IntroductionAs part of its statutory duties under the 2006 Childcare Act, St.Helens Council carried out a full Childcare Sufficiency Assessment in 2014, publishing the assessment in 2015.
This latest Childcare Sufficiency Assessment provides a current picture of the childcare market in St.Helens in mid 2016 and will be used to inform planning and to ensure that sufficient childcare is available across the Borough, to meet the needs of parents and to ensure that the Council is able to fulfil its obligations in providing free early years education to eligible 2, 3 and 4 years olds.
The data used to inform this refresh largely covers the Summer term period (April- July) in 2016.
Childcare Information has been collected from the following sources:
• St.Helens Family Information Service (FIS) Database – holding details of registered and non-registered childcare in St.Helens
• May 2016 Early Years Headcount
• May 2016 Schools Census
The information has been used in the following way to calculate capacity:
• Childcare capacity has been based on the latest information supplied by providers via the FIS portal.
• The number of places (capacity) that an Early Years Provider is registered for have been spread evenly across the 2 and 3 & 4 year old agegroups (unless detailed breakdowns have been supplied by providers via the FIS portal.)
Broadly this Refresh document sets out to address the following questions:
• What does the childcare market in St.Helens look like now?
• How will changes in population have an effect on the childcare that might be available in the future?
• What impact might the proposed new 30 hours funded places for working parents, have on childcare sufficiency?
• Will there be enough childcare available in St.Helens to accommodate demand?
• Overall, what needs to be done to ensure that we have sufficient childcare available in St.Helens to meet current and predicted demand across all age ranges?
GeographyThe geographical basis for analysis in this Childcare Sufficiency Assessment is Electoral Ward. Wards provide a stable basis for analysis, rather than relying on locally developed areas that are subject to change. There are 16 electoral wards that make up the Borough of St.Helens:

PopulationThe current population estimates by age group (based on ONS Live Birth Data) give an indication of the relative size of each ward in terms of childcare demand:

Although one of the largest areas geographically, Rainford has the lowest population across the age ranges, whereas Parr, one of the smaller areas, has the largest population.
Childcare AnalysisThis document will consider the different types of childcare that are available across different age ranges and analysis will concentrate on the following broad categories:
• Day Care and Childminders Analysing childcare that is available for the 0-4 years age range, that is provided by Private Day
Nurseries, Maintained Nursery Schools and Classes, Pre-School Playgroups and Childminders.
• Free Early Years Education Entitlement (for 2, 3 and 4 year olds) Analyse the current situation and the implications of the proposed new 30 hours funded places for
working parents from September 2017.
• Holiday Care Looking into the holiday care clubs that have generally been available across the Borough over the
past 12 months for the 5-11 years age range and considering any issues for sustainability.
• Out of School Care Analysing the availability of out of school care in relation to each Primary School in the Borough.

Free Early Years Education EntitlementAll three and four-year-olds are entitled to a free part-time early education place.
Children are eligible for a free early education place if they are 3 on or before:
• 31 August to start in the Autumn Term (September)
• 31 December to start in the Spring Term (January)
• 31 March to start in the Summer Term (April)
Additionally, 2 year olds are also entitled to a free early education place if the family receive any of the following:
• Income Support/ Universal Credit
• Income-based Job Seekers Allowance
• Income-related Employment and Support Allowance
• Support under Part VI of the Immigration and Asylum Act 1999
• The Guaranteed element of State Pension Credit
• Child Tax Credit/Working Tax Credits provided you have an annual gross income of no more than £16,190
• The child has a current Statement of Special Educational Needs or an Education, Health and Care Plan
• The child attracts Disability Living Allowance
• Looked after Children and children who have left care through adoption orders, residence orders or special guardianship.
The Government initially offered this free entitlement to only 20% of 2 year olds (from September 2013) with a narrower range of eligibility criteria. However from September 2014 the eligibility was extended to the above criteria to include approximately 40% of 2 year olds. The following table gives an overview of the current situation with regard to providers of free early years education. The analysis concentrates on childcare for 2, 3 and 4 year olds with an emphasis on Free Early Years Education.

Predicting Future Demand for ChildcarePredicting the future demand for childcare is known to be difficult due to a constantly changing number of childcare providers and therefore fluctuations in the number of childcare places that are available at any one time. Changing parental demand for childcare, which is dependent upon fluctuating employment situations and working patterns, exacerbates this situation. However, it is important to make attempts to predict how the childcare market will change, so that relevant plans can be implemented to ensure that there is enough childcare available in the Borough to meet the demands of parents.
Our projections are based upon calculations that have been carried out at Ward Level. The 2 year old FEEE projections are based on the current uptake by Ward as a proportion of the overall 2 year old population to calculate a conversion rate. This conversion rate is then applied to the ONS Live Births in 2014-15 Academic Year who will qualify as potential 2 year olds in 2016-17, to provide estimates of next year’s uptake, by Ward.
The 3 & 4 year old projections for 2016-17 are based on the estimated total number of 3 and 4 year olds by Ward area. The 4 year old population estimates are adjusted by a percentage to take account of a proportion of 4 year olds who will already have taken up a place in Reception in Primary School and will be aged 5 later in the academic year ( and therefore would not be entitled to FEEE funding).
Applying the above methodology, we can predict how many places (and therefore any surplus or gap in provision) will be required in 2016-17 to ensure that St.Helens is able to fulfil Government requirements in relation to the sufficiency of childcare provision across the Borough.

Boroughs coloured in blue currently have Holiday Care provision and those in red do not.
The majority of wards across the Borough have at least one Holiday Care Club, with some wards having 2 clubs (Windle, Earlestown and Haydock. The location of these wards means that, for the most part, holiday clubs are accessible across St.Helens. Additionally, many Childminders and Private Nurseries also offer care in the School Holidays to supplement this.
Out of School CareMost Primary Schools in St.Helens have an Out of School Club offering Breakfast and After School Care on the School Premises. Many others either maintain links with local nurseries and other schools or there are childminders nearby who offer a school drop off and pick up service.
There remain, however, some schools where access to out of school provision is limited:

Grange Valley Primary School – Only 1 childminder drops off and collects
Holy Cross RC Promary School - Only 1 childminder drops off and collects
Holy Spirit RC Primary School – There is currently no out of school provision.
Queens Park CE/URC Primary School – There are 2 childminders who drop off and collect.
Rectory CE Primary School - There is currently no out of school provision.
St.Austins RC Primary School - Only 1 childminder drops off and collects
St.James CE Primary School - Only 1 childminder drops off and collects
St.John Vianney RC Primary School - There are 3 childminders who drop off and collect.
St.Julie’s RC Primary School - Only 1 childminder drops off and collects
St.Peter’s CE Primary School - Only 1 childminder drops off and collects
Sutton Manor Community Primary School – Only 1 childminder collects
Sutton Oak C of E Primary School – Only 1 Childminder drops off and collects
ConsiderationsThis Childcare Sufficiency report gives an overview of the childcare market in St.Helens currently and for the next year. The information contained in this document is used for the following purposes:
• To assist parents to identify childcare provision across the Borough and overall capacity.
• To help inform Local Authority Childcare Strategy giving particular regard to the expansion of free early years education.
• To help those who are thinking about setting up new nursery provision or entering into childminding.
The document gives a broad picture of the childcare market and therefore any decisions to develop or support new childcare provision should be backed up with more thorough localised market research.
St.Helens Council is working with Providers to develop increased childcare capacity in preparation for the new 30 hours FEEE for working parents through a bidding process for capital funding. Whilst this will help to deliver additional capacity it is unlikely to deliver sufficient places to meet the projected demand. St.Helens Council would encourage existing or new providers interested in expanding their provision to do so in the areas showing the greatest need for places. This will help new businesses through the existence of healthy market demand whilst also delivering sufficient capacity for families seeking childcare.
There is also a limited amount of other FEEE Development Capital Funding left over from the first bidding round which will be used to support bids that can demonstrate value for money in proposals to expand childcare provision. We will also raise the identified gaps in Holiday and Out of School Care provision across the Borough with provider representatives and groups, and encourage the development of Holiday Care provision. However the market response is likely to be dependent on the existence of sufficient demand.
