DEFINITION OF SHELTERProper shelter is a blast protected, gastight andoverpressurized space with � ltration unit inside. Shelters can be designed for many di� erent pur-poses. Fundamental design is mandatory to ensure proper functionality of shelter.

EMERGENCY DEFENCE ACTIONSWhen the threat materializes, emergency defenceactions such as evacuation, early warning,sheltering, rescue and � rst aid will take place.Proper shelter o� ers protected space neededfor these actions.

Di� erent types of shelters have signi� cant dif-ferences in design and daily use. Highest class operational shelters must have a fully operational status continuously, when normal public

shelter can be dual-used in normal time, which means more � exibility in design phase as well as signi� cant cost bene� ts during thelife cycle of the shelter.
