VTT carried out a strategic analysis and high-level review
of the International Clearing House Agreement between
PTCL and LDIs.
VTT consultants evaluated the transaction as a trusted
partner and highlighted the significance of this transaction

PTA, required to develop an understanding of Local Number Portability (LNP), its impact on the existing operator’s business and the monetary implication, so that a regulatory framework in this regard could be devised.
VTT advised and assisted the regulatory body in preparing a
regulatory framework for implementation of Local Number
Portability by Fixed and Wireless Operators, including the
monitory implications, extent of its use, benefits/ draw backs,
methodology of implementation, its impact on existing operators
business with special reference to new versus old licensees and
emergence of new business.
VTT carried out an extensive study on the Local Number
Portability, market analysis, international benchmarking and
needs assessment and finally presented the findings, the
understanding of the subject and the roadmap for

The client, a cellular service operator was operating in the highly competitive market of telecommunications in Pakistan. The organization was less than optimal in most departments. Departments were overstaffed and there were many redundancies in job functions, specifically in the middle management positions.
VTT provided the client with its Human Capital Management
experts; specializing in the telecommunications industry, who
formulated a comprehensive workforce planning strategy
suitable for the client and relevant to expertise required in the
telecommunications industry and conducted one-on-one
interviews and focus group sessions with senior and middle level
management.
The team analyzed the gathered data and identified future
workforce requirements in mission critical job functions.
VTT analyzed the organization structures and workforce
requirements using standardized frameworks, such as eTOM,
TAM and industry best practices and benchmarked the clients
performance with its competitors in the local and regional

SCM Processes
HTN was seeking to take CAPEX and OPEX reduction initiatives piecemeal, so that in house capabilities are strengthened for such tasks and it is ensured that HTN meets quality standards set in its SLAs with customers.
VTT approached the CAPEX management initiative in three
phases.
Phase one included investigation of BTS site equipment and
comparison with obtained benchmark prices. VTT ensured a
CAPEX reduction of 25% through benchmarking.
Phase two included off-site procurement support to HTN’s
procurement department and engaging vendors by generation
and floating RFPs for selected items.
Phase three involved technical redesign of HTN’s BTS
equipment to reduce costs even further and achieve the
optimized BTS models to reduce CAPEX further by
approximately 40-50%.

Etisalat Operator needed to respond fast to market demands and competition action and wanted to implement a new business operation support system, which would replace its legacy IN and offline customer care and billing system.
User requirements were generated from scratch.
A new platform, which could support multiple mobile, wireless
and fixed access technologies, was implemented. It gave the
mobile operator a unified platform for building innovative
products and services, bundles, promotions; perform convergent
rating, charging and billing; platform also allowed integrated
OSS and CRM features.
With this new platform operator’s IT systems became ready for
supporting 3G services, which were seen as key drivers for
gaining long term competitive advantage.
New platform was implemented in a record time of 3 months.
Operator was able to lead the market in terms of innovative
products and services. All market surveys showed that the
operator owned innovation attribute .
Operators customer and market facing IT systems became
ready for 3G.

Etisalat Afghanistan Being the 4th entrant in a competitive market operator started business with a focus on mass acquisition. Two years into business a switch was needed to balance growth and profitability, improve margins and enhance shareholder value
End to end business planning exercise was conducted, which
took various socio-economic, political and technology inputs and
resulted in: corporate strategy, market facing strategy and a
commercial plan, a technology strategy for network and IT and
a change in company’s operating model. All of this was
consolidated as a ten year financial plan giving P&L, cash flows
and balance sheets.
Focus was shifted to build brand as a source of competitive
advantage and a new branding campaign was launched.
A differentiated set of products and services were launched.
Network and IT readiness for 3G and broadband was kicked in

Company increased its ARPU and had a premium over rest of
the market.
Etisalat Afghanistan To improve its market position operator made broadband and 3G+ integral part of its business strategy. In order to get shareholder approval for paying license fee
and incur capital expenditure a business case was needed that could be presented to investment committee
Valuation was done by building business cases for various
scenarios and impact of each on customers and revenues and
extrapolating that on overall financials projected over 5 years
and 10 years. Enterprise value and shareholder return was
established and impact of 3G+ was estimated in terms of NPV it
contributed to the enterprise valuation.
In fulfilment of corporate strategy and commercial plans a
network and IT strategy was prepared. HSPA+ was chosen as
the 3G+ technology and a phased rollout plan. To meet the
challenges of data explosion a new IP based point to multi point
microwave solution was adopted for backhaul. In long-haul, due
to lack of optical fiber, IP/MPLS based 3Gbps+ microwave
solution was adopted. BI functions were upgraded with strong
analytical CRM capability
Operator got approvals from the shareholders and was the first
to acquire license and go live.

The client is the largest telecommunication services group in the region. The client required a rapid diagnosis of its current commercial operations since the implementation of previous years strategic commercial initiatives. This was to identify problems in the implementation processes of EA which may have been causing loss in revenues and an increase in churn. The loss of high value customers was increasingly worrisome and a strategy was needed to understand the situation and develop revenue boosting mechanisms while ensuring to curb the loss due to high churn. The exercise was to be a prelude to a larger commercial refresh program, however its results very significant for short term stability and long term planning.
VTT team alongside Booz & Co deployed a quick win
team in Pakistan. The team of experts was involved in
rapid diagnosis of current situation in EA. The experts
carried out detailed data analysis and business analysis
to identify problems. The data from previous years was
collated and analyzed to identify the pain points of
strategy implementation and identify a long list of
strategic quick wins which can address the situation in
short term. This long list of quick wins was shortened by
doing thorough research on each business model to filter
out 4 high impact quick win initiatives which can boost
revenue in short term and significantly reduce high churn
in high and middle value customer segments.
The final deliverable allowed EA to understand its
challenges and correct the implementation flaws that
were identified.
The client was presented with short term stabilizing quick
wins which can ensure revenue generation until a broader
scale commercial refresh program was implemented.

boards in New York & New Jersey area. The project duration was 3-years.
