I miss Long Island. Back in the early 1990s, I was fortunate to attendHofstra University in Hempstead, but I have to admit, it took me a littlewhile to adjust. I came from a small, somewhat isolated town calledPittsfield, Mass., just across the New York State border. Pittsfieldseemed like a big city growing up; after all it was the most populatedarea in Berkshire County. We were seen as “city people” by our peers inthe neighboring rural towns.

In reality, though, we were rural in just about every way, just likemany of the towns and villages in upstate New York. Life was relative-ly calm, and you knew people; it was like a two degrees of separation. There were long-time family restaurants, century-old businesses, andeven a Woolworths with a lunch counter. When I got to Long Island Irealized just how rural I really was. The culture, personality and fasterlifestyle felt like I had jumped into a freezing cold swimming pool. Iquickly recognized there was going to be an adjustment period; I justdidn’t know how long that would be.

Luckily, I made fast friends with a few Islanders and some City peo-ple as well. They showed me around and it wasn’t long before I saw thesense of community from town to town, village to village. Remarkably, because I didn’t expect it, the Island was not all that different from mylittle hometown up north. Sure, things were faster and busier, but at thegrass roots level, so to speak, people were just as community-centeredas any rural locale. Generations of families grew up and lived in thesame towns and they knew each other and care about their communities.I have great memories of the Island and of Islanders, and I do miss theplace.

I also miss doing Profiles for Island superintendents and commission-ers. I know, it’s been awhile, but we’ve had some trouble lining up oneson Long Island. If you know someone whom you think deserves to beprofiled, let us know. We’d be happy to pursue it.

And finally, we’re now a little more than a month away from theannual N.Y.S. Highway & Public Works Expo in Syracuse. Look in nextmonth’s Superintendent’s Profile for specific details, such as door prizes, lunch tickets and a comprehensive exhibitor listing. P

On May 13, 2014, when a total of five to nine inches of rain fell in just threehours in Penn Yan, the result was a flash flood. Swelling Jacob’s and SuckerBrooks surged into the village. The first calls for power lines down came

in at 8:54 p.m. Flood-caused damages could take years to completely repair.“Penn Yan was flooded badly in 1972 during Hurricane Agnes, but that event was anticipated,

and the rain came down for days. Plus I was only six years old during Agnes,” said Brendt Bodine, director of public works of the village of Penn Yan. Brendt quickly became the de facto managerof the disaster, which was responded to not only by his department, but by the county, the coun-ty’s Office of Emergency Management, the fire department, law enforcement, Mennonite neigh-bors, various church groups, and even college students who mobilized to help clean up the wreck-age.Penn Yan (thought to be shorthand for “Pennsylvania Yankees”), with a population of 2,500,

is surrounded by steep hills and located at the bottom of a natural, bowl-shaped, commerciallystrategic location with an outlet to Keuka Lake and access to Seneca Lake. Unforgivably, just a little more than two days later on May 16, just as people had dealt with their

losses, another heavy rain fell, and the water rose in the village once again. For the first storm, which came without any warning, Brendt was caught unaware of the havoc

that he would still be confronting months after the water receded. Debris quickly clogged storm sew-ers and uprooted drainage pipes, roads washed out, and basements flooded, taking out hot waterheaters and furnaces in at least 250 homes. Fifteen houses were quickly condemned. “It was around 10 p.m. when I got a call to go out. At the end of my driveway you could have rid-

den a kayak down the street. I get downtown and there are dumpsters floating by. Tanker trucksare floating. I knew we were in trouble. I called in the crew (five men including Brendt) andsaid there is nothing we can do right now but try to keep people safe,” he said. Theyworked relentlessly on the first flood from 10 p.m. until 8 p.m. the next night.Don Rapalee, who has been street supervisor in the village since 2009, got

the call about the same time as Brendt. He said of the village’s 400 catchbasins, “They were plugging up and major flooding was taking place.Certain basins are always trouble spots so we went there first, but the forceof the water made us stop until it diminished in force. You have to let it dowhat it is going to do.” Given enough time, assessment efforts will leadto a recovery plan. The water continued to flow, leaving behind its ugly stains on walls

and oozing, heavy mud. Brendt said he worked throughout the nightdoing assessment patrols, mostly on foot and armed with a flashlight. He said the water was rising so quickly that he had to constantly beaware of his surroundings. “We had infrastructure (mostly electric poles) that were in danger

of falling into the waterways. We had to shore them back up. Weback-filled them after putting the poles back up straight as a tempo-rary repair. For a more permanent solution we will be creating a boxculvert around them. We had debris-blocking supports for the trestlepedestrian bridge, which was choking water from the outlet. The fol-lowing day, at 8 a.m. we got another wave of rain.”Brendt said they used two excavators to get the debris from

beneath the trestle bridge to open up the flow. Fortunately, a level ofgravel had been deposited nearby, creating a natural shoal for stagingthe heavy equipment. He said it took about two weeks to open up allthe streets, but there are still lots of repairs left to do. “A lot of shoulder work, sidewalks, and one wall on a stone cul-

vert arch under the street,” he said. “Structurally it is OK, but the side-walk fell off.”

Brendt described roads covered with debris, logs, gravel, and stonethat needed to be opened up immediately for safety’s sake, if only justone lane. Initially the village was cut off from the east side because ofhigh water in Jacob’s Brook. Firemen were positioned on that side oftown in case of emergencies and to aid in sandbagging and help pumpout basements. Outside the village, plenty of drainage pipes were dug upand driveways were completely washed out — leaving residents strand-ed, either at home or unable to get back in. The television media fromRochester swarmed the town looking for a good story.

On the private sector, Birkett Mills, built in the 1800s to take advan-tage of water power, had one wall in the boiler room blown out from theflood. Many homes are still uninhabitable. Some automobiles werecrushed. Even inside the ever-popular Wagner Restaurant, where thewaitresses are known to serve customers almost as fast as the drive-through windows at a franchise, the water was several feet deep. A truck-ing company headquartered in the village had truck cabs underwater andcargo floating in some trailers. Depending on the insurance coverage, thecompany may not be back in business again.

Two months later, one street is still cordoned off because they had tocut out all the pavement at an intersection because a storm sewer blew. That street in places is reduced to its historic red brick surface andrequires repairs with back-filling and new asphalt. Several more electricpoles started to lean dangerously, which required concrete blocks to beput into place and major back-filling. In time, Brendt said, they will

make more permanent repairs with box culverts around the poles. The expense to the village to date is $2.5 million. County-wide the

damage was estimated at $28.9 million.

Calling in the DOT and Office of Emergency Management

Bill McNamara, civil engineer with the DOT, headquartered nearPainted Post, has dealt with other flash floods in Steuben and BroomeCounties as well as other places. His attendance in Penn Yan this springlasted about six days. Bill took part in daily meetings with Brendt andthe Yates County Office of Emergency Management. People who par-ticipated felt that the daily personnel meetings immediately followingthe storms were instrumental in quickly getting the village back on trackeven as culverts were being washed out and storm sewers swelled.

Bringing order to chaos became the new normal here. “This was a test,” said one person involved in the recovery efforts.

“You can’t really practice or have drills for this kind of stuff.” After about a week of face-to-face meetings with township and vil-

lage officials, the fire department, law enforcement, church agencies,DPW, DOT, and emergency management, everyone involved graduallyreturned to telephone and email to keep in touch.

“Communication was a big part of it. We pitch in and help our neigh-bors. That’s what we have always done here,” said one lifelong resident

from page 9

continued on page 40

The Owl’s Nest, once a famous hotel along the Crooked Lake Canal, was destroyed by the flash flood that inundated the village. Several weekslater, just about 24 hours before its scheduled demolition, the building caved in, falling into the village’s Main Street, taking out the power and sev-eral light posts.

Diesel Particulate filters (DPF’s) are designed to remove particulate matter in dieselexhaust. In a correctly operating vehicle, soot captured in the DPF is periodically

burned during normal operation. Engine wear, corrosion and combustion of enginelubricants result in ash accumulation in the filter. Over time this ash increases the

backpressure on the engine lowering the fuel efficiency. Complete, thorough removalof this ash is essential for operating efficiency of the engine as well as optimizing the

length of time between service intervals.

on the team.Bill McNamara described his initial reaction: “You never know what

is happening right in front of you until the water recedes.” In this instance the water diminished and then came right back up

again during a second storm just two days after the first event. Despitelots of scouring in the ditches, the state roads held up “pretty well,” hesaid. As for tips, he said it helps to have people on board with many “lifeexperiences,” adding, “We worked really well together. You probablycouldn’t have planned for it because of the size of the event.”It is a point of pride with everyone involved that no one was serious-

ly injured or died. The storm began on a Tuesday, and by the followingMonday, school was back in session again after all the streets were open.Diane Caves is the deputy director of the Yates County Office of

Emergency Management, which is headquartered in Penn Yan. Dianewas in a meeting at the fire hall in nearby Branchport when she wascalled in for the flood. By the time she drove to Penn Yan in 10 inchesof water, the debris was beginning to block the culverts, and water wasgoing to other places and causing erosion as it swept through. Diane, herboss Brian Winslow, and others spent the entire night fielding phonecalls. Dispatchers received approximately 1,000 telephone calls duringthe first 36 hours of the original event, while 911 recorded 2,000 calls.Diane clearly remembers one senior who broke down in tears saying

she and her husband, who uses an oxygen canister, were doing OKcleaning up after the big storm until the second storm put a tree throughthe basement window and completely flooded their living space. Months later, code enforcement officials are still determining which

buildings are still uninhabitable.“These things tugged at your heart,” said Diane. “Being part of the

response was really empowering by coordinating and meeting thosehuman needs.” Then Lieutenant Governor Bob Duffy, who coincidentally owns

property on Keuka Lake, came to Penn Yan in the immediate aftermathof the storm. He managed to secure grant money up to $10,000 forhomeowners and up to $25,000 for businesses who apply for it. In July, the village received federal disaster funding to help in its recovery. Mennonites are a big part of life in Penn Yan, living high above the

village on farms they work with horses. Since they couldn’t work theirfields because they were under water, the Mennonite community waswell equipped with manpower to help others hurt by the floods. Dianedescribed their efforts as “working like a bee hive,” as they took a list ofthings to do and quickly checked each chore off the list. Another groupthat was invaluable on the private side of things was a Methodist min-istry called The Living Well. These folks organized all the volunteers, which included lots of college students. If people needed food, clothing, and supplies, The Living Well met those needs, no questions asked. TheSalvation Army also had a food truck on site to support the rescue work-ers.Brian Winslow heads emergency services in Yates County. As a

retired full-time deputy sheriff (still part-time) and current volunteer firechief, he can handle a crisis, or he thought he could. He probably neverimagined having to order an 18-wheeler full of traffic cones or usingprisoners to help fill sand bags. “Everybody,” he said, “was caring andconcerned.”“These storms that hit us were not predicted. Sharing services was a

big help. Dundee, for one, had a brand new inflatable boat they had coin-cidentally acquired that week. They inflated it that night and had to takesome people out of the second floor of their homes,” Brian said.

How Brendt Came to Be Director of DPWBrendt has deep roots in Penn Yan. He was born here and married a

woman he met in junior high school. Also very active in the fire depart-

from page 18

continued on page 45

Right along the creek — Birkett Mills, wherethey still grind flour, is one of the oldest build-ings in the village. One wall in the boiler roomwas taken out by floodwaters.

“Keep Out” became a commonmessage in this normally tourist-friendly village.

“These storms that hit us were not predicted.”Brian Winslow

ment, Brendt trained as an EMT for 10 years, five of which were as aparamedic, which helped him assess the flood’s quickly moving situa-tion. He said watching his neighbors suffer during the flood caused himsignificant personal pain. Brendt became an assistant in the DPW in2009 and became director in February 2010. While in college he earned a degree in electrical engineering from

Gannon University in Erie, Pa., and worked in that field for severalyears.

“I really like the diversity of this job. For most of my career the focushas been on the electrical side. This job has given me the opportunity tolearn more about electric, but also about streets, water, and waste water. It has also taught me how to work with people, including employees andthe public.” He said his background as an engineer helps immensely in directing

the multitude of DPW assignments and being the go-to guy for approx-imately 50 employees.Once upon a time a favorite uncle once sat in his seat. Wes Ryder ran

the DPW for many years. His photograph sits not far from the deskwhere Wes himself once directed public works. On the master plan for Penn Yan are several initiatives to bring the

town closer to its lakefront on Keuka Lake. Long an active place for boatbuilding (remember Penn Yan boats?) and pleasure boating, Keuka Lakewas once used a lot to transport goods, which was often easier than usingpioneer-built roads. Now we know that any water-centered developmentleads to increased activity, especially for tourism, which is one ofupstate’s emerging mega-trends to sweeten the state’s bottom line.“We are working toward improving the access from the lake to down-

town along the outlet that connects Keuka and Seneca Lakes. On thewaterfront there is a developer looking to put in 30 condominiums anda four-story hotel with 75 rooms. The property was acquired by YatesCounty; it used to be Penn Yan Boats.” As the project progresses, Brendt and various crews will be putting in

sewer lines and doing street rebuilds and resurfacing. “Before the flood,”

he said, “we already had $2.5 million in improvements to do. Penn Yanhas 26 total lanes miles of streets (what are called roads in the countryare called streets in a village) and follows a paving plan. The village’sstreet budget is a million dollars. CHIPS is responsible for $100,000.The village’s entire DPW budget is $700,000.

Streets — Twenty-Six Lane Miles of ThemAre the streets in good shape? “Depends on who you are talking to,” Brendt said. “We have an

approach. We don’t like to put a new top on a road unless the infrastruc-ture beneath it is good. There are plenty of roads that even before theflood weren’t in good shape in terms of infrastructure. For example, wehave one street that needs to be repaired, but it has a four-inch water linebeneath it with lots of breaks. We do have a block grant in the works toimprove it with the water main replaced. Until then we wedge it, and top

Case Construction Equipment has released a new snow removalpackage for the SR250 and SV300 skid steers that optimizes themachine for snow removal applications and simplifies the orderingprocess through the Case dealer network. The 90 hp SR250 (radial lift) from Case Construction Equipment

offers a rated operating capacity of 2,500 lbs. (2,700 lbs. with optionalcounterweight) and breakout force of 7,480 lbs. The 90 hp SV300 (ver-tical lift) offers a rated operating capacity of 3,000 lbs. (3,200 lbs. withoptional counterweight) and a breakout force of 7,570 lbs. The new snow removal package includes high-flow auxiliary

hydraulics that provide up to 37.6 gpm (142 L) for use with snow blow-ers and brushes. The package also comes with hydraulic self-levelingand ride control, both ideal for smooth and controlled boom operationwhile engaged and while traveling. The new package also includes anenclosed cab and a heated air-ride suspension seat for optimal operatorcomfort during long days of working in cold environments. It alsocomes with a block heater to assist in cold starts, and a 4-corner LEDstrobe kit and heavy-duty lighting package/side lamp kit for optimal vis-ibility — both for the operator and for drivers/pedestrians in the area. The package also comes with larger tires (14 X 17.5) for more speed and

power while working on paved surfaces. A heavy-duty rear door andhydraulic couplers further add to the package’s reliability. The SR250 and SV300 also are outfitted with a new EZ EH (electro-

hydraulic) setup menu that features nine preset speed and control set-tings that can be adjusted on the fly. This allows the operator to matchcontrols to their preference. A single rocker switch allows operators toswitch between the CASE “H” operating pattern and ISO pattern con-trols. New handles with additional “feel points” improve controllabilityand feathering. The SR250 and SV300 also offer one of the widest cabs in the indus-

try at nearly 3 ft. (.9 m). The cab is fully sealed and pressurized againstnoise, dust and fumes. The cab-forward design provides best-in-classvisibility, and the low step and entry threshold makes it easy for the oper-ator to get in and out of the cab. As with all Case skid steers, the engine, filters and fill points are all located at the rear of the machine for easyaccess. For more information, visit www.CaseCE.com.

JCB launched its first conventional tail swing compact excavator inthe 3.0 ton (2.7 t) North American market, with the launch of the 8029CTS. Powered by a transverse 25 hp (18.4 kW) engine, the excavatorhas a tail swing just 18.5 in. (47 cm) longer than the 8025 ZTS zero tailswing machine. Despite these compact dimensions it boasts a 19 percenthigher lift capacity and an 82 percent improvement in lift capacity overthe tracks.

Digging depth for the 8029 CTS is 10 ft. (3 m) and the machine offersa load over height of 10 ft. 6 in. (3.2 m). Excellent bucket rotation andclass-leading breakout force results in high productivity when digging, according to the manufacturer. In addition the machine can be suppliedwith a wide range of JCB attachments, each specifically designed towork with the excavator’s powerful hydraulic system.

The compact excavator boasts a sturdy fabricated box boom designwith a slim construction that provides increased visibility to the diggingarea, improving productivity. All of dig end hoses are routed through theinside of the boom, offering protection when digging in narrow trench-es. Single side grease points have been introduced on the excavator armpins, simplifying daily greasing for quicker and easier dig end mainte-nance. A new undercarriage with three bottom rollers, plus one on top, coupled with heavy-duty idler guides, provides smooth travel across siteand excellent tractive ability in tough site conditions. Tracking speed andtractive effort are both increased over the zero tail swing 8025 ZTSmodel.

Operator CabThe JCB compact excavator cab is one of the largest on the market,

with a wide door opening for safe entry and exit. There is ample legroom due to a seat which can be adjusted a further 2.1 in. (5.3 cm) rear-wards compared to the 8025 ZTS. The cab floor is flat and easy to cleanand flat glass has been maintained throughout for low cost replacement. The offset pedal is combined with the auxiliary on the right hand side ofthe cab floor. This maximizes the space available in the cab, providingunrestricted entry, and allows for easy cab floor cleaning.

A new hydraulic valve with longer spools delivers smoother control-lability, increased load holding capability and full power multi-functionuse while straight line tracking. All hydraulic services are disabledincluding the dig end joysticks, tracking levers, boom swing and auxil-iary pedals when the left hand pod is raised for optimum safety, remov-ing the risk of inadvertent operation of the machine.

To ensure the rear of the 8029 CTS is among the strongest and mostprotected in the industry, JCB has opted for a solid cast counterweight, which will withstand the harshest of impacts and operating environ-ments. New rubber cab mounts reduce vibration and cut internal noiselevels to just 77dB(A). The entire cab structure is isolated from the swingmotor frame to minimize vibration.

For more information, visit www.jcb.com.

it, and patch it. A lot of potholes have been filled in, but it takes moneyand time to resurface. Overall I’d like to say we take a proactiveapproach to our streets.”

“The flood kind of sucker punched us. It accelerated the damage onstreets that we hoped would last a lot longer because of all that waterwashing over the top of them.”

Penn Yan’s street crew includes a foreman and five heavy-equipmentoperators.

“One thing I am proud of,” Brendt said, “is leveraging the NYSOffice of General Services for a purchasing price on new trucks. Whenthe resale value is just below the purchase price of a new one (roughlythree years) we trade it in for a new one.”

The situation is not as rosy in the sweeper department. “We were hurting for a sweeper,” he said. A new 159,600 Ravl is

expected in time for fall's falling leaves. They are also replacing a buck-et truck. Two material handlers, an aerial bucket truck and a larger truck, are destined for the electric crew.

He cited the comparative ease of replacing a pickup truck, which isless complicated than heavy equipment, where the number of hours andmarket changes largely determine the cost of replacement. He usesinformation from department heads about the replacement cycle. Thepayloaders and Bobcats are replaced annually.

In addition to being responsible for an older active cemetery, hisdepartment also maintains two lakefront parks and some other smaller,well-used neighborhood parks. He said he just closed a grant for$300,000 to rebuild one of the waterfront parks.

“We replaced the bath house and completely redid the parking lot.”He said the old bath house was run down and located right near the road;it blocked the view of the lake.

The crew helps groom a five-mile-long nature trail, favored by walk-ers and bikers, along an old railroad bed from Penn Yan to Dresden. Hesaid much of it was asphalt but he eventually used some grant money tomill it and turn it into a cinder trail while repaving the path closest to thevillage and boat launch. He explained that tree roots continually pushedup the asphalt, causing a nuisance and a potentially dangerous situation. They also care for two wooden-decked pedestrian bridges that are partof the nature trail.

For routine communication they use cell phones and radios. “I wish we used radios exclusively. Cell phones can be very frustrat-

ing in an emergency situation.”

Repairs are under way where this sewer blew out because of the flood-ing. Both flood waters and the repairs reveal the previous street treat-ment — red brick. Brick making was once a vibrant industry here.

The crises caused by flooding also helped him further appreciate thevalue of shared services for manpower and equipment and cites YatesCounty and the towns and villages of Milo, Jerusalem, Torrey,Barrington, and Potter as being especially supportive.

Every village and town is being asked to work with fewer people. Anoffice staff of 10 helps run Brendt’s well-oiled department. Those work-ers, in addition to being personally involved, are often part of the matrixthat unfolds as rescue operations are assigned to somebody’s budget. Forexample, when additional dumpsters were requested, whose budget wasgoing to pay for them? During emergencies it is easy to lose track.Everybody involved in this disaster has been told to hang on to everypiece of paper the emergency generates.

As for electric, Penn Yan has municipal electric, and DPW services3,300 electric meters. The peak load in winter is about 20- to 21-megawatts. Penn Yan’s water plant, also run by the DPW, takes its waterfrom Keuka Lake.

Because the sewer system is old, Brendt said it needs “tender lovingcare.” A year ago, the village did a house-to-house home inspection forpossible violations. When they found homeowners pumping water (forexample from sump pumps) into the sewer system (which is illegal todo), the residents got a letter mandating that they fix the situation. Hesaid the homeowners were taught how to reroute the water to the stormsewer system mainly through catch basins in the roads if necessarybecause it can cause lots of problems if the treatment plant is taxed overcapacity, especially during a rain event. His current chart of the entire vil-

lage is color coded to show properties that were inspected and re-inspected following the mandate.

“The message was conveyed very well,” he said. “It reduced a prob-lem and delayed the need to upgrade a plant to treat what is basically rainwater at an additional cost to the residents.”

Pipes like these were routinely shoved out of the ground by floodwatersthat changed the normal routine for highway crews.

Repairs are under way where this sewer blew out because of the flood-ing. Both flood waters and the repairs reveal the previous street treat-ment — red brick. Brick making was once a vibrant industry here.

A Quiet-Spoken Family ManBrendt described his family as “a very

wonderful family. My wife is a great lady.” Brendt’s wife, Tracy, whom he met in jun-

ior high school, is a physician’s assistant in anOB/GYN practice. He has two sons and adaughter who was born in China. Brendt andTracy spent 14 days in China to receive theirone-year-old daughter, now age 10. He callsher a whipper-snapper. Their oldest son hasmoved on to a job in California, where heworks for IBM.

If Brendt has a hobby other than an occa-sional golf game and some hunting and fish-ing, it is puttering around the house.

Following Flood Waters Even two months after the flood, the

water’s devastation continues to wreak havoc. In Penn Yan, one of the hardest-hit commer-cial buildings was the Owl’s Nest, an old onebuilt along what was then a boat basin. Just 24hours before the Owl’s Nest was due for totaldemolition, it collapsed and fell into SenecaStreet, taking two light poles with it.

“I was pretty flabbergasted,” Brendt said.“It just collapsed due to all the water I hadseen surging through it.”

The electric wires were live.“The first step is to get everything de-energized. We got the wires

grounded. We got the debris cleaned up and the wires disconnected. Then we reset new poles.” The building fell around 7 p.m. on a Saturday night. By Sunday

morning, he said, they had the street back up and working. “That was along night,” he said. “It has hurt to see people I’ve known all my life have their lives dis-

rupted by the floods. For a lot of them this is all they know. And whenthe weather starts getting colder I am worried we will see basicallyhomeless people taking shelter in buildings that have been condemned.I still get nervous when they say it is going to rain.”

About the Village Penn YanSucker Brook and Jacob’s Brook, which flow south through the vil-

lage and empty into the Keuka Lake outlet, were the principal sources ofrecent flooding in Penn Yan. Both brooks, and the power they once gen-erated, were the main reason the village was established where it liestoday. It was the reports of Indian attacks that caused George Washington

and Congress to send General John Sullivan and 5,000 men to centralNew York in 1779 to rout the Native Americans. Soldiers burned and pil-laged Indian settlements from Elmira (then called Newton) to the shoresof Seneca Lake. Following a well-worn tale here in upstate, soldiersreturning from that assault were quick to come back to make their homesin this rich and beautiful land. The government encouraged their settle-ments as a buffer against British encroachment.Penn Yan remains an iconic upstate village. At least 210 structures on

65 acres helped determine the village’s national historic status. Rife withimportant 19th- and 20th-century buildings that represent ecclesiastical,

commercial, industrial, and residential uses, Penn Yan exudes charm. The noted architecture dating from 1820 to 1929 reflect Federal, GreekRevival, Second Empire, Romanesque, Eastlake, Queen Anne,Georgian Revival, and Neoclassical architecture, spanning almost 200years of building styles. One inspired local builder did such a distinctive job creating summer-

breeze-catching porches with elaborate scrolled brackets, colonnettes, and round or ogee arches, that the structures became known as the PennYan porch. One building right on Main Street, Birkett Mills, is one of the largest

active historic mills in the country. Their buckwheat pancake mix iswidely available in grocery stores and on the Internet. Many commercial buildings made from brick reflect the many brick-

yards that once were located in or near the village. The use of this fire-proof material helped spare this part of the village from the fires that rav-aged other structures in 1831.Land agents Oliver Phelps and Nathaniel Gorham bought the original

land from the Indians of the Six Nations of the Iroquois in 1788. The pur-chase was for more than two million acres of land between Lake Ontarioand Pennsylvania west of the pre-emption line, which ran north-southslightly west of Seneca Lake. The first individual landowner in the area that is now Penn Yan was

George Wheeler, whose purchase in 1791 encompassed what is now thevillage. Water power was always critical to settlement. Lewis Birdsallbuilt the first saw mill in 1792. Other pioneers built mills along bothsides of the outlet. The Keuka Outlet, a seven-mile channel of water con-necting Keuka and Seneca Lakes, harnessed power for many mills, dis-tilleries, asheries, and tanneries. The manufacture of paper, linseed oil,

wool products, wagons, and carriages all contributed a pioneer successstory. The creation of the Crooked Lake Canal (its name describing the Y-

shape of Keuka Lake), completed in 1833, represented a high-watermark of achievement for the village. With 27 locks to facilitate a dramat-ic drop of 269 feet over an eight-mile length, the canal supported eco-nomic growth by linking Penn Yan and Dresden. The canal, in operationfor 40 years, was abandoned in 1877. Railroads quickly obtained rightsof way along the outlet—now transformed into the same nature trail sopopular with outdoor enthusiasts today.Roads paved the way to more development. Abraham Wagener, who

built the area’s first frame house in 1800, was instrumental in surveyingand constructing a highway from Canandaigua to Elmira. The road camethrough Penn Yan, and a post office was stationed in Wagener’s home-stead. He also laid out Main Street and in 1823 donated two acres of landfor the county buildings. That same year Yates County was formallyorganized by an act of the New York State Legislature and incorporatedin 1833. The village is still the county seat, resulting in a more robustdowntown than some other villages of the same size.Timbers continued to be raised to build mills along the outlet while

the commercial sections of the village grew thanks to its proximity to apopular stagecoach route. Because of its prime location on a majornorth-south trade route that connected cities on the eastern seaboard tothe interior of central and northern New York state, the village thrived.Today Penn Yan lies primarily in the town of Milo, with a small sec-

tion in the town of Benton, and a still smaller section in the town ofJerusalem.Among many notable pioneers were the followers of Jemima

Wilkinson, a religious enthusiast from Rhode Island who led a groupcalled the Society of Universal Friends. Jemima is known as the firstAmerican-born woman to found a religious group. Following GeneralSullivan’s trail in 1788, she and her followers first settled in Torrey, anddue to land disputes, two years later they settled a large tract of land in

Jerusalem. In 1794 after more land disputes, she again moved her com-munity and founded the village of Hopeton at the outlet of Keuka Lake.Jemima gathered her flock there until her death in 1819, and graduallythe community disbanded. The name Penn Yan is said to come from “Pennsylvania Yankee,”

reflecting the origins of the village’s earliest settlers — Pennsylvania andNew England (Yankees). More recent arrivals, beginning around 1974,have been a steady influx of Mennonite and Amish seeking inexpensivebut productive farmland. Their homes are easily spotted by the enor-mous amounts of laundry on complicated clotheslines and the buggiesparked in the driveways. Always industrious, these farmers were instru-mental in bailing out their neighbors following the recent floods.Boat enthusiasts may also recognize the village’s name in the Penn

Yan Boat Company founded by Charles A. Herman in 1921. They con-tinued to manufacture boats on the outlet until 2001.Wild grapes have always thrived in abundance here. Viticulture

(grapes and wine) has long been an important part of the agriculturallandscape. At first the market was table grapes, carried to market by boatand rail. In the 1860s the Seneca Lake and Wine Company got the areastarted in making commercially available wine. In addition to thousandsof acres of grapes surrounding the hillsides, which makes this an excep-tionally picturesque place to visit, more small wineries with visitor shopsand restaurants are opening every year. In order to ship grapes, another business took hold — basket manu-

facturing. To protect perishable fruit, the Hopkins Brothers founded thefirst basket factory in 1866. The growth of the grape industry alsosparked the number of commercial boats on the lakes.Today, both the wine industry and the lovely waters of Keuka contin-

ue to please visitors and summer residents who help to just about dou-ble the population in summer and fall. Among the village notables ofnational stature are three U.S. congressmen, an NFL running back, anda Wisconsin state assemblyman. P

Peter Nettesheim, president of Long Island Freightliner, has a lifetimeof experience in municipal truck sales and support on Long Island. He started working at his father’s Long Island truck dealership,

Syosset Truck Sales, and International truck dealership in 1976. Hisfather, Vern, who is 87 years old, to this day is still active at that dealer-ship. Vern Nettesheim started in the truck sales business in 1953, and sur-

prisingly at that time, there were more than 20 commercial truck dealer-ships on Long Island. At Syosset, Peter and his brother, Mike, under thetutelage of their father, learned all phases of the family business. In 1969,Syosset took on the Mercedes truck line, in addition to the Internationalfranchise. In 1985, Daimler Benz, parent company of the MercedesBenz Truck Co., purchased the West Coast Freightliner Company andbegan distributing both the Mercedes Benz truck products and theFreightliner truck products together, in the United States, under the name“Freightliner Trucks.” By 1988, Freightliner insisted that dealers repre-senting more than one truck franchise splinter and move under separateroofs. As a result, Peter decided to separate from his father and brother’sbusiness and start Long Island Freightliner, which originally operated inRiverhead, N.Y. In 1994, the company relocated to its current location at1365 Lakeland Ave., Bohemia, N.Y. Today, the company’s 30,000 sq.-ft. facility is located on a 4-acre lot with 35 employees “Today, besides the incredible engineering and workmanship of the

Freightliner product, I feel that our dealerships’ wealth of technologicalknowledge and tremendous product support is what we are really bring-ing to the table for our municipal customers,” said Peter Nettesheim.“Over the last 16 years, we have specialized in using outside-of-the-boxthinking and technical knowledge to resolve the problems and chal-lenges of Long Island’s municipalities. For example, townships on LongIsland have really been ahead of the curve with their concern for vehi-cles reducing emissions and being eco-friendly. We have been a leaderon the island in converting diesel engines to compressed natural gas. With today’s GHG14 (green house gas compliant, 2014) engines we are

confident that the emissions from these trucks are as low or possiblyeven lower than those of the trucks we converted to compressed naturalgas.”The success that Long Island Freightliner has had in supplying trucks

to governmental agencies on the Island has been very satisfying, addedNettesheim.“Today, I can confidently state that we have Freightliner trucks in

almost every municipality on Long Island,” he said. “Much of that cred-it goes to the Freightliner product. The aluminum cabs make the truckshighly resistant to the corrosive effects of salt and liquid brine. The cabdesign also provides great visibility for the truck operators and has plen-ty of room for a three-man crew.”Long Island Freightliner recently won the Suffolk County Contract

#26-13.12.19 dump trucks with plow options — five different configu-rations ranging from 36,000 GVW 6 wheelers to 78,000 GVW 10wheelers. “With contract piggy backing, we are making these trucksavailable to any New York State municipality without a biddingprocess,” said Nettesheim. For more information, call 631/563-1300 or visit www.freightlin-
