Institutional & Human Resource Development Endeavors of TRDP

TRDP Stepping Ahead with PPAF

TRDP considers Institutional Development a vital constituent of the process for achieving sustainable socio-economic development. Hence the very catalytic dimensions of TRDP are its Human Resource Development component. Time to time technical support and guidance of HID PPAF made TRDP one of the essential research & training facility, working with firm determination for the cause of poverty reduction through skill enhancement that instill a spirit of self reliance as well as pave ways for securing gainful employment. This also enabled rural masses to achieve a sense of dignity.

The building block of its foundational premise is its objective "To harness people's institutions potential to help them". TRDP is committed to building the capacities of rural communities, empowering them to harness their true human, social and economic potentials for an improved quality of life. Institutional Development Project aimed at build foundations in the shape of community institutions and thereby jointly works to reduce poverty prevailing among the rural masses through a variety of methods.

In years 2013-15 PPAF and TRDP decided to move step ahead with social mobilization project in Tharparkar by targeting the poor among the poor with recognized tool named as Poverty Score card endorsed & recommended by The World Bank. This was real challenge for both TRDP & PPAF to work with focus on specific poverty bands and go through targeted social mobilization, enhance their

managerial capacities, provide life skills and vocational skills training opportunities. Simultaneously this was a challenge to build the capacities of staff and communities to ensure expected results are being achieved in the given time frame.

Eventually supporting in Community rights PPAF also launched Sindh Coastal area Development that benefitted community of Tharparkar with Infra structure, Micro finance, Education reforms and Managerial and technical expertise building at Village level. Development of communities through building their capacities and give them awareness about their basic rights, resources and help them in organizing themselves to resolve their issues in order to ensure sustainability of their development..

This included building their capacities through employable vocational skill training to enhance their income generation ability. Another objective was to help rural communities in development of linkages with necessary government line departments. Financial services were diverted to these institutions to bridge the gap of capital, Last but not least, through raising their awareness about their rights and empowering them to ensure a sustainable and positive behavioral and economic change in their lives. To support this colossal target, TRDP also focused on building a strong team of development professionals, who were readily available to technically backup community institutions not only within TRDP but across the country and region elected members of the local bodies, civil society and corporate sectors, to ensure that they have clear understanding of development objectives and methodologies.

Dawn of Development: Successes of LSO Surhan

Union Concil Bhakuo Tehsil Mithi, Tharparkar

The Union Council Bhakuo, situated at a distance of 24 kms in the south of Mithi, is spread over an area of 2430 sq. km. There

are 38 villages in the UC, accommodating 2,415

families with a population of 22,000 people. The villages of whole Union Council are scattered tiny dhanees. TRDP has been working there since last eight years and facilitated the communities to form community organizations including second generation organization, i.e. LSO at the union council level. They formed LSO Surhan (fragrance) in August, 2008, taking two

members from each VO to constitute the general body

GB. The board was elected, comprising on 15 members including 4 office bearers: President, Vice President, General Secretary and Treasurer.

After the constitution of General Body an orientation workshop on self-initiative and linkages development was organized and to prepare the LSO to develop its mission (Strengthening social and economic status of the communities in union council) and objectives. Its objectives range from strengthening the village level organizations, reduce gender inequalities, create linkages to economic development, handicrafts promotion, and uplifting of health and education status of girls and women.

Surhan LSO provides an impartial channel to address the development challenges, fighting against poverty and creates informal channels of communication to strengthen communities. It has successfully implemented projects in the key sectors, including education, health, microcredit, and agriculture/natural resource management, microcredit, and infrastructure development. All of these efforts are made through linkages with

line department and political figures of the area. LSO Surhan, strived for improvement of social status and safety net of rural people. There are different activities performed by the LSO are as follows:

The socio-economic information of union council is collected and compiled in shape of UC profile. The information is used to put the case/proposal for support before the line departments.

Ÿ Organized with support of NADRA, four mobile camps for provision of CNIC to whole population. Resultantly a total of 1300 people received CNIC.

! Maintaining Death and birth record at VDO level.

Ÿ Three girls' schools and one community center got sanctioned from M.N.A and MPA development fund.

Ÿ Two villages of UC obtained facility of electricity, i.e. village Bhakuo and Vee Hingorja.

Ÿ The BHU of village Bhakuo was made functional and funds were received for repair of building from TRDP.

Ÿ Repairing the brick pavements and bridges on self-help basis in three villages of UC.

Ÿ Girls Primary School facility obtained from government at village Pirah.

Ÿ 3-Non Formal Education centers were set up with the support of NCHD.

Ÿ Made available the water filter plant at High School Bhakuo and also provided rainwater storage tanks to 3 poor families with the support of other civil society organizations.

Ÿ Under linkages with corporate sector, installed micro drip system for 20 vegetable plots and constructed two rainwater storage tanks.

Ÿ Surhan, is managing a Community Investment Fund (as credit pool) for poor households.

Ÿ Successfully ran the Jaffakash Aurat Embroidery training center (A project of Ministry of women development, GoP) wherein 12 women artisans were trained, who are now earning their livelihood independently.

Ÿ A total of 323 families received micro credit form LSO to start the business and to purchase the livestock. This includes 155 men borrowers and 168 women borrowers.

Ÿ Some 160 very poor households received grant from Benazir Income Support Programme through MPA and MNA of the constituency.

Ÿ Some 50 households were linked with the minority fund to get financial assistance.

Ÿ Some 100 widow headed families were linked with Zakat Fund to obtain the financial support.

The LSO Surhan got 2nd Prize on the overall achievements among the short listed 70 local support organizations in December 2009, during the participation in 'National Convention of Federations of Community Organizations', convene by the RSPN, at Islamabad.

All these efforts of Surhan brought the visible change throughout the villages of Union Council Bhakuo. For moving towards self-reliance and being an independent organization, the LSO has recently been registered under the Societies Act, which would enable the organization to build partnership with national and international development agencies and donors, in future.

Moving towards Girls' education...,moving towards development...!

Munghat, a village in union council Bhakuo of Taluka Mithi consists of 119 households of different communities as Muslims, Menghwar and Kolhi. This is a remote village at a 55 km distance from Mithi town.

Before the interventions by TRDP, the villagers were living a life in an unorganized way and were facing many problems and issues because of scarcity of basic facilities. People did not know how to get out of that mess of problems owing to low literacy and less access to the opportunities. People engaged themselves in wage labour, women helped them in farming activities and children were also entrapped in labour. They were unaware of their basic rights and faced various problems pertaining to health, education and awareness.

Social Mobilization team of TRDP visited the village to initiate a dialogue with the villagers for organization and capacity building of the community. Firstly, the team invited the villagers to gather at a central and suitable place. After the gathering of women and men of the village, the objectives of the organization of communities were shared along with benefits of it. The community was apprised of TRDP's work on poverty alleviation with the support of PPAF HID. The villagers took great interest and showed their willingness to form PDCs and then VDO.

The villagers organized themselves in 5 PDCs and then PDCs were federated into a VDO. Considering need of the organized people, TRDP arranged different capacity building events for the members of PDCs in shape of Community

Management Skills Training

(CMST), workshop on Constitutional Rights, Awareness workshop on Empowerment, Awareness workshop on CNIC and Activist Conferences.

Through this training portfolio community become aware and sensitized regarding civic rights and resource management. They take decisions through meetings, maintain the record and manage their organizations. Having been equipped with the awareness they created different linkages with different development agencies and departments working in the area. They learnt about processes and procedures of the organizations and express their needs and demands through resolutions.

After sometime, the community decided to encourage the girls' education and called the community meeting. They invited TRDP in that meeting as a facilitator. The meeting concluded with a unanimous resolution to establish a girls' school in the village and nominated a matriculate girl as a teacher. TRDP supported them and appointed the girl as teacher after a formal interview. Thus, the girls' education was started in evening shift in the same building where Early Childhood School was run already.

By organizing themselves and getting training, the villagers became able to resolve their issues and problems on their own and they became aware of their constitutional rights and created linkages with the government departments and other organization. They are running two schools with the coordination of VDO, one for girls and one for early childhood education, where 27 and 30 students are getting education respectively.

VO Kandaro Soomra...a good example of linkages development

The Village Kandaro Soomra, a backward and remote village of union council Bhitaro of District Tharparkar. The village is deprived of basic amenities as road, electricity, health center and school.

It consists upon 56 households with a population of 400 and was registered in year 1930. The village has limited livelihood options such as livestock rearing and seasonal farming while a few people do jobs in public private sectors.

Thardeep Rural Development Program (TRDP) intervened in this village in 2010 to organize the marginalized community through mobilization process. With the facilitation of TRDP, the villagers formed women community organization (CO) and then a VO named Roshan was also formed. According to poverty scoring there are some 11 ultra-poor, 17 vulnerable poor, 28 Poor in the

village After conducting PSC survey in 2010, TRDP initiated capacity building programme in year 2011, with the support of PPAF-HID. The community members (male and female) became skillful and aware after getting training sessions, awareness workshops and activists conference. VO got functional and initiated regular meetings wherein all VO members as well as the community activists participated actively and identified their issues and problems relating to education, access to main road, and electricity.

They formed a village development plan VDP to find out the ways to resolve their problems. Consequently, they developed linkages with elected MPA/MNA, Government officials, NGOs and others and submitted an application for sanctioning a link road. The linkages grew stronger gradually and VO attracted support for the village. The dream of VO Roshan came true in year 2012, when government authorities sanctioned the scheme of link road for village Kandaro Soomra. It was an uphill task to get the scheme of link road from the government sector, but the hard work and dedication of VO made it possible.

Now the villagers are very happy and satisfied with the achievements of VO Roshan as their village has been linked with the main road and they have easy access to market. Besides it, the VO members have decided to avoid early marriages of their children especially girls. The VO Roshan is on its own feet and started taking efforts for the construction of Dispensary/BHU in the village. They are maintaining a Birth Register of the village. The villagers are very much thankful to TRDP for facilitating them in organization, for enhancing their capacity and increasing awareness among them. For future plans, the VO Roshan has set its agenda to get the other schemes like hospital, primary school for girls, a community center and a secondary school by utilizing their linkages. Moreover, the VO Roshan is planning efforts and struggle for making village Kandaro Soomra as model village.

TRDP, while working for UCBPRP, discovered a hidden potential of leadership in shape of Mai Jannat Rahimo 50, of Deenarji Veri, a village of UC Parno, during an initial dialogue by Dr. Sono, CEO TRDP. She is a housewife and living there since forefathers and facing many hardships and hindrances.

On listening very enlightened and guiding speech of Dr Sono, she decided to organize the women of her village. She gathered women of the village to discuss the issues and problems of village. Following the meeting, two COs & a VO Sada Bahar were organized & Mai Jannat was elected as the president of the VO. It was her initial victory and a breakthrough in a male dominant society. She said that she was afraid of in taking such step here,

but her hard life experience gave an impetus to her to face the upcoming challenges. She shared smiling innocently that even VO members teased her with poking comments, but she always encouraged and advised them that slow & steady wins the race. She participated in different training events which educated her & made her strong to keep continue her struggle for the poor and destitute women of the village. She faced criticism and threats from different influential quarters to give up the struggle as they were regarding it against the existing culture. But she did not leave her stance and struggle. She told about her second achievement when the destitute women of her village got the cheques of Income Generating Grant IGG & Community Investment Fund CIF by her hand. She decided to make VO Sada Bahar Deenar Ji Veri, a village bank to facilitate the poor and destitute women of all castes & religions. On TRDP's invitation, she participated in formation of a local support organization representing her union council in July 2010.

The objective of an LSO formation is to develop the linkages with the government as well as with the other organizations working for socio-economic development. She actively participated in the process of LSO formation as she regarded it a proper forum for resolution of the age old problems. She was amazed and became so happy when she was elected as the president of LSO Marui of union council Parno in the same meeting. She says. “I don't have the words to share my feelings. I was a common woman. I kept many hopes, unshared in my fist, but today I have a vision and mission to fight for women rights & want to provide them proper platform where they can live freely”.

Inspiring Personality

Mrs. Haseena w/o Abdul Qayoom Junejo, an experienced social activist of village Sakri, union council Dabhro, Taluka Diplo of District Tharparkar. She has been doing different activities of community service.

She was selected as the President of her village organization Sujag (aware) after initiation of an introductory dialogue with villagers and subsequent formation of VO facilitated by TRDP with collaboration of PPAF HID.

Having been selected as the president of VO, she attended CMST training and VO management to equip herself to run the organization smoothly and effectively. Besides, she also got training in doing saving and CNIC making facilitation to village women. Now she is doing her social service with an improved approach and strategy.

Although, Mrs Haseena was a simple illiterate housewife yet she feels herself changed greatly now after having built her capacity through different trainings by PPAF HID and TRDP, Now she works for the betterment and development of her village, with a special focus on women, a marginalized segment of the society. She facilitates women of her village in getting micro loans for initiating entrepreneur activities, CPI schemes and getting access to education and health facilities.

She, being vocal and assertive, has resolved a chronic problem of her village by getting CCI (Community Critical Infrastructure) and that scheme supported the village in drainage of rain water during rain induced flash flooding. It was realized because of her linkages and networking with other institutions.

She thinks herself capable now she is capable to raise her voice strongly for resolution of different problems, issues and grievances of the communities of her village and villages of the vicinity.

She was the source of inspiration for women of her village but after becoming the member of CO, president of VO and member of LSO and being well trained she is the source of inspiration/motivation for females of whole Union council.

By her dedication, commitment and consistency, she has achieved a status of role model in her society and every women and girl wishes to do such service of her community.

Aalima's journey...from small vending box of groceries to a complete shop

Ms. Aalima w/o Premoon belongs to a small village Khario Nara, situated about 12 km away in the north of Mithi town. Being a mother of eight children, she had been managed the family's livelihood from her husband's wages and selling the retail items from her home. During the poverty scorecard survey by Sindh Government's program of poverty alleviation , her household was ranked against score of 9, and she became a member of village organization and got a loan of Rs 12000 from the VO Karoonjhar under community investment fund CIF to set up a shop within her house. She bought grocery items from the city and started small shop, considering the dire need of villagers because the only shop in the village was closed and the villagers had to go the city to buy items of daily use, which was very costly for them. The villagers got this facility at their doorstep and Aalima started earning Rs 200 as profit on a daily sale of Rs 1000/-. As her shop started to generate income, she thought about the education for her children. Her son studies at Chelhar High School and helps her in bringing items from the city when he return in the evening. Aalima maintains herself the books of account pertaining to the shop. She says that the expenses pertaining to daily life and children's education are covered from the earning of the shop. She has bought gold worth Rs 50000/ for her daughter from the earning of shop and she repays the CIF installments to the VO regularly. Aalima appreciates such poverty alleviation programmes and thinks the programmes will help to reduce poverty especially of women.

Further, Aalima maintains that this programme not only provides the decision making opportunity and awareness but also saves from doing migration to the irrigated area by providing employment opportunities at the doorstep

Aalima intends to take more money from the community investment fund CIF to run a bigger shop so as she could earn more money to pay for the education and dowry of her children.

Vidya Bheel: A successful tailor in a remote village

Vidya d/o Lachhman Bheel 23, is a residents of village Malsiryo Bheel UC Peelu. The village is a remote village of taluka Nagarparkar, situated at a distance of 42 from Nagarparkar town. Being a resident of a remote and backward village, she belongs to a very poor family of Bheel community. She is a housewife with no education at all. Her family was living a hard life as they did not have any assets or other sources of income. For compensating the household expenses, she started to sew clothes on a sewing machine. She started the tailoring activity in her house and during leisure

time she did sewing and earned a small amount from that activity. Her income was

too little to support her family in running of the daily expenses of her household. She did not have a good expertise and experience in tailoring so there was a little clientele. Her family used to migrate to the irrigated areas during summer to earn their livelihood by wheat reaping and sugarcane cutting. All of these efforts could not benefit her family to come out of trap of poverty.

Meanwhile, TRDP team visited Vidya's village as it was included in the programme area of UCBPRP project funded by the Government of Sindh. TRDP, a rural support programme in arid areas of Sindh, facilitates poor people of the rural areas by organizing them and building their capacity through different skill development packages. According to the poverty scorecard survey PSC conducted in the village, Ms Vidya's household was rated as very poor. In the light of that rating, she was selected for the training of tailoring. After completing a 15 days training, she started again working at her home in the village. She fixed sewing rate Rs 150 per suit, which earned a sufficient amount daily. Before the skill enhancement, she was not earning a sufficient amount of money.

The skill enhancement brought a radical change in her life and her family left the migration to irrigated areas in summer season. She is earning Rs 4000 to 5000 per month and running her household expenses smoothly and living a happy life.

Success salutes to hard work

This is a story of a women, who fought with difficult situations of life and established an example for others.

Bai 38, widow of Mohan Bheel is resident of village Khansahib Colony, union council Khetlari. She lives in a mud plastered house with her four sons and a daughter. She is a poor lady and lives a hand to mouth life. Her illiterate sons work at bricks kiln on daily wages and earn Rs 6000 monthly. Despite the trying conditions and poverty, Bai did not lose heart and struggled for earning livelihood through handicrafts and rallee making.

TRDP is working in this area since last 10 years for the improvement and betterment in the lives of poor people by facilitating them to form their own organizations and providing them various capacity building packages.

in the event and that training guided her towards a better life. Before that the women of the village hesitated to go out of the village, but the exposure enabled them to be more courageous and bold. Now they started to go at NADRA offices to get their CNICs, go to banks to open their accounts. Bai played a leading role in that revolution by inspiring and encouraging the community women.

Being the present of the CO, she encourages the secretary and treasurer of the organization to make the organization a vibrant and dynamic community institution. She strives for welfare of poor people of her village. According to poverty scorecard survey (PSC), her house is rated against the score 15.

Bai proceeded a request to TRDP for resolution of the drinking water problem of the village. Considering a genuine demand and need of the community, TRDP sanctioned 6 hand pumps for her village and she feels very happy to resolve this issue of the village.

She has received other trainings and strives for a better life not for only her family but also for entire village.

Thar Murk Wandh: A story of successful linkages development

The Village Thar Murk Wandh was established in year 2010 when a poor girl was kidnaped from village Akli. The community tried better to get the girl back but their all efforts ended in smoke and the community migrated and settled three km away from Mithi town. They were poor people belonging to Menghwar community and were facing problems. The village consists of 100 households of poor people belonging to Menghwar and Kolhi community.

The community shared that previously they were landless sharecroppers with a few heads of livestock and some people earned their livelihood through daily wages. The community was unorganized and scattered, and no concept of future planning. There was dearth of basic amenities as water, health and education. They were living a life like animals, no employment, no business opportunities. They had less capacity to cope with difficult situations in their lives.

TRDP intervened in this village by introducing UCBPRP and PPAF-HID. During the emergency TRDP provided them food items and shelters on emergency basis. Through PPAF HID program the community was sensitized on the organization process. Consequently they got themselves organized in shape of three COs and then federated the COs in a VO named Sukaar on 8 June 2010. They started conducting regular meetings of their organizations and developed planning to resolve their issues. Different issues were highlighted in these meetings. The VO Sukaar started to develop linkages with the public sector, NGOs and other development agencies. The VO

nominated two representative Mr. Janjhan and Mangal Ram to have a meeting with local MPA Dr. Mahesh Kumar Malani and requested him for basic facilities. With the support of the MPA, the village got link road, a water supply scheme

and a primary school building from the Government of Sindh.

Nowadays, the community is feeling comfortable and earning livelihood smoothly by getting easy access to the market, and the construction of the primary school is in progress. The school, with an enrolment of 110 students, is being run with the support of NCHD. The VO has its own saving amounting Rs 6700. Residents of the village with age 18 and above have been facilitated and got their Computerized NICs and are also registered as voters. It has been decided by the VO to avoid early marriages of girls. The VO is maintaining birth record and trying to have Early Child Education School and Girls Primary School. It is a great achievement of VO Sukaar that community has been organized and doing planning to resolve their problems. The living standard of the community has been entirely changed. Their capacity has been enhanced through TRDP's training program; their awareness level has been increased, their skills have been sharpened and they can plan for their better future. It is because of being organized and getting training and exposure through TRDP with the support of PPAF-HID.

The Village Thar Murk Wandh is most devoid of the basic amenities of life i.e. Basic Health care facility, Road, Schools Etc. This Village consists of 100- Houses of the Meghwar and Kolhi community. This village has its own dynamics as compare to other villages of Tharparkar, says almost 90% of these households are migrated from village Akli. In this village three COs and one VO is functional under PPAF-HID Project with support of TRDP.

Village Sakri; a Case Study of Linkages Development...!

The village Sakri is situated 18 Km away in the west of Diplo. There are 146 households of Meghwar and Junejo communities living here.

TRDP intervened in the village in 2009 and introduced the organization formation process. Community dialogue was initiated in the village and the villagers formed their community

organization CO on 23 August 2010. The objective of the CO formation was to identify the basic issues of the community and resolve the same with local resources. The CO nominated the community people for different trainings. TRDP facilitated to equip the community people with different capacity building inputs like; Civic Constitutional rights, Awareness workshops,

Community Management Skills Training (CMST), Activist Conference, VO Linkages Development etc. Resultantly, the skills of the community people have been enhanced and they got sensitized about their situation, organization and resolution of their problems. They discussed and identified the problems and issues relating to their community in their regular meetings. The issues were highlighted as; Girls Education, Computerized NIC formation, and the Registration of Vote.

PDC/VO members planned how to resolve their basic issues. Monthly meetings proved fruitful and members took keen interest in the development of their village. The community members started saving on monthly basis. The VO resolved to facilitate the women, old age and weak people in CNIC issuance. They submitted their demand along with the resolution to NADRA office for facilitation. Consequently, the NADRA team visited the village to process for CNIC issuance. After getting CNICs the VO members took efforts and got registered the votes of all the eligible people for it.

Nowadays VO Sujag of Village Sakri is an active village organization. They have been saved Rs 27,528 and some 52 households have got micro health insurance under TRDP's MHI program. Birth record is maintained regularly. The VO has developed Linkages with the government departments and other agencies working for development. The VO members are very much happy that TRDP enhanced their skills and facilitated them to resolve their problems fairly.

Roshan Group of Dharmani Colony...Craft and Coordination

Dharmani Colony is a small settlement in the north east corner of Mithi town. The colony was established because of a bulky migration of the villagers of Loonihar of union council Joruo. There were no basic amenities in the village, so they came to settle here in the town area to have an access to water, education, health, transport and employment.

The colony was established according to the planning standards with wide streets and infrastructure for water and drainage. All of the residents have their own houses and sources of livelihood because of their interest in coordination and organization.

TRDP intervened here in 2001 and facilitated the people to organize themselves in the ambit of community organizations. Two men PDCs were formed with the objective of making saving at household level and they utilized that saving in small activities of business. It was an effort by only men, while the women had

involved in household work and embroidery work during free time. The skilled women had a good expertise in making of various items of handicraft as; sheets, pillows, ladies suits with Hurmji, handkerchief, Gaj etc.

In 2008, TRDP team visited the settlement in order to make a dialogue to initiate innovative approaches in handicraft making to make it compatible with the requirements of market. Consequently, the women gathered and organized a group of 20 women and named it as Roshan Group. Bai Satu w/o Shankar Lal and Bai Manu w/o Jesaram played an active role in formation of the group and encouraged young girls to participate in the group. TRDP facilitated the group in capacity building process and some expert artisans were brought from Karachi to train the village women in handicraft making compatible to the market needs. TRDP professionals did interpretation and translation during the training because the artisans of Karachi did not know Dhatki and vice versa. After getting the training, they started their own works on handlooms and started to make different items of handicraft. In the beginning, they charged Rs 1200 per suit but now the suits cost has been increased up to Rs 4000/- and 5000/-

Bai Satu performs as a trainer with TRDP for skill enhancement of rural women, and earns Rs 5500/- for a 1o days event. She has five girls and two sons. Her husband is a primary school teacher. Her girls help her in making handicraft items. This skill enhancement has changed Satu's life, when she started the work, they were living in a house comprising on one kacha room and two chaunras. But they are living in a two roomed with veranda pakka house. She feels happy and living a prosperous life.

The other activist Manu w/o Jesaram is a good trainer of handicraft making. She has four girls and two sons. Out of 4 girls, two have been married and they were also active and trained members of the group. Her husband Jesaram is a taxi driver and earns Rs 8000/- to 10000/- monthly. She started handloom work in a tent because she did not have any room in her house. After sometime, she earned a sufficient income from this skill and now she has a house comprising of one pakka room and a Landhi and a kitchen. She has made for her children, a large cradle with the cost of Rs 16000 from her saving.

It is because of the skills enhancement and organization. Both the women are performing as trainers and living a happy and prosperous life. The other members of the group also got training and are making handicrafts in an improved manner and earning the livelihood smoothly.

Ms Miheeli Bai

Ms Miheeli Bai w/o Ambo of village Borli Bheel union council Jorou Taluka Mithi, District Tharparkar, is an active community resource person. She belongs to a very poor family of Bheel community. She shared about her past life that how she had lived a hard life in childhood, because of poverty. Her father was a farmer and alone bread winner of the family. Her mother was a simple housewife and had been engaged in household activities ranging from cleaning the house to cooking food, from fetching

water to work in fields with her husband. She was 14 years old when she got married, with a poor farmer living a life from hand to mouth. After sometime her husband met an accident and became disable. Consequently she had to take the whole responsibility of her family.

Though she was not very much known about TBAs' work, yet she made this as her profession and started work with this precious profession by going village to village. During that work, she got information from a villager of nearby village about the facilitation by TRDP in this profession. It created interest in her to make meet with the social mobilization team of TRDP and chasing her ambition she met with Ms Yasmeen Kapri, Social Organizer in TRDP who briefed her on the formation process of Para Development Committee. Ms Miheeli shared that information with her family &women residing nearby. She requested Ms. Yasmeen Kapri to visit their village for the facilitation in PDC formation. Consequently, they formed their PDC on dated 24-07-2009 named it “Sada Bahar (W)” means evergreen.

She tells her story with pride and says, “I did not face such issues here, I am the president of PDC. TRDP's orientation and interventions mobilized the other women to join our organization. I have an equal position in PDC like other women. I am supporting them and facilitate in decision making process. I am here to be an example for them that we (women) must not regard completely dependent on men, and when we start doing something we can take care of ourselves and our family on our own”

By getting facilitation of social mobilization process from TRDP, she not only developed herself but created an example for others by establishing the community organization in the village.

Ratu Bai of village Ade jo Tar

This is a story of a woman who changed her hard situation with the facilitation of TRDP. Her name is Ms. Ratu Bai 42, w/o Revachand Bheel residing in village Ade Jo Tar Union Council Khario Ghulam Shah. Her family consist of 9 members, including 3sons and 4 daughters.

The village Ade Jo Tar consists of 450- households of different communities of Bheel, Meghwar and Juneja. The village is deprived of basic facilities of health, education and water. There are limited livelihood options such as livestock rearing and rain dependent farming.

Ms Ratu's family is a traditional rural family with meager resources. In other words, they are living a hand to mouth life. Her children are younger ones and the family has the only income source in shape of her husband's income comprising on daily wages and a crop yield in a good year. She could not sent her kids school because of poverty so she remained worried about the well being and future of her family.

Thardeep Rural Development Programme TRDP, under it UCBPRP project conducted poverty scorecard survey PSC for identification and classification of the poor. According to the survey her household was rated against score of 12. The villagers organized themselves in the ambit of community organizations and formed 10 PDCs. Ms Ratu Bai was nominated as the president of PDC Pubani Paro. After PDC formation the villagers needed a federation in form of a Village Organization and they did it on date 9, 10.2010 in a meeting of the representatives of all PDCS of the village. Considering activeness and hard work of Ms Ratu Bai, she was selected as the president of the village organization.

Through this community organizational process initiated by the community with facilitation of TRDP, Ms. Ratu got the opportunity of capacity building and participated in different training events conducted and arranged by HRD section of TRDP like; VO Management Training, CIF Appraisal and Monitoring, CIF

need Identification, Fifteen Days VTP (Tailoring),Livelihood Enhancement Training.

She got Rs 20000/- through CIF for Business and purchased 6 sheep costing Rs 14400 and opened a small cosmetics shop from the remaining money Rs 6800/. She paid the first installment through by selling of a goat and the last two installments were paid from the cosmetics shop. After passing 8 months, she sold her 6 sheep in Rs 30000/- and invested the amount on cultivation of cluster bean farming. It gave a good yield and she sold the production and earned Rs 50000 from which she purchased again 9 sheep costing Rs 33000/-. That churning of money and good utilization of CIF loan, brought a good change in her life.

She is earning Rs 300 daily from her cosmetic shop and she has kept other items also and making profit out of those items. She did a stock 9 maunds of Guwar for coming season and she has 12 sheep too. She intends to sell the easy load of different cellular networks. Her husband and elder daughter help her to handle the business and the remaining 6 kids are getting education at different levels including the two studying in High School Islamkot. When she was asked about the change in her life through this grant, she replied with wet eyes, “Our self-esteem is safe now and we don't stretch our hands before others for help.”

She said “My family is indeed thankful to TRDP as it is totally focused on bailing out the poor communities from abysmal poverty through different development interventions.”

She plans to enhance her business in future through savings and hard work to make a bright future for her family.

Story of Ms Innayat alias Anae

Ms Anae w/o Ahsan Rahmo 45, lives in village Dhur Ghadro, taluka Chachro of Tharparkar. In a weeping tone she told her tragic life story as follows:

“Belonging to a poor family, I have 8 children, four daughters and four sons. My husband is disable and remains at home and we depend upon my parents and brothers for survival. Otherwise, it is too difficult for us to arrange for a square meal daily. My village is about 20 km away from Chachro and is deprived of basic facilities as; road, electricity and drinking water. Having a 6 months pregnancy, I am suffering from fever, gynecological problems and vertigo since one month. I visited the doctor at the Govt Hospital Chachro and the doctor identified it as hypertension but he advised me to go to any lady doctor. It was irony of fate that there was no lady doctor at this government hospital. I became so exhausted and disturbed as I had to move Umerkot for a lady doctor and that needed money. My sufferings were increased day by day.

After visiting the doctor I became much worried, disappointed and tried to see any hope but all the hopes were ending in smoke. I shared the whole story with my retarded husband. Although he was a helpless person fighting with his own suffering yet he gave me courage and advised to keep confidence in the blessings of God. How can we bear the expenses of laboratories, doctors and medicine? After hearing these words from husband I took a deep breath and tried to turn calm. I was living with that toil and pain in my life.

One day TRDP team visited my village for sake of a community dialogue to identify chronic poor and destitute people for free micro health insurance. I participated in the meeting on the solace that it might brought any relief to my sorrows and sufferings. Really it brought a sigh of relief in my life as the program was designed especially for very poor and destitute people who are unable to afford the expenses in connection with their treatment. Free treatment for one year was allowed under

this health insurance program. All the hospitalization expenses were born by Government of Sindh to facilitate poor people of the rural areas of Sindh province. The team briefed about the program in detail, its maximum level of benefit, procedure of getting benefit etc. and pointed out the hospitals on the panel of this program.

They give us a receipt on which all details including the hospitals were written down clearly.

After some days, my parents took me to Umerkot for treatment and hospitalizes at the Malir Medical Center, a hospital on the panel of the insurance program of Government of Sindh through TRDP. Firstly the doctors including a gynecologist examined me and suggested for some laboratory diagnostic investigations. The lady doctor encouraged me and gave solace for recovery. All of the necessary investigations were conducted including an ultrasound. After checking the laboratory reports, the lady doctor added some more items of medicine in the prescription. The treatment lessened my pain and sufferings and I started getting recovered. After some days, fever, and pain disappeared and blood pressure took its normal reading and I felt completely better. All of my treatment, management, medicine and laboratory investigation were conducted free of cost. The programmed not only lessened my suffering but it saved me and my baby's life. I got great benefit from this program of Sindh Government and hoping for continuity of this program in future.
