal “curbing” at the invert of both section ends could facilitate “charging” the individual sections with streambed material prior to section placement.

Two additional water crossing ideas are: 1) the construction of baffles within culverts to reduce velocity and the need for extensive energy dissipation at the culvert outfalls, and 2) the use of concrete form liners that produce aesthetically pleasing profiles and post-installation concrete staining of exposed culvert and bridge surfaces that could facilitate aesthetic “blending” of the structures to the environment.

There are multiple erosion control methods that would work well on this project. One is the use of Slope Protection Special, which consists of a minimum 1 foot layer of blasted rock on steep slopes. This practice immediately protects the slope from erosion during construction and eliminates the need for topsoil, seeding, and mulch. Another benefit of Slope Protection Special is that animals do not feed on this type of slope protection, which reduces the risk of future traffic accidents. Wood chips created by grinding tree stumps and slashings would also create effective erosion control during construction.

Several other miscellaneous ideas would be beneficial if implemented. Excavated peat, if properly salvaged and stored, could be utilized in the creation of future wetlands. Partial width construction, while not a new idea, could be used in certain areas to maintain traffic flow and reduce inconveniences to the public. Centerline and shoulder corrugations (rumble strips) are not necessary but provide a higher level of safety for a road that will be snow covered in many areas nearly half the year. Finally, using concrete instead of a bituminous surface at intersections where heavy trucks will be stopping will reduce surface wear in those areas.

5.0 Experience/Past Performance

A. Lindberg & Sons (ALS) has an extensive history in constructing, reconstructing, and rehabilitating infrastructure across the Upper Peninsula and Midwest. ALS was responsible for building several miles of the original Interstates in Michigan, Wisconsin, and Minnesota. ALS has extensive experience with performing projects for MDOT, WDOT, numerous county and local authorities, as well as private entities, and is an equal opportunity employer. ALS is currently prequalified by MDOT to perform $87 million of concurrent work. Locally, many projects have been completed on Marquette County roads, including CR550 and CR510. Familiarity with site conditions in these areas will be beneficial to the project team if this option is selected.

One challenging MCRC project in terms of public safety and maintenance of traffic was the CR581 Bridge Replacement over the Middle Branch of the Escanaba River in 2008. The original contract plans and specifications called for the bridge to be demolished and a new bridge constructed, with traffic rerouted by a 12 mile detour during the 4 month construction period. Public opposition to the detour delayed the project start while MCRC collaborated with ALS to design a temporary structure and approaches east of the construction zone. This challenge was met by utilizing a temporary bridge supplied by ALS, installing the structure and guardrail, completing all approach work, maintaining the surface throughout the project duration, and removing the temporary bridge upon project completion. A new traffic maintenance plan was developed in order to keep the public safe during the demolition and construction processes.

A recent successful project took place on US41 in Skandia. In 2003 ALS contracted with MDOT to build passing lanes and resurface 6.1 miles of roadway. Value engineering was provided by utilizing a track crusher on the grade to recycle the existing concrete base and reuse it as a modified material that otherwise would have been wasted. The cost savings allowed for a deeper and more substantial base aggregate substrate at a lower cost, while also producing a superior product. The area where this technique was used still shows very little deterioration in the bituminous pavement after nearly ten years. This 3.4 million dollar project was completed within budget. ALS safely maintained traffic and access to homes and businesses along this main route for the duration of the project.

Similar to the proposed projects in both scope and complexity, ALS completed a design-build project in 2004 in Baraga County for the US Army Corps of Engineers. ALS worked with a diverse project team comprised of the Corps of Engineers, J.O.A. Construction and Tetra Tech to complete the L'Anse Linden Creek Flood Control Project. ALS staff was instrumental throughout the design and planning stage for two ConSpan bridge crossings and a 20’ wide x 8.5’ high x 412’ long skewed box culvert. Value engineering cost savings was obtained by recommending a different steel sheet piling design for the seawall, redesigning the typical road cross section to take advantage of locally available materials, and redesigning the channel entrance to Lake Superior to an armor stone breakwater design. A 412’ long skewed box culvert design was developed that would follow a challenging, client desired channel alignment. At all times throughout the project, ALS maintained local vehicular traffic through the work zone and pedestrian access to retail stores along the project corridor. Work was completed in a condensed construction schedule to accommodate availability of Federal funds.

In addition to a large roadwork resume, A. Lindberg & Sons prides itself on being one of the most experienced bridge and structure contractors in the Upper Peninsula of Michigan. Since 2000, ALS

has completed over 20 different bridge construction projects across the central Upper Peninsula, and built many snowmobile bridges on trails across the Upper Peninsula. Many previous projects involved temporary road and bridge construction in order to maintain traffic. The experienced staff at ALS will collaborate with MCRC to develop the temporary structures required to maintain access to the existing roads and trail systems impacted by the project.

AECOM brings a wealth of experience in design, survey, environmental and construction services to the team. AECOM Marquette recently provided environmental review, design, and construction management services for a design-bid-build project to reconstruct 26 miles of H-58 through Pictured Rocks National Lakeshore in Alger County. The team prepared the route location study, completed all road and bridge design, provided construction layout, materials testing and inspection services for all phases of the project over six years. Many of the challenges faced on this project will be encountered on the CR550, CR510 and Triple A Project, and AECOM’s success in managing the H-58 project demonstrates that the team can successfully complete this type of project. Safety and public access was a major concern on H-58 as it is most heavily travelled during the construction season. This challenge was met was by breaking the construction into several phases and completing it over multiple years. Other challenges faced during this project involved minimizing environmental impacts, attaining proper easements on federally owned land, and redesigning the road to meet current design standards. AECOM met the environmental challenges by reducing the width of the road’s footprint at certain locations in order to save trees and preserve the forest canopy. Realignment of the road in one location avoided impacting a small wetland. AECOM Marquette was recognized by the National Park Service with a Midwest Region Excellence in Partnering Award for their efforts on this project.

AECOM has designed a number of bridges for MCRC of similar size and complexity to those on both the CR595 and CR550, CR510 and Triple A projects. These include CR PFS over the Schweitzer Creek, CR PX over the North Branch Big West River, CR GGT over Deer Creek, and CR581 over the Middle Branch Escanaba River. Although they required more design effort, AECOM chose to include design features for increased bridge quality and longevity such as concrete composite deck slabs instead of bituminous overlays. In the case of the CR581 bridge, AECOM also included concrete approach slabs to eliminate approach settlement problems on this high volume road. AECOM is currently completing the design of CR550 over Alder Creek and has recently been awarded the design of CR550 over the Little Garlic River. Both of these projects are on the CR550, CR510 and Triple A route and AECOM’s knowledge of the possible future road improvements has been incorporated into the bridge design and planning.

AECOM’s most recent road design project for MCRC was for the development area in Marquette Township north of the Westwood Mall. The project included the design and construction of Commerce Drive from US41 to Wright Street and for Venture Drive from CR492 (Wright Street) to Commerce Drive. The original project was for Marquette Township’s TIFD/DDA to assist in the development of the area. AECOM’s services included design and construction services for the road and utilities. Utilities included water, sewer and underground electric conduit coordinated with the Marquette Board of Light and Power.

6.0 Work Zone Safety

ALS and AECOM have extensive prior knowledge of both proposed projects and understand that work zone safety will be quite different depending on which project is chosen. Give ‘Em A Brake

Safety (GEBS) will be the subcontractor for the maintenance of traffic on either project. GEBS is a leader in the traffic control industry and has performed services for many projects of this magnitude. Numerous employees in key positions have over 25 years of experience in the traffic control safety industry. Availability is 24/7 for any traffic control emergency, and GEBS will use products and equipment that meet or exceed MDOT and FHWA standards. Reasonable access will be maintained and proper notifications provided to all residents, businesses, emergency vehicles, and personnel within the project limits. The work zone safety plan is a top priority on either project, and will be formalized with MCRC prior to work commencement.

A significant portion of the work zone for CR595 is in remote areas. Numerous two-track logging roads and recreational trails present the potential for public users to gain access to our work area. Work zone incidents will be minimized by implementing a comprehensive sign placement plan that warns users in sufficient distance to seek alternate routes before arriving at the perimeter of the work zone. Input from MCRC, property owners, and timber companies will be used to develop a plan to maintain access to the existing roads and trails surrounding the work zone for the duration of the project. Public access to the work zone will be supervised and controlled.

A more traditional method for the maintenance of traffic will be used if CR550, CR510 and Triple A is chosen. Input from impacted parties, including emergency responders, will help the team create a plan that minimizes impacts to the travelling public and coordinates access for property owners in and around the work zone. ALS and GEBS’s signing sequence will be in compliance with current MDOT standards and construction methods.

The safety and well-being of construction personnel is another primary concern. ALS employees and subcontractors are required to adhere to the ALS safety and drug and alcohol policies. The ALS workforce frequently works in heavy construction, industrial, and mining environments with strict safety rules, and all current field personnel are MSHA certified. A former MSHA inspector with three decades of experience in the mining and safety industries will serve as the ALS safety officer on the project.

Blasting areas are another safety hazard that must be addressed. As the largest quarried aggregate producer in the Upper Peninsula, ALS has significant experience with managing blasting operations. Along with GEBS, the ALS safety and blasting teams have the knowledge to properly sign, monitor and control the blasting zones. All areas will be analyzed by our safety department to control all traffic and employees during the blasting activities.

A staging plan has been developed that will reduce environmental, social, and economic costs. ALS owns and has agreements to operate many gravel pits and quarries in Marquette County, several of which are strategically located near both projects. Figure 1 shows all quarries and staging areas. One of the main staging areas for either project will be the ALS Triple A (Longyear) Quarry (5). If the CR550, CR510 and Triple A Project is chosen, an additional staging area will be located at the ALS CR550 Pit (3). If the CR595 Project is chosen, additional staging areas will be at Humboldt Sand & Gravel (8), Humboldt Stone (7), and other nearby pits. Aggregate locations will also be used by portable bituminous plants. Aggregate and borrow sources identified along the CR595 route may also be utilized as staging areas. For either project, ALS has located, and in many cases controls, sufficient land that is in close proximity to the construction area. This reduces transportation miles, lowering both cost and environmental impacts such as emissions, and expedites the construction schedule. It has the added benefit of reducing the impact experienced by the travelling public, and

minimizes construction traffic in major population centers and transportation corridors such as the City of Marquette and US41.

Additional staging areas for bridge and culvert installation will be located in close proximity to the crossings upon approval of the property owner or by written permission from the MCRC project manager. Site access for CR595 is more difficult than the alternative project, and special attention must be given to maintaining access at water crossings. When necessary, temporary bridges will be utilized at some crossings in order to accommodate material deliveries and equipment movement, and completion of permanent structures will take place as soon as possible. Access to the immediate work areas will be via the existing county roads and trails, such as Wolf Lake Road and Dishno Road. All access roads and staging areas will be maintained throughout the project, and those that will be abandoned will be restored upon project completion.

7.0 Organization and Project Personnel Qualifications

Project Personnel will interact with MCRC throughout the project’s development, as outlined in the organizational charts below. Active engagement in the design phase of either project will provide input on means and methods, constructability, and feasibility through participation in weekly design meetings and pre-construction coordination meetings.

ALS will collaborate with MCRC and its consultant on constructability reviews, construction staging, maintenance of traffic, and cost estimates throughout the final design phase of the CR595 Project. We will interact closely with our partner, AECOM, throughout the design of the CR550, CR510 and Triple A Project. Communication between internal staff will be ongoing throughout the project.

Communication with our subcontractors will occur through the designated project manager. All ALS project managers are experienced in managing subcontractors and construction crews.

Public relations are a high priority throughout all phases of the project. ALS is well aware of the public controversy that has surrounded the CR595 Project in Marquette County for almost a decade. The positive reputation of ALS among Marquette County residents provides us with an advantage over our competitors when it comes to public relations and will lessen the public opposition the project may experience throughout the two-year construction period. Utility companies, businesses, landowners, timber companies, and the general public will be informed throughout the duration of this project through outreach initiatives and media coverage completed jointly by MCRC and ALS. A public relations team has not been created yet because it should be a collaborative decision between ALS and MCRC.

His dual education and experience in civil engineering and accounting provides a unique combination of technical, business, and project management expertise. As Project Man-ager, Bob demonstrates leadership, problem solving expertise, and understands the value and strength of each team member. Gary Saari, P.E. Chief of Engineering, Estimator 34 Years of Experience

Gary Saari is the Vice President of Engineering, Chief Estimator and Project Manager at A. Lindberg & Sons. He has over 34 years of total experience, 32 with ALS. From 2006 through 2012, Gary was directly in-volved with setting up and reviewing multiple construction estimates for the Woodland Road/County Road 595 Project. Gary was the Project Manager and Estimator for numerous MDOT highway, freeway, Marquette County road and bridge projects throughout his career.

Steffanie Pepin, EIT Project Manager—Bridges 3 Years of Experience

Steffanie Pepin is an Engineer in Training with plans to pursue professional licensure. She graduated Summa Cum Laude with a BSCE from Michigan Tech. Most recently she has been the Project Manager on two ALS MDOT projects. Through previous work experience, she has become very familiar with MDOT bridge design standards and has experience supervising bridge and culvert construction crews in the field.

Randy Walter, P.E. Project Engineer, 14 Years of Experience

Randy Walter was the Lead Civil Design Engineer for the KEMC “Woodland Road” DEQ application. He is also the Civil Design and Projects Manager on various Design/Build commercial developments in Marquette County, including the TJ Maxx and PetSmart projects. Randy has also been the Estimator and Project Manager on construction projects that range from bridge and road construction, to underground utility construc-tion, to marine dredging and construction.

Mr. Pond has extensive experience in planning, design and construction of roads for local governments in addition to municipal facilities and private development projects. He is very experienced in design quality assurance and client liaison. Prior to working in consulting, he was a Project Engineer for WisDot and City Engineer for the City of Marquette, Michigan. In this capacity he was responsible for preparing plans for several road and municipal projects including roadway improvements, industrial park layouts, infrastructure plans, and utilities programming. Kennecott retained AECOM for the alternative study to fast track the alternates being considered by preparing preliminary designs and construction cost estimates for 6 segments for the CR 550 Alternative and 5 segments for the CR 510 (Red Road) Alternative. Preliminary Designs included the earthwork, pavement structure, culverts and bridges along the entire routes along with wetland impacts for permit consideration. A unique criterion was the establishment of minimal impact to the surrounding private property NPS public lands, Kingston Lake, 12 Mile Beach, Hurricane River Upper and Lower Campgrounds, and Hurricane River Bridge. • Project Manager/Project Engineer for the City of Sault Ste. Marie total reconstruction of the Spruce and Mission Streets Phase I and Phase 2 in the City of Sault Ste. Marie, Michigan. Project included the complete reconstruction of the water main and laterals, sewer laterals, new storm sewer, subgrade undercutting, curb and gutter, gravel, Hot Mix Asphalt replacement of the street and permitting through MDOT, MDEQ and approval of MDOT Local Programs for Urban Funding. Funded by MDOT, City of Sault Ste. Marie road and utility funds.

• Project Manager for the reconstruction of H-01/H-05 projects in Alger County for the

rubblizing and HMA paving of 7 miles of county roads. Projects included reconstruction of seven miles of county primary road utilizing state transportation funds for complete surface restoration including peat excavation, gravel and rubblizing of existing service an complete HMA paving of the entire project areas including culvert replacements as needed.

• Project Engineer for the Pyle Drive Westwood area in Kingsford. Planning and grant funding including the preparation 4 separate grant packages that included the complete construction of Industrial Area for water, sewer and roadway construction. Project funded with USEDA, MDOT / Local Government/ Urban funding, MEDC and City of Kingsford funding. Also was Project Construction Engineer for the project while under construction including curb and gutter, storm sewer, intersections and access layouts and HMA paving.

• Project Manager/ Engineer for the Lakeside Road Project in Manistique. Design considerations included the industrial access to an active gravel pit and within 1500 feet an eliminatory school within the City limits. Drainage to the school detention basin was eliminated by the construction of an elliptical culvert and ditches to eliminate storage on school property. Roadway was raised to minimize storm water and wet weather problems and minimize maintenance costs. Designed by AECOM’s Hattie Sharland, P.E.

• Project Manager for the Village of Newberry Water System Study that included the hydraulic system analysis, as-built of the system and a flushing schedule. It has expanded to include a rate study application to Rural Development for a $2,300,000 loan project that was expanded with MEDC, MDOT and local funding to include an approximate $2,900,000 investment in distribution improvements, 2 new wells, well

house, controls and property acquisition plus water quality testing and iron bacteria investigation including treatment along with road reconstruction as needed.

• Project Engineer/ Manager for the design of Pictured Rocks National Lakeshore (PRNL) Roads at several locations in the park. Sand Point Road from the City Limits to Sand Point PRNL Headquarters was an unimproved gravel road. Fabric was placed in some sections to separate unsuitable soils from sand followed by sand subbase, aggregate base and HMA paving. Settlement issues have been minimal with road overall condition very good. Miner Beach Road access was on a steep curvy alignment was reconstructed from a gravel base condition because erosion had caused major maintenance issues in the road. Riprap ditches, curb and Gutter with spillways and Gravel base and HMA Paving solved the erosion problems.

Mr. Hintsala has provided project management and structural engineering expertise for the design and construction of a number of civil engineering projects including roads, bridges and buildings. He has experience with a wide variety of structural framing and foundation systems including concrete, masonry, steel and wood. He has designed over 60 bridge replacement and rehabilitation projects to MDOT and AASHTO standards using precast concrete, timber and steel including the $2.8 million I-75 Business Spur (Ashmun Street) historical bridge rehabilitation project in Sault Ste Marie, Michigan. Mr. Hintsala is also the structural engineer of record on a number of building projects including the $7.5 million Peter White Public Library Project in Marquette, Michigan.

Many of these projects require the design of various ancillary components such as concrete and steel retaining walls, culverts, and underground vaults and tanks. He has produced technical reports for bridge replacement studies, foundation settlement problems and structural condition assessments and failures. Mr. Hintsala is a certified bridge inspector and provides bridge inspection services for a number of municipal and county clients. Experience • Lead Bridge Design Engineer for the Kennecott Road Eagle Mine

Development Alternative study. This fast track study included the Triple A, CR 510, CR 550 alternative and the CR 510 (Red Road) alternative. Bridge services included full site surveys, bridge sizing, hydraulic modeling, preliminary plans and permitting assistance.

• Cisco Lakes Road Bridge Replacement, Gogebic County, Michigan – Provided bridge design plans and assistance with field problems during construction. The Cisco Lakes Road Bridge was built integrally with a concrete dam which controls the water elevation for 15 lakes known as the Cisco Chain of Lakes. The bridge was in poor condition and required replacement, but the existing dam needed to remain in service during and after construction. The project required a multi-phase staging plan which included an engineered sheet pile wall to protect the dam from shifting and by-pass pipes and pumping to maintain minimum flows through the dam.

• LS&I Ore Dock structural evaluation. Performed a complete field review of

the 1,200-foot concrete ore dock as well as the 600-foot steel approach trestle. A variety of concrete cracking and spalling issues as well as steel corrosion damage were identified. A complete load rating analysis of the dock and trestle was performed to determine which areas were being most highly stressed by the ore train traffic. Finally, repairs were prioritized into a five-year maintenance plan and a detailed cost estimate was performed.

• East Shore Road Bridge – Project Engineer for a bridge replacement project in Gogebic County, Michigan. Flooding washed out an existing structure at this critical site with a long detour route. AECOM provided complete bridge design services in ¼ to ½ of the time projected by other proposals. By utilizing winter construction the bridge was open for traffic less than 5 months after the design contract was awarded to us.

• Project Engineer for the rehabilitation design of a historic 250-foot arched truss bridge structure, I-75 Bus. Spur (Ashmun Street), Sault Ste. Marie, Michigan. This $2.9 million project included complete painting of the steel superstructure, replacement of the concrete deck, and repair of the deteriorated concrete substructure while maintaining the historic details.

• Structural Engineer of record for the $7 million Peter White Public Library expansion/renovation in Marquette, Michigan. Unique cantilever structural designs were used to merge the steel framed curtain wall expansion to the existing limestone masonry building. Continuous field support was required to design repairs to deterioration of the existing structure which were uncovered during construction while allowing the new work to be tied in and maintaining the historical details of the building

• Design of structural and stream bank repairs for the Lakeshore Drive Bridge in the City of Marquette. The project was performed under an accelerated time schedule in order to re-open the bridge as soon as possible after being damaged by the 2003 Silver Lake Dam failure flood.

• Project Engineer for the design of a new 200-foot-long snowmobile bridge on the Keweenaw Trail in Houghton County, Michigan. This bridge spans a 70-foot-deep chasm and used existing concrete abutment and piers from a previous railroad bridge. The existing concrete was sampled and petrographically analyzed in order to choose the most effective method to restore the deteriorated concrete.

• Hoist and McClure Hydroelectric Dams, Dead River, Marquette County, Michigan – Provided structural design for concrete repairs for a project to restore and install post-tension anchoring systems for these two dams. Concrete repairs included crack injection, shallow and deep concrete patching, and complete overlay of the most severely deteriorated sections of the downstream faces. The overlay sections included an internal drainage layer and weep system to manage water seepage inside the original mass concrete dam.

• Project Engineer for structural design of a concrete pier walkway and steel sheet pile revetment wall for the City of Escanaba Marina Improvements project. Also provided structural design for a transitional anchoring system for the floating piers and design for the concrete ramp system of the boat launch.

• Structural design of pumping stations for multi-million dollar City of

Wakefield sewer separation project. Project includes new sanitary sewer and storm sewer for more than half of the community, a new Main Pump Station, and several smaller pumping stations.

• Project engineer for the rehabilitation of a 1,200-foot-long wood walkway and boat dock located at Black River Harbor in Gogebic County, Michigan. The worst sections of the timber substructure were totally replaced and the entire dock received a new deck. The project also included a new lighting and boat power pedestal system and a concrete ice diversion/fishing pier structure.

• Project engineer for MGH dense filing system. Retro-fitted steel beams and columns and footings into 1960s era building to allow dense filing system installation on third floor.

• Project engineer for McClure Penstock Pipe Bridge. Designed steel piers to replace failing concrete units for an elevated crossing of a creek. Special saddle supports were designed to provide proper support for the existing seven-foot-diameter riveted steel penstock which was built in 1916. The project included new footings and permitting through the MDEQ.

• Fort Street Bridge Historic Preservation Study. Field Inspection, evaluation of repair alternatives, preliminary plans, and cost estimates for rehabilitation and relocation of a 250-foot historic truss bridge in Sault Ste Marie. Services included consultation during the disassembly and storage of the structure.

• Structural Engineer of Record for City of Marquette, Marquette, Michigan, Marquette Municipal Service Building, a $4.5 million facility which combined city offices, fleet garages and maintenance shops into one building. A combination of concrete masonry and horizontal pre-cast curtain walls were used with a steel column and roof framing system. The project also included a loading dock, vehicle lifts and two overhead cranes.

• Structural evaluation of the roof framing of the Westwood Mall in Marquette Michigan which partially collapsed under high snow loadings. A temporary shoring system was designed immediately to allow the retail space below to re-open. The existing open web steel joists were then analyzed, repaired and reinforced to prevent future failures.

• Project Engineer for the design of the County Road PFS Bridge over the Schweitzer Creek bridge replacement project for the Marquette County Road Commission. This critical bridge funded project included a new precast concrete box beam bridge, 965’ of approach improvements, and modifications to an upstream weir / gauging station.

• Design for the widening of the existing US-31 Murchie Bridge to include a pedestrian/bicycle path in Traverse City, Michigan. The project was accomplished by adding a new steel girder and extending the concrete deck on one side of the 80’ single span bridge. Modifications to the abutments and railings were also required. The design services included field survey, bridge engineering, approach design, and construction engineering services. The historical details of the existing bridge were replicated with the new construction to provide an aesthetically pleasing modification to the bridge.

Project manager for the replacement of 4 bridges and approach reconstruction, one box culvert extension, and spot safety improvement consisting of beam guard design along STH 66 as part of a WisDOT designed resurfacing project. Bridge over Black Creek. This project included 404 permit, preliminary and final bridge and roadway plans, and preparation of final plans, specifications, and estimates documents related to the structures and roadway approaches and submittal to WisDOT.

Avenue Bridge, Central Corridor Light Rail Transit Engineering Services, Minneapolis, Minnesota. Project engineer for design of steel girder rehabilitation for conversion of the Washington Avenue Bridge to incorporate light rail transit. Responsible for rehabilitation design of span 6 (steel plate girders) deck geometry and beam analysis including considerations for load effects for upper pedestrian deck and existing high strength (90 kips per square inch) steel girders.

Responsible for preliminary bridge design, roadway geometrics, 404 permit, programmatic environmental report, design study report, final bridge design, along with preparation of final plans and plans, specifications, and estimates submittal to the Wisconsin Department of Transportation.

• Wisconsin Department of Transportation, North Central Region,

Squaw Creek Bridge Replacement Design, Tomahawk, Wisconsin. Project manager for design of a replacement bridge and approaches for the Phalzgraff Road Bridge over Squaw Creek. This project was on a dead-end road and a temporary bypass and structure was required to keep the roadway open to traffic. Special historical and archaeological coordination was done due to a nearby cemetery. Responsible for preliminary bridge design, roadway geometrics, temporary bypass layout, 404 permit, programmatic environmental report, design study report, final bridge design, along with preparation of final plans and plans, specifications, and estimates submittal to the Wisconsin Department of Transportation.

• Wisconsin Department of Transportation, Southeast Region, Cost

Reduction Incentive Review, South 29th Street over Union Pacific Railroad, Milwaukee, Wisconsin. Lead structural reviewer for cost reduction incentive (CRI) option for the 29th Street Bridge over the Union Pacific Railroad. The originally designed replacement structure was a traditional concrete slab span. Provided complete American Association of State Highway and Transportation Officials LRFD review of the proposed superstructure system and coordinated with the city of Milwaukee, WisDOT, and the contractor to arrive at a satisfactory structure configuration.

• Wood County Highway Department, CTH F Moccasin Creek

Crossing Design, Sigel, Wisconsin. Project manager for design of the replacement bridge and approaches for the CTH F bridge over Moccasin Creek. Responsible for preliminary bridge design, roadway geometrics, temporary bypass layout, 404 permit, programmatic environmental report, design study report, final bridge design, along with preparation of final plans and plans, specifications, and estimates submittal to the Wisconsin Department of Transportation.

• Wisconsin Department of Transportation, North Central Region, Mosinee High Bridge over Wisconsin River and CN Railroad, Mosinee, Wisconsin. Structural engineer responsible for assisting in evaluation of proposed widening concepts including steel beam analysis and pier geometrics. Bridge widening was complicated by a 36-inch penstock located underground and adjacent to one of the existing piers. Also responsible for developing a WisDOT exceptions to standards report to justify substandard vertical and horizontal clearances below the bridge.

• Minnesota Department of Transportation, Curved Steel Bridge

Design, I-35E Flyover, St. Paul, Minnesota. Lead designer for a curved steel fly over bridge connecting I-35E to IH 694 (Mn/DOT Bridge 62910), which carries traffic over IH 35Esouthbound and northbound and consists of three spans with lengths of 131, 125, and 158 feet. The alignment on this structure has a degree of curvature of approximately 6-degrees. All substructures are skewed between 30- and 40-degrees from radial. This structure was designed using the 2003 Guide Specification for Horizontally Curved Steel Bridges, which was the document that transitioned the design of this bridge type to American Association of State Highway and Transportation Officials load resistance factor design. Led the effort in completing early structural steel only plans, to be let in advance of the rest of the project to allow ample fabrication time in the construction project schedule. Sized and optimized all structural steel for the girder webs and flanges, determined optimum cross-frame spacing, located field splice locations based on structure configuration and shipping limitations, prepared structural design of field splices, designed shear studs, analyzed and designed primary cross-frame members, prepared camber design for

• Minnesota Department of Transportation, Curved Steel Bridge

Design, USH 169 Flyover, Brooklyn Park, Minnesota. Designer for a curved steel flyover bridge connecting USH 169 and CH 81 (Mn/DOT Bridge 27R22), which carries traffic over CH 109 and CH 81. The structure consists of six spans with lengths of 75 121, 161, 175, 135 and 75 feet. The alignment on the two southern spans had a degree of curvature of approximately 16 degrees. The four northern spans were straight. All spans on this structure are continuous. Piers 1 and 2 under the curved spans are skewed approximately 40 degrees from radial. All other substructures are radial to the alignment. This structure was designed using American Association of State Highway and Transportation Officials load resistance factor design. Sized and optimized all structural steel for the girder webs and flanges, determined optimum cross-frame spacing, located field splice locations based on structure configuration and shipping limitations, designed shear studs, analyzed and designed primary cross-frame members, designed continuity steel in concrete deck, and designed end diaphragms.

• Minnesota Department of Transportation, State Project No. 1906-

19R04, Bridge No. 19R04, CR. 46 over TH 52, Coates, Minnesota. Lead designer for all components for the 2-span prestressed concrete beam bridge from foundation to superstructure of a prestressed beam bridge consisting of two spans with lengths of 118 feet each. Designed all components of this structure in accordance with American Association of State Highway and Transportation Officials load resistance factor design. Performed analysis of four column, 100-foot-long pier using STAAD to consider stiffness of pile foundations under thermal loads.

• Minnesota Department of Transportation, State Project Nos. 8013-81003 & 8103-81004, Bridge Nos. 81003 & 81004, TH 14 over CR 60 and Dakota, Minnesota & Eastern Railroad, Waseca County, Minnesota. Mr. Carlson is responsible for coordinating civil engineering projects including Federally funded roads and streets, urban rehabilitation projects, water main and sanitary sewer reconstruction, and site developments. He also supervises field technicians in testing, coordinates survey crews, and performs and confirms quantity calculations, project documentation, and as-built records. • Ray provided assistance over 9 months to designers and engineers in the preparation of merle estimates for the alternative study for Kennecott Road Project. Estimates were being prepared on a fast track basis for several segments and then combined into one document for transmission to client. Cost estimates were coordinated with other staff to meet client imposed deadline.

• Ray was chief Inspector for Phase 1 of H58 in Alger County. He was responsible for all the inspector daily reports, construction testing, and coordination of all survey layout. He coordinated the access of all property owners to parcels affected by the project and planned access to parcels during construction to allow private use. In addition, for phases of H-58 including 2, 2A, 3, 4 & 5, Ray was responsible for project coordination of all construction layout and testing to meet project materials requirements.

• Ray was in charge of plan preparation for all phases of H-58 (Phases 1, 2, 2A, 3, 4 & 5) for the Federal Earmark / Michigan Jobs funding for approximately 21 million dollars.
