Geoffrey D. Wilson, LCSW, CADCAddictions: Alcoholism, Drugs/Heroin Epidemic

Geoffrey D . Wilson, LCSW, CADC, earned a Bachelor of Arts in Psychology from the University of Kentucky, Lexington, Ky ., and a Master of Social Work from the University of Kentucky . He currently serves as Director of Business Development for The Ridge Behavioral Health System, Lexington, Ky . Geoffrey’s previous experience includes Outpatient Therapist, Director of Addiction Services, Program Director, Clinical Supervisor, Primary Therapist, Family Program Coordinator, and Social Worker .

Geoffrey is the current Past-President of the Kentucky Adolescent Substance Abuse Consortium . He was appointed by Gov . Beshear to the Kentucky Certified Alcohol and Drug Counselors Board of Directors, and is the current Board Chair . He has numerous years of experience in Social Work, and Alcohol and Drug Counseling . Geoffrey was the recipient of the Robert Straus Award, and has conducted over 300 trainings on drug/alcohol topics at the state and national level for Adult/Juvenile Justice, community services, treatment centers, and hospitals .

Heather Bradley Norris, MSN, RNControlled Substances, Alcohol…Assessment and Intervention

Heather Bradley Norris, MSN, RN, is a Clinical Nurse Specialist at Baptist Health Lexington, in Lexington, Ky . She earned her Associate in Applied Science in Nursing from Eastern Kentucky University, her Bachelor of Science in Nursing from Eastern Kentucky University, and her Masters of Science in Nursing from the University of Kentucky .

Heather has numerous years of experience including Staff Development at the University of Kentucky, and Patient Care Manager at Markey Cancer Center . Heather has served as a nursing instructor and Program Coordinator at Bluegrass Community and Technical College . She also has experience in long-term and skilled care, as well as acute and critical care nursing . Her professional teaching experience includes serving as clinical faculty and also as a part-time nursing instructor .

Heather has contributed to publications including End of Life issues, and Leadership and Management in nursing . Her research experience includes Rapid Response, and Preceptor Evaluation . She has presented on a national level on the topic of Preceptor Programs and Evaluation .

Herbert E. Pettit, PharmD, BCPSControlled Substances, Alcohol…Assessment and Intervention

Herbert E . Pettit, PharmD, BCPS, is the Pharmacy Clinical Coordinator at Central Baptist Hospital in Lexington, Ky . He previously served as the Director of PGYI Pharmacy Residency Program at Central Baptist Hospital, and assisted with obtaining ASHP accreditation .

Dr . Pettit has been a preceptor for residents in medicine, cardiology, and anesthesia, as well as a Clinical Assistant Professor, at the University of Kentucky, College of Pharmacy, Lexington, Ky . In addition, Dr . Pettit has published in numerous peer-reviewed journals, contributed to several professional papers, and presented nationally . His professional and academic appointments include serving with the Kentucky Society of Health Systems Pharmacist program, Co-chair of the Lexington Pharmacy Terrorism Preparedness Committee, participant in the University of Kentucky, College of Pharmacy candidate selection committee, and numerous other committees and academic appointments .

Dr . Pettit has been awarded the University of Kentucky, College of Pharmacy recognition for Years of Preceptorship, Outstanding Volunteer – part-time faculty, Pharmacist of the Year at an Inpatient pharmacy, Upjohn Achievement Award, McKesson Leadership Award, and the APhA Award for Outstanding Service .

Andrea Flinchum, MPH, BSN, CICSuperbugs in Our Midst: The New Reality in Healthcare

Andrea Flinchum, MPH, BSN, CIC earned an Associate Degree in Nursing from Lexington Community College, a Bachelor of Science in Nursing from Indiana Wesleyan University, and a Masters of Public Health from the University of Kentucky . Andrea is the current Healthcare-Associated Infection (HAI) Prevention Program Manager for the Kentucky Department for Public Health in Frankfort, Ky . The mission of this program is to provide resources and support for reduction of HAI’s in Kentucky through education, outbreak identification and reporting, identify emerging pathogens, surveillance, implement evidence-based practices for infection prevention and control . The goals and activities are aligned with the U .S . Health and Human Services National Action Plan to Prevent HAI’s: Road Map to Elimination . Andrea is responsible for planning and executing activities that are aligned with the goals and collaborate with partners across the state and within the health department in addition to identifying opportunities for improvement through surveillance data .

Andrea serves as a subject matter expert (SME) for infection prevention across the state of Kentucky . Previous to this position, she worked as an Infection Preventionist in a large academic medical center . She has achieved national board certification through the Certification Board of Infection Control and Epidemiology (CBIC) and serves as an item writer for the examination . Andrea has published and presented nationally, and is also a national speaker for the Association of Professionals in Infection Control and Epidemiology (APIC) meetings .

Andrea has presented at the Centers for Disease Control and Epidemiology (CDC) and was nominated to the Healthcare Infection Control Practices Advisory Committee (HICPAC), a federal advisory committee assembled to provide advice and guidance to the CDC and the Secretary of the Department of Health and Human Services .

Laura Hieronymus, DNP, MA, ED, RN, MLDE, BC-ADM, CDE, FAADE

The “Obesity” Epidemic and Related Chronic Diseases

Dr . Laura Hieronymus is a nurse leader at the University of Kentucky in Lexington, Kentucky . She is a master licensed diabetes educator, board-certified advanced diabetes manager and certified diabetes educator in Lexington, Kentucky, with more than 25 years’ experience in diabetes care and education and practices in the area of diabetes, metabolism, and diabetes-related disorders . Dr . Hieronymus is an active member of the American Diabetes Association and the American Association of Diabetes Educators and has served both organizations as faculty, as well as a number of volunteer leadership roles . She serves in several Board of Director capacities, and is a current member of the Drug Management Review Advisory Board for the state of Kentucky . Dr . Hieronymus has received numerous awards including the American Association of Diabetes Educator’s “Diabetes Educator of the Year” in 2006 . During her career, Dr . Hieronymus has presented a variety of professional/consumer programs/webinars as a national, regional and local speaker and has authored many articles and publications . She has also written or contributed to seven books and is on the Editorial Board for Diabetes Spectrum peer-reviewed journal and Diabetes Self-Management consumer magazine .

PROPOSED BYLAWSCHANGE 2

The KNA Board of Directors submits this proposed bylaws change concerning Article XIII of the KNA Bylaws . The purpose of this change is to transition the KNA ballot and voting procedures

to an electronic system .

If approved, this change will allow the KNA to send a ballot via email to members in good standing and allowing the members to click on a link, have access to the ballot and to candidate

bio information, and then to cast votes securely and by secret ballot via the electronic ballot .

Electronic voting is utilized by the ANA and by the majority of state nursing associations . The change in bylaws would still allow for paper ballots to be mailed to members who would not have

access to email .

ARTICLE XIII

NOMINATIONS AND ELECTIONS

SECTION 1. Nominationsa . The Nominating Committee shall consider the names submitted by individuals, and

structural units in preparing the ballot .b . Members shall not be nominated for more than one elected position, unless the second

position is that of a delegate to the ANA Membership Assembly . c . The ballot shall clearly identify that candidates for President-elect are also candidates to serve

as delegate to the ANA Membership Assembly during the term of office as President .d . The Nominating committee shall:

1) Ascertain each nominee’s current membership status .2) Obtain a written statement of qualifications from each nominee before placing the

individual’s name on the ballot .3) Obtain a written consent to serve form from each nominee before placing the individual’s

name on the ballot .4) Publish the slate of candidates and their biographical information in the July/August/

September issue of the Kentucky Nurse.

SECTION 2. Electionsa . All elections shall be by secret ballot, through electronic voting or by mail for members who

do not have access to cast a vote electronically, prior to each annual meeting, in accordance with the bylaws and policies of KNA .

b . Each member in good standing as of August 1 shall be entitled to vote in election .c . A second ballot shall neither be given to nor sent to a member for any reason .d . Members may vote for persons other than those whose names appear on the ballot by writing

in the names of qualified members who have consented to serve if elected .e . The electronic ballot will be made available to the membership on August 1st and any

ballots that must be sent by mail will be mailed on August 1st. The marked ballot, sent by mail, shall be returned to KNA headquarters and shall be postmarked at least twenty-one days before the first day of the annual meeting and electronic voting will be closed 21 days before the first day of the annual meeting.

f . The President shall appoint tellers to supervise the counting of the ballots and shall designate one of them as chairperson .

g . A plurality of votes cast by those eligible to vote shall constitute an election . In case of a tie, the election shall be determined by lot .

h . Prior to the annual meeting, all candidates shall be notified of the results of the election .i . At the annual meeting the chairperson of the tellers shall report only the names of those

elected . Detailed results shall be available upon request .j . Any challenge to the election shall be filed with the Secretary of KNA not more than thirty

days after adjournment of the KNA annual meeting .k . All ballots, credentials of the voting body, and other records of the election shall be preserved

for one year after the election .

KNA SUMMIT RULES1 . Admission to ALL meetings of the Summit shall be granted ONLY to individuals who have

registered for the Summit .

2 . All business meetings shall be closed to non-members (except nursing students (pre-licensure), parliamentarian, and legal counsel) . Other exceptions may be made by the Executive Committee .

3 . All non-voting persons in attendance shall sit in a designated area

4 . To obtain the floor in business meetings: rise, move to a microphone, address the chair, give your name and chapter (if applicable, otherwise provide city/town of residence) .

5 . Each member shall be limited to three (3) minutes in debate or discussion at a given time; the time may be extended by unanimous consent of the voting body .

6 . No member may speak twice until all who wish to speak had had the opportunity to do so .

7 . All motions and amendments must be written and given to the Secretary prior to voting . The maker of any motion that has financial implications for KNA must supply the membership with an estimated cost of implementation, and include fiscal impact .

8 . Taping of programs by individuals is not permitted .

9 . Emergency resolutions shall be provided to the Resolutions Committee no later than 7am EST on the morning of October 2, 2015 . All Resolutions must be written and contain fiscal impact and suggested implementation strategies . The submitting individual or group shall be identified .

Parliamentary InformationRobert’s Rules of Order, Newly Revised is the parliamentary authority that shall govern the Summit Business Meeting . The President, as the presiding officer, rules on all matters relative to parliamentary law and procedures . The Parliamentarian serves only in an advisory capacity to the presiding officer and members .

Members’ participation in the business session is governed by the Standing Rules .

The motions that follow are defined in terms of action a member may desire to propose . Rules governing these motions are listed in the table .

A main motion introduces a subject for consideration as is stated: “I move that…”

An amendment (primary) is a motion to modify the working of a motion . The motion to amend may be made in one of the following forms, determined by the action desired: “I move to amend by… . . . striking (word(s), phrase, paragraph) . . . . inserting (word(s), phrase, paragraph) . . . . striking and inserting (word(s), phrase, paragraph) . . . . adding (word(s), phrase, paragraph at the end of a motion) . . . . substituting (paragraph or entire text of a resolution or main motion and inserting another that is germane) .”

An amendment to an amendment is a motion to modify the wording of the proposed amendment and is made as follows: “I move to amend the amendment by . . .“ The same forms for making an amendment are applicable for making a secondary amendment .

The motion to commit or refer is generally used to send a pending motion (also called “the question”) to a small group of select persons – a committee, board, or cabinet, for example so that the question may be studied and put in better condition for the assembly to consider . The motion is stated: ”I move to commit the question to . . . for further study .

The motion to close debate (previous question), if seconded and approved by a two-thirds vote, stops discussion and amendment on the pending question and is stated: “I move the previous question .”

A division of the assembly may be called to any one member if the president’s decision on a voice vote is in question . The member proceeds to the microphone and states: “I call for a division of the house . . . The President then takes a standing or roll call vote .

A division of the question may be called when a pending motion relates to a single subject that contains several parts, each capable of standing as a complete proposition . The parts can be separated and each considered and voted on as a proposition . The parts can be separated and each considered and voted on as a distinct question . The motion to reconsider enables a majority of the assembly to bring back for further consideration a motion that has already been voted . The purpose of reconsidering a vote is to permit correction of hasty, ill-advised or erroneous action, to take into account added information or a situation that has changed since the vote was taken .

Parliamentary inquiry is a question directed to the presiding officer to obtain information on parliamentary law or the rules of the organization as relevant to the business at hand . A member addresses the President and states: “I rise to a point of parliamentary inquiry .”

Point of information is a request directed to the President or through the President to another officer or member, for information relevant to the business at hand . The request is not related to parliamentary procedure . The member addresses the chair and states: “I rise to a point of information .”

The motion to appeal the decision of the President is made at the time the President makes a ruling . If it is made by a member, and seconded by another member, the question is taken from the President and vested in the membership for a final decision . The motion is stated: “I move to appeal the decision of the President .”

Before a member can make a motion or address the assembly on any question, it is necessary that he or she obtain the floor through recognition by the presiding officer . REPORTS AND SUMMARY

The Kentucky Nurses Association was represented this year at the ANA Membership Assembly in Washington, D .C ., by KNA’s President Teresa Huber, DNP, MSN, RN, Treasurer Joe Middleton, MSN, APRN, CEN, CC/NRP, and Executive Director, Maureen Keenan .

ANA President Pam Cipriano, PhD, RN, NEA-BC, FAAN welcomed members and gave the President’s address . The ANA’s President’s Award was presented to Rep . Lois Capps (D-CA), RN, founder and co-chair of the Congressional Nursing Caucus . Capps, who recently announced her retirement from Congress, is being honored for being a champion for nurses during her career as a lawmaker . The Year of Ethics Award was presented to a U .S . Navy nurse, who refused to force feed prison detainees at Guantanamo Bay Detention Camp in Cuba . The presentation Ethics for Nurses in Everyday Practice was given by Leah Curtain, ScD(h), MS, MA, FAAN .

Dialogue forums followed and consisted of “Fostering an Ethical Environment and Culture,” “Infection Prevention and Control Issues in the United States,” and “Public Reporting: Advancing Patient Safety and Quality of Care .” Revised dialogue forum recommendations were presented by Mary Tanner, PhD, RN, Chair, ANA Reference Committee, and were as follows:

Fostering an Ethical Environment and Culture:

1 . Promote knowledge and application of the Code in a systematic and comprehensive way within nursing education programs and professional development .

2 . Advance its role as the premier organization fostering ethics within the nursing profession by infusing ethical content into ANA’s core programmatic work .

3 . Identify and promote best practices for ethical issue management to improve the ethical environment/culture .

Infection Prevention and Control Issues in the United States

1 . Engage with internal and external stakeholders to provide ongoing and “just-in-time” education about infection control and prevention and disaster response .

2 . Support Constituent/State Nurses Association efforts to communicate, both internally and externally, during crisis situations .

3 . Identify and disseminate innovative strategies to engage nurses in broad infection protection and disaster preparedness activities .

Public Reporting: Advancing Patient Safety and Quality Care

1 . Advance quality measures and data policy to:• Includemeasuresthatcapturenursingcareinnationalpublicreportingefforts.• Analyzestructurednursingdataindatasetsforuseacrosscaresettingstoimprove

quality outcomes .• Educateconsumersandnursesregardingthevalueanduseofqualitydataforinformed

decision-making .

All revised recommendations were adopted .

A candidates’ forum was held to introduce candidates for offices, with nominations taken from the floor . After greetings from the President of the National Student Nurses Association (NSNA) Ryan Bannan, and officer reports, a Nightingale Tribute was held to honor the memory of deceased nurses .

Remarks were provided by President Cipriano, and following the Tellers’ report, newly elected officials were introduced . Elected as officers were Vice President Ernest J . Grant, PhD, MSN, RN, FAAN, North Carolina Nurses Association, Treasurer Gingy Harshey-Meade, MSN, RN, CAE, NEA-BC, Indiana State Nurses Association, and Director-at-Large, recent graduate, Jesse M . L . Kennedy, RN, Oregon Nurses Association .

Elected to serve on the Nominations and Elections Committee were Jennifer Louise Embree, DNP, RN, NE-BC, CCNS, Indiana State Nurses Association, Jennifer McGuire Hitt, PhD, RN, CNE, Mississippi Nurses Association, Chris M . Rhodes, BSN, RN, Alabama State Nurses Association, and Brienne M . Sandow, MSN, RN, RNC-OB, Idaho Nurses Association .

ANA President Pamela Cipriano, PhD, RN, NEA-BC, FAAN, addressed the membership, and after further announcements, the ANA Membership Assembly adjourned .

The Green River Chapter continued to focus on the role of education in both practice and academia . The chapter is represented by a mix of nurse educators and practice-based nurse practitioners . During the year the chapter continued to focus on membership recruitment and retention . Due to the geographic location of chapter members, meeting sites are alternated between Owensboro and Henderson .

This year the chapter was a sponsor for the inaugural celebration of healthcare providers, Henderson Community College Cares, held November 12, 2014 . The event’s theme was celebrating the healthcare professional and transforming care for the future . Dr . Kay Corpus was the keynote speaker addressing the audience on the application of holistic health care in current practice . The event was well attended and supported by the local healthcare community .

In support of the chapter’s focus on education, the annual Charlotte Bratcher Scholarships were awarded to students seeking degrees in the categories of Associate Degree of Nursing, Baccalaureate of Science in Nursing, and Master of Science in Nursing . The scholarship selection committee was led by chapter member Jill Keller .

KENTUCKY NURSES REACH CHAPTER(REACH: Research, Educate, Advocate, Care, Help)

The Kentucky REACH Chapter remains strong with approximately 75 members in our geographic region . Our members are actively involved in service to the larger KNA body, with several members holding elected and appointed positions on the Board of Directors and Committees . Dr . Liz Sturgeon is the Chair of the Education and Research Cabinet, and Jennifer Shoumake, Kim Bourne, Dawn Garrett Wright and Lorraine Bormann also serve on state level cabinets .

The Kentucky REACH Chapter met four times during the past year for networking and continuing education events . In October 2014, members attending the KNA Convention in Louisville met for networking after the poster presentations . In November, 2014 a continuing education event was held at Greenview Regional Hospital in Bowling Green, Ky . The speaker was Dr . Beverley Holland and her topic was “What Does a Nurse What to Know about Ecuador.” The program introduced the audience to common healthcare customs in Ecuador as well as outlining healthcare challenges for the citizens of in developing countries . In February 2015, a dinner meeting with a continuing education event was held in Glasgow Ky . The topic was “Safe Patient Handling” presented by Leslie Bradshaw . Finally, in April 2015, KNA members participated in a joint meeting with the Kappa Theta Chapter of Sigma Theta Tau . The meeting topic was on Evidenced Based Practice and featured a keynote address by Dr . Deborah Reed from the University of Kentucky and paper and poster presentations by WKU faculty and graduate students .

Member Highlights from 2014-2015

Several Kentucky REACH members have been honored with awards and advanced degrees this year .

Dr . Kim Vickous completed her Doctorate in Educational Leadership from WKU in May 2015 .

Dr . Cathy Abell received the Excellence in Nursing Education Award from the Kappa Theta Chapter of Sigma Theta Tau .

Dr . Dawn Garrett Wright received the Excellence in Nursing Research Award from the Kappa Theta Chapter of Sigma Theta Tau .

Kim Bourne received the Excellence in Nursing Practice Award from the Kappa Theta Chapter of Sigma Theta Tau .

Dr . Eve Main received the Donna Blackburn Service Award from the Kappa Theta Chapter of Sigma Theta Tau and the University Award for Faculty Service from WKU .

Dr . Mary Bennett continues to serve as an appointed member of the Kentucky Board of Nursing .

NIGHTINGALE CHAPTEROfficers

The Nightingale Chapter will have its second birthday in 2015 . The chapter continues to meet quarterly on the first Thursday of the month at various restaurants throughout the former district area . Dinner is followed by a business meeting at which state and district business is discussed . An update from the KNA convention or the Education Summit is given along with information about other meetings of interest . Members are encouraged to bring new members or those interested in joining KNA to the meetings .

A committee of the chapter has revised the criteria and other information about the scholarships that are given to students in the chapter area . Applicants for the scholarships will be solicited at the beginning of the Fall 2015 semester .

All members of the chapter are encouraged to attend the meetings and bring someone interested in joining KNA .

The Chapter would like to thank all past officers .

The Chapter meetings include education or a guest speaker on a wide variety of topics . Recent education includes: Chemical Dependency, Human Trafficking, and Dyslipidemia . Location for meetings has been a challenge . It was decided to seek a meeting place with St . Elizabeth HealthCare, Edgewood . We would like to remind all members to update their KNA contact information . Information related to KNA and Chapter meetings will be disseminated via email . The Chapter is always seeking new members and ideas for education .

The next chapter meetings will be held Sept . 16th and November 11th at 6 pm at St . Elizabeth in Edgewood .

RIVER CITY CHAPTERBy mid-2014, District 1 had changed to chapter status

The River City Chapter generally meets the third Monday of each month for business items, discussion of current trends, fellowship among the members and brainstorming about activities that could generate more participation of the members as a whole .

During the past year Maureen Keenan, Executive Director, met with the chapter to discuss KNA events and decisions .

The Chapter discontinued the scholarship offerings due to lack of applications . The scholarship was designated to be used for graduate level preparation for nurse educators .

Five of the “Empathy” pins were sold during the year . Others are available at reduced prices .

Among the guest presentations of the past year were Elder Serve and Supplies Over Seas . The members selected the nonprofit, Supplies Over Seas, as the community project for members to volunteer .

Supplies Over Seas (SOS) is a nonprofit that “meets critical healthcare needs in medically impoverished communities around the world by collecting and distributing surplus medical supplies and equipment . SOS promotes environmental stewardship, partnering with hospitals and others to recover and send what would otherwise go to landfills .”

Carolyn Claxton, who has served as president of the chapter, and before that the district, has resigned due to health issues . Carolyn has served admirably in that position for several years . She has been a member of KNA/District 1 since the beginning of her nursing career and has served in various offices at the district and state levels . Thank you, Carolyn, for your hard work and dedication to the nursing profession .
