Technical Organization, Technical Bodies

The ETSI Technical Organization comprises three types of Technical Body (TB): Technical Committee (TC)

ETSI Project (EP) • Market sector and timeframe oriented

ETSI Partnership Project (EPP)• Market sector and timeframe oriented

• In co-operation with external bodies

A Technical Body may establish Working Groups (WG), if required

Industry Specification Group (ISG)

A special type of ETSI committee, focused activity, designed for quick establishmentDecides its own work programme, approves its own deliverables• ISGs produce ETSI Group Specifications (GS) only

All ISGs use ETSI IPR policy• Well-established IPR policy, save time and legal fees compared with setting up a

forum.Each ISG has its own membership• Non-Members of ETSI can participate, under conditions

Each ISG can have its own budget• Decided and paid for by its members, invoiced to them by ETSI• Usually not required

Each ISG can set its own working procedures • Based on ETSI Technical Working Procedures

Each ISG can have its own voting system• Recommended to use ETSI weighted voting, or 1 member 1 vote

ISG: other characteristics

Fast and easy to set up• Minimum 4 ETSI members necessary, approved by Director General • ETSI Secretariat will provide basic support free of charge

Participation is governed by a Industry Specification Group Agreement• Sets out the operation rules, budget mechanism, voting rules etc.

All ETSI members can access all ISG documentsAll ETSI members can participate, if they sign the ISG agreement• Also applicant members• Includes agreeing to contribute to the budget according to this agreement• Access to mailing lists, etc.

Non-members of ETSI can participate• Must sign a Participation agreement including adherence to IPR policy, pay a fee (per

meeting)• Non-members of ETSI have no voting rights• Access to mailing lists, meeting documents, contribution rights

Limitations on an ISG

ISGs only produce ETSI Group Specifications (GS)• Specifically identified as coming from an ISG

ISGs cannot handle activities Mandated by EC/EFTA

ISGs should not handle the following:• health, safety, environment, public interest and the basic

legal/economic interests of consumer related issues

Standstill, national transposition and withdrawal

ETSI starts work on an EN… National Standards Organisations (NSOs) and ETSI Members are required

to stop any national standards work that could prejudice that EN and not to publish a new or revised standard which is not completely in line with an existing EN ("Standstill")

ETSI publishes the EN… NSOs are required to adopt the EN at national level… ("Transposition")

…and to withdraw any conflicting national standards ("Withdrawal")
