Raporti i Vlerësimit të Nevojave për Trajnim është pjesë e projektit “Asistencë Teknike për Sistemet e Menaxhimit të Integruar të M betjeve të Ngurta për qytetet/rajonet e zgjedhura të Shqipërisë”, me numër identifikimi EuropeAid/138181/DH/SER/AL. Projekti do të zgjasë 30 muaj, duke filluar nga fundi i marsit 2017.

Objektivi i përgjithshëm i projektit është mbështetja e zhvillimit të qëndrueshëm të vendit përmes menaxhimit dhe kërkesave të përmirësuara mjedisor dhe klimaterike, duke u mundësuar institucioneve qeveritare të zhvillojnë, zbatojnë dhe forcojnë ndryshimet ligjore mjedisore dhe klimaterike në drejtim të standardeve Evropiane.

Raporti i VNT u përgatit në përputhje më Termat e Referencës së Projektit. Objektivi i përgjithshëm i këtij aktiviteti është identifikimi i hapësirave ku do të jenë të nevojshme të përgatiten tema dhe module shtesë trajnimi, për të mbështetur zhvillimin e kapaciteteve të aktorëve të interesit të përfshirë në Sektorin e Menaxhimit të Mbetjeve.

Përveç zgjidhjeve teknike, bashkimi i aktorëve të interesit dhe vendimmarrësve së bashku, për tu njohur më mirë me kërkesat e ardhshme, në aspektin institucional, zgjidhjet teknike, nevojat financiare dhe zbatimi i Acqius të BE-së, është elementi kryesor i suksesit të këtij projekti. Raporti i VNT përfshin përpunimin dhe interpretimin e të dhënave të mbledhura pas analizës së nevojave për trajnim, si dhe rekomandimet për të ngritur kapacitetet në sektorë ku janë hasur mangësi ose ku janë identifikuar barriera për zbatimin me sukses të planit kombëtar të mbetjeve. Raporti i VNT ka përfshirë hapat e mëposhtëm:

• Intervista të thelluara me aktorë të interesit dhe vendimmarrës (përfaqësues nga Ministria e Mjedisit, Ministria e Transportit dhe Infrastrukturës, Bashkia Shkodër, Bashkia e Tiranës, Bashkia Kukës, Shoqata e Bashkive të Shqipërisë, Shoqata e Autonomisë Vendore, REC Shqipëri si dhe Qendra Eden) mbi nevojat për trajnim të bashkive lidhur me menaxhimin e mbetjeve të ngurta.

Gjithashtu, raporti i VNT përfshinë përpunimin dhe interpretimin e të dhënave të mbledhura nga intervistat e thelluara me aktorët e interesit dhe vendimmarrësit mbi nevojat për trajnim të bashkive lidhur me menaxhimin e mbetjeve të ngurta.

Si rezultat i këtij aktiviteti, janë identifikuar temat e trajnimit dhe mbi këtë ba zë do të zhvillohen dhe zbatohen programme trajnimi .

Hapi i ardhshëm do të jetë zhvillimi i programeve të trajnimit, duke kombinuar seminaret me trajnimet. Duke marrë në konsideratë gjendjen ekzistuese të menaxhimit të mbetjeve të ngurta dhe vështirësitë e këtij sektori, seminaret dhe trajnimet do të fokusohen në temat e mëposhtme të trajnimit:

0.2 Executive Summary

The Training Needs Assessment Report is part of the “Technical Assistance for Integrated Solid Waste Management Systems for selec ted cities/region of Albania” project with identification number EuropeAid/138181/DH/SER/AL. The project will last for a period of 30 months, starting from the end of March 2017.

The overall objective of the project is to support the sustainable development of the country via improved environmental and climate change requirements and management by enabling Government Institutions to develop, implement and enforce environmental and climate change legislation to EU standards.

The TNA Report was prepared according to the Terms of Reference of the Project. The overall objective of this activity is to identify gaps where topics and additional training modules need to be prepared to support capacity development of the stakeholders involved in Waste Management field.

Besides the technical solution, bringing relevant stakeholders and decision makers together to increase the common understanding for future requirements, in institutional aspects, technical solutions, financial needs and implementation of the EU Acquis is the key to success of this project. The TNA Report includes the processing and interpretation of the data collected after the training needs analysis, as well as recommendations in order to build the capacities in areas where deficiencies are found or where barriers to the successful implementation of the national waste plan have been identified. This TNA included the following stages:

• In-depth interview with relevant stakeholders and decision makers (representative of Ministry of Environment, Ministry of Transport and Infrastructure, Ministry of Local Affairs, Municipality of Shkodra, Municipality of Tirana, Municipality of Kukës, Albanian Association of Municipalities, Local Autonomy Association, REC Albania, Eden Center) on training needs of municipalities on solid waste management.

• Discussion of the aspects related to the training needs and problems identified in the preparation and planning of the waste management system.

The TNA Report includes the processing and interpretation of the data collected from in-depth interviews with relevant stakeholders and decision makers on training needs of municipalities on solid waste management. As a result of this action, the training

topics have been identified and the training programme will be developed and implemented under this project.

Further step is the development of a training programme, combining workshops and job training. Having in view the status of solid waste management and the constraints in this sector, these workshops and job trainings will focus on the following training topics:

1. Data collection, codification and reporting 2. Harmonisation of waste data collection and processing 3. Importance of waste analysis 4. Monitoring and evaluation of service delivery 5. Inter-municipal cooperation opportunities and organisational structures 6. Project development and management 7. EU funding opportunities for LG in SWM 8. Albanian legal framework on SWM 9. Technical standards for waste management related installations and facilities 10. Local financial management of SWM 11. Enforcement of citizens’ responsibilities towards SWM 12. Environmental education and promotion campaign

The programme is envisaged being implemented until December 2017. Further programmes, modules and OCDs will be developed during the “field work” in the municipalities and identification of further gaps and needs. The entire programming focuses on the harmonisation of “know-how” understanding and commitment within a WM region to avoid development of different velocities.

1 Introduction

The Training Needs Assessment Report is part of the “TA for Integrated Solid Waste Management System for two Selected Municipalities of Albania” project with identification number EuropeAid/138181/DH/SER/AL.

The overall objective of this activity is to identify gaps where topics and additional training modules need to be prepared to support capacity development of the stakeholders involved in Waste Management field.

The TNA Report includes the processing and interpretation of the data collected from in-depth interviews with relevant stakeholders and decision makers on training needs of municipalities on solid waste management. As a result of this action, the training topics have been identified.

2 Overview of the solid waste management sector in Al bania

2.1 Legal basis

The solid waste management service in Albania is regulated by Law 10463/2011 “On integrated waste management”, and also Law 10431/2011 “On environmental protection”, which together constitute the legal framework of quality standards of service delivery, along with the responsibilities of the local and central government. The hierarchy of waste and their typology are the main objects upon which standards are established.

The National Strategy on Waste Management is the main instrument of the central authorities for ensuring the achievement of these legal standards in the sector at the national, regional and local level, within determined quantity and time-frame indicators; it provides directives for the development of local and regional waste management plans, key-performance indicators for service delivery and timely fulfilment of principles and national objectives.

2.2 State of the sector

Collection, transport and treatment of solid municipal waste is an own function of the local government according to Law 139/2015 “On local self-governance”. Across municipalities in the country the solid waste management service is either sub-contracted to a private operator, or delivered from the municipality with own capital and human resources.

At present, as the time for revision of the National Strategy on the sector is due, the central and local authorities, upon their respective responsibilities, have not reached to fully comply with quality and quantity standards defined by law. Shortcomings of the sector derive as much from the lack of appropriate financial funds for investments in the necessary infrastructure and equipment as from weak human resource capacities. These shortcomings, which are rather similar across municipalities, are set out as follows:

Data on the level of solid waste generation and composition are in general not collected from the field, with national estimations being used as a basis for planning and delivery of the service, including sub-contracting the service; the context from the rural and urban areas within the territory of every municipality is, therefore, missing.

Territories of the municipalities are not fully covered with waste containers; this is mostly present in rural areas, but it is also the case of newly urbanized areas of several municipalities.

Vehicles used for collection and transport of solid waste are usually outdated and in poor conditions; their level of technology is also outdated, limiting the efficiency and effectiveness of the workers during collection and transport of solid waste.

Waste separation at source is still only weakly implemented across municipalities; among the local administration and the citizens there is still a low level of awareness on the importance of recycling for environmental protection.

Monitoring of the delivery of the service from local authorities is in general weak; field inspections in particular, concerning sanitary standards of containers and waste collection points; the lack of a database is a basic disadvantage for carrying out a regular monitoring process which is able to inform due measures; limited number of municipal staff of the relevant directory is another disadvantage, which is typically the case of municipalities that sub-contract the service delivery.

The level of awareness, knowledge and application of the complete hierarchy of waste management is poor; apart from recycling and final disposal, waste prevention, waste re-use and waste recovery are in general not endorsed from local authorities, the processes behind and their opportunities are little explored, from citizens and businesses likewise.

The level of knowledge on waste disposal and its technical and technological alternatives along with the correlation with the environment or other sectors is low among local authorities; this is related also to the generally poor measures taken to tackle unauthorized waste disposal sites across municipalities.

At the financial dimension, the capability of municipalities to collect from citizens and businesses the local tariff on the service is mostly undermined by the poor quality of its delivery and its limited coverage; local authorities of waste management do not have the necessary database for the regulation of the complete cycle of tariff collection, while this database may be available from other institutions but a harmonization of software and typology is missing.

With the implementation of the Territorial and Administrative Reform in the country, the planning and delivery of the solid waste management service from municipalities has become more demanding in terms of extent and typology of the territory to be covered.

At the same time, the opportunity has opened up to improve the performance of planning and delivering with a better exploitation of human resource capacities, within own financial resources. With now larger local governmental units, this opportunity arises from the possibility of economies of scale in terms of service delivery cost, and from the management of larger potential financial resources.

3 Training Need Assessment

3.1 Training need assessment objectives

The primary focus of this training need assessment/analysis is to determine the gap in the capabilities of relevant stakeholders and decision makers in solid waste management at the national and local level in order to improve solid waste management systems in terms of EU Acquis.

A training need exists when there is a gap between what is required of a person to perform competently and what this person actually knows. A “training needs assessment” or “training needs analysis” is the method of determining if a training need exists, and if it does, what training is required to fill the gap. The expectation of knowledge, skills and abilities of officials at different levels is different, so the training needs are also different. Training needs assessment has therefore to be different for target groups in order to know exactly what training is required for each group.

The overall objective of this activity is to identify gaps where topics and additional training modules need to be prepared to support capacity development of the stakeholders involved in Waste Management field.

As a result of this action, the training topics will be identified and the training programme will be developed and implemented.

3.2 Training need assessment methodology

Having in view the status of solid waste management and the constraints in this sector, the following steps have been taken for conducting the training needs assessment:

1. Collection of data related to training needs through:

a. In-depth interview with relevant stakeholders and decision makers on training needs of municipalities on solid waste management.

2. Information processing;

3. Preparation of synthetically reports.

All these steps have been taken and this report is the result of the steps followed. The collection of data concerning the training needs and the aspects related to the solid waste management was made using a semi-structured questionnaire.

3.2.1 TNA Questionnaire (see Annex 1)

The objective of this questionnaire was to identify the gaps where topics and additional training modules need to be prepared in order to support the capacity development of the stakeholders involved in Waste Management field. The questionnaire has the following structure:

• Priority training needs

The data resulted from the questionnaires analyse of the training needs have been processed using the Microsoft Excel software, and the analysis results are presented in section 4.

4 Results of the in-depth interviews on training need s

In order to assess the Needs of Municipalities for Training on the Solid Waste Management Service, in-depth interviews were conducted with representatives of central and local government, as follows:

During the In-depth interviews, central and local government representatives were asked to list 5 priority topics on the SWM training needs, in a scale 1 to 5 (where 1 is the highest priority and 5 is the lowest).

As it is noted in the following graph, the list of the topics has derivate from the ranking of the topics suggested from the ten interviewed experts.

A significant part of the interviewed, 90%, listed the topic of Albanian legal framework on solid waste management and the compliancy with the EU legal framework as the first priority. The topic on data collection and set up of a solid waste management

service data base and reporting obligation was ranked as the second priority from 80% of the interviewed.

About 70% of the interviewed ranked the topic of planning of solid waste management and service delivery (Usage of planning tools – STAN and SWiS; Monitoring and evaluation of service delivery – identification and verification of key performance indicators) as the third priority of the municipality training needs. Ranked as the fourth priority, another important topic suggested by 80% of the experts was monitoring and evaluation of service delivery – identification and verification of key performance indicators. While the topic of calculation of cost and tariff on service delivery and local finance management in accordance with the SWISS methodology was ranked as the fifth priority by 60% of the interviewed experts.

Despite the five priorities, asked to be listed, the interviewed experts have also suggested other relevant topics on the SWM training needs. In the same way, showed in the graph below, the ranking of these topics were made based on the experts’ priority list. Thus, the topic of Inter LGU cooperation and regional organization (commercialisation of public service) was ranked as the sixth priority by 30% of the interviewed experts.

For 20% of the experts, environmental education and promotion campaigns was considered as the seventh priority. The topic of relationship of local authorities with citizens on the payment of the tariff for service delivery, on citizens’ responsibility towards the environment, and sanctions is ranked as the eighth priority from 30% of the experts. About 20% of the experts ranked the topic of technical requirements on construction, operation, closure, monitoring (EU legal standards for closure of waste deposit sites; Best practices for improved awareness raising on separation at source, recycling and reduction of waste treated in landfills) as the ninth priority.

The last topic suggested by 10% of the experts was EU funding opportunities for the local government in the waste management sector and programme planning “from the idea to the realisation”, listed as the tenth priority.

5 Conclusion of the Training Need assessment

The interpretation of the answers given by the representatives of central and local government after the in-depth interview for the identification of the training needs, are presented below:

5.2 Needs of central authorities for training of human resource capacities in solid waste management:

Harmonisation of database – reporting structure – processing of data – tools for waste data illustration;

• Monitoring and evaluation of the implementation of the national strategy and national, regional and local plans on solid waste management: definition of indicators, set up and maintenance of a database; collection, elaboration and evaluation of data on solid waste;

• Feasibility analysing on various sources of waste, such as: electric and electronic waste, waste from vehicles at the completion of their life, waste from batteries and accumulators, oil waste and tyre waste;

• Management and infrastructure of waste disposal: management of landfills and incinerators, treatment of waste, gas and waters in landfills; best business practices for construction and operation of landfills, including PPP

• EU distribution of responsibilities between the local and central level on waste management

• Organization of citizens awareness raising and education campaigns on integrated waste management and environment’s protection as part of governmental policies and public education and information programs;

• EU funding opportunities for the local government in the waste management sector.

Based on the training needs as defined above, trainings will be organised according to Outlined Courses Description (OCD) modules as attached in the annex 2, as well as will be conducted over a three months period, according to the plan as attached in the annex 4, specifying the professionals and training experts responsible and the detailed schedule.

Need

The overall objective of the project “Technical Assistance for Integrated Solid

Waste Management System for two Selected Municipalities/Regions of

Albania” is to support the sustainable development of the country via

improved environmental and climate change management by enabling

governmental institutions to develop, implement and enforce environmental

and climate change legislation, in compliance with EU standards.

In that order a Training Needs Assessment (TNA) has been conducted,

identifying specific human resources training needs of the pilot areas on

integrated solid waste management.

In accordance with TNA, the local public administration across municipalities

of the country has difficulties in financing the service delivery with own

financial resources, the level of tariffs being most often under the cost level of

service delivery and the quality of service delivery poor in comparison to the

legal standards; consequently, local financial management of SWM service

delivery is identified as a training topic.

Objective

The specific objective of the training module is to enable the local public

administration of the selected municipalities to calculate the unit cost and

determine the tariff of service delivery for families, businesses and

institutions, such as to ensure the full annual recovery of the total cost.

presentations of good practices, exercises in-group or individually, facilitated

and guided discussions and feedback evaluation;

The training will be performed through interactivity partly theoretically and

on the job during cost structure development;
