    What is the impact of such an organizational structure on national,strategic priorities such as global terrorism?

    What is the impact of such an organizational structure on theprovision of intelligence to a major new customer, the Departmentof Homeland Security?

    Has the Congress met its responsibility in establishing priorities, providingresources andproviding oversight of the Intelligence Community? Whatchanges in its role do you recommend?

    If possible, the Commission requests your written testimony on these issuesand any other you deem pertinent to a full understanding of the role of theDirector of Central Intelligence and his ability to prosecute the war onterrorism. A re we properlyorganized to confront transnational threats? What is your assessment of the role and structure of the National SecurityCouncil and Homeland Security Council processes in (1) coordinatingnational counterterrorism efforts, and (2) overseeing and coordinating thework of the intelligence community?
