Notice of Special Council Meeting - 23 October 2019 In accordance with the Clause 12(3) of the Local Government (Administration) Regulations 1996, notice is hereby given of a Special Meeting of Council to be held as follows: Date: Wednesday, 23 October 2019 Time: 4:00pm Venue: Council Chambers, Home Island Shire office The purpose of this meeting will be as follows; 1. Swearing in of newly Elected Members. 2. Election of President. 3. Declaration of Office by newly elected President. 4. Election of Deputy President. 5. RETAIL ACTIVITIES IN RESIDENTIAL AREAS To protect the amenity of residential areas the Shire’s Planning Scheme separates certain areas into zones such as:
Residential zone (housing) Commercial zone (retail, wholesale, shops – anything related to commerce) Industrial zone (Industries/factories)
What is a Local Planning Scheme? A Local Planning Scheme is a legal document that sets out policies and controls for how land in a particular local government area can be used and developed. It contains information about long term planning and strategies and about how infrastructure and development will occur in the area. Our planning scheme defines the objectives of the zones as follows: • Residential: To provide quality accommodation which is sensitive to the natural environment and local climatic conditions and which meets the distinct cultural needs of the local population of the Islands.

• Commercial: To provide for retail, entertainment and other community-oriented uses which meet the needs of the local population, tourists and other visitors to the Islands.
• Industrial: To allow for industrial uses which do not generate nuisances detrimental to the amenity or the environment of the Islands or the health, welfare and safety of its residents. Our planning scheme allows some commercial activities to be carried out in residential areas. These activities are called ‘Home Occupations’ and can only be carried out by a person who resides at that house. They generally entail the running of a small business, office, or a workshop; but the retail sale or display of goods of any nature is not allowed and Council currently does not have any discretion in whether or not to allow retail in a residential area. We are considering a review of our scheme to give Council that discretionary ability but until the review is completed, as a Shire, we cannot allow retail activities in a residential area. AKTIVITI PENJUALAN DI KAWASAN TEMPAT TINGAL Untuk melindungi kawasan perumahan, Skim Perancangan Konsel memisahkan kawasan tertentu menjadi zon seperti: • Zon tempat tingal (perumahan) • Zon Kommersial (menjual, gudang, kede – apa-apa yang berkaitan dengan kommersial) • Zon Industri (Industri/Pabrik) Apa Skim Perancangan Tempatan? Skim Perancangan Tempatan adalah sebuah dokumen undang-undang yang menetapkan polici dan bagaimana pengaturan tanah di kawasan local government boleh digunakan dan dibangunkan. Ia mengandungi maklumat tentang perancangan lama dan strategi dan bagaimana infrustruktur dan pembangunan akan berlaku di kawasan tersebut.
Skim perancangan kami menentukan tujuan zon seperti berikutnya: • Perumahan: Untuk menyediakan perumahan yang sensitive terhadap persekitaran alam dan keadaan cuaca
dan memenuhi keperluan budaya untuk penduduk tempatan di Pulu. • Kommersial: Untuk menyediakan untuk menjual, hiburan dan kegunaan lain yang berkaitan dengan masyarakat
yang menemuhi keperluan penduduk tempatan, turis dan pelawat-pelawat ke Pulu. • Industri: Untuk membenarkan kegunaan industri yang tidak menimbulkan gangguan yang merugikan kemudahan atau persekitaran Pulu atau kesehatan, kesejahteraan dan keselamatan penduduk. Skim perancangan kami membolehkan berberapa aktiviti komersial dijalankan di kawasan tempat tinggal. Kegiatan ini disebut ‘Pekerjaan Rumah’ dan hanya boleh dilakukan oleh orang yang tinggal di rumah itu. Ini biasanya termasuk menjalankan bisnis kecil, opis, atau workshop; tetapi penjualan atau pertunjukan barang dalam bentuk apa pun tidak diizinkan dan Konsel sekarang pada masa ini tidak mempunyai keleluasaan dalam membenarkan menjual di kawasan tempat tingal. Kami sedang mempertimbangkan pemeriksaan skim kembali untuk diberikan kepada Konsel bahwa kemampuan diskresi tetapi sehingga permeriksaan ini belum diselesaikan, sebagai Konsel, kami tidak bole izinkan aktiviti menjual di kawasan tempat tingal.

MINISTER AND ADMINISTRATOR VISIT: We look forward to welcoming The Hon. Nola Marino, Assistant Minister for Regional Development and Territories to Cocos from 24 to 27 September. Mrs Marino has a very busy schedule for the three days including several opportunities for the community to meet her. A highlight of Mrs Marino’s visit is the launch of the Cocos CV booklet and website. The Administrator will be sending invitations and promoting opportunities for the community to meet the Minister. Please keep an
eye out for the Administrator’s Community Bulletins.
Council is considering the matters to be raised with Mrs Marino and
have the following items listed:
a. Thank you for funding via RDO for various projects, Cocos CV,
support from the Commonwealth in all aspects of operations.
b. Acknowledgement of great working relationship with Administrator
and Departmental staff;
c. Economic Development – current opportunities and barriers such
as insurance and lack of residential housing;
d. Shipping costs;
e. Waste Disposal – legacy waste and current waste management
practices
f. Runway project – our proactive approach to making ensure local
jobseekers and businesses are considered.
We acknowledge our hard-working Administrator, Mrs Natasha Griggs for all her efforts in securing and coordinating this important
visit.
Natasha is also currently on-island, so a warm Cocos welcome Natasha. During this time, Natasha has held several important meetings such as the Emergency Services meetings, Health
Advisory Group meeting and Inter-Agency Coordination meeting.
MINISTER AND ADMINISTRATOR VISIT: Kami menantikan kedatangan The Hon. Nola Marino, Assitant Minister untuk Regional Development dan Territories ke Cocos dari 24hb hingga 27hb Septemba. a. Terima kasi yang telah membiayai melalui RDO untuk berbagai projek-projek, Cocos CV, dan sokongan dari Commonwealth dalam
semua aspek operasi.
b. Pengakuan hubungan kerja hebat dengan Administrator dan
pekerjaan Department;
c. Perkembangan Ekonomi – peluang dan halangan yang saat ini
seperti insuran dan kekurangan perumahan;
d. Harga kapal laot;
e. Pembuangan Sampah- Waste Disposal – warisan pengurusan
sampah dan praktis pengurusan sampah saat ini
f. Projek Runway – Pendekatan kami untuk memastikan pekerjaan
dan bisnis tempatan dipertimbangkan.
Kami penghargai kerja keras Administrator kami, Puan Natasha Grigss atas segala usahanya dalam mengamankan dan koordinasi
pelawatan yang penting ini.
Natasha juga sekarang berada disini, jadi selamat datang kepada Natasha. Selama masa ini, Natasha telah mengadakan berberapa meetingan yang penting seperti, Emergensi Serbis, Health Advisory
Group dan Inter-Agensi Coordination.
MAJU PULU KITA MASTERPLAN UPDATE- PUBLIC ART: Sandy Point and Trannies Beach are getting a lot of attention as part of our commitment to action items from the Master Plan. The upgrades to these popular spots include amazing public art. At Sandy Point we are delighted to be working with Lisa Moser and Steve Boase to provide functional public art from a re-purposed Jukong. The Jukong-inspired art provides a lovely link to the cultural heritage of Cocos
and the interaction with the sea.
At Trannies we are proud to partner with the CIDHS art students who have kindly donated their artwork to enhance the area. The artwork takes the form of a school of fish decorated with recycled found objects. These artworks were created as part of a STEAM (Science Technology Engineering Art and Maths) program. We have some very talented youth in our community, and we thank them for this
generous contribution to the community.
BERITA MAJU PULU KITA MASTERPLAN - ART AWAM: Ujung Garam dan Belakang Batu Karang sedang mendapatkan banyak perhatian sebagai satu janjian untuk mengambil tindakan dari Master Plen. Peningkatan ke tempat-tempat popular ini termasuk keseniaan awam yang luar biasa. Di Ujung Garam kami sangat gembira dapat bekerjasama dengan Lisa Moser dan Steve Boase untuk menyediakan keseniaan awam yang berfungsi dari jukung yang di
gunakan kembali.

Kesian yang diinspirasikan dari jukung memberikan hubungan yang indah kepada warisan budaya Cocos dan interaksi dengan lautan. Di Belakang Batu Karang kami berbangga untuk menjadi rakan kongsi dengan murid-murid art di CIDHS yang telah menyumbangkan art mereka untuk meningkatkan kawasn ini. Lukisan-lukisan ini mengambil bentuk ikan-ikan yang dihiasi dengan objek yang di resykl. Lukisan lukisan ini dicipta sebagahgian daripada program STEAM (Science Technology Engineering Art dan Maths).Kami mempunyai berberapa pemuda yang sangat berbakat dalam masyarakat kami, dan kami mengucapkan terima kasi atas
sumbangan mereka kepada masyarakat.
WORKS UPDATE: Now that the earthworks have been completed at Trannies, the construction of the deck has commenced and is likely to take a few weeks. While Trannies remains open to the public we ask that members of the public stay out of the construction area that
is clearly marked.
The shade sails in central park are up and add a nice touch of colour to the streetscape. The sails have been designed with a quick release system that will enable us to remove them quickly through weather events. The same system will be installed over the Home
Island playground in the near future.
We have finished production of the bricks for the resurfacing of Jalan Pantai and can now begin the installation of the kerbing and the paving. This will be done in 50 metre sections to minimize traffic disruptions. We are using a mixture of half blue metal and half pulverized glass that has come from recycling all the glass on West Island to strengthen the Kerbing. Photo 5 is of the glass being mixed
in with the blue metal.

BERITA KERJAAN: Sekarang setelah kerjaan tanah sudah selesai di Belakang Batu Karang, pembangunan deking telah bermula dan kemungkinan akan mengambil masa beberapa minggu. Walaupun Belakang Batu Karang masih terbuka kepada orang ramai kami meminta agar masyarakat tidak berada di kawasan pekerjaan yang
ditandakan dengan jelas.
Layar lindungan di taman kemainan tengah suda di pasang dan menambahkan sentuhan warna yang sangat bagus untuk pemandangn jalan. Layer lindungan telah dirancang dengan system pelepasan cepat yang akan memperbolehkan kami untuk mencabut dengan cepat diwaktu cuaca yang tidak sesui. System yang sama akan di pasang juga di taman kemainan Home Island dalam masa
yang dekat.
Kami telah menyelesaikan produksi batu batak untuk dipasang
kembali di Jalan Pantain dan sekarang bole bermula pemasangan kerbing dan paving. Ini akan dilakukan dalam bahgian 50 meter untuk mengurangkan gangguan trafik. Kami menggunakan campuran metal biru dan kaca-kaca yang kami telah ambil dari kaca yang di recycling di Pulu Panjang untuk menguatkan kerbing. Anda boleh lihat di gam-
bar bila kaca di campur dengan metal biru.
Dan terima kasi banyak kepada masyarakat yang telah memberikan berbagai penghargaan untuk kerja yang kami lakukan. Kami sangat

TEAM BUILDING DAY: The Shire’s outside work force took part in a team building day on 12th September. We split into four groups, two of
the groups participated in constructing two fire pits at two of the
shelters. The crew enjoyed this exercise with the end result being two
very nice fire pits.

Another group suited up with their safety gear and whipper snippers
and gave the grounds a much needed manicure from the jetty
entrance through to the rip deck. The final group made the trek to the north end of the Island to relocate one of the information signs that
was slowly being eroded and cleared the trails.
Once the work had been completed a BBQ was enjoyed by all.
TEAM BUILDING DAY: Pekerjaan luar Konsel mengambil bahagian dalam hari team building pada hari 12hb Septemba. Kami membuat empat kumpulan, dua kumpulan membuat lubang api di kedua lin-dungan. Pekerja menikmati latihan ini denagn hasil akhirnya menjadi
dua lubang api yang sangat bagus.
Kumpulan selanjutnya memakai baju safety mereka dan whippa snip-pa dan membaguskan kawasan-kawasan yang sangat diperlukan dari memasuk jetti hingga ke dek alur. Kumpulan yang lain membuat trek ke ujung utara Pulu Tikus untuk memindahkan salah satu tanda informasi yang perlahan-lahan bekerat dan membersihkan laluan
jalan.
Setelah pekerjaan telah selesai semua menikmati BBQ.
CYCLONE SEASON: Cyclone season is fast approaching. Now is the time to start clearing out and securing any loose items that may be-
come airborne through a weather event.
The Shire of Cocos (Keeling) Islands will conduct a verge side pickup
on Monday 14 October.
Items that will not be collected are:
• Car Bodies
• Motorcycles
• Boats
Asbestos
All Item can be stored one week prior to pickup date, no closer than two metres in from the road verge. For any more information contact

MUSIM CYCLONE: Musim Cyclone telah cepat mendekati. Sekarang adalah masanya untuk mula membersihkan dan mengangkat bahan-

BUDGET 2019/2020:Our budget series continues this fortnight with a
highlight on internal governance and process improvements. These
include implementing a proper Records Management System,
reviewing our Long-Term Financial Plan and our Workforce Plan, and
a minor review of our Planning Scheme. Not only do these items
ensure we are operation in accordance with legislative requirements,
they are also critical for a professional and high performing
organisation. We understand that these may not appear to be of
direct benefit to the Community; however, as a strong and
professional organisation, we will be in the best position to serve our
Community.
BUDGET 2019/2020: Berita tentang budget kami berterusan dalam
dua minggu ini dengan sebuah keterangan mengenai pengurusan
dan proses perbaikan. Ini termasuk melaksanakan Sistem Penguru-
san Rekod, memeriksa kembali Rencana Keuangan untuk masa

Regarding 2019 School Fete & Auction
Dear Cocos Community,
CIDHS P&C would like to once again sincerely thank all our sponsors and the community for the very successful
2018 Fete & Auction. Without your generous support, it would not have been possible.
In 2019, the P&C has continued to subsidise school uniforms for students who have started schooling with Cocos
Islands District High School for the first time as well as $50 per student for their stationary orders.
At our recent meeting, the P&C has agreed to further subsidise three sets of uniforms (Top) for students who
start Year 7. This will commence in 2020. P&C has also agreed to reimburse the School the following items for
2019 and the total amount is over $11,000.
• Sea freight for students’ stationery
• Air freight for Kindy uniforms
• Students’ Workbooks
• Year 9/10 Immersion Program
• Year 5/6 Perth Camp
Sadly, this year, quite a few key P&C members will be extremely busy with family commitments e.g. weddings
leading up to the 2019 School Fete & Auction and some will be off island around the Fete day. After careful dis-
cussion and consideration, the P&C committee has therefore decided to make a few changes to this year’s School
Fete & Auction:
The event will be held on Saturday 19th October at Home Island Foreshore with NO live auction. Details to fol-
low. If there are a reasonable amount of donation items, we may run a Silent Auction.
• P&C will work closely with the School to provide various fun activities for the community on the day.
• Donations of food and toiletry hampers will continue as previous years and they will be run as raffle prizes.
• Showbags will be available as previous years.
• Food and drink stalls will be available on the day though the choices of traditional Malay food may be lim-
ited.
We understand that this decision may disappoint some as the Fete & Auction has always been one of the most
exciting events on Cocos. However, the P&C has had to make this decision due to extreme lack of volunteers this
year.
In order for the P&C to continue our financial support to our families on the Islands, we will still need ongoing
support from our community and beyond. Therefore, if you wish to donate whether it is cash, items, sponsor-

Kongsi Connect is a project of the Cooperative which seeks to inform the community as to what is happening in the Cooperative’s world.
BREAKING NEWS
1 . Tourism Growth Opportunities for the Indian Ocean Territories .
The IOT Regional Development Organization (RDO) will be seeking an external consultant to conduct a review of opportunities for sustainable tourism growth for Christmas Island and the Cocos (Keeling) Islands.
This review will follow on the ‘Our Cocos (Keeling) Islands 2030 Strategic Plan’ which identified Muslim tourism as a potential growth opportunity for the Cocos (Keeling) Islands. The Cooperative’s ‘Gateway to Asia’ strategy promotes Muslim tourism. This will provide the Cooperative with another opportunity to promote ‘Gateway to Asia’ as a sustainable tourism opportunity.
‘Our Cocos (Keeling) Islands 2030 Strategic Plan’ time frame is approximately 11 years. It should be remembered develop-ments do not happen overnight, but take years of planning before actually happening.
2. Contracts Awarded
JLL have awarded CareyMc a painting contract for the West Island School. This will be similar to the recent contract that Car-eyMc performed at the Home Island School, and which the Cooperative was involved in as a sub contractor. CareyMc will be using the Cooperative as part of its team for this contract, just as was done for the Home Island School. It is panned for this contract to be done in January 2020.
This will be the fifth contract that the Cooperative has worked with CareyMc on in the Cocos (Keeling0 Islands.
VISITORS
From September 6 to September 8, 2019, the Cooperative provided a range of services to Toll, Cobham and Skytraders. The services included ground handling, guest services, accommodation, catering, bus transport, supermarket support, plant opera-tions, marine services, and management coordination. This has become a regular logistical support by the Cooperative for these airlines.
GATEWAY TO ASIA
As part of the Cooperative’s Gateway to Asia strategy it has entered into memorandums of understanding (MOUs) with Malay-sian organisations to assist it with developing education, training, research, tourism, aqua business and purchasing from Ma-laysia. These form part of the Cooperative’s 5 year strategy to make the Cocos (Keeling) Islands Australia’s first Muslim Friend-ly tourism destination, and as an aqua culture supplier for Malaysia and Singapore.

ABIM
Angkatan Belia Islam Malaysia (ABIM) or the Muslim Youth Movement of Malaysia is an Islamic organisa-tion founded on 6 August 1971 by Ustaz Abdul Wahab Zakaria. It currently has 60,000 members, and in-cluded in its operations are a cooperative, schools, and religious institutions. Its many members include a range or persons also involved in business activities.

ABIM was instrumental in the development of Islamic banking in Malaysia, and the development of the International Islamic University of Malaysia.
ABIM is committed to assisting the Cooperative’s Gateway to Asia strategy and has entered into a MOU with the Cooperative.
PATHWAYS TO THE FUTURE
University Putra Malaysia (UPM)
The Cooperative has an MOU with the Faculty of Agriculture of UPM. UPM has an aquaculture depart-ment and will work with the Cooperative in relation to the Gateway to Asia aquaculture project.
UPM can provide a range of university courses for students, as well as short period training courses. UPM also has a Halal Products Research Institute.
The Cooperative’s MOU with UPM opens up all of these facilities for the Cooperative and prospective students. UPM has 25,000 students enrolled.

The Cooperative’s Winds of Change Sub Committee will be engaging with the community as to opportunities for youths.
It is important that youth and their parents consider the opportunities that the future holds for positions that are above low level jobs.
If university is not your pathway, how about Selayang Community College. Also known as the Kolej Komuniti Selayang (KKSL) in Malay. Established on March 1, 2003. The main objective of KKSL is to provide secondary school-leavers and the local community the opportunity to develop their potential and achieve excellence through education and training. KKSL offers full-time certificate courses in fashion design, multimedia creative animation, hotel and catering, bakery and confection-ery and interior design. It also offers short courses in culinary, craft, creative art, sewing, decoration, automotive and health science.
MUSLIM FRIENDLY TOURISM
Tourism organisations in Australia have put effort to woo Muslim tourists through a number of initiatives and campaigns. In 2015, Tourism Australia issued a visitor guide for Muslim tourists and added a Muslim-friendly website section, covering halal
restaurants in the biggest cities. Regional tourism agencies have also taken an active approach in promoting Australia as a Muslim-friendly tourism destination, for example, Australia’s Queensland state that promoted the Gold Coast as a perfect destination for a cooler Ramadan.

Officially launched by Tourism Minister Paul Papalia in Malaysia, the guide promotes Western Australia as a Muslim-friendly travel destination, providing information about halal food and mosque locations as well as an overview of the many attrac-tions WA has to offer.
Popular Malaysian actor and social influencer Elfira Loy, who has more than four million social media followers, worked with Tourism Western Australia to produce the guide and shared her holiday experiences at the launch even

Muslim Friendly Tourism is expanding rapidly in South East Asia and globally. Be part of this, or get left behind.
Spending by Muslim travellers is expected to rise to US$220 billion by 2020, with the number of Muslim tourists growing to 156 million from 121 million in 2016. That’s according to the Global Muslim Travel In-dex (GTMI) 2017, which was produced by Mastercard and Crescent
Rating, a ‘halal-friendly’ travel consultancy.
‘Halal’ tourism is clearly a growing market segment, with Muslim tourists seeking destinations which meet their needs, in terms of diet, dress or rituals. Translated from Arabic, ‘halal’ means per-missible in accordance with Islamic teaching. Alcohol, pork, nudi-ty and gambling are off limits.
The Cooperative is planning to be part of this through its Gateway to Asia strategy.

For September 2019 the WHS Committee will be promoting hearing protection.
Safe Work Australia states:
• From 2001–02 to 2014–15 there were 65,300 accepted claims for deafness in Australia. This was an average of 4,700 per year.
• Over one-third (35%) of these claims were made by employees in the manufacturing indus-try while 18% came from construction.
• The primary mechanism that led to deafness was long-term exposure to sounds arising from working inside.
8 Tips for Healthy Living on the
Go
Here are eight tips for healthy living on the go:
1. Enjoy a print of water first thing in the morning. If you don't haven’t got time for anything else in the morning, make time to drink a big glass of water.
2. Grab a few fresh fruits on your way out. Wherever you’re going - whether its a walk or drive to the supermarket or on your way to a meeting - pick up one or two fruits and eat them.
3. Avoid going to junk food shops with your work mates. If your work mates are going and you don’t want to go along, go ahead but don’t order the burger or French fries.
4. Exercise on the go. If you work in an office, get up every 30 minutes and go for a walk. If you have an office with stairs, run up and down the stairs every couple of hours.
5. Drink Herbal Teas. When at work or home, many people love to get a cup of tea or coffee. Decide that you’ll be more healthy and get a warm cup of herbal tea.
6. Eat a handful of nuts. Get your favourite selection of nuts (almonds, cashews, pecans, walnuts, etc.) and raisins and have a big handful of them at around 3pm. This has been shown to increase afternoon energy and productivity.
7. Say yes to freshly squeezed juice. One of the biggest and most exciting changes I made in my health about 7 months ago was when I said “yes” to having my own freshly squeezed juice every morning. Since then, my energy, body health and vitality has increased ten-fold. I create the time to squeeze my own carrot-apple-ginger juice; however if you don’t have the time, ask someone if they can make it for you in exchange for something you can help them with, or get yourself to a local juice bar and get your share of the juice!
8. Deep breathing. When you’ve got time – at your desk, driving the car, cooking food – do some deep breathing. Inhale and count up to 5 seconds, hold it for a few seconds, and release slowly. Exchange of oxygen and carbon dioxide is one of the best things we can do for our blood and cells.

Come down to The Big Barge Art Centre studio to enjoy some creative time making your
very own unique hanging weaving. We will be using
collected beach rope and thongs and weaving directly onto a wooden bar frame. Can also
include any plastic fun beach finds or mini fishing floats. The painted top and bottom
wooden bar will stay attached to your weaving so it can get hung up straight onto your
wall! We are going BIG this time with the loom measuring at 67cm x 90cm. This will be
my last course for a few years so please come and join me!

Tips for Controlling Pesky Flies
Potted plants indoors
Reduce watering and organic matter in the soil of potted plants; particularly the top layer - gnats and flies thrive in damp conditions where's there's plenty of organic material.
Clear garbage
As flies breed in rotting organic material, make sure your garbage is secured and your trash bins have tight fitting lids.
Secure compost bins and worm farms
Try to keep dairy and meat scraps out of your compost bin or worm farm; as that will discourage some types of flies. Even vegetable waste will be a nice breeding ground for some types of flies.
Fly strip/paper
Not so popular now, but still very useful. These are non toxic strips embedded with something such as honey and also
an adhesive.
Fly curtain
If you have people coming in and out of your house regularly, chances are they'll bring flies in with them. A simple fly curtain made of strings of beads will reduce the number that do get in.
Citronella oil and candles
Citronella oil is an essential oil extracted from the different species of Cymbopogon (lemon grass). It's considered a biopesticide and non-toxic. Burning a citronella oil candle or incense sticks will not only repel flies, but mosquitos too.
Mint
Crushed mint can be placed in bowls or cloth bags and placed strategically around the home near common
entrances.
Eucalyptus oil
Sprinkle a little eucalyptus oil on a scrap of cloth and place near entrances.
Fly repellent plants
Some species of plants may be able to grow in your yard depending on your local climate conditions can help discourage flies. These include Lemon balm, Catnip, Mint, Chrysanthemums and Marigolds.
Check your flyscreens
OK, so this is a no-brainer; but small holes in flyscreens are easy to miss - so it's a good idea to check them regularly.
DIY fly traps
Fly traps come in various shapes and sizes, and some are very easy to make.
Light
Flies will tend to be attracted to and congregate in dark areas, particularly when it's hot, so allow as much natural light into your home as you can.
"Green" fly sprays
If all else fails, there are some "green" fly sprays available on the market that contain natural pyrethrum and citronella blends. However, these usually also contain other chemicals - so they may be
the lesser of the evils rather than a truly green product and should also be used sparingly.

What is bullying?
Bullying is behaviour that makes a person feel scared, embarrassed, humiliated or upset. Bullying can be verbal, physical, social or psychological.
Verbal bullying could be constantly calling someone ugly names, or swearing at them all the time. Physi-cal bullying could include tripping someone up, or poking them, whenever they go past. An example of psychological bullying might be refusing to speak to someone, or excluding them from a group. Social bullying might include spreading lies or rumours about someone to other people.
What is cyberbullying?
Cyberbullying is using a phone or the internet to bully. Cyberbullying takes place through phone calls, emails, text messages, photos, blogs, chat rooms and using social media, such as Facebook and Snap-chat, and any other form of social media.
Examples of cyberbullying can include:
• Sending nasty emails or text messages
• Threats to someone online
• Stalking (pursuing someone to intimidate them) or harassing someone online or by text or phone calls
• Spreading lies or rumours online
• Sending someone offensive material online.
There is not a criminal offence called “cyberbullying”. But there are a number of criminal offences that you could be charged with if you engage in the various types of cyberbullying described above.

Tom, Dick and Harry went to a party. After the party they returned to the hotel.

• Stalking – The penalties for stalking offences range from a maximum of 12 months imprisonment and a fine of $12,000 to 8 years imprisonment, depending on the offence and whether there are aggravating circumstances.
• Threats of harm – The penalties for threats of harm range from a maximum of 18 months impris-onment and a fine of $18,000 to 6 years imprisonment, depending on the circumstances and whether the offence was aggravated.
• Threat to kill – The penalty ranges from a maximum of 7 to a maximum of 14 years imprisonment depending on whether there are aggravating circumstances.
• Commonwealth offences that involve “using a carriage service”. A carriage service is a service which uses electronic means to convey communication, such as the phone or internet.
• Using a carriage service to menace, harass or cause offence – The maximum penalty is 3 years imprisonment if dealt with by the District Court or 12 months imprisonment and/or a fine of $12,600 if dealt with by the Magistrates Court.
• Using a carriage service to make a threat – The maximum penalty is 10 years imprisonment for a threat to kill. The maximum penalty is 7 years imprisonment for a threat to cause serious harm if dealt with by the District Court or 2 years imprisonment and/or a fine of $25,200 if dealt with by the
Magistrates Court.
Identity theft can be cyberbullying
Identity theft can also be a part of cyberbullying. It can include:
• Pretending to be someone else online.
• Logging into someone else’s account without their permission.
• Using someone’s identity to create a fake account in their name.
An example as to how identity theft might be cyberbullying is if you pretend to be someone else online and behave maliciously, such as by sending their boss at work rude messages to try to get them into trou-ble.
Or you might log into someone’s account without their permission, read their private emails, and then tease them and spread their private emails around.
If you steal someone’s identity online, such as by pretending to be them online, you can commit a serious offence.
One offence that you can be charged with is using someone’s computer without their authority, if they have restricted the access to it, such as protecting access by a password. If you are dealt with by a Mag-istrate’s Court, the maximum penalty is 12 months imprisonment and a fine of $12,000. The maximum penalty is higher if you are dealt with by the District Court.
Another offence that you may be charged with, depending on what exactly it is that you do, is fraud. If you are dealt with by the Magistrates Court, and assuming the victim is not 60 years old or older, the maxi-mum penalty is 2 years imprisonment and $24,000. If the victim is 60 years old or older, the maximum penalty is 3 years imprisonment and $36,000.
It is always wise to think very carefully about your use of electronic means of communication and to make sure that you do not in any way behave in a bullying manner.

Pencurian identiti boleh juga cyberbullying
Pencurian identiti juga bole menjadi sebahgian daripada cyberbullying. Ini boleh termasuk:
• Berpura-pura menjadi orang lain.
• Memasuk ke akaon orang lain tampa izin mereka.
• Menggunakan identiti seseorang untuk membuat akaon dalam nama mereka.
Contohnya bagaimana curian identiti munkin adalah cyberbullying adalah jika anda berpura-pura menjadi orang lain online dan berke-
lakuan berniat jahat, seperti menghantar messej yang tidak sopan untuk cuba mendapatkan masaalah untuk mereka.
Atau anda masok dalam akaon orang lain tampa izin, membaca emel pribadi mereka, dan kemudian menggoda mereka dan me-
nyebarkan emel pribadi mereka sekeliling.
Jika anda mencuri identiti seseorang online, seperti dengan berpura-pura menjadi orang itu online, anda melakukan kesalahan serius.
Salah satu kesalahan yang anda boleh didakwa adalah bila anda menggunakan komputer seseorang tanpa kuasaan mereka, jika mereka telah melarang akses, seperti melindungi akses dengan password. Jika anda ditangani oleh Mahkamah Magistret, maksimum penalty adalah 12 bulan dipenjarah dan dibayar dendah sebanyak $12,000. Hukuman maksimum akan lebih tinggi jika anda ditangani
atau diuruskan di Mahkamah Distrik.
Satu lagi kesalahan yang anda mungkin di dakwa, bergantung kepada apa sebenarnya anda lakukan, adalah penipu. Jika anda di dakwah di Mahkamah Magistret, dan mangsa tidak lebih 60 tahun atau lebih, penalti maksimum adalah 2 tahun dipenjara dan dibayar dendah sebanyak $24,000. Jika mangsa 60 tahun atau lebih, penalti maksimum adalah 3 tahun dipenjarah dan dibayar dendah
sebanyak $36,000.
