Driver inexperience suspected in fatal highway crashSTUART FULLARTON

Police say driver inexperience may have played a role in a two-vehicle crash that killed three people on Highway 11 west of Sylvan Lake on Saturday.

The afternoon crash occurred at Range Road 4-2 near Hespero

Cemetery, when a Ford Mustang with three males and one female inside collided with a five-ton mov-ing truck.

The westbound Mustang overcor-rected after entering the ditch, and crossed the centre line backwards before hitting the eastbound moving truck.

Two of the Mustang’s male pas-

sengers and the female passenger were pro-nounced dead on scene. The other male, who was driving at the time, was airlifted by STARS Air Ambulance to the University of Alberta Hospital in Edmonton, where he remains in critical condi-tion.

Neither the driver nor the passenger of the truck were injured.

The scene was examined by an RCMP collision analyst, and witness statements were collected by RCMP.

Police say there was no indication that alcohol or drugs played a role in the crash, but driver inex-perience, they feel, may have been at fault.

The three deceased were Filipino foreign work-ers who, along with the driver, were heading to Rocky Mountain House following a language training session in Red Deer.

At press time, police were working with the deceased’s employers to provide next of kin notifi-cation to family overseas. Names were not being released.

Ice fishers setting up huts on Sylvan Lake this winter are being reminded to register with Take It Off, a program implemented by the Sylvan Lake Management Committee to reunite abandoned huts with their owners.

The program was created in 2011 as a solution to the problem of huts being abandoned on the lake at the end of ice fishing season. In ensuing years, numbers of huts remaining have dwindled significantly.

“This is an easy way to protect the lake,” said Keith Stephenson, chair of the Sylvan Lake Management Committee. “It’s a way of doing something to help protect the lake for future generations.”

Anglers are required to complete a one-time registration that will remain valid for an indefinite num-

ber of years. Registration is quick and easy, said Stephenson, and has resulted in the mitigation of poten-tial damage to the lake.

“We’ve been getting about 50 per cent of the houses registered at this time, and we had three houses left on the lake last winter,” he said.

Remaining huts must be removed by specially trained ESRD (Environment and Sustainable Resource Development) personnel. The retrieval procedure can be risky, but is necessary to protect the lake, according to Stephenson.

“One of the houses (removed last spring) had batteries, gasoline, bot-tles, fish hooks, tape — all kinds of stuff,” he said. “People just abandon these and don’t come back.”

Without intervention, all of those items would have entered the lake, resulting in serious contamination and creating potentially harmful debris, he added.

Although he’s glad to see the program having an effect, he’s determined to see registration rates reach 100 per cent, this year and in each year mov-ing forward.

“The more we get registered, the easier it is to control,” he said, adding registration will also help in the investigation of any theft or vandalism that may take place. “It makes it easier for (RCMP) to identify whose house it is.”

Seeing it eventually made province-wide is also a goal.

“We’re still working with the government on

that,” said Stephenson.Overall, he believes, the program has resulted

in about a 30 to 40 per cent decrease in huts being left on the lake.

Registrations can be made in person at the Sylvan Lake Municipal Government Building, the Lacombe County office and the Sylvan Lake RCMP detachment, or online at www.sylvanlake.ca/take-it-off.

All huts must be removed by the last day of ice fishing season on March 31.

A vote of thanks and a very hearty round of applause was given to retir-ing president, Charles S. Palmer. Since the Vets first organized at Sylvan Lake following the war of 1914-1918, he has been a perennial president, and has ever had the welfare of Veterans in mind.

Comrade Bob Speedie also received a hearty thanks of the members for his work as acting secretary, and will carry on until relieved by the newly elected secretary.

Censorship not in the best interest of area citizens

Dear Editor,I would like to take this opportu-

nity to respond to comments made by Mr. Randy Fiedler as printed in the Dec. 11 edition of the Sylvan Lake News. I find it regrettable that Mr. Fiedler believes that censorship is in the best interest of the citizens of Sylvan Lake and surrounding areas.

Since becoming a Member of Parliament in 2006, I have been a subscriber to the Sylvan Lake News, and on a regular basis have provided both commentary and advertising to the publication. While the Town of Sylvan Lake itself is not part of the constituency of Wetaskiwin, the northern two-thirds of Sylvan Lake and the surrounding communities are part of the constituency of

Wetaskiwin, and its residents are part of the Sylvan Lake News distri-bution area.

My MP Reports are one method that I use to keep in touch with con-stituents, and to let them know about various government policies or legis-lation that may be of interest to them. Quite often, my reports gener-ate feedback from individuals very much like Mr. Fiedler, who may have additional questions or simply require clarification about my role as an MP or the geographic area that I represent.

As always, I welcome the oppor-tunity to engage with constituents and others on any federally related matters.

An overview of a day in the life of a commuterThe 11th hour has arrived again.Here I am head bowed, hands

clasped reverently under my chin, thinking!

What to write about.I hate to admit this to the nice

people who actually take time to read my humble attempts at writing every week, but it has not been a good morning. Consequently, my mind is mush.

Unless I consciously steer it in the direction of work, responsibility and tell it to focus on the ‘Power of Now’, like that guy who writes that new age stuff called his book, it keeps wanting to go to a place where I get to go back to bed, curl up in the fetal position and wake up in spring to flowers and sunshine and nice, dry roads.

But, reality says, “you have 47 minutes until deadline. Quit feeling all sorry for yourself and get to work.”

I think of the late, great movie actor, Robin Williams and his famous movie, Good Morning, Vietnam.

I’m not sure why I’m thinking of him, except, getting things in perspective, he certainly came across on the air in that movie as being hilarious and keeping his public’s spirits up, even during the

horrors of the Vietnam war. Surely, with that thought in

mind, I could be a little happier, or at least portray a happy person, who is not all mad and tense and thor-oughly ... yeah, well, actually, I’ve run out of adjectives, but it’s fine.

You all know what I mean.It’s about winter. But seriously, it’s not like it’s a

big surprise. After all, it is the season next in line after fall and I even have snow tires, for crying out loud.

As I write the above, I feel a little guilty about complaining, but, oh well, I will anyway, but only for a few lines.

First of all my garage door wouldn’t open this morning, even though I called it bad names and ran back and forth like a crazy woman trying to catch the chain thing and make it work.

Finally, after about 15 minutes of doing this, which is far better than cardio at the gym, I got the stupid thing to open. Thank goodness no one could see me, because as I mentioned, I was in the garage behind the closed door when I did my run-ning back and forth.

Small blessings!But, of course, once the door was open I saw

the driveway which has, weirdly enough, increased in size immensely since the last snowfall and, in comparison, my snow shovel has shrunk to baby size.

The driveway, of course, was covered with snow, even though my son, who turned up unex-pectedly and blessedly last night, had already shovelled it, complaining all the while about the little baby snow shovel.

And then there was the drive to work.For the most part, I was scared, just really

scared and alternately kept saying thank you to God for keeping me on the straight and narrow which, by the way, was extremely narrow due to the falling snow, and the guy behind me in the big truck who was keeping a respectable distance behind me.

“Thank you, guy in big truck,” I said silently in my head. “Thank you.”

Anyway, I arrived here safe and sound, and now I got that stuff off my mind about the garage door and the driveway and the drive to work, I feel much better.

And, I still have 15 minutes until deadline!Have a good day, everyone. Keep between the

ditches. Stay warm, stay dry! If possible, stay home!

Christmas a time to reflect where we’ve been and where we’re goingDear Editor,

At this time of year, when family and friends come together to cele-brate the festive holiday of Christmas, it is a good time to reflect on who we really are, where we have been, whom we have helped along the way and where we are headed.

We are often reminded that there are those less fortunate than us who are in need of help, and whose wish is to bring joy to the faces of their loved ones, but circumstances

beyond their control keep them from achieving that happiness.

Sylvan Lake continues to prosper because of it most valuable resource: its residents — all of its residents. The Sylvan Lake Chamber is about community support and community spirit and helping those that help us.

There are many residents of Sylvan Lake who spend valuable time volunteering at community events, and who work hard to make our town a memorable place to live.

Here are my Facebook posts as a letter to the Edmonton Oilers. I have had a large number of people encour-age me to keep doing them, so here they are.

After 5-2 loss to Arizona, Dec 1:Dear Edmonton Oilers,Every Monday night we have a

family night. Tonight we read a story about a boy who stopped playing video games and started playing gui-tar. Before too long, the time and energy he put into his guitar started to pay off. He was able to write his own songs and develop talents he didn’t know existed.

I face this same challenge — dis-covering a great hobby and passion for very many years is no longer ful-filling. Tonight is the start of me no longer scheduling my time around Oiler games. I have deleted the app from my phone, and will check in when it works for me. It will be an interesting winter with my extra time. Maybe I will learn the guitar.

After 3-2 loss to the Jets, Dec 3:Dear Edmonton Oilers,

Last night was the first cancelled date night of our separation. I will still be waiting in the wings once you get your act together, but as dis-cussed before, I can’t be the only one who brings passion to this relation-ship.

I had the chance to spend time outside with my kids in the snow. We had headlamps on as we played; it is pretty neat playing a winter game for fun.

Afterwards, we came inside and watched Dragons’ Den and learned tips on making a living from hard work, creativity and stepping out of your comfort zone to get things done. My favourite part of the show is when somebody says they can’t do it alone and need help from someone who has been there before.

What did you do last night?I will post another update after

our next cancelled date. By the way, it is not a big deal if you don’t win for a month, if that month is July.

Seniors enjoyed a pizza lunch followed by an afternoon of bowling and socializing during Club 55’s Christmas Bowling Banquet at Railside Bowling last Tuesday.

It was just one of many enjoyable get-togethers the club holds throughout the year, and other seniors are being invited join in on the fun.

“We welcome everybody,” said club president Cinzia Cappella. “We’re fine if they just want to come out for a little bit, or even if they just want to be a spare where they can only commit to showing up once a month.”

The club currently has 22 members — a decrease from previous years. Though it’s consid-ered a seniors club, adults as young as 45 are wel-come to join, as are seniors with disabilities.

The club’s main goal, according to Cappella, is to create a fun, social atmosphere for adults to enjoy without the distraction of younger genera-tions or small children.

“We’re trying to broaden it as an afternoon out with adults,” she said. “We don’t want the younger crowd with the kids.”

Gatherings are fun and non-competitive in nature, she added.

“If they have a good game, they are ecstatic, and if it’s a bad game, they just brush it off as an after-noon out,” said Cappella. “There’s no competition: if you get a spare or strike, everybody is happy for you. That’s one thing I love about going there.”

Cappella said some seniors arrive in couples, while others venture out to gatherings on their own. Being part of the club also creates opportuni-ties for new friendships, she added.

“I’ve bowled all my life, and I didn’t know where to go when I first moved to Sylvan Lake,” said Cappella. “I wanted to join, even though I’m not a senior, and they welcomed me with open arms. I’ve made friends with these seniors and I feel like they’ve made an impact in my life.”

Brenda Humble has been a member for the past six years, and said she loves using gatherings as a chance to have coffee and visit with her friends in a comfortable atmosphere.

“It’s nice to get out,” she said. “We’re not com-petitive, we like the people here. They are really nice. I would encourage others to join.”

Bowling begins in September and ends in April, with the club meeting every Tuesday from 1 to 3 p.m. at Railside Bowling.

Lighthouse construction slated to begin in spring

Sylvan Lake will soon have its iconic lighthouse back, with fund-raising for the Sylvan Lake Rotary Club’s Lighthouse Project now pick-ing up steam.

With funding fully in place, con-struction on a new lighthouse could begin in spring 2015.

Project committee chair Trevor Sigfusson said the $200,000 to $250,000 estimated cost of the struc-ture is “very preliminary” and sub-ject to change. With the community’s help, however, he feels the project will come to fruition sooner rather than later.

“We’ve had a few bigger donors, and other than that it’s been smaller fundraising that’s really been catch-ing speed,” he said.

He admits there’s still “a long way to go” in fundraising for the project, but said it’s been helped by the sales of commemorative bricks that will form the foundation of the new lighthouse.

Bricks are being sold in various sizes and costs, and may be personal-ized with names or messages.

Overall, the project is progressing at a good pace, Sigfusson feels.

“We just recently received the geological report, and that was kind of the key to moving forward with everything,” he said. “We had a lot of concept design done, but we couldn’t really move ahead on engineering

until we got that geological report telling us exactly what the ground underneath the lighthouse is all about so that we can design and build to that.”

The new lighthouse will be situ-ated in the same spot as the original one — which was built in 1988 and demolished in 2013 — inside the Town’s new Lighthouse Park just north of the marina.

The project is being undertaken by a committee made up primarily of Rotary Club members. But with sev-eral committee members set to jet off to warmer climates for the winter, more are currently being sought.

“That’s going to cut our group in about half, so we’re actively looking for anyone who would be interested in helping out,” said Sigfusson.

The committee is also seeking donations and sponsorships of all sizes for the project. As well as being able to purchase a commemorative brick, there are many other ways community members can contrib-ute, said Sigfusson, adding the proj-ect is held dearly by many.

“If you take a look around at advertising from Sylvan Lake busi-nesses, you’ll see the (original) light-house on almost every piece of advertising, so it’s very identifiable to the town,” he said. “The more we get into it, the more people we find that have some sort of a connection to it.”

Driver charged after drugs discovered during checkstopDecember 6

12:33 hrs a.m. – RCMP conducting a checkstop on 47th Avenue in Sylvan Lake noted a strong smell of marijuana in a vehicle and arrested the 29-year-old female driver and a 31-year-old male passenger. The driver admitted to possession of marijuana and several grams were located in the console of the vehicle. The female, a resident of Medicine Hat, was charged with possession of marijuana under 30 grams. The male passenger was not charged.

1:01 a.m. – A taxi driver contacted police after

an intoxicated male called for a ride on Sylvan Drive in Sylvan Lake. When the taxi arrived, the driver was unable to awaken the male who was passed out on the ground. RCMP members arrived and transported the male to cells. He was released when sober.

3:00 a.m. – RCMP on patrol on 50th Avenue at 42nd Street in Sylvan Lake observed a male walking in freezing temperatures wearing a t-shirt and no shoes. The male exhib-ited obvious signs of intoxication and was arrested after being ques-tioned by police. Prior to being lodged in cells, the male was searched and three bags of cocaine were locat-ed on his person. He was subse-quently charged with possession of

cocaine. 3:08 a.m. – A check-

stop on Highway 11 near Sylvan Lake resulted in a suspen-sion against a female driver. The female was stopped on Highway 11 at Range Road 10. Alcohol was detected on her breath and a roadside screening

device was utilized. The 20-year-old Ponoka resident was issued a 30-day suspension. Her vehicle was towed at the scene and impounded for seven days.

3:53 a.m. – Police responded to a complaint of an intoxicated male passed out in a truck outside a resi-dence on Garden Court in Sylvan Lake. The window of the vehicle was open with the male in the back seat in temperatures well below freezing. The vehicle was not running and no

keys were located. The male was transported to Sylvan Lake detach-ment where he was

checked by EMS and then transported to Red Deer Hospital for observation.

December 111:20 a.m. – A 911 call was received of a vehicle

fire at a location on Highway 766 at Highway 12. A GMC Sierra truck was located by RCMP sitting on an approach to a field, completely engulfed by fire. The registered owner was contacted and was unaware that the vehicle had been previously sto-len. The incident remains under investigation.

10:07 a.m. – RCMP responded to a domestic dispute at a residence on Township Road 382 in Red Deer County. A female contacted police advising that a woman was locked out of a resi-dence in the Eckville area. Police attended and questioned both parties, at which time it was determined that a 30-year-old male had threat-ened his 26-year-old female common law partner. The male was officially charged with uttering threats against a person. A firearm was also seized from the residence.

December 122:36 a.m. – Police observed three youths on the

roof of the Barber Shop on 50th Street in Sylvan Lake. Two of the youths were advised to come down off the roof, which they did without delay. They received a warning. The third youth, how-ever, was subsequently fined for trespassing.

8:53 p.m. – A 33-year-old Red Deer male is fac-ing charges in relation to an impaired driving complaint on Highway 11 near Sylvan Lake. A 911 call was received by police of a possible impaired driver traveling westbound. The driver was wit-nessed to be traveling at varying speeds, weaving over traffic lanes, and braking erratically. RCMP pulled over the vehicle just south of Highway 11. The driver was arrested at the scene and is offi-cially charged with impaired driving and refusal to provide a breath sample.

CONSTRUCTION MANAGEMENT SERVICES FOR SYLVAN LAKE MULTIPLEX REDEVELOPMENT

The Town of Sylvan Lake is seeking Proposals from experienced construction managers to provide construction management services for the proposed Multiplex Redevelopment facility known as the NexSource Centre. This facility consists of a new hockey arena, a fi ve-sheet curling rink (to be converted into an 85 ft x 200 ft hockey rink in the future), a seniors centre, a three lane running track, a child/youth play area, multi-purpose rooms, an expanded lounge and a food concession. The facility will also incorporate and tie-into the existing aquatic centre and the existing Multiplex that was completed in 2006. The project also includes some modifi cations to both existing facilities. Currently, the project is at the end of design development and will soon be in the contract document phase. Value engineering will be a part of the scope of work. The latest drawings for the proposed NexSource Centre are shown at the Town’s website.

An information meeting and associated site visit are scheduled for 10:00am on Thursday, December 18, 2014 at the Town of Sylvan Lake Aquatic Centre meeting room at 4804 48 Street, Sylvan Lake, AB. It is strongly advised that all proponents attend this meeting as attendance by the proponent will be a factor in proposal evaluation. No other dates for information meetings are scheduled at this time.

Being a Bylaw to amend the Water and Sewer Bylaw #1552/2010.

WHEREAS it is deemed necessary and expedient to amend Bylaw No. 1552/2010 in the manner hereinafter appearing:

NOW THEREFORE, the Council of the Town of Sylvan Lake, in the Province of Alberta, duly assembled and under the powers conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, and amendments there to, enacts as follows:

THAT Schedule “B”, being the rates charged for utility services be amended as shown:

COMMERCIAL RATES:A. Each customer shall pay for water services supplied in the amount determined as follows:

Base Rate: $23.96 per month per unitConsumption Rate: $0.82 per cubic meter

Billing amount = Base Rate x number of units + Consumption Rate

B. Each customer shall pay for sewer services supplied in the amount determined as follows:

Base Rate: $23.80 per unitCollection Rate: 80% of water consumption rate at $0.66 per cubic meter

Billing amount = Base Rate x number of units + Collection Rate

C. For the purpose of calculating the sewer service charge payable by a customer, the volume of sewage contributed by the customer to the sewer system shall be deemed to be equal to 80% of the water delivered to the customer’s premises, whether the water was received from the Town or from sources other than the Town.

RESIDENTIAL RATES:A. Each customer shall pay for water service as follows:

Base Rate: $22.91 per month per unitUnit Rate: $0.72 per cubic meter consumed up to 25 cubic meters$1.01 per cubic meter for 25 meters of consumption or over per month

Billing amount = Base Rate + Unit Rate

B. Each customer shall pay for sewage services as follows:

Base Rate: $16.33 per month per unitUnit Rate: 80% of water consumption at $0.59 per cubic meter

Billing amount = Base Rate x number of units + Unit Rate

C. For the purpose of calculating the sewer service charge is based on 80% of the water consumption. For those properties not connected to Town water services the rate shall be deemed to be 20 cubic meters per dwelling.

The above monthly base rates will apply to all residences on properties in Town that have water and/or sewer services available in the land abutting the property.

A Public Hearing regarding the proposed Bylaw will be held on Monday, January 12th, 2015 at 6:00 p.m. in the Council Chambers of the Municipal Government Building at 5012 48th Avenue, Sylvan Lake, Alberta.

All persons in favour or opposed to the Bylaw will have the opportunity to be heard. If you are unable to attend personally, written submissions must be submitted to the Municipal Government Building no later than 4:00 p.m. on the day of the hearing.

THAT Schedule “A” and “B, being the rates charged for solid waste services be amended as shown:

Residential Properties (single and two-family residences):

Residential Waste and Yard/Kitchen Waste Collection Base Rate:

$17.50 per month per residence for a 240 litre waste receptacle$26.25 per month per residence for a 360 litre waste receptacle

The Residential Waste and Yard/Kitchen Waste Collection Base Rate provides for one waste receptacle and unlimited yard waste collection per week per residence.

Tags: The charge for extra waste, which cannot be contained in the receptacle, shall be at a cost of $1.00 per tag.

A charge of the receptacle cost or upgrade, plus 15% which includes delivery, shall be applied to a new qualifying utility account; but does not include the replacement of a receptacle for warranty work or general wear, for which there is no charge.

Residential Green Box Recycling Rate:

$6.10 per month per residence

Commercial Properties:

As subject to this bylaw, commercial properties receiving Green Box recycling service shall pay:

Billing amount = Base Rate times the number of units.

Cardboard Drop-Off Recycle Service Base Rate: $7.00 per business per month.

Waste Disposal Fees

a. Residential waste customers of the Town of Sylvan Lake delivering waste to the Waste Transfer Site will be charged a fee of $0.08 per kilogram ($80.00 per tonne) for the disposal.

b. Any non-residential waste utility customer delivering waste to the Waste Transfer Site will be charged a fee of $0.136 per kilogram ($136.00 per tonne) for the disposal.

c. A minimum charge of $5.00 per load will be applied to all deliveries to the Waste Transfer Site of non-recyclable material.

Red Deer County council gives approval to 2015 budgetSTUART FULLARTON

Red Deer County’s 2015 operating and capital budgets were given council’s approv-al Dec. 9, with capital spending down sig-nificantly from this year.

The 2015 capital budget is set at $20,530,588 — a decrease of more than $6 million from 27,437,553 in 2014. The 2015 operating budget of $46,425,598 is up from $45,441,289 in 2014.

Much of the significant decrease in capi-tal spending is the result of a number of major one-off projects now being complete.

More than $3 million of the operating budget is being set aside for potential out-side funding requests.

Special levies will remain unchanged in 2015: environmental at 0.1590, protective services at 0.5000 and community services at 0.4000.

Heather Gray, the county’s director of corporate services, feels the county is fis-cally healthy due to the lowered capital

spending and strong reserves.Mayor Jim Wood said the county will

still be able to carry out major construction projects that will benefit ratepayers.

Council voted unanimously in favour of approving the budget. Administration said all public input received over a two-week period was taken into account.

Budget highlights include $1.5 million for a landfill reclamation project, $4.1 mil-lion for bridge repairs, $6 million for a road paving program, $1.7 million for an airport expansion request and $1.1 million over

two years for the Sylvan Lake Multiplex Redevelopment Project.

The weekend of Dec. 13 and 14 was very exciting for the Peewee A Lakers hockey team as they spent time together and earned first place at a tournament in Golden, B.C.

Early in the morning on Dec. 13, the Lakers met the host Golden Rockets. Colby Knight recorded a shut out in the 6-0 win, while Chase Bergstrom was named play-er of the game with his solid defen-sive play. There were also solid efforts from forwards Jordan Karcha and Miles Lagoutte.

In the second game of the day, the Lakers tested their skill against the Cranbrook Kings and recorded the second win of the day with a score of 8-5. Aiden Sigfusson was able to connect with Jordan Coady for the first two goals and then fol-low with a total of four assists in the win, earning him the player of the game. Reese Brigley added a

goal late in the game and Kaje Hubley put in a solid defensive effort.

On Dec. 14, the Lakers met the Golden Rockets again — this time Brennan Murphy recorded the 10-2 win. Aden Michael scored early in the game to help get things rolling. Renn (Clements) Bryck and Justin Gyori showed great teamwork all weekend, earning Renn the player of the game.

The gold medal game was played against the Cranbrook Kings. The Lakers put up a hard-fought final with a 6-2 win. Ashton Fonda put in a solid game, playing both defence and forward. Forward Tyler Tallon and defenceman Kyeran Nystrom had solid perfor-mances all weekend. Defenceman Blaine Bertram was awarded player of the game in the championship game.

Every player worked hard over the weekend and was proud to bring the trophy home.

Christmas this year will be made a little bit brighter for some Central Alberta families, thanks to a $7,780 donation made by the Sylvan Lake-based Trilliant Real Estate Group to the Central Alberta Women’s Outreach Society’s Adopt a Family program.

The money was raised through Trilliant’s Dec. 10 Trees 4 Treasures event, in which Christmas trees were given out in exchange for donations to the Adopt a Family program. Trilliant then matched funds raised.

Pat Garritty, Trilliant’s President

and CEO, said the annual event is an indication of the Sylvan Lake commu-nity’s strong giving spirit and generos-ity.

“It is humbling when people open up their hearts and support such a worthy cause at Christmas,” he said in a release. “Every year this event has grown, but I never envisioned it to be this successful.

“We are so proud to be part of a community that always steps up to help.”

Adopt a Family is a Central Alberta Women’s Outreach Society program supported by corporate and individual sponsors from throughout the Central

Alberta region.It aims to provide assistance to

families in need year-round, and also has a particular Christmas focus.

The Town of Sylvan Lake is hoping its recently adopted Investment Attraction Strategy will help attract business to town.

Created by town staff, external stake-holders and a business recruitment team, the strategy will help balance the residen-tial/non-residential tax split.

“Right now, our current assessment for residential is 85 per cent of our bud-get, and 15 per cent is non residential,” said economic development officer Vicki Kurz. “We are working towards becoming a more com-plete community.”

A split of about 70/30 is being aimed for, she added. That, she said, will be achieved through vari-ous projects associated with the strategy’s vari-ous objectives.

“There are different projects under each of those objectives,” she said. “For example, we

Expediting the development approval process is a priority, Kurz added. Currently, it lasts about 40 days

on average.“We have a goal of cutting that back

substantially, if possible, over the course of the next few years,” she said.

Lacombe County will be holding workshops on the EnvironmentalImprovement Grant program. All workshops will be held at Lacombe County Administration building between 7 – 9pm.

Workshops will run on: Wednesday, January 14thThursday, January 29th

These workshops will focus on:How to fi ll in the application,How to complete the reporting requirements; and How to fulfi ll the requirement of exemplifying environmentalbenefi ts through delivery of your program.

The grant program aims to provide fi nancial assistance to community groups and schools to develop or deliver community-basedenvironmental services and programs within the County. It is basedon a competitive selection process involves an application form,regular reporting and the ability to demonstrate environmentalbenefi ts through the proposed project.

Applications must be completed, along with supporting documentation (if required), for funding requests to be considered. Therefore, the County highlights the importance of attending a workshop in January to ensure that applications are complete.

Applications may be submitted to the County between February 1, 2015 and February 28, 2015. Applications will only be taken during this time. There will be limited to no funding available from the County for groups seeking funds for environmental programs in 2015 outside of the grant program so we urge you not to miss this opportunity.

The Peewee Bears football team celebrated another successful season during its awards and recognition banquet at the Alliance Community Church last Thursday.

With the team having won both league and provincial championships, there was plenty to celebrate throughout the evening.

Coach Garnet Rambaut presented the team’s awards and commended his players on their strength and growth shown throughout the season. Award recipients were chosen only after much thought and con-templation, he said.

“Every one of those awards was representative of our coaches and of the players themselves,” he said. “Every one of the award winners is extremely deserving. They are all so important and they all did their jobs extremely well.”

Rambaut said players worked hard through-out the season both physically and mentally, with some having had to adapt to playing two or more positions. With practice, that’s some-thing they were able to accomplish.

“The skill set for each position is very spe-cific,” he said. “We practice them hard, we break things down into the smallest step and then we build them up into the big steps. Then we practice it over and over and over, and that’s how you get good at what you do.”

Rambaut said the biggest lesson his players learned throughout the season is how to play together as a team. That, he feels, played a major role in their success.

“You have 12 players on the football field at a time in order to be successful,” he said. “It

doesn’t take one — every-body has to do their job.”

The Bears shutout their opponents in seven of the nine games the played throughout the season.

Such consistency, Rambaut feels, isn’t down to luck.

“You only get out what you put into it — it has to be a 100 per cent effort either way,” he said.

About half of the Lions’ 26-player roster will move on to the Bantam Lions next year, while some new players will come up from the Atom Tigers.

“I hope to work with these guys, build their skills and character and enjoy the game of football,” said Rambaut. “That’s the most you can ever hope for.”

BOLDUCDavid Allen Bolduc of Innisfail passed away at the Innisfail Hospital on December 9, 2014 at the age of 59 years. David was born in Deloraine, Manitoba on June 15, 1955. He lived there until 1979 and then moved to Alberta. in 1984, he met Sheryle, they married in April and had two girls, Danielle and Trina. He made his career in heavy equipment operation. In 1990, he accepted Jesus as his savior. He enjoyed travel, many trips with various family members as well as numerous

mission trips. He enjoyed working with his Dad and brothers building roads as well as grain farming. His family will miss his dry sense of humour, special trips together, his loyalty and conversations with him about the Lord. We love you. He will be lovingly remembered by his wife Sheryle, daughters, Danielle (Cole) Steenbergen and their children, Landon and Callie of Caroline, AB and Trina (Justin) Duncalfe and their children, Jude and Chael of Carstairs, AB; parents, Donald and Rose Bolduc; siblings, Gary (Susan) Bolduc, Anne (Greg) Brown, Lorne (JoAnne) Bolduc, Donna (Barry) Lamb and numerous nieces and nephews. A memorial service was held at the Innisfail Alliance Church on Saturday, December 13, 2014. Memorial donations may be made to the Innisfail Alliance Church. GIESEEthel (nee Pollock)Ethel was born on May 14, 1932 in Saskatchewan and passed away peacefully, painlessly, and with dignity on December 8th, 2014. She is survived by her fi ancé Noel Bower and her fi ve children Beverlee (Terry), Brenda (Bruce), Joanne (Bruce), Jill (John), Bill (Gwen), thirteen grandchildren and four great grandchildren. Ethel is predeceased by her husband Raymond and great granddaughter Caroline Mae Adair. She will

be sadly missed and remembered for her sense of adventure and natural gift of gardening; Ethel always had a twinkle in her eye and her friends fondly said “Ethel never met a stranger”. There will be a celebration of Ethel’s life on Saturday, July 4th, 2015 in Calgary. Four swimmers represented Sylvan Lake at a mini meet designed for swimmers learning how to compete on Dec. 10. Isabelle Fraser, Rauri Slimmon, Samantha Lorenze, and Kaitlyn Dicaire all had a great showing at the meet, which was held in Olds.

Last month, members of the Sylvan Lake Swim Club attended a meet in Calgary at the Calgary Winter Club. All swimmers did well in their events.

Megan Abram improved by more than 10 sec-onds in the 100m freestyle and the 200 Individual Medley. Abbigail Bahler had her biggest improve-ments in the 50m backstroke and the 50m free-style. Isaac Bahler swam well in all events, com-ing close to his MQT in the 200m freestyle. Reelan Baker swam four events and had a great showing. Ann Duffy had her best improvement in the 50m butterfly and the 50m freestyle. Sophie Ewanchuck improved by more than 13 seconds in the 50m freestyle. Justice Fancie swam well in all events and had personal best times in four out of six events. Capri Fraser had her big-gest success in the 200m freestyle, showing an improvement of more than 13 seconds. Jayden Hiebert swam four events and showed great improvement in skills. Travis Lorenze swam with great enthusiasm throughout. Elizabeth Moore came first in all her events, having the greatest improvement in her 100m freestyle and winning the 100m Individual Medley eliminator at the end of the meet. Nicholas Moore performed well and had his greatest improvements in the 100m and 50m freestyle. Paige Sapergia competed for the first time and showed great promise in com-
