Business Improvement Districts (BIDs) worldwide
• Invented in the USA to address inner-city decay – ‘Zero Tolerance’
• Now 1400 in USA• Took many years to
develop• Owners pay the levy
(occupiers in the UK)• BIDs now also
prominent in Australia and South Africa

• Successor to ‘Town Centre Management’
• BIDs often about war between in-town and out-of-town retail
• Hamburg – city law• Salzburg – tourism

existing business area
• Starts with a ballot of businesses
• Max 5 year term• 71 successful ballots,
13 unsuccessful• May charge a

• Targets set based on Travel Survey 2006

Master Travel Plan TargetsThe key targets of the Bankside Master Travel
Plan are to increase by 50% by 2010: • the share of people who walk to work,
amongst those who live within a 2 mile radius. • the share of people who cycle to work,
amongst those who live within a 5 mile radius. • the number of work related journeys made to
locations within London on foot (2006: 20%) • the number of work related journey made to
locations within London by bicycle (2006: 3%)
