It’s time for a Chesapeake Bay TMDL update! You have more than likely seen the topic in the news and discussed at City Council

meetings. There have been questions from citizens wanting to know what they can do to help, or whether actions they have al-

ready taken can count toward the City’s goals. Here’s the latest:

What is the program? The Chesapeake Bay TMDL program could be described as the old “Clean the Bay” program on steroids.

The requirements are mandatory and much more intensive, the schedule is fixed and extremely fast paced, and local governments

like Poquoson are required to do something they have never had to do before: provide stormwater treatment for already-

developed land. Until now, stormwater treatment was only provided at the time a development was constructed. Now we have

to find treat stormwater runoff from parking lots and buildings that were built decades ago.

This goal is to have all the treatment we need for a Clean Bay in the ground by 2025. A clean bay means more economic oppor-

tunity through recreation, fishing and crabbing. It means a beautiful place to live. The region has been working on Cleaning the

Bay since the early 1980’s. This program is intended to get the job done by removing excess phosphorous, nitrogen, and sediment

from our waters.

What is happening in Poquoson? Like other localities in Virginia, we are taking several actions at once to meet program goals and

schedules:

As this is being written, the City’s Action Plan is being formulated. This is a 15-year plan to meet mandatory pollution remov-

al deadlines. The final plan will include treatment options, possible sites, and costs. Barring some unforeseen circum-

stance, the plan will be finalized and will be available on the City website under the environmental page by the end of

June.

City staff is looking for sites to build retrofits. An “ideal” cost effective site would be:

Owned by the City or donated to the City;

Not be designated for some other purpose, such as a ball field or economic development;

Be located downstream of developed areas that had been built before the Bay program went into effect; and

Have the potential to provide some secondary benefit, such as flood storage or recreation.

We are in the process of creating our first two retrofits. These are located near City Hall, and treat runoff from Victory Boule-

vard, City Hall, and the Oxford Run watershed. The City was awarded a grant for half of the design and construction cost

of these projects. As a secondary benefit, both will provide more flood storage in the Oxford Run watershed.

We are working with the State to have more options. Many of the treatment options promoted by the Bay program are not

effective in coastal areas where the elevation is low and the groundwater is high. Measures like street sweeping, oyster

aquaculture, tree planting and phragmites harvesting have yet to be approved as clean up options. We hope to see

more options with better price tags as soon as possible. The more options, the lower the cost, and the faster we can

reach our goals.

What can citizens do to help? A frequent question has been “Will the City get credit for this?” The answer may not be yes, and is

often “We’re not sure yet.” That is okay….the ultimate goal is to Clean the Bay. It is easy to get lost in the credit game, and to

forget that every tree planted, every person cleaning up after a pet and every treatment method helps. The EPA is re-evaluating

its requirements every few years, and water quality monitoring will show the benefit of work even if a particular action is not cred-

ited.

Another way to help is to suggest treatment sites and give us your ideas on the program. These goals are very challenging.

Cities like Poquoson that are almost built out are overburdened with extra land on which to put retrofits. Give us your

ideas! You can email the City Engineer at [email protected].

Finally, think clean water. You would be surprised at how many small steps you can take during your day that will help improve our waters. If you want some ideas, check out the askHRgreen.org website at http://askhrgreen.org/ .

That’s the latest. This program will continue to evolve and change, hopefully resulting in a Chesapeake Bay that will sustain our

community for generations.

Waggin’ Tails: A Dog Therapy Program

Sponsored by York Poquoson Department of Social Services

A new activity attracting the attention of Children, Teens and Youthful Adults is Waggin’ Tails: A Dog Therapy

Program. York-Poquoson Department of Social Services has the honor of encouraging the use of non-

traditional therapeutic interventions through the use of certified therapy dogs to aid with providing services within

our community. The program is fueled on the notion that dogs can sense our emotions and engage with us on

interpersonal and social levels.

Meet some of our therapy dogs:

Sam is a 6 year old female Golden Retriever. Sam stays busy going on walks with her “dad” and sneaking

treats from the kitchen when “mom” is cooking. Sam is a regular at the agency where she meets & greets

clients on Tuesday mornings. Additionally, Sam and her “dad” volunteer at Poquoson Elementary School

with a children’s reading group.

Morgan is a 9 year old female Collie. She and her “mom” stay busy volunteering at several local programs

that include children and older adults. Morgan currently comes to the agency for scheduled weekly tutor-

ing sessions.

Maya is a 2 ½ year old female German Sheppard/Husky mix. She and her “mom” also volunteer with a local

search and rescue group.

Abbey is a 5 ½ year old female Bernese Mountain Dog. Abbey is also at the agency where she meets & greets

clients on Mondays. Abbey is famously known for doing her “Berner Bump” during visits; she will come

up to you, turn around, sit down on your feet and place her body as close to yours in order for you to pet

her.

Astro is a 5 year old female Bouvier Des Flanders. Astro and her “mom” are actively involved at several local

schools. Astro loves to listen to children read to her and works with a life skills group at Poquoson High

School.

Blue is an 8 year old male Golden Retriever. Blue currently comes to the agency for scheduled weekly tutor-

ing sessions. To date, he and his “mom” have made over 500 visits in various community settings.

Mandy is a 2 year old female Golden Retriever Mix. Mandy is the newest addition to the program and has al-

ready made herself at home during meet & greets with

clients at the agency. She and her “mom” stay busy

volunteering at the regional jail and with a local Wound-

ed Warriors program.

handle Driver’s Licenses or Identification Cards, however, the mobile unit, known as the DMV 2 GO

does. As a new service the Select Office now handles boat registration and titling, as well as sells

hunting and fishing licenses.

The DMV2GO van comes to Poquoson at City Hall, 500 City Hall Avenue, on a regular basis to offer

the full array of DMV services. Hours are 9:00am-4:00pm on the following days:

HOW WELL DO YOU KNOW YOUR PROPERTY?

You are probably thinking “of course I know my property.” However, do you know your flood risk? Is your

property located in a flood zone? If so, what zone? What are the differences in the zones? What is the

ground elevation at the house? What is the Base Flood Elevation (BFE)? Do you have flood insurance? If

so, do you have appropriate coverage? Do you have or need flood vents?

For the answers to these and other disaster related questions, contact Ken Somerset in the Poquoson In-

spections Department at 868-3035 or stop by to see him at City Hall.

Longer days and warmer temps mean that spring is en route to Hampton Roads. Be-

fore digging in to your normal lawn and garden routines, askHRgreen.org challenges

you to transform your landscape into an eco-avenger by putting every flower, tree,

shrub and blade of grass to work. “Your yard is not only an expression of you and your family, it’s also one of the greatest ways to protect the health

of our environment by filtering out stormwater pollution before it enters our local waterways,” said Julia B. Hille-

gass public information and community affairs administrator for the Hampton Roads Planning District Commis-

sion, which oversees askHRgreen.org. “Implementing just one green-friendly change in your yard can have big

implications for our environment.” Put Your Soil to the Test One change that’s easy to make is to conduct a soil test before adding fertilizer to your lawn and flower beds to

see what nutrients may be lacking. Over-fertilizing is harmful to the environment. The excess fertilizer does not

get absorbed into the lawn, resulting in runoff into local waterways via the storm drain. When it reaches the

Chesapeake Bay, the polluted runoff (which contains nitrogen and phosphorus) fuels the growth of algae blooms,

which are harmful to fish, crabs, oysters and other species. Soil tests, available at local Virginia Cooperative Extension offices and garden centers, are easy to use. Using a

shovel or spade, unearth soil samples from 10 random areas, avoiding border areas such as those near roads,

compost or bush piles or under eaves. Place the samples in a clean pail or container and mix them thoroughly,

then submit the combined soil for testing. Test results will provide a recommendation of nitrogen (N), phosphorus

(P) and potassium (K), and it will also reveal the acidity (pH) of the soil. Know Your Grass Equally important for a healthy lawn is to choose grass that is well-suited for your landscape. For areas that get

full sun, use warm season grass, such as zoysia, centipede or bermuda, and seed and fertilize (if needed) in early

spring. For areas that get light shade, use cool season grass, such as tall fescue, fine fescue or rye, and seed in

the late summer and fertilize (if needed) in the fall. In addition to making sure you are using the right amount of fertilizer and growing grass that’s optimal for

your landscape, there are plenty of green gardening alternatives that are easy and cost-effective to imple-

ment.
