Policy
• Spatial Data Infrastructure : SDI
• The technologies, policies, and people necessary to promote sharing of geo-spatial data throughout all levels of government, the private and non-profitsectors, and the academic community. (FGDC, 1994)
National Spatial Data Infrastructure
• Problems on GIs applications:• Many actors but work isolated• Duplication on data production• Cooperation and collaboration are limited• Poor sharing of data / facilities• Big amount budget but scattered and unretrievable data• Data standards?• Lack of expert / trained personnel• Unclear policy: national policy? agency policy? Data policy?• ...
Why ThaiSDI ?
National Spatial Data Infrastructure
Why GISTDA ?
GISTDA was assigned to be the secretariat of the National Committee on Geo-information: NCGI
by MOST is secretary and GISTDA is assistant secretary
GISTDA has direct mission, enough resource, and suitable technology.
For example : Prototype of GI portal/platform,
Knowledge and specialist about Geo-informatics technology, Hardware and software,
Budget, etc.
National Spatial Data Infrastructure
National Spatial Data Infrastructure (NSDI) Division was established to……
Roles/ responsibility :
1. Draw National Geo-Informatics Master Plan and Action Plan of National Spatial Data Infrastructure.
2. Manage, operate, and collaborate the development of Fundamental Geographic DataSet (FGDS), Include National Spatial Data Infrastructure
3. Manage and operate Geo-Spatial Clearing House or NGIS Portal/Platform (under the concept of the development of NSDI in Master Plan of the National Geo-informatics System 2017-2020), include manage data sharing among agencies
4. Core organization to establish common standards, Also support, promote, and outreach the awareness about NSDI to all user

NSDI Elements :
National Spatial Data Infrastructure
NSDI Elements : National Standardization Thai Industrial Standards Institute (TISI) has mission to develop national standards
of products and services to be in line with the requirements and international practices. In 2005, a standard was announced by TISI.
National standard: Metadata (TISI.19115-2005) (adopted ISO/TC211)
Geo-Informatics and Space Technology Development Agency (GISTDA) is core organization to establish common standards for remote sensing and geo-informatics systems.
Study on National Standard (ISO/TC211) and 23 standards were announced
National Committee on Geo-information: NCGI established sub-committee to study and develop GI Standard and announced 14 standards in 2012.
NCIG standard: 14 standards in 2012 (adapted ISO/TC211)
National Spatial Data Infrastructure
NSDI Elements : Fundamental Geographic Data Set: FGDS 13 FGDS Layers which defined by National Committee on
Geo-information: NCGI
1. Aerial photos 2. Satellite images
3. Geodetic control monuments 4. DEM
5. Administrative boundary 6. Transportation network
7. Hydrology 8. Urban and town
9. Land use 10. Forest boundary
11. Topographic map (image) 12. Cadastral
13. Naval hydrographic
FGDS is very essential and will create direct, tangible benefit in supporting GIS development in both public and private agencies.
National map scales: 1:4,000 / 1:10,000 / 1:25,000 / 1:50,000 / 1:250,000
GISTDA has commissioned ChulaUnisearch, the outreach unit Chulalongkorn University, to conduct a Study Project on FGDS Standard Development.
National Spatial Data Infrastructure
NSDI Elements : Metadata
For search and access by Spatial Data Clearinghouse(Discovery Metadata)
For managed and Detailed data
GISTDA developed Metadata program, name’s Metadata Editor and try to promote Metadata Online
data that provides information about other data to facilitate in the discovery of relevant information.
National Spatial Data Infrastructure
NSDI Elements :
FGDS and other Geo-informatics data Searching service
Display all Geo-informatics data
Analyzing and Processing the data
Online Maps

WMS, WFS, WCSOnline platform That can access and download map data as portal,
Also metadata service for searching and describe the data

National Spatial Data Infrastructure
NSDI Elements : Outreach and Capacity
Arrange workshop “Data preparing and sharing through web map service for local institution ” for local official and local network of Regional Centers of Geo-informatics and Space Technology (5 Centers).
- More than 4 times per year
- Participants not less than 300 persons per year
Arrange the conference, seminar, and Training to enhance awareness and promote utilization of spatial data among agencies to support public and private sectors applications of geospatial data, also evaluate and summary annual output and outcome

Master Plan of the National Geo-informatics System 2017-2020
NCGI 2016 Signed by Prayuth Chanocha, Prime Minister of
Thailand on 13 September 2015 Announced at Thai Government Gazette on
23 September 2015 To drive the policy and Implementation about
Geo-informatics, Mapping, and Remote Sensing under GIS Standard for data deduplication and data integration among agencies, also the collaboration to meet the need of user

National Spatial Data Infrastructure
Master Plan of the National Geo-informatics System 2017-2020 Approved by National Committee on Geo-information: NCGI
on 30 March 2017
There are 4 strategies, as follow…
Strategies 1 : To improve laws and regulations in order to be more consistent with the new landscape of geospatial data
ปรับปรุงกฎ ระเบียบให้สอดคล้องกับภูมิทัศน์ใหม่ทางภูมิสารสนเทศ
Strategies 2 : To establish government data center
สร้างระบบข้อมูลภูมิสารสนเทศกลางของภาครัฐ
Strategies 3 : To develop web portal and data distributed system to provide geospatial data to all sectors
พัฒนาเว็บท่าและระบบข้อมูลเพื่อให้บริการข้อมูลภูมิสารสนเทศ
Strategies 4 : To develop human resource skills and to promote creating innovation from geospatial data and related technologies
พัฒนาทรัพยากรมนุษย์และส่งเสริมผลักดันให้มีการสร้างมูลค่าเพ่ิมจากเทคโนโลยีและข้อมูลภูมิสารสนเทศ
Between Committed Secretariat improve and present Cabinet to consider using.
National Spatial Data Infrastructure
But…The problem of Thailand’s NSDI Development
Confliction of agencies policy,
Differentiate of data standard,
Limitation of data sharing,
Lack of expert and human resource,
Lack of infrastructure,
Lack of budget, etc.
National Spatial Data Infrastructure
is a national gateway and clearinghouse for GIS as a centralized, one-stop location for users to search for and discover map layers from government agency which will include OGC compliant Web-services such as WMS, WFS, WCS and Metadata. Its better than interoperability and data sharing through the establishment of data content and metadata standards and can use for decision-making through spatial analysis with created application by spatial solution.
National Spatial Data Infrastructure
National Geo-informatics Infrastructure System : NGIS Portal in 2015
Concept of NGIS Map Portal…
1. NGIS is not NEW
2. Implement from the government policy Statement of the Prime Minister on 6 January 2015 Cabinet resolution on 20 January 2015
In 2015, NGIS Map Portal includes 320 layers of national geospatial data from 22 organizations and provided data service in Web Map Service (WMS) only.
National Spatial Data Infrastructure
National Geo-informatics Infrastructure System : NGIS Portal in 2016-2019
In 2017, We will upgrade from NGIS Map Portal to NGIS Portal that can provide all types of data and service (OGC Web service) include metadata service. Also, data or map service analyzing (WFS, WCS, etc), map creating, application developing on portal and provided standard of data service for FGDS data in OGC Service of all Thailand in 2019.
