Bulletin on the Scomis Home Page : http://news.scomis.org/new2820/

2014 key stage 3 teacher assessmentFollowing publication of the new national curriculum, the assessment arrangements for key stage 3 were disapplied from 2013. This means that in 2014 there will be no requirement for schools to report key stage 3 teacher assessment to the Department for Education (DfE) or to collect and submit data to the Standards and Testing Agency via the NCA tools website. There is also no requirement to report key stage 3 assessment to parents. The DfE sent a communication to schools and local authorities to confirm this change in October 2013.

School Workforce Census 2014 Overview

DfE changes compared to SWC 2013• Census Reference Date 6th November 2014• Collection of information for PRUs is now the same as for

other schools, as the period when the staff in PRUs were centrally employed is now irrelevant.

• QTS route now to be included for all staff who, since the previous school workforce census, have taken up their first position since qualifying as a teacher, regardless of when they qualified

• School Direct and School Direct (salaried) now included in the range of QTS routes.

Page 32: Statutory Returns

School Workforce Census 2014 Overview

DfE changes compared to SWC 2013• Base pay now has to be included even if Scales and Points

are included . Validation rule 4540 has been adjusted to take account of this.

• The DfE expects there to be less instances when Scale and Points are included (only senior leadership?).

• ‘Advanced Skills Teacher’ and ‘Excellent Teacher’ pay scales have been superseded by 'Leading Practitioner'. Validation rules 4500 and 4505 have been removed to take account of this.

Page 33: Statutory Returns

School Workforce Census 2014 OverviewDfE changes compared to SWC 2013• New validation queries added.• Check that birth dates are not defaulting to 1 January• Check that salaries are above the minimum wage and

below the local government maximum• Check that staff are not recorded as working more

than 48 hours per week• New validation error added• Check that Weeks Per Year is not greater than 53

Page 34: Statutory Returns

School Workforce Census 2014 OverviewBase Pay and Additional Payments• Schools are NOT being forced to move to the new style of

pay structures in Personnel 7, so it is going to be difficult for the Census to obtain reliable base pay and additional payment information.

• We intend to continue to allow school to adjust base pay manually as necessary.

Scale Information• The DfE still wants this to be included where available and

relevant, e.g. Senior leadership
