2018 Annual Convention By Alphabetical Order

Civil Code Research: Come learn the ins and outs of using the Civil Code. A task that is daunting to a lot of us can be made quite simple. Don’t get caught with a document that is prepared based on a repealed law!!! Civil Law & Procedure: In Louisiana’s civil law system, notaries public have far reaching authority as contrasted to other states. This course will cover our civilian law practices including a review of the state judiciary as well how a lawsuit is started through the appellate process. The course is designed for every level of notary, from beginner to advanced, to supplement general notarial application and information. Civil Law vs Common Law Terms: Too often we confuse the terms required for Civil law documents with borrowed Common law terms. Come learn the differences, and in often cases, the repercussions of using the wrong wording. Conceptualizing the Power of the Authentic Act: We will address the theory of the authentic act. The nuts and bolts of it, its "ceremonial" nature, and the relevance of those considerations when preparing and attesting to juridical acts will be addressed. Finally, key "caveat notarius" items will be discussed. geauxBIZ: GeauxBiz is the one-stop shop site for assisting potential clients in launching their new business entity. Join us for a tutorial style session with Secretary of State Administrators where you'll be given hands on instructions on navigating the site. It's a must do session if you're interested in a becoming knowledgeable in establishing business entities. Headlights on SVT: A large segment of your notary public business may be Louisiana titled transactions. This mini course guides you through a few scenarios taken from the popular Successful Vehicle Transfer I (SVT I) course. It will be an introduction to basic OMV Policy & Procedures and shed some light on how to perfect motor vehicle titled transactions. Come and have some fun learning how to become an expert in this arena. Those taking this course will be entitled to a special rate for the full upcoming SVT I course that will be presented in early 2019. Identification: Explore the process of properly identifying a person and of administering sworn statements and receiving oaths. Make sure you follow the steps to enable this legal process to be handled correctly. Immovable Transfers: This course will cover the many different types of immovable property transfers, including sales, donations, dations, exchanges, and quitclaims. Students can expect to learn the requirements for drafting and passing these acts, as well as studying and analyzing example documents. This course will complement the Juridical Skeleton/Appearance Clauses course offered on Saturday. Intestate & Small Successions / Devolution: An This course will discuss the order of intestate succession and provide a general overview of small successions. Attendees will obtain a

in depth understanding of the flow of a deceased person’s estate when the person does not leave a last will and testament. In addition, the small succession procedure, complete with sample forms, will be discussed. Juridicial Skeleton / Appearance Clauses: Not just another pretty face. Your client's identification is more important than any other piece of information in your document. Without proper representation, the intent of the parties would fail. Make sure you know the correct form, procedure, and application of the juridical requirements. Matricula Consular: A consulates identification is not what it purports to be. Come learn about why you should NEVER accept one as an official i.d. source. You may be surprised, even shocked, at what you learn. Mobile Notary Safety: This course will encompass safety and situational awareness when interacting with the public. It will specifically address mobile notary practitioners who may operate outside of the traditional office setting. Instruction will include actions to take prior, during and after public interactions with emphasis on self-defense and prevention actions to mitigate potential safety concerns. Notarial Ethics via SKYPE: The Louisiana Civil Law Notary Code of Ethics and Professionalism guides the Louisiana notary's decisions about complex situations encountered daily. It establishes the foundation for the notary's relationships with constituents, fellow notaries, and the office of notary public in Louisiana. The notary who has a working knowledge of the code's construct and content has the perspective necessary to build and maintain a reputation of high professional integrity essential to holding the public trust, benefitting not only the notary but also the community he or she serves. Paperless Notary Administration & Accounting: Notaries deal with enough paper when creating documents. Help save a tree by learning a few paperless ways to handle the administrative side of your notary business in the cloud, including a FREE accounting program and FREE document storage. Pre-Convention Workshop—Mandates—Who’s Got the Power: Learn more about the types of mandates, how to prepare effective mandates, duties of the notary and the parties, and the law affecting mandates. There will be discussion of court cases involving mandates, best practices and you'll get sample language that you can use when preparing mandates. Pre-Convention Workshop—Mortgages: Mortgages affect titles, may require abstracting, and most certainly are governed in such a way that correct setllement statements are paramount. Not to mention the upholding of privacy and security laws, which must be strictly adhered to! Come learn the ins and outs of the mortgage process and review a mortgage document firsthand. Will cover Conventional, FHA, VA, Rural and Reverse mortgage closings. So you think you want to write a will?: How do you discover what your client really wants to put in their will? How do you assist them in understanding the law without providing legal advice? Our discussion will shed some light on the steps you can take to appropriately write a will to fit your client.

The Practical Side of Being a Notary: Gain insight into what it means to be a prudent, diligent notary. Learn more about the importance of notarial protocol, how it protects the public, and why you should establish a routine. Trusts: Delving into the differences between the inter vivos Trust, the Testamentary Trust and The Estate Planning Trust. Covering the basics of as well as the process for executing an Estate Planning Trust and the associated documentation. UCC-9 Security Agreements / Financing Movables: This course is a presentation contrasting the debt instruments used in the purchase and encumbrance of Immovables against debt instruments used similarly with movables. Website / Online Security: We will address "e" considerations for notaries. Website formats such as WordPress and Mobile formats will be addressed. Further, we will address recent "e-notary" legislation and key considerations for the future. Security considerations, backup strategies, and disaster recovery scenarios will be addressed.

The Standing Rules of the Convention

1. Members shall register with the credentials committee before receiving an identifying

badge. No one will be admitted to the convention meetings without an identifying badge

and a specific admission pass for each event.

2. A member wishing to speak shall rise, address the chair, and state their name and city.

3. All motions and amendments to the bylaws are to be in writing and signed by the maker

and the second — each of whom shall be a voting member of the convention — and shall

be sent directly to the secretary.

4. Total time for debate on a noticed resolution shall be limited to 20 minutes.

5. No member shall speak in debate more than once on the same question on the same day,

or for longer than two minutes, without permission granted by two-thirds vote of the

convention without debate.

6. A timekeeper shall signal when allotted time has expired.

2018 Board of Directors’ Officers

Pamela Alonso—President Pam has been a proud member of the LNA almost since the moment she received her commission. The education of notaries and furtherment of the notarial profession are two specific pursuits that are near and dear to her heart. She is committed to assisting the new notary through mentorship and growing the reach of the LNA to each and every corner of Louisiana. Pam is the owner of Notary Depot, LLC, a full service notary and public tag in Dutchtown. She has been married to Michael, a disabled veteran, for 28 years, has a married daughter and feels blessed to be ‘MiMi’ to one-year-old (red headed) grandson, Blaize. On top of everything else, Pam is a lover of

animals. She has a sanctuary for abused and neglected exotic birds (mainly parrots) and currently has 12 birds who ‘rule the roost’. The Alonso household currently has 10 other animals consisting of cats, dogs and whatever creature happens to be in the ‘infirmary’ at the time. In her spare time, Pam rehabilitates wildlife for release back into the wild, with an emphasis in birds and small mammals; she loves to read and do needlework.

Angie Corvers—Vice President Angie, a resident of East Baton Rouge Parish, received her Commission in 1987. Retired from ExxonMobil Chemical Company in March 2007 after almost 37 years, she worked at the Baton Rouge Refinery (Purchasing, Traffic and General Services, and Human Resources: Training, Employment, and Benefits), and at the ExxonMobil Baton Rouge Plastics Plant (Customer Service, and Operations Training.) In 1973, Angie earned a real estate agent’s license, and a brokers’ license in 2000. Currently the owner/broker of Chess Realty, Inc., she is a member of the Greater Baton Rouge Association of Realtors, Louisiana Realtors Association, and National Association of Realtors. Angie is also a member of the National Parliamentarian Association and the National Notary Association. She is the co-owner of C & W Enterprises, Inc., which encompasses several smaller businesses in Baton Rouge. She works part time for Dajuana Moore at Notary of South Baton Rouge. She has served four terms as President of the Desk and Derrick Club of Baton Rouge, having held all other offices except Treasurer. She has also served on Committees at the Regional and Association level and is currently a Director on the Board of the Baton Rouge Club. She is serving as President of the Fleur de Lis ExxonMobil Annuitant Club. Angie is married to Bill Corvers and has two children and five grandchildren. She is a member of St.

Thomas More Catholic Church. She has been a member of the LNA Board since 2008, serving as President in 2012 and 2013. She considers it an honor to serve and to promote the ethics and professionalism represented by the Louisiana Notary Association members.

Darryl LeJeune—Immediate Past-President, Director Darryl is a Louisiana native and resident of Baton Rouge who received his statewide commission as Notary Public in August of 2007. He is a graduate of Louisiana State University, earning a bachelor's degree in Information Systems and Decision Sciences in 2001. Darryl has worked in a variety of industries, including banking, real estate/title, legal and construction. Darryl is currently employed by Turner Industries, LLC as an Information Systems Analyst and also works as an independent mobile signing agent.

Darryl joined the Louisiana Notary Association in 2009 and has been a board member since 2011. Darryl currently serves as Director, vice chair of the social media committee, and chair of the website transition committee. He also is a member of the Baton Rouge Social Media Association, and serves as Secretary/Treasurer of the Hoo Shoo Too Lakes Property Owners Association.

Theresa Martin—Secretary Theresa Martin is a native of Louisiana and lifelong resident of Baton Rouge. She was commissioned as a Louisiana Notary Public in August, 2005 in East Baton Rouge Parish and is qualified with statewide jurisdiction. She is a graduate of the LSU Paralegal Studies Institute. Highlights of her background experience include employment for the Louisiana State Police where under the direction of commissioned personnel she prepare legislative bills, warrants, administrative hearing notices/decisions; employment in law firms, where under the direction of attorneys prepared litigation, contracts and agreements in fields of law such as family law, personal injury, real estate including title curative documents. She works for a local law firm in the title industry utilizing her notarial skills for loan package production and loan closings for both commercial and residential. Theresa is very proud to be a part of the Louisiana Notary Association Board of Directors and has a

keen interest in furthering the professionalism and education of the Louisiana Notary.

Brandi Miller—Treasurer Brandi Miller has been a member of the Louisiana Notary Association since 2014 when she joined as a student. She currently has the privilege of serving the Association as the association’s Treasurer, Board Director, Membership Committee Chair, and Baton Rouge Shop Talk Coordinator. Brandi’s full time job as the Executive Assistant to the CEO and three owners of Lee Michaels Fine Jewelers puts her notarial skills to work regularly. Brandi has been happily married to her husband, Steve, for 25 years and has two grown sons. Brandi and her husband enjoy underwater photography and videography and spend most of their free time scuba diving.

Samantha Bloemer—Director Samantha L. Bloemer was born and raised in Covington, Louisiana. She attended Covington High School and Southeastern Louisiana University. She earned her Bachelors of Arts in English with a concentration in Creative Writing in 2011. In 2013, Sam was commissioned as a Louisiana Civil Law Notary Public with statewide jurisdiction. Sam has been employed as a paralegal since 2010 and has been a member of the Louisiana Notary Association since 2013. Currently, she is the Office Manager and Paralegal for Peragine Law Firm, L.L.C., a small law firm in downtown Covington that focuses on representation of small businesses and individuals involved in commercial litigation, employment disputes, and successions. Sam

formed Magnolia Notary, L.L.C. in 2016 to provide the public with cost-effective notarial services and especially enjoys assisting her clients with the drafting of their testaments, mandates, and property transfer documents. The future of the Louisiana Civil Law Notary Public is of the upmost importance to Sam.

Nan Riffe—Director Education: a Bachelor of Science Degree- in ACCOUNTING –LSU 1984 and has completed a few Master's hours as well (minor law and computer programming); 2 year Diploma Commercial Business College in Accounting and Business Management 1978; Graduated L.W. Higgins, Marrero LA (Business Major) 1975; and various courses and classes to obtain and keep the licenses she now carries. Sharon Toups—Director

Sharon C. Toups, a native of Houma, Louisiana, joined her step-father, E. J. Dugas, in his

notary practice upon earning her commission in 1984. The office has been serving

Terrebonne, Lafourche, St. Mary and Assumption Parishes since 1956. Sharon, and her

husband Robert, retained ownership of the business when he passed away in 1995. She

earned statewide jurisdiction in August 2012. Diversifying their business, they opened

Toups Notary Public Service & Public Tag Agency in 2000 and a second location,

Ascension Auto Title, in September 2010. Their daughter, Haley Toups Tivet is co-owner

of their insurance agency, Toups & Associates Insurance Agency, LLC which offers notary

bonds and/or E & O insurance coverage to many of our members. Their eldest daughter,

Talia T. Scott, also worked in the family business. They have been gifted with three beautiful grand-angels,

Abigail, Alex & Cora.

A charter member of the Bayou Regions Chapter of the LNA, Sharon served as Secretary from 1996-98 and

was appointed President for the1998-99 term. Sharon is the contact for the Terrebonne Parish Notarial

Committee. In February 2002 she became a certified instructor of the LNA “Successful Vehicle Transfers”

course of study. She travels statewide sharing her knowledge of Motor Vehicle policy and procedures and

developed the Successful Vehicle Transfer II course of study in 2010. Elected to the LNA Board of Directors in

October 2002, she has served as chair of the Education Committee, Shop Talk Coordinator, served as

President of this prestigious organization in 2008, and chaired the association’s 2009, 2010, 2011

Conventions and co-chaired 2012 and 2013 Conventions . She is a co-owner and instructor for the Notary

Institute of Louisiana, LLC. Sharon was appointed by the Secretary of State to serve on the Notary Study

Committee in 2011 which has enabled her to represent Louisiana notaries in legislation that threatens our

commissions. She is a Registered Parliamentarian and a member of the National Association of

Parliamentarian. Sharon is Vice President of the Louisiana Public Tag Association, an association geared to

fostering the growth of public tag agencies around the state.

Gary O’Neal—Director

Gary O’Neal was born and raised in Livingston Parish, Louisiana. He currently calls

Walker, LA his home. A proud graduate of Livingston Parish Public Schools (Denham

Springs High School Class of 1997), he went on to attend Louisiana Tech, LSU in

Baton Rouge & later Southeastern Louisiana University (where he also took his

Notarial Preparation Course). Gary is also a Certified Floodplain Manager (CFM) in

conjunction with his work for the Governor’s Office of Homeland Security of

Homeland Security and Emergency Preparedness (GOHSEP) where he has employed

since 2014. Gary has worked in Emergency Management for over 7 years.

After receiving statewide commission as a Notary Public in June of 2016 (joining the Louisiana Notary

Association almost immediately afterwards), Gary opened Gulf South Notary Associates as a mobile notary

business just before the August Floods that same year. While offering assistance to customers in motor

vehicle title conveyance, small successions, testaments and other notarial work, his main focus has been Real

Estate Finance-related transactions and closings. He was recognized as a Certified Signing Agent (CSA)

through the National Notary Association shortly after receiving his notarial commission.

Gary and his wife Brandi have been married for over 5 years. He enjoys Mardi Gras, LSU Sports and is a

Member of both the Coastal Conservation Association’s Livingston Parish Chapter as well as Ducks Unlimited.

In his spare time he enjoys saltwater fishing throughout Coastal Louisiana.

The annual meeting of the Louisiana Notary Association was held at the Crowne Plaza in Baton Rouge, LA

beginning on Saturday, October 21, 2017

President Pamela Alonso called the meeting to order at 8:30 a.m.

Committee on Standing Rules: Sharon Toups, chairman of the committee on standing rules, moved that by

direction of the Committee on Standing Rules in a convention, the adoption of the standing rules of the

convention as published in the program book be adopted. The motion passed by unanimous consent.

Convention Program Committee: Angie Corvers, chairman of the convention program committee, moved on

behalf of the committee, that the Convention Program as printed, subject to change at the direction of the

President, be accepted. The motion passed.

PRESIDENT’S REPORT TO THE MEMBERSHIP

I’d like to welcome each and every one of you to the Louisiana Notary Association 2018 convention in historic Natchitoches. We have a weekend packed full of educational and networking opportunities, along with a dash of fun Saturday night. Your LNA board, convention and education committees worked hard this year to expand and broaden the scope of educational opportunities offered at convention. I am proud to say we have 21 unique educational opportunities planned over the weekend. Once again, the LNA has proven our association truly is THE ultimate continuing education source for notaries in the state of Louisiana. I am honored to have been allowed the opportunity to serve the membership of the LNA for the past ten years, most recently as your President, and am excited about the growth and opportunities ahead for us all in the future. I am so proud of, and thankful for, the many people that make up the LNA leadership team, committees, education team and membership. Over and over again, the LNA has proven itself to be the leader in notary education; we, the members of the LNA truly are the ‘cream of the crop’ !!! Sincerely

EXECUTIVE DIRECTOR’S REPORT

Through 2018, the Louisiana Notary Association continues to prove its value to its members. Through the resolve and efforts of its leadership, LNA has worked to build and improve the notary community. LNA continues to provide notaries with opportunities to gather together to discuss matters of relevance to notarial practice through beneficial monthly Shop Talks statewide, and valuable membership discounts on resources notaries need to operate. In addition to providing services to its current members, LNA also welcomed aboard many new members this year. Swearing In Ceremonies were also held at The East Baton Rouge Parish Main Library in Baton Rouge with Secretary of State Kyle Ardoin and Former Secretary of State Tom Schedler to honor newly commissioned notaries in the state. The LNA Board welcomed these new notaries into this prestigious profession and offered to share the collective wisdom of the members of the Association. Membership renewal forms will be sent in November and we are excited about what the next year holds for the LNA. Through its relationship with P&N Association Management, the LNA is served by highly qualified staff with extensive resources at their disposal. Persons assigned responsibilities as LNA staff use the very latest in equipment and software while serving the Association and its membership. Our focus remains one of delivering value and a stable base of operations for the Association and its leadership. We are confident that we can continue to make positive contributions to the growth and success of the Association. I am honored and pleased to be able to continue to serve the LNA. Board Report to the Membership 2018 has been a very active year for the Louisiana Notary Association. Thanks to our members’ voices, we were heard by our legislators on proposed bills that would affect our Notarial Commissions. Our fight is not over but we certainly wouldn’t have made it this far without the letters, phone calls, emails, and personal appearances made by our members. Notary Day at the Capitol was a success with 47 members lending their assistance and meeting legislators. It’s imperative that they know who we are as notaries and how these bills affect us individually. We will need even more of a presence in 2019 at the Capitol for important legislative hearings on bills that impact the office of Notary Public. Keep up with Legislative News by signing up on the LNA website, www.LNA.org, to receive emailed updates from Board Member Gary O’Neal throughout the legislative session. The first edition of our annual Signed and Sealed magazine was released this year. Thank you to Board Member Nan Riffe for organizing the content, creating the publication, and overseeing the publishing and distribution to members. The 2019 edition is currently being created by Board Member Samantha Bloemer. We are always interested in receiving articles, photos, and stories to include in Signed and Sealed . Please submit contributions to the LNA office. Two Swearing in Ceremonies were held this year at the Goodwood Library with a total of 78 new notaries attending and 42 joining our organization. Thanks to Vice President Angie Corvers for serving as chairperson of this committee and for organizing such a great way to welcome new notaries. The LNA now has over 1,100 Facebook followers. If you haven’t already joined our group, sign up today to keep up with Shop Talk meetings, Legislative Updates, and other important information regarding your membership and notary commission. Samantha Bloemer is also our social media guru and has done a terrific job of posting regular updates and information. Our Allied Corporate Members received an added benefit to their membership this year - advertising opportunities. Keep an eye out for their ads on our website, Facebook page, and publications. Our Online Courses have been very well received this year, and we are looking forward to a full calendar of courses being offered in 2019, at least one per month. You will even have a chance to register for many of the courses offered at the Convention in Natchitoches by taking them online during the next year. If you are interested in teaching a course or have a recommendation for a course please contact the LNA office. Notary 2 Notary is coming back as a discussion board on the LNA website. The release is scheduled for March 1, 2019 and we are looking for moderators. Please contact the LNA office for more information or to sign up as a moderator.

Our organization could not do any of the things we do without the support of our members. By attending Shop Talk meetings, registering for online courses, showing your support at Notary Day at the Capitol, and attending Convention, you are not only benefiting yourself but also benefiting the entire membership. 2018 Audit

Auditor's Report & Recommendations

The books and records of the Louisiana Notary Association (LNA) were reviewed on Friday, October 19, 2018. This "internal audit," was conducted under the authority of the Finance Committee pursuant to the by-laws of the Association. The records were made available under an established paperless system and were complete with other receipts or vouchers substantiating the disbursements. All deposits are substantiated by cleared depos-its or bank deposit receipts on outstanding deposits. Documentation was found to be in order. Detailed financial reports are on file. The records reflect that the Board of Directors (BOD) were diligent in reviewing and monitoring the details of the ongoing oper-ation and finances. The Association's Executive Staff has maintained thorough supporting documentation or the corporate financial files in an extremely organized, easy to use manner and are to be commended once again for the professional preparation and presentation of the records for this review. For the current year there are no recommendations. It is recommended hat the membership adopt the Treasurer's Report.

FINANCE COMMITTEE REPORT It is the duty of the finance committee to report a budget to the membership each year. This duty was adopted when there were quarterly meetings of the membership, and before the board was extended the full management responsibility for the association between annual meetings. Under the current organizational structure, the Board of Directors has full authority to authorize specific disbursements, and the duty to manage the actual operation of the association based on funds available. Therefore, this budget is only a guide to the directors and is not a limitation on their deliberative process or their authority to make specific decisions on the use of available funds to further the objects of the association. The true work of the finance committee has been to report and recommend to the board very frequently. Meaningful and complete and detailed analyses and recommendations are presently required more frequently than annually, as we find that with our growth, our projections are continually rendered obsolete in short order. The budget will be distributed at the Annual Meeting. Please be aware that this is a working budget. It is consistent with the actual operating requirements of the association and is an updated projection based on the current programs in place.

NOMINATIONS COMMITTEE REPORT The 2018 nominations committee for the Louisiana Notary Association Board of Directors, Darryl LeJeune, , and Gary O’Neal, Jr., in an effort to enable the entire membership of the Louisiana Notary Association to be more active in the nominating process, accepted nominations from the membership for the slate of nominees for the 2019 LNA Board of Directors. To be included on the ballot, members were asked to obtain the endorsement of five LNA members in good standing. These endorsements were submitted on a nomination form. Based on the nomination forms received, the Nominations Committee has adopted the following slate of nominees for the 2019 election to the Board of Directors for the Louisiana Notary Association.

LEGISLATIVE COMMITTEE REPORT The 2018 Regular Legislative Session has concluded. It was a very busy session for notary issues on two main fronts. First, Rep. Ray Garofalo had drafted legislation to create "common law" notaries. Prior to submitting this legislation, he met with LNA representatives who provided a number of concerns with the concept. Thankfully Rep. Garofalo decided not to move the legislation during the 2018 session. However, he did introduce and pass a resolution instructing the Louisiana Law Institute to study the "common law" notary concept. Also, Senator Luneau and Rep. Magee introduced legislation to create an E-Notary. After passing the Senate, Senator Luneau's legislation was defeated in the House Civil Law Committee at the urging of the LNA, Bar Association and La. Land Title Association. Rep. Ray Garofalo passed another resolution instructing the Louisiana Law Institute to draft E-Notary legislation ahead of the 2019 legislative session. In summary, the LNA was very successful opposing problematic legislation in 2018. However, with the Law Institute examining two major issues for the notary community over the coming months, it will be very important the notary community engage these issues and be prepared for the 2019 legislative session.

Pamela Alonso Pam has been a proud member of the Louisiana Notary Association almost since the moment she received her commission. She has served membership of the LNA for ten years as a Director,

Secretary, Vice President and most recently as President. The education of notaries and furtherment of the notarial profession are two specific pursuits that are near and dear to her heart. She is committed to assisting, not just the new notary, but notaries as a whole, through mentorship. Pam is the owner of Notary Depot, LLC, a full service notary and public tag in Dutchtown. She is actively involved in her community and loves being able to take care of the notary and DMV needs of her ‘neighbors’ and friends; Notary Depot is all about service. She has been married to Michael, a disabled Army veteran, for 30+ years, has a married daughter and feels blessed to be ‘MiMi’ to 3 ½ year-old grandson Blaize (yep, red hair).

Samantha L. Bloemer Samantha L. Bloemer was born and raised in Covington, Louisiana. She attended Covington High School and Southeastern Louisiana University. She earned her Bachelors of Arts in English with a concentration in Creative Writing in 2011. In 2012, Samantha was commissioned as a

Louisiana Civil Law Notary Public with statewide jurisdiction. Samantha has been employed in the legal field since 2010, and she is a member of the Louisiana Notary Association, where she serves as a member of the Board of Directors and the Northshore Shop Talk Coordinator. Samantha also is an abstractor member of the Louisiana Land Title Association. Samantha formed Magnolia Notary, LLC in 2016 to provide the public with cost-effective notarial services. In

2018, Samantha began doing business as Magnolia Notary & Abstracting and started offering abstracting and title search services to her customers in addition to her notarial services.

Winnie P Guillory Winnie Guillory is a Lake Charles resident and life-long learner who strives for excellence in her field. She considers herself a Serial-Entrepreneur as she has been actively involved in all facets of real estate over the past 16 years, including transfers, title, sales and education. She

served as Associate Broker for Keller Williams Realty Acadiana from 2014 to 2018, where she counseled and advised an office of over 300 agents.

C. Alan Jennings Alan Jennings was commissioned in East Baton Rouge parish in 1990 and has published extensively on notarial law and practice and other subjects of interest to Louisiana notaries since 1995. From 1995 to 2000, he served the Louisiana Notary

Association as publications chairman and managing editor of its quarterly, Signed & Sealed. He is the publisher of Louisiana Notary, a newsletter published for attorney and non-attorney notaries in Louisiana. Active in Louisiana’s notary policy development, Alan served on the secretary of state’s HCR81 notary-study committee in 2002, and on the special committee on notary policy development for the 19th Judicial District Court in 2004. He is a member of the Registry committee of the Louisiana State Law Institute, and served on the Law Institute’s Power of Attorney for the Elderly committee. He currently serves the law institute as a member of the Electronic Signatures Study Group, which is also studying the viability of allowing appearances before notaries via video teleconferencing

Alan was chairman of the commissions subcommittee of the Louisiana Senate SR123 (2008) notary-study committee and served on of the Louisiana House of Representatives HCR 45 (2011) notary study committee. He is author and managing editor of Fundamentals of Louisiana Notarial Law and Practice, and serves as a consultant to the LSU Office of Assessment and Evaluation on the state notary-public examination. Alan is also a professional registered parliamentarian and author of Robert’s Rules for Dummies, now in its third edition.

Paula Vincent Johnson Paula Vincent Johnson is the founder and Managing Member of Notary In The East, LLC, located in New Orleans, Louisiana. Paula obtained her paralegal certificate from the University of New Orleans, Paralegal Institute in 1991. She was commissioned as a notary

public in 1995. After working with attorneys as a legal secretary and litigation paralegal for 18 years, Paula decided to open her own notarial office. She is celebrating nearly 15 years of dedicated service to our local communities, assisting individuals and business owners with a variety of notarial transactions, including wills, powers of attorney, affidavits of small succession, real estate transactions, and auto title transfers.

Ginger McDonald Virginia F. McDonald, better known as "Ginger" is a native of New Orleans and Wesson, Mississippi. She has been a paralegal for both states. She is also a nationally certified paralegal thus giving her the advantage of being well versed in both Civil and Common Law. Ginger is married with 3 children and 5

grandchildren. She has a home here in Louisiana and in Mississippi. Her studies took her from Nichols High School and St. Mary's Dominican

College in the New Orleans area to LSU-Baton Rouge thru the paralegal studies program.

Dr. Shane J. Milazzo Dr. Shane J. Milazzo has been a commissioned notary public with statewide jurisdiction for over a decade. He is the founder of iNotaryNow, LLC, which delivers notarial training using traditional methods converged with 21st century technology in partnership with the LSU Continuing Education and the

University of Louisiana Continuing Education units. Dr. Milazzo continues to be an active member of the LNA, and he has spoken on numerous occasions at both Senate and House subcommittee hearings regarding notarial legislation. He resides in Lafayette, Louisiana with his wife, Maria, and their two children, Amber and Steven, and serves as principal and administrator of a private Christian school.

Brandi Miller Brandi Miller has been a member of the Louisiana Notary Association since 2014 when she joined as a student. She currently has the privilege of serving the Association as the association's

Treasurer, Board Director, Membership Committee Chair, Convention Chair, and Baton Rouge Shop Talk Coordinator. Brandi's full time job as the Executive Assistant to the CEO and three owners of Lee Michaels Fine Jewelry puts her notarial skills to work regularly. Brandi has been happily married to her husband, Steve, for 26 years and has two grown sons. Luke Morris Luke Morris has served as the Assistant Secretary of the Office of Legal Affairs of the Louisiana Department of Revenue since April 2017. He supervises the Litigation Division and Policy and

Legislative Services Division. In this capacity, he advises the Secretary of Revenue on matters in litigation as well as legislation pending before the Louisiana Legislature. Morris received his Bachelor of Science in Accounting from Southeastern Louisiana University in 2010 where he graduated summa cum laude. He attended the Paul M. Hebert Law Center at Louisiana State University and received his Juris Doctorate along with a Bachelor of Comparative Law in 2013. Morris is a member of the Louisiana State Bar Association, Baton Rouge Bar Association, and American Bar Association.

Nancy “Nan” F. Riffe Nan is a degreed accountant who carries not only a Notarial Commission but is also a notary law instructor for Fletcher Technical College in Houma, Bob Brooks School of Real Estate in Baton Rouge

and for the Notary Institute of Louisiana in Gonzales. She is a certified Real Estate Broker and Instructor for the State of Louisiana. Nan owns Lane Real Estate Services and Notary-Louisiana Style located in Gonzales, shares a 50% ownership interest in the Notary Institute of Louisiana and is well versed in real estate transactions and terminology. Nan is a member of the Ascension Producers Chapter of BNI, holds the leadership position of Vice President and is a long time member and past board member of the Gonzales Boat Club as well as holding a current board position for the LNA. Her personal interests include writing and stained-glass construction. Nan is an energetic and dynamic person who thoroughly enjoys life and enjoys the satisfaction of knowing that her students accomplish their goals.

Sharon Toups Sharon Toups, a native of Houma, earned her parish commission in 1984 and her statewide jurisdiction in 2012. She and her family owns and operates Toups Notary & Public Tag Agency, Fast Lane MV & Notary Services, and Toups & Associates Insurance Agency. She is GiGi to four beautiful

grand-angels, Abigail, Alex, Cora & Reid. Cynthia Cotten, Notary Division Cynthia Cotten has been with the Secretary of State in the Notary Division since 1999. Ms. Cotten worked on the development of the statewide notarial exam, the publishing of the notary study guide, and the assigning of notary number to all in-dividuals in the state with notarial authority, the registering of education provid-ers and updating the procedures of the Notary Division. Ms. Cotten has been married for over 40 years, has a married son, a married daughter, five precious grandchildren.

Carla Bonaventure, Commercial Administrator, Department of State Carla has been with the Secretary of State Office for 33 years. She is currently the Commercial Division Administrator, which oversees the entire Commercial, UCC, Geauxbiz and Notary Division. She is also on multiple committees with the Louisiana Law Institute and is the President-Elect of The International Association of Commercial Administrators. On January 21, 2016 she was awarded the Charles E. Dunbar, Jr. Career Service Award.

Carla is married to David and currently resides in Central. She has two children and is blessed with a beautiful granddaughter.
