This overview describes both the typical organization chain and USAF’s Air and Space Expeditionary Force. The Department of Defense (DOD) is a Cabinet agency headed by the Secretary of Defense. It was created in 1947 to consolidate pre- existing military agencies—the War Department and the Navy Depart- ment. Subordinate to DOD are the three military departments (Army, Navy, and Air Force), each headed by a civilian secretary. The Joint Chiefs of Staff (JCS) constitute the corporate military leadership of DOD. The chairman and vice chairman of the JCS serve full-time in their positions. The ser- vice chiefs are the military heads of their respective services, although JCS responsibilities take prece- dence. The Department of the Air Force is headed by the Secretary of the Air Force, who is supported by a staff called the Secretariat. The Chief of Staff, USAF, heads the Air Staff, and the military heads of the major commands report to the Chief of Staff. Most units of the Air Force are assigned to one of the major com- mands. Major commands are headed by general officers and have broad functional responsibilities. Com- mands may be divided into numbered air forces. The fundamental unit of the work- ing Air Force is the wing. The typi- cal air force base is built around a wing. Some wings are commanded by a general officer, while others are headed by a colonel. An objec- tive wing contains an operations group, which includes aircrews, in- telligence units, and others; a main- tenance group, which includes maintenance squadrons; a support group, which includes such func- tions as civil engineers, logistics readiness, and security forces; and a medical group. Most individual officers and air- men are assigned to a squadron, which may be composed of several flights. In addition to these units, there are numerous others, including centers, field operating agencies, and direct reporting units. The Air and Space Expeditionary Force To relieve chronic optempo prob- lems stemming from back-to-back deployments and operations, the Air Force developed an expeditionary concept called the Expeditionary Aerospace Force (EAF). The term EAF has since been supplanted by the term Air and Space Expedition- ary Force (AEF), which refers to the concept as well as its basic organi- zational element. USAF groups its power projection and support forces into 10 AEF “buckets of capability.” The 10 AEFs are grouped into five pairs. These five pairs of AEFs ro- tate through a 15-month cycle, with each pair assigned to one of five 90- day periods. During each 90-day pe- riod, a designated pair of AEFs is vulnerable to deployment. Each AEF comprises combat air forces (CAF), mobility air forces (MAF), and low- density, high-demand (LD/HD) forces consisting of various active duty, ANG, and AFRC units. USAF’s LD/HD forces include battle management, combat search and res- cue, command and control, and re- connaissance assets. They are in near constant use and, consequently, ro- tate more frequently than most CAF and MAF elements. The AEF system also features on- call units that can provide additional capability on short notice to support any of the 10 AEFs. Many of the LD/ HD forces appear in both rotational and on-call listings. The current AEF system began with Cycle 1 in October 1999. USAF has completed two cycles since then. Cycle 4, which began June 1, 2003, included two temporary stopgap AEFs, designated AEF Blue (June 1-Oct. 31, 2003) and AEF Silver (Nov. 1, 2003-Feb. 29, 2004), formed in the wake of Operation Iraqi Free- dom. The title General of the Army for Henry H. Arnold was changed to General of the Air Force by an act of Congress May 7, 1949. The position of Chief of Staff wasestablished by a DOD-approved Army–Air Force Transfer Order issued Sept. 28, 1947.aThe Army Air Corps became a subordinate element of the Army Air Forces June 20, 1941. Since the Army Air Corps had been established by statute in 1926, itsdisestablishment required an Act of Congress, which did not take place until 1947. Between March 9, 1942, and Sept. 18, 1947, the Army Air Corps continued toexist as a combatant arm, and personnel of the Army Air Forces were still assigned to the Army Air Corps.

Terms ExplainedFunding levels can be expressed in sev-eral ways. Budget authority is the valueof new obligations that the federal gov-ernment is authorized to incur. Theseinclude some obligations to be met inlater years. Figures can also be expressedin outlays (actual expenditures, some ofwhich are covered by amounts that wereauthorized in previous years).

Another difference concerns the valueof money. When funding is in current orthen-year dollars, no adjustment for in-flation has taken place. This is the actualamount of dollars that has been or is to bespent, budgeted, or forecast. When fund-ing is expressed in constant dollars, orreal dollars, the effect of inflation hasbeen factored out to make direct compari-sons between budget years possible. A

specific year, often the present one, ischosen as a baseline for constant dollars.

Normally, Congress first authorizes pay-ment, then appropriates it. Authoriza-tion is an act of Congress that estab-lishes or continues a federal program oragency and sets forth guidelines to whichit must adhere. Appropriation is an act ofCongress that enables federal agenciesto spend money for specific purposes.
