UNDP’s policy direction and priorities are defined in its Strategic Plan with the latest adopted by UNDP’s Executive Board in November 2017 for the period 2018-2021.

The Strategic Plan defines three development settings that require different forms of support; mainly: i) Eradicate poverty in all its forms and dimensions; ii) Accelerate structural transformation for sustainable development; and iii) Build resilience to shocks and crises; and six signature solutions which represent integrated responses to the complex and multidimensional challenges faced by countries.

These signature solutions are: i) Keeping people out of poverty; ii) Strengthening effective, inclusive and accountable governance; iii) Enhancing national prevention and recovery capacities for resilient societies; iv) Promoting nature-based solutions for sustainable planet; v) Closing the energy gap; and vi) Strengthening gender equality and the empowerment of women and girls.

The delivery of UNDP’s support, inclusive of signature solutions, will be done though country support platforms. These platforms will help countries co-design solutions to complex development problems with the support of partners form the UN, academia, civil society, private sector, etc. Building upon UNDP’s Strategic Plan 2018-2021 which aims at galvanizing the private sector’s contribution to realizing the 2030 Agenda and the SDGs, UNDP adopted a Private Sector Development and Partnerships Strategy (2018-2021): Making Markets Work for the SDGs. The Strategy seeks to enhance the private sector’s role as a key actor in realizing the SDGs and to promote the alignment of all business strategies and operations with the SDGs.

More concretely, the Strategy identifies three strategic priorities for UNDP’s work on private sector: i) Unlocking private finance for the SDGs;ii) Aligning business strategies and operations with the SDGs; and iii) Putting in place policies that foster inclusive and green economies. These priorities will be implemented through programmes at the global, regional and country level through a combination of service offers that best respond to the country context. Trade-related support priorities by UNDP are best articulated at this level where a number of service offers contribute to trade-related outcomes.

These include for instance, Policies and productive capacities for sustainable value chains and inclusive business; The private sector and gender equality; Transforming MSMEs towards the SDGs; Government policies that provide an enabling environment for doing business and shape sustainable business and investment practices; and Improving livelihoods at the

bottom of the pyramid through inclusive business. With respect to women empowerment, it is worth mentioning UNDP’s Gender equality strategy 2018-2021 which outlines UNDP’s contribution to gender equality throughout its programmatic work in response to the 2030 Agenda, as well as institutional reforms and targets within UNDP towards achieving gender equality.

The Strategy (the third of this nature in UNDP) understands gender equality as a precondition and accelerator for achieving the SDGs and adopts a two-prone approach for advancing gender equality: supporting women empowerment through gender-specific interventions and integrating gender concerns across all UNDP does. The Strategy articulates entry points for the realization of the Strategic Plan’s Signature Solution on Strengthening gender equality and the empowerment of women and girls across all development settings.

Specifically on trade-related support and empowerment, examples of areas of intervention foreseen in the Strategy illustrate the linkages: support partners to invest in critical infrastructure such as water and sanitation, and clean and affordable energy, safe roads, gender-responsive public spaces and services, such as markets and transportation; supporting legal and policy reforms to close the gender wage gap, lift formal and informal barriers to women’s access to certain occupations and educational fields, and strengthen women’s legal protection from workplace discrimination and rights violations; support partner’s efforts to expand women’s access to, control and ownership of land, property and finance as well as partnerships in new micro- SMEs enterprises established on green and inclusive value chains; supporting partners to expand women’s opportunities for decent work and advance gender equality in the public and private sector; designing market-based employment and livelihood opportunities in crisis and post-crisis settings that do not reinforce gender stereotypes and that benefit women and girls by providing them with skills and opportunities for decent work and sustainable employment and by preventing gender-based violence, etc. In relation to youth empowerment, UNDP’s Youth Strategy 2014-2017 guides the organization’s interventions across thematic areas.

The Strategy takes a holistic approach aimed at supporting young people as a positive force for transformational change. It foresees contributions towards three outcomes:(i) increased economic empowerment of youth; (ii) enhanced youth civic engagement and participation in decision-making and political processes and institutions; and (iii) strengthened youth engagement in resilience building. The economic empowerment of youth, especially young women, involves promoting an environment conducive to job creation for youth; promoting employment and livelihood opportunities for young people and access to social protection enhancing their skills through formal and non-formal skill development opportunities and entrepreneurship; facilitating access to finance and to markets, among others. A global programme encapsulating the tenets of the youth strategy runs through 2020. Finally, UNDP takes guidance from the UN Strategy on Youth launched in September 2018.

In November 2017, UNDP’s Executive Board adopted a new Strategic Plan for the period 2018-2021. A new Private Sector Development and Partnership Strategy: Making Markets work for the SDGs for the same period was formulated, to facilitate the implementation of the Strategic Plan.

The main driver of change in UNDP’s priorities is the adoption of the 2030 Agenda for Sustainable Development and the SDGs. UNDP’s new Strategic Plan (2018-2021) which charts the way of UNDP’s contribution to the realization of the Agenda, recognizes the significant role to be played by private sector actors in sustainable development.

This led in turn, to the formulation of a new Strategy for Private Sector Development and Partnerships (2018-2021) which articulates among others, UNDP’s support to partner countries around service offers such as: Policies and productive capacities for sustainable value chains and inclusive business;

Alignment of development support with nationaldevelopment priorities, trade-related or otherwise, is afundamental programmatic principle for UNDP. Examplesof alignment of UNDP support to national developmentpriorities include the Aid for Trade interventions inTajikistan, Kyrgyzstan and Uzbekistan which support theimplementation of these countries’ trade strategies. Inaddition, an important area of UNDP’s Aid for tradeprogrammes provide upstream policy support to partnercountries which involves financial and technical assistancefor the formulation of trade and sectoral policies, and theidentification of policy priorities. One example of this typeof work is UNDP’s partnerships with LDCs for theformulation of the Diagnostic Trade Integration Studies(DTIS) under the EIF.

The factors highlighted in our response such asconstraints in the mobilization of investments whether fromforeign or domestic sources, undermine the long-termviability of the economic diversification efforts andtherefore, the success of the support programmes.

We have responded unsure, mainly because the situationvaries across countries and programmes supported byUNDP. In addition, there is no systematic monitoring ofleveraging at the programme or project level. An analysisundertaken by UNDP in 2017 with respect to EIF projectswhere UNDP features as main implementing entity,indicated that UNDP programmes had facilitatedleveraging of its own and other resources for USD 3million. This analysis was based on a sample of projectsand excluded in-kind contributions, however.

Please see response to Question 27. In addition, UNDP places especial emphasis on vulnerable groups such as women and youth and has made a priority across its programmes to support efforts by partner countries and through its own interventions, to empower women and youth as key development agents.

UNDP Gender Equality Strategy 2018-2020 recognizes gender equality as a precondition and accelerator for achieving the Sustainable Development Goals (SGDs) and reiterates the commitment to promoting and mainstreaming gender in all UNDP does. UNDP takes a dual approach to gender mainstreaming by integrating gender in developing, planning, implementing and evaluating programmes and projects; and through gender-specific interventions.

UNDP’s Signature Solution 6 focused on Strengthening gender equality and the empowerment of women and girls, aims at tackling the structural barriers to realizing gender equality, including barriers to women’s economic empowerment (for example, women’s disproportionate burden of unpaid work).

UNDP’s Strategy on Youth 2014-2017 seeks to achieve three outcomes including (i) increased economic empowerment of youth. The other two are:(ii) enhanced youth civic engagement and participation in decision-making and political processes and institutions; and (iii) strengthened youth engagement in resilience building.

To support the economic empowerment of youth, UNDP works with partners towards increasing the quantity and quality of jobs, including by facilitating their movement towards more productive sectors and increasing access to social protection. Many UNDP’s interventions to support employment creation and livelihoods work through micro and SMEs of youth and women.

Yes, Youth Connekt for the economic empowerment of youth in Africa and the Gender Equality Seal.

Youth Connekt is an innovative platform first launched in Rwanda in 2013, which brings together young people looking for employment, skills or resources to develop their own business with various partners including UNDP, private sector and government. The programme supports young people through technical and entrepreneurship training, networking, access to finance through business competition, and other interventions to enlarge their economic opportunities and be agents of change. The programme won the UNDP Africa Innovation Award in 2013 and has not expanded to other countries in Africa.

The Gender Equality Seal is a programme designed to facilitate private companies to embrace gender equality and enhance women’s social and economic empowerment. Starting in Latin America, the programme is now expanding at a global scale. It is also applied within UNDP providing opportunities to UNDP’s country offices to better integrate gender equality in all aspects of their work. Building on its own experience, UNDP is now sharing its methodology and approach with other UN entities interested in applying the Gender Equality Seal for its own operations.
