Work to install two new state of the art air handling units

has been undertaken at the Romsey Rapids pool complex. The units replaced aging equipment which had reached the end of its useful life. The new energy efficient units will improve the air quality in the building.

The installation of new air handling units is part of Test Valley Borough Council’s commitment to lowering its energy bill and reducing carbon emissions as part of its five year sustainability strategy Building a Sustainable Test Valley. The Council, which recently signed Climate Local, the Local Government Association’s climate change commitment, has already reduced its carbon dioxide emissions by 13 per cent between 2007 and 2011

Test Valley Borough Council celebrated 14 years of helping people

to start their own business at a joint event with the Federation of Small Businesses (FSB) in Andover’s Guildhall on the evening of Monday 15 April. New business entrepreneurs who attended the event heard about the FSB “Real Life Entrepreneur” initiative to champion the world of the small business. The Leader of the Council, Councillor Ian Carr also signed the FSB pledge for the Council to become an ambassador for small businesses.

with a target to achieve a further 10 per cent reduction in CO2 by 2016/17.

The project included further improvements including the installation of other energy efficient plant: a new ultra violet pool water disinfection system, replacement building management system and pumps and valve replacement. Councillor Tony Ward, Community and Leisure Portfolio Holder said: “The installation of new plant at Romsey Rapids ensures the pool has all the latest operating equipment to improve both the air quality and the energy efficiency of the building. These improvements demonstrate our determination to maintain our important leisure facilities in the borough and deliver on our sustainability strategy.”

Councillor Ian Carr spoke at the event. In his speech he highlighted the Council’s approach to encouraging and supporting business, including the recently introduced Independent Retailer Grant, launched earlier in the month to encourage new independent businesses into Andover and Romsey town centres. He also referred to the Council being consistently voted the most business-friendly council in Hampshire by the FSB.

In praising new business in Test Valley he drew on his own experience creating two small businesses and paid

tribute to the way businesses in Test Valley are facing up to today’s challenges, including competition from the internet and the national economic outlook. Laurence Martin, representing the FSB, congratulated the Council on its longstanding and consistent support, especially for new and small businesses and looked forward to working with the Council to nurture entrepreneurs for a long time to come.

David Gleave the Council’s Economic Development officer described how the new Independent Retailer Grant was only part of a comprehensive service comprising free expert advice, networking opportunities and special support for town centre

and tourist businesses. He also made the point that the 40 businesses invited to the event represented just 10% of the 400 who have benefited from the Council’s Business Incentive Grant.

Three businesses then told their own stories of starting up. Chrissi Knights who runs “Business of Learning” based at Packridge Farm, Toothill spoke about supporting young people into employment; Mark Miller from Valley Park highlighted the growth of his transport consultancy and the Three Rivers Rail Partnership and Richard Eyres delighted the audience with his holiday company, Purely Maldives which has grown from scratch to turning over £4m per annum.

Councillor Ian Carr announced a change to the Council’s Cabinet

line-up at his Decision Day on 15 May. The change will see Councillor Graham Stallard take over as Environmental Portfolio Holder with immediate effect. This follows Councillor Peter Boulton’s decision to step down after seven years in the role.

Councillor Carr, Leader of the Council, said of the appointment: “I am delighted to welcome Councillor Graham Stallard into the Cabinet as the new Environmental Portfolio Holder. Graham has already made a significant contribution to the Council as Vice Chairman and Chairman of OSCOM, as well as Chairman of the Audit Panel. He will bring considerable skill to his new role and my Cabinet

Cabinet changecolleagues and I look forward to working with him.

“I am indebted to the outgoing Portfolio Holder, Councillor Peter Boulton for embracing this front-line portfolio with such dedication, skill and professionalism for the past seven years. As a farmer, he has a deep interest in the land. This has seen him tirelessly champion environmental issues including several successful recycling initiatives. He also led on our sustainability strategy, which has seen the Council reduce its CO2 emissions by more than 13 per cent since 2007.”

Frequently Asked Questions Here’s a selection of frequently asked questions especially for you sceptics (you know who you are). 1. When you say ‘carpet’ what do you mean? We mean average size areas, say 10x12ft ish. But we don’t quibble if the areas are a little larger - it’s all done on fairness really. 2. Do you move furniture? Our pricing policy reflects the time it takes to clean working around furniture, rather than moving it. That said, we are for example, happy to move your three piece suite backwards and forwards cleaning under it and replacing it back into position. What we don’t price into the job at these discount prices is moving large pieces of furniture like bookcases, sideboards or wardrobes. Similarly we are not insured to move electrical items, in particular flat-screen tvs. Again we apply common sense and fairness to the situation and inevitable we do end up moving some furniture around, even at these discount prices. 3. Are there any ‘hidden’ extra costs? The prices quoted above are fully-inclusive and are the actual prices you will pay.

Support will be by two of Chris' old band members: Johnny McCallum (guitar & banjo) and Vic Pitt (bass) together with the drummer from Acker Bilk's band, Ritchie Bryant. St Nicholas Pageant is on 15th June 2013 commencing at 6pm on

the Longparish C of E Primary School playing field, then processing into St. Nicholas Parish church for the second half.

It is a musical and dramatic extravaganza involving the Longparish choir, the school choir, the Spotlight Singers, the Andover Brass Band and other local musicians as well as some from Winchester University.There is a mixture of church and secular music, a performance of the traditional Longparish Mummers Play by the Longparish players, and some new music written by Revd. June Boyce-Tillman, Professor at Winchester University, and Winchester composer David Hughes, now a student at Oxford University. June Boyce Tillman is also

Borough Rewards

Amembership based scheme to bring value and savings to the

residents of Andover and Test Valley, has partnered with ESSO on Charlton Road (owned by MRH Retail) to drive greater benefits to the community. With the price of fuel ever rising, this rewarding partnership will help to reduce the cost of member’s journey by offering a fantastic 3p off per litre of fuel!

Members could save up to £1.65 (based on an average 55 litre tank) each and every time they fill up. That equates to over £46 a year (based on average annual mileage and average 35 mpg). A spokesperson for ESSO/ MRH Retail said “We look forward to welcoming members to our fuel station who will receive a friendly service from the team and be delighted to show off the services and products we have on offer.

22 Recipe of the Month

INGREDIENTSThe ingredients below are

for one person.

• 500g asparagus

• 6 slices of smoked salmon,

or ham

• 150ml of thick cream.

• 1 soup spoon of lemon

juice

• Salt/pepper

FRENCHPANTRY

METHODCut about 3inches from the base of the asparagus stems. Cut these into very small pieces, cover with salted water in a small pan and boil until very tender. When cooked liquidise with a stick blender. Strain through a sieve to remove all the fibres.

Put the puree in a small saucepan and warm up. Add a little cream, salt and pepper and a touch of lemon juice to enhance the asparagus flavour. This must be done carefully. If there is too much liquid add a little corn starch to thicken. The best way to cook asparagus is to cook them standing up in the pan, so that the tips don’t over-cook. Easier to do in a professional kitchen than at home!

Cook the asparagus in a couple of inches of salted boiling water for about 5 minutes; ensure the stems are covered and the tips left to steam. Wrap the asparagus in the smoked salmon, place on the plate and pour some sauce around.

To garnish, sprinkle with diced tomato to add colour, or use mock caviar. To make the dish more impressive, add some rectangles of cooked puff pastry. Place the asparagus half way in/out of the pastry and pour the sauce around. This dish can be prepared hours before lunch. If the asparagus are cooked in advance, cover with a wet cloth to prevent drying out.

Kings Somborne Primary School is growing!

Due to growing numbers Kings Somborne School is opening up a new

class in September. There will now be five classes in the school. Class sizes will be smaller and the school will have the benefit of having a new teacher who is passionate about learning particularly regarding outdoor learning. Everyone is very excited to be welcoming Mrs Helen Robinson. Mrs Robinson is an environmental scientist and is looking forward to using the eco-garden and taking the children

out to explore the wonderful local natural environment.Visits to the new children in next year’s reception class are already underway and the Kings Somborne Pre-school are regular visitors to the ‘Hedgehog’s’ classroom. The school will also be welcoming new children into other year groups. The whole school community is delighted that the school is thriving and everyone is looking forward to the next exciting stage of the journey of Kings Somborne Primary School.

Initially the school’s development will see the launch of a Montessori Day Nursery and Infants Department in the autumn of 2013. The year-round Day Nursery will care for children aged from six months to five years. Children can then feed naturally into the Infants Department in the Independent School or can transfer to other local schools. Thereafter, year-on-year the school will expand to cater for about three hundred children up to the age of

To celebrate, Pre-School children, many of their parents and children from Stockbridge Primary School, all joined together for a Teddy Bear’s Picnic. There were lots of fun activities, banners, bunting, balloons, and a special birthday cake kindly supplied by the White Hart in Stockbridge. There was a great party atmosphere with everyone having lots of fun.

Stockbridge Pre-School is a non-profit making charitable organisation run by a committee. We are very lucky to be situated in the fabulous grounds of Stockbridge Primary School who we enjoy a close partnership with. We have access to many of their superb facilities including play areas, a large field, nature garden and amphitheatre.

In 2011 our building was completely refurbished and we now offer a fantastic environment both inside and out.

Stockbridge Music

Stockbridge Music's second concert of their planned three concert

series for 2013 will bring The Bernadel String Quartet from The Royal Academy of Music to Stockbridge’s newly refurbished Town Hall on Saturday 8th June at 7.30pm. Wine will be served (£2) from 6.45pm.

The concert hall in The Town Hall has been acoustically designed to a high standard, with all the special lighting effects to go with it, and SM are much looking forward to presenting the first chamber concert at this venue since its redecoration.

The Bernadel Quartet was formed four years ago and has already

performed at The Wigmore Hall, Colston Hall , St Martin in the Fields and many others. The ensemble hosts its own annual chamber music festival in Devon & Cornwall and is passionate about contemporary music.

What a buzz! A record turnout of 380 trail runners and

cyclists raised £3,750.00 for the All Saints Church in Houghton which was started once again by Dickie Davies. Postal entries in advance were half this year so what a surprise we all got when over 300 people turned up on the day to enter this beautiful, relaxed village trail run and cycle! The weather was glorious and the atmosphere alive and sunny with music and commentating from one of the many volunteers. Supporters relaxed at tables outside enjoying cakes, teas, coffees in this peaceful village in the Test Valley. We love holding this event as much as the runners and cyclists love doing it. They come back year after year, bringing their mates. Added to the fun were some new course records. There are no prizes at this event. It is pure fun and all proceeds go to the charity. The new addition of the road-free 5K cycle was an absolute hit with the children. Photos and results are on the official website www.houghton-trail-event.org.uk.

Hampshire Hospitals NHS Foundation Trust (HHFT) is holding a Health Focus meeting, open to the public and its members, on Tuesday 25 June, from 6.30pm in the Education Centre at the Royal Hampshire County Hospital in Winchester.

The theme of the event will be ‘Focus on Superbugs’ and will include a presentation by the Foundation Trust’s Consultant Microbiologist and Director of Infection Prevention and Control, Dr Mathew Dryden, as seen on a recent edition of the BBC science programme ‘Bang goes the Theory’. This is your opportunity to hear about our plans for the future and the proposed Critical Treatment Centre and Cancer Treatment Centre. You can also meet your local governors

and put questions to our Chief Executive and Executive team. Free parking will be available on level 2 of the main car park and the Education Centre can be found by walking out of the back of the car park.

Hampshire Hospitals NHS Foundation Trust runs the hospitals in Winchester, Andover and Basingstoke. Health Focus events are planned to encourage public involvement with HHFT. The Hall has modern toilets, including disabled facilities. Outside is a patio area overlooking the Parish cricket ground. There is good level access and ample car parking. The Hall has just been awarded Level II Hallmark standard. It has a Premises Licence for entertainment and for the sale of alcohol, a Performing Rights Society Licence, and a sound system, sound induction loop, and Wifi connection. The new Kent Hill Scout and Community Hall in Stockbridge Now available to private bookings and as a regular venue for meetings and clubs. It is situated behind the Grosvenor Hotel on Stockbridge High Street. Facilities: the Hall is a comfortable, private and warm venue and has noise reducing panels on the ceiling to help improve acoustics. There is a surround sound system to play your own choice of music and a hearing-induction loop if required. The large kitchen has a range-sized cooker available for use as well as fridge and dishwasher. There is seating and catering facilities available for up to 50 people. The building is DDA compliant and has full wheelchair access. Parking is available for up to 2 cars immediately in front of the hall. Free parking for guests is available on the High Street.Booking Costs: Exclusive half day private use (9am -1pm or 1pm - 5pm) of the hall is available for £50 or whole day exclusive for £100. Club hire is for 2 hours minimum and is £9/hour. Expanding the Test Valley Forum

The Test Valley Forum has been running since July of 2008. It began life as the Stockbridge Forum but over the years its popularity saw it expand to reach a larger audience until it became the Test Valley Forum. We are keen to expand the magazine further throughout the Test Valley taking in areas such as Mottisfont, Braishfield, Romsey, Longparish and the Tytherleys.
