INSPECTION FOR ENVIRONMENTAL

PROTECTIONThe origins of the work of the Inspection for Environmental Protection date back to September 1980, when pursuant to the new Act on environmental protection and development the Council of Ministers issued an ordinance on the National Inspection for Environmental Protection.

The Chief Inspector for Environmental Protection heading the National Inspection for Environmental Protection (PIOŚ) managed nine field teams.

After the Act on the National Inspection for Environmental Protection had came into force in 1991, the personnel, property and technical facilities of the organizational units of PIOŚ and the Centres for Environmental Studies and Control were brought together.

INSPECTION FOR ENVIRONMENTAL

PROTECTIONIn July 1998, as a part of the system reform of the State, the Parlament in Poland amended the Act on the National Inspection for Environmental Protection changing, among others, its name into the Inspection for Environmental Protection. Simultaneously, voivodship inspectorates for environmental protection were incorporated into combined voivodship administration. In 34 cities (33 former voivodship cities and in Giżycko) branch offices of voivodship inspectorates for environmental inspection subordinate to 16 new voivodship inspectorates were established.

The Chief Inspector for Environmental Protection heading the Inspection for Environmental Protection is a central organ of government administration - appointed and dismissed by the Prime Minister.The tasks of the Inspection are performed by the Chief Inspector for Environmental Protection assisted by the General Inspectorate for Environmental Protection and voivodes supported by voivodship inspectors for environmental protection, as heads of voivodship inspections for environmental protection, constituting a part of combined voivodship administration. The major tasks of the Inspection for Environmental Protection include: controlling compliance with environmental protection regulations, examining the state of the environment under the programme of the National Environmental Monitoring and preventing major accidents.

OTHERS: •controlling compliance with environmental protection regulations and sensible use of natural resources;•controlling compliance with the decisions specifying the conditions of using the environment;•participating in the proceedings related to the location of investments;•participating in the commissioning of the structures or installations that may have a significant impact on the environment;•controlling the use of installations and facilities protecting the environment against pollution;•taking decisions suspending the activity violating environmental protection requirements or the principles specifying the use of the environment;

• cooperating with other inspecting authorities, prosecution authorities, justice and government administration, the organs of local government and civil first response administration as well as social organizations in the area of environmental protection;

• organizing and coordinating National Environmental Monitoring, conducting environmental quality tests, observing and assessing the state of the environment and the changes taking place in the environment;

• preparing and implementing analytical and examining methods as well as controlling and measuring methods;

• initiating activities with the purpose to establish the conditions preventing major accidents, helping to eliminate their consequences and restoring the environment to its proper condition.

POSTCONTROL ACTIONS (2014)

In 2014 the Inspectorates of Environmental Protection issued all together 5 532 official decisions imposing financial penalties which include:•68% decisions concerning storing waste material•13% decisions concerning waste water discharge•7% decisions concerning the emission to the atmosphere

Control System (CS) and IT Control Support System (ITCSS) as basic tools that support carrying out inspections

The current Control System has been implemented cocncerning the Project PL0100 „Increasing effectiveness of the Environmental Inspection based on Norwegian experiences” and is a result of cooperation of Inspection for Environmental Protection with Norwegian Pollution Control Authority (SFT).

The Project has been financed from EEA Grants and Norway Grants.

IMPLEMENTATION OF CS

The implementation of Control System started in 2007 and was aimed at replacing the “Instruction for carrying out inspections and taking up follow-up actions by the Environmental Inspection”, existing since 2005, with the new control system.After the CS has been implemented, first in the two pilot Voivodship Inspectorates of Environmental Protection of Warsaw and Rzeszów, and next in the remaining inspectorates, it will fully substitute the existing Instruction.At present the final actions are beeing undertaken to implement the new IT Control Support System.

To generate different kinds of reports each VIEP can use a dedicated program (GenRap) which gives a chance to generate new reports as required. Each VIEP has at least one trained inspector who is able to use GenRap.
