Urban Traffic Plan (PUT): approved in 2000, it aims to improve the quality of environment and the road safety. Urban Mobility Plan (PUM): approved in 2008, it is a strategic program for a sustainable development in
mobility. Inside the PUM it was developed the: - Biciplan, a cycling plan, planning activities and actions to promote the cycling mobility.
Parking Plan: approved in 2008, it provides an integrated management policy that involves the parking areas. Road Regulation: approved in 2012, it classifies the roads and defines dimensional and design’s criteria.

THE ECONOLEGGIO PROJECT THE INNOVATIVE IDEA
The Municipality of Reggio Emilia and ACT (the public transport company) created a new company (TIL – Integrated Transport and Logistics) aimed at promoting and managing electrical vehicles fleets. ECONOLEGGIO is a rental service that guarantees the efficiency of the vehicle (prerequisite for a successful project) this allowing to overcome the prejudices linked to electric vehicle: effective functioning of the vehicle;
authonomy;
after-sales service.
ECONOLEGGIO (Eco-car rental): it promotes and disseminates the use of the electric car not as experimental project, but as everyday experience based on the concept of normal and continuous use of the vehicle.

IMPLEMENTATION
1. 2001: substitution of the whole FCR (pharmacies public company) fleet with EVs 2. 2002: substitution of part of Municipality and Province Administration fleets with EVs 3. 2003: involvement of traders associations in promoting electric vehicles (‘ARIAMIA’) 4. 2005: hire of electric vehicles to individuals and companies (‘VIA LIBERA’) The ‘ARIAMIA’ phase helped to gain first experiences in city freight transport and the operation of a public rental system. Currently, there is the ‘ARIAMIA PLAYPORTER 2010’ initiative, which is its restart directed also to traders and private citizens. In particular there are these 2 new partners:

REGIONAL INITIATIVE I MOVE ELECTRICALLY
In 2010 an agreement was signed between ENEL and Emilia Romagna Region for the development of electrical mobility, which currently involves three Municipalities: Bologna, Rimini and Reggio Emilia. Each Municipality will install a number of charging stations to recharge EVs on the basis of a pilot project: in Reggio Emilia territory the installation of 23 charge points is planned as in the picture. The agreement provides in the future: •development of infrastructures and services to enhance electrical mobility •installation of other charging points •integrated and coordinated management of electrical mobility in the Emilia Romagna Region.

EU PROJECT MOBILITY 2.0

Mobility 2.0 intends to test and implement an electric mobility system which is effective and efficient: this system will be based on a sort of "intelligence" spread on vehicles and infrastructures (V2V, V2I). In particular it aims to develop an ‘in-vehicle device’ that supports the drivers of electric vehicles to manage optimally their mobility needs (e.g. identifying parking with refills, multimodal options). This device will communicate with electric charging stations and will have access to information on public transport. Reggio Emilia will be a pilot site for electric vehicles fleets trough the involvement of EVs suppliers. In particular, the company ‘Privé Ltd.’ will equip the charging infrastructures with the solutions provided in the project, and will provide the electric vehicles.
