  • I. CONSISTENCY OF BUSINESS PLAN WITH COUNTRY PARTNERSHIP STRATEGY

    1. The country operations business plan (COBP) 2021–2023 for Thailand of the Asian Development Bank (ADB) is consistent with its country partnership strategy (CPS), 2013–2016, which still remains valid.1 The CPS is aligned with the Government of Thailand’s policies and action plans2 and ADB’s Strategy 2030.3 ADB is preparing its new CPS, 2021–2025, under which the proposed COBP acts as a bridge between the current CPS, 2013–2016 and the forthcoming CPS, 2021–2025, planned to obtain an approval by Q1 2021. 2. ADB stands ready to extend the necessary support and collaboration to Thailand in responding to economic slowdown and impacts because of the outbreak of the coronavirus disease (COVID-19) pandemic. In June 2020, ADB approved a $1.5 billion loan to Thailand under the Countercyclical Support Facility COVID-19 Pandemic Response Option (CPRO) for the COVID-19 Active Response and Expenditure Support Program. The loan is an ADB assistance to Thailand in mitigating the negative economic impact of the COVID-19 pandemic, and will finance the government's income loss compensation program for the poor and vulnerable farmers, and also will improve the public health system after COVID-19. 3. By facilitating lessons from Thailand’s advanced capacity to be shared with other countries, ADB also continues to support Thailand’s role as a regional development partner.4 ADB’s private sector operations, including commercial transactions, continue to be an integral part of ADB’s engagement with Thailand on energy and transport sectors, although they are not reflected in the pipelines of this COBP.

    II. INDICATIVE RESOURCE PARAMETERS

    4. Thailand, a group C developing member country, is eligible for regular ordinary capital resources (OCR) lending. The indicative resources available for commitment during 2021–2023 for sovereign operations amount to $150 million. However, the final allocation will depend on the availability of resources and project readiness. Cofinancing and funding from other sources will be explored to augment the annual indicative resources available for commitment. 5. ADB’s operations in Thailand require a flexible approach to resource planning and project design. A total of $1.575 billion is programmed from regular OCR for Thailand’s indicative

    sovereign lending program for 2021−2023 (Table A3.1).5 Policy-based lending operations for 2021–2023 will be subject to availability of resources and headroom under ADB’s policy-based lending ceiling. The indicative country-specific stand-alone nonlending program for 2021−2023 is about $1 million for one knowledge and support technical assistance (TA) project (Table A3.2). ADB will seek to mobilize additional grant resources, including from ADB-administered trust funds, and possible cofinancing from other development partners. ADB’s assistance program on nonlending products and services for 2020 are provided in Appendix 4. ADB’s lists of knowledge publications and events for 2020 and 2021 are in Appendix 5.

    III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS

    6. Lending. ADB adjusted the COBP as requested by and agreed with the government. (i) A CPRO loan on COVID-19 Active Response and Expenditure Support Program

    was included in the lending pipeline for 2020, following the government’s official request sent to ADB on 30 April 2020.

    (ii) The Greater Mekong Subregion Highway Expansion Phase 2 Project (additional financing), a lending project programmed for 2020, was excluded from the pipeline. The government wants to use its own budget and to provide funds in local currency.

    (iii) A new investment project, the Thailand Motorway Project, is added and programmed for 2021. This project will have components for private sector participation.

    (iv) The following two projects: Airports Improvement Project and Thailand Green Finance and Innovative Facility for Investment Projects, were deferred from 2021 to 2022.

    (v) The Issuance of Green/Sustainability Bond Project was also rescheduled from 2020 to 2021, and moved from the energy sector to multisector.6

    7. Nonlending. These will be delivered through:

    (i) Country-specific stand-alone technical assistance. (a) An ongoing TA for Strengthening Specialized and Semi-Formal Financial Institutions to Support Financial Inclusion7 was extended to the end of 2020 to further support tax literacy and capacity building on cooperative governance and supervision, as requested by the government. (b) ADB adjusted the sources of funding for the Asia Green Development Program: Scaling Smart Energy and Efficiency Solutions in Thailand programmed for 2020 from $2.5 million to $0.8 million. (c) ADB renamed the Knowledge Support and Policy Reform Initiative, a $1.0 million knowledge and support TA project programmed for 2022, to Knowledge Building and Sharing with Thailand to Support Regional Growth and Development.

    (ii) Regional technical assistance. Support to various government agencies in Thailand will be provided also through regional TA projects. The ongoing regional TA projects that provide support to Thailand during this COBP period can be accessed from the list of linked documents in Appendix 2.
