According to Sound Transit officials, the re- gion's population is projected to grow 30 per cent by 2040, and daily ridership on Sound Transit is pro- jected to increase more than 350,000 in 2030 following the comple- tion of more than 30 miles of light rail ex- pansions. Last fall, as Sound Transit's Board of Di- rectors kicked off the process to update the Regional Transit Long- Range Plan, more than 12,000 people provided input to Sound Transit on where mass transit should go when cur- rent voter-approved projects are completed in 2023. Based on this feedback, Sound Transit developed a Draft Supplemental Environmental Impact Statement that is available for review and comment through July 28. Public input on the Draft Supplemental Environmental Impact Statement will help guide the Sound Transit Board's decisions when the Regional Transit Long-Range Plan is updated in December. Once updated, the plan will shape potential future bal- lot measures for consideration by voters across the region. The lead agency for this proposal has made a preliminary determination that this project does not have a prob- able significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(9c). This deci- sion was made after review of a com- pleted environmental checklist and other information on file with the lead agency. This information is available to the public on request.
Comments on this determination of environmental nonsignificance must be submitted by 5:00 p.m. on July 3, 2014. The City will reconsider this de- termination based on timely com-
ments and may retain, modify, or if s i g - nificant adverse impacts are likely, withdraw the determination.
Unless modified by the City, this de- termination will become a final deter- mination on July 4, 2014. There is no administrative appeal opportunity for this Determination. Appeals may be filed at the Superior Court of the State of Washington for Pierce County within 21 days after the building permit is is- sued. Appeals to the Superior Court shall be taken in accordance with pro- cedures and limitations set forth in RCW 43.21C.075. A copy of the ap- peal shall be filed with the Planning and Development Services Department, 747 Market Street, Tacoma, Wash- ington 98402.

The City Council of the City of Ruston will hold a public hearing on Jul 1, 2014 at 7:00 p.m. or as soon thereaf- ter as the matter may be heard, on Resolution No. 583, regarding adop- tion of an updated 6-Year Transporta- tion Improvement Plan (TIP). All mem- bers of the public may provide testi- mony on the proposal during the public hearing or you may submit written comments prior to the public hearing.
