Telecommunications Consultants India Ltd.(TCIL) is a leading IS/ISO 9001:2008 and ISO 14001:2004certified Govt. of India Undertaking incorporated in 1978 under the Administrative control ofDepartment of Telecommunications, Ministry of Communications, Government of India. TCIL is apremier consultancy and engineering company in the fields of telecommunications and informationtechnology. TCIL has extended its consultancy and turnkey projects execution services in India and80 other countries in Middle East, Africa, South & South East Asia.

Telecommunications Consultants India Limited (TCIL) intends to participate in the above citedtender for “SUPPLY AND INSTALLATION OF NETWORKING EQUIPMENT (HARDWARE & SOFTWARE)at NTRO”.

TCIL seeks the partnership of reputed business associate against the tender. The bidder shall haveprior experience in this field and willing to work with TCIL.

Bidder shall be capable of providing Functional and technical requirement as per tender includingamendments if any. They shall be in a position to meet any enhanced requirements of the customer.

1. Scope of work:The scope of work shall include supply and installation of complete Networking Equipment asmentioned in the Schedule of Requirement (SOR) at Appendix-1, which shall include sitepreparation, system production, testing, bench marking defined as per ATP document, TechnicalLiterature/documentation, Supply, Packing, Transportation, Scheduling of Transportation, TransitInsurance, Delivery at buyer’s premises, Unloading, Installation, Integration, Commissioning,Configuration of Equipments, Testing (Site Acceptance Test), providing post warranty servicesincluding spare parts etc., providing CAMC services for 4 years and any other services related to thesystem so mentioned in this document.Kindly refer to tender document for complete detailed scope of work.

2. Delivery Period:The delivery, installation, integration, commissioning and testing of the system will have to becompleted within 06 weeks from the date of Award of Contract (AoC). Please note that supply order/ Contract can be cancelled unilaterally by the Buyer in case items are not received within thecontracted delivery period. Extension of contracted delivery period will be at the sole discretion ofthe Buyer, without prejudice to the right to recover L.D. at appropriate time. Delivery of goods upto the premises of the buyer shall be the responsibility of the supplier.



3. Terms for Delivery: DAP (Incoterms 2010) Delhi.

4 Tax Registration& clearance

The party should have valid PAN and GSTIN. Copy of GSTIN Copy of PAN

5 Annual Turnover Should have a average annual financial turnover of INR 2Cr or above in the last 3 years (i.e. 2014-2015, 2015-2016and 2016-2017).

Audited Balance sheets. CA Certificate with CA’sRegistration number/Seal.Indicating required turnover.

6 Average NetWorth

The Tangible Net Worth of the bidder should bepositive

CA Certificate with CA’sRegistration number/Seal.

7 Blacklisting Declaration that the bidder has not been banned ordelisted by any Govt. of India or Quasi Govt. Agencies orPSUs. If banned / delisted, the fact must be clearly stated.

8 Integrity Pactand MOU

The selected bidder shall have to sign the Integrity Pactwith TCIL

9 TechnicalCapability

Bidder should have successfully completed/executing asimilar scope of work of supply, installation andmaintenance of IT Infrastructure in Governmentorganizations in India.

Relevant supportcertificates to be submitted. Copies of supply order &Project completion / Phasecompletion report. Copies of valid ISO certificates

10 OEM ofProposedProducts

The bidder should have direct authorizationfrom the Original Equipment Manufacturer(OEM) for supply, installation and maintenance ofsimilar system.

Valid MAF issued by OEM’sfor all components quoted bythe Bidder to be submitted. Letter from OEM on 3 yearswarranty support to be attachedclearly mentioning that thewarranty will be directlyprovided by OEM as per Tender



Document.

11 EMD INR 4,50,000/- (Rupees Four Lacs Fifty Thousand only) inthe form of DD/Banker’s Cheque/ Bank Guarantee (BG)from Nationalized/ Scheduled Banks, drawn in favour of“Telecommunications Consultants India Limited” payableat New Delhi as per format given at Appendix-3 the end ofthis document. The EMD validity for 180 days + 45 days ,on back to back basis applicable as per tender document.

Original copy of DD/Banker’sCheque/BG validity for 180 days +45 days, applicable as per Tenderdocument. It shall be submittedalong with the Technical offer.

12 PerformanceBank Guarantee

The selected bidder shall agree to submit the requiredamount of BG to TCIL equal to 10% of the contract valuewithin 30 days of receipt of the confirmed order.

Undertaking for submission of therequired amount of PBG to TCILon back to back basis for furtherparticipation in the client tender.If the selected bidder fails tosubmit the required PBG, theabove EMD of Rs 4,50,000 will beforfeited.

13 Payment Terms The bidder should be agreed on back to back paymentterms and other conditions with the client as per tenderdocument.

14 Warranty 1) 3 years free onsite comprehensive warranty.2) LD clause will be applicable as per tender document3) Serviceability of 99.5% per year is to be ensured.

15 Product Support 1).07 years, inclusive of warranty period. The vendorshould supply equipment with latest specificationsso that the equipment is not declared ‘End ofLife/Support’ for the duration of at least 05 years fromthe date of commissioning. Successful bidder will berequired to provide OEM technical support for theseequipments for up to 07 years from the date ofsuccessful installation and commissioning of project.2). Earliest acceptable year of manufacture is 2017 i.e.The Seller confirms that the stores to be supplied asper supply order / Contract shall be new i.e. notmanufactured before the year 2017, and shallincorporate all the latest improvements andmodifications thereto and spares of improved andmodified equipment are backward integrated andinterchangeable with same equipment supplied by theSeller in the past if any. The Seller shall supply aninterchangeability certificate along with the changedpart numbers wherein it should be mentioned thatitem would provide as much life as the original item.




16 ComprehensiveAnnualMaintenanceContract (AMC)

The successful bidder would providecomprehensive CAMC for a period of 04 yearsafter completion of warranty period for itemsmentioned at Schedule of requirement applicable asper Tender document.


17 Training The bidder will be required to provide free of cost trainingto five personnel for a period of ten working days onoperation and maintenance of the systems supplied as pertender documents.


5. Bid Validity Period: The offered bid shall be valid for a period of 180 days from the date of submission ofBids as per Tender Document.

6. Amendment of EoI: At any time prior to the last date for receipt of offers, TCIL, may, for any reason, whetherat its own initiative or in response to a clarification requested by a prospective bidder, modify the EoI documentby an amendment. In order to provide prospective bidder reasonable time to take the amendment into account inpreparing his/her offer, TCIL may, at their discretion, extend the last date for the receipt of offers and/or makeother changes in the requirements set out in the Invitation for EoI.

7. The bidder must bid for complete solution mentioned in the tender and partial bidding is not allowed.

8. Bidders may collect tender document/NIT from TCIL Office from following officers after submitting duly signedNon-Disclosure Agreement given in Appendix-2:

9. TCIL reserves the right to accept or reject any or all the bids without assigning any reason.

Installation & Commissioning, Documentation, Training, Warranty & Support

21 Commissioning Integration, Installation and Commissioningof System on turnkey basis including allequipments & software, cabling (CAT-6 orbetter and reputed make), patch cords,connectors, Power Cables, The purchasershall provide the requisite space, power andsecurity etc. to facilitate the functioning ofthe supplier.

23 Site Preparation The Seller has to undertake all minor butessential activities of Civil and Electricalnature such as provisioning of electricalpoints / sockets, cabling, A.C. installation,installation of Gas flooding system (forServer Room of approximate size 16 ft x16ft x15ft) etc as per load requirement of serverroom.

24 Onsite CAMC As per details of CAMC clause.
