efficiently in local-area/low-mobility scenarios LTE evolution for the low-mobility/local-area scenario The operation on licensed spectrum with operators is necessary and has first priority .
As low priority, consider it can work on unlicensed spectrum as complement. For deployment or usage scenario, focus on operator deployment.
