The only thing remaining on my agenda at this point is to thank you for your service to the flotilla and point out our accomplishments this year, primarily for those who weren’t at the C.O.W. I stand ready to help any of the newly installed officers in their transition to 2018 and also look forward to hear from Bill about what he hopes to accomplish in 2018.

My PA Report has a summary of the Flotilla hours and list of awardees which you can research, if you have an interest.

The Flotilla has no outstanding bills or obligations. The Change of Watch was held and all bills are paid. All memberships are current. The annual audit is scheduled.

Information Systems: Neil Rattrie This will be the last reminder in 2017 for you to send me your hours and any out-standing missions that you may have completed in 2017. This is particularly the case with outstanding 7029 hours.

The cut off for hours counting toward awards for 2017 will January 14th, however meeting minimum mis-

sion hours/exams/visit requirements will be just after the New Year 2018. If the requirements are not

entered into AuxData by this date (as of yet unknown), you will go into REYR status. The process to get

you out of REYR is long and tedious.

As your new FSO-MT, I would like to encourage you to participate in some Flotilla activity in 2018. This can be as a Program Visitor, a Vessel Examiner, an Instructor, joining the Public Affairs Team, becoming a Boat Crew member, an Aids Verifier or standing Watch either as a Radio Operator or Gate Watch at Station Mayport. All of these activities require various levels of training.

Think about what you would like to do and send me an email so that we can get the necessary training classes set up. If you are currently involved in an activity you may need to take on-going training that is required each year (e.g. TCT). I will be sending out reminders to those individuals that need this type of training. This will also include the Mandatory Training that can be completed by various methods.

Our last operations patrol of the year was a safety zone mission for the annual Regatta of Lights, the parade of lighted boats along the bay front organized by the St Augustine YC. Our mission included placing red/green markers to guide the boats along a predetermined route and to assist as needed. Fortunately, the clear but cold evening was uneventful from a safety point of view and the crew, Steve Parsons, Lyn McClelland, John Roderick and myself, enjoyed the hospitality of the Yacht Club members on our return to the Lighthouse Ramp and the club.

Qualified crew numbers in 2018 will be at the lowest they have been for many years as Bill Hall and Vic Aquino 'retire' and will not re-certify. We thank them for their many years of service on the water; their experience and knowledge of the waters around St Augustine will certainly be missed. FC Rattrie pre-sented well deserved awards to both at our recent Change of Watch.

With numbers of qualified coxswain/crew at only five and with one facility, Flotilla 14-7 will be looking for members' boats to use and members to qualify. We need committed people who are willing to give of their time to get qualified. Certification does not just happen, it takes persistence and endurance but the outcome is well worth it. Please contact me if you think you can help. We most likely will be organizing on the water training with nearby flotillas and holding shore side training as a Division..

In the Recent Events section of this edition of The BUOY, you will find a photo of one of the boats, be-longing to SAYC member Tim Tucker in the Regatta of Lights.

We conduct Vessel Exams the second Saturday of each month at Vilano Boat Ramp and on-demand via the USCG Aux website. We are currently waiting for the 2018 safety inspection decals to become available.

The 2018 schedule for the Vilano Boat Ramp is posted below. It is the second Satur-day of each month February to November from 0900—1200 hours.

News Release Flotilla 14-7 Year-end Awards and Change Of Watch and Awards Celebration

SAINT AUGUSTINE, Florida — On December 7ᵀᴴ 2017, Libby Rattrie, Flotilla Commander held a Change of Watch Celebration to introduce the incoming 2018 staff and elected officers of the flotilla and recognize the achievements of the membership over the year. This year’s event was held at Allegro at 6:30PM. ACLOC is the Auxiliary Commandant’s Letter of Commendation (please refer to further info about this Coast Guard Award in the link). The following individuals were recognized by the US Coast Guard this year: Bill Hall Vic Aquino David Patrick Steve Parsons Libby Rattrie. (Presented by David Patrick, Auxiliary Division 14, 7ᵀᴴ District Commander) The following Members of the Flotilla were recognized for their performance this year with these awards: Outstanding New Member - Lyn McClelland Outstanding Member - John Holmes Outstanding Public Education - Bill Hall & Vic Aquino Outstanding Public Affairs - Henry Seiden Outstanding - Program Visitor – Carmen Gautille Outstanding Vessel Examiner - Becky Kaurup (not present) Outstanding Boatcrew / Coxswain - Steve Parsons Special Achievement Award (21 Years of Service) - Ann Ping Ms. Rattrie, now the Immediate Past Flotilla Commander, will also be continuing on in her position as Auxil-iary Sector Coordinator, recognized in her remarks the entire Flotilla’s achievements in our areas of respon-sibility. After her presentations at the event, Rattrie summarized, “As of this month, our 78 members volunteered and were recognized for providing a combined total of 10,430 volunteer hours with the US Coast Guard and Auxiliary this year throughout our local community. We act as force multipliers, providing direct support to our Teams at the Mayport US Coast Guard Station and Coast Guard Sector, Jacksonville allowing the active duty members to perform their jobs efficiently.”

Rattrie went on, “Working with the great men and women on active duty at the Coast Guard, the member-ship of Flotilla 14-7 recognize and support our common missions including: recreational boating safety, on the water safety patrols, on shore marine environmental protection, waterway marine safety, search and rescue assistance, marine dealer visits, recreational vessel safety examination and public education. “We’ve taken 190 hours in training programs in these areas in order to maintain current Coast Guard standards of excellence. “Many of our members have retired from active duty military service. We recognize the great relations maintained between the Department of Defense and the Coast Guard services. One of our members re-minded us last night of the 75ᵀᴴ anniversary of the establishment of Jacksonville Naval Station at Mayport this month. This coincides with our own annual celebration and we salute them.” The event featured the introduction of the 2018 Elected and Staff Officers. The list of Officers beginning or continuing their terms and the program of the event is attached, along with selected pictures.
