Description:
The Environment and Gender Index (EGI) - a project of International Union for Conservation of Nature (IUCN) - is the world's first tool to monitor progress toward gender equality in the context of global environmental governance. The EGI provides the best quantitative data to date on how nations are translating gender and environment mandates into national policy and planning. Comparative data across 72 developed and developing countries helps decision-makers, civil society, and others evaluate progress while identifying where the gaps lie in achieving gender equality in the environmental context. The index is particularly useful for those working on issues related to environment, livelihoods, governance, education, health and security. The EGI was launched on November 19 during the global climate change negotiations at UNFCCC COP19.  To download the full report and summary of results, sign up for updates, or request technical support on gender and environment contact the EGI Team at IUCN here: environmentgenderindex.org/contact.

The !Environment !and Gender Index (EGI)!

2013 Pilot!

Page 2: The Environment and Gender Index (EGI)

“We have to move beyond the lip service of gender mainstreaming, into concrete actions...It is important to place well-defined, convention-specific strategies on gender with achievable indicators and objectives and to support governments in their efforts to implement and comply with the gender provisions of the Conventions.” Christiana Figueres, UNFCCC Executive Secretary

Moving Beyond Lip Service !

“Too often, development efforts have been hampered by a lack of the most basic data about the social and economic circumstances in which people live... Stronger monitoring and evaluation at all levels, and in all processes of development (from planning to implementation) will help guide decision making, update priorities and ensure accountability.” -High-Level Panel of Eminent Persons on the Post-2015 Development Agenda, March 2013 communiqué, Bali, Indonesia

We Need a Data Revolution!

The Purpose of the EGI!

•  Monitor implementation of global agreements

•  Promote transparency and accountability

•  Expand access to environmental information

•  Increase aid effectiveness

•  Demonstrate that measurement is possible

Page 5: The Environment and Gender Index (EGI)

Core Questions! Are governments integrating gender in their environmental efforts? Are the conditions favorable for women to be actively involved in environmental decision-making? But our main task became….

•  Searching for data •  Filling data gaps •  Identifying proxies

Page 6: The Environment and Gender Index (EGI)

Methodology! •  Expert Panel of 33 members

•  Existing high quality data sets

•  Creating new data sets to fill data gaps

•  Developing a composite index •  Country selection •  Methodological framework •  Index-ready data •  Weighting scheme

Overall Findings!

•  Limited sex-disaggregated data in the environmental sector

•  Piecemeal accountability between international agreements and national action

•  Country income level is not a factor in performance

•  Need for gender parity in environmental decision-making

•  Gender policies have an impact

Page 20: The Environment and Gender Index (EGI)

Next Steps for EGI! •  Country level analysis

•  Dig deeper and refine methodology

•  Increase country coverage

•  Build momentum for data collection by international organizations and governments

•  Create new datasets
