Expediting Benefits-driven PBN Implementation

Deploying Go-Teams, in conjunction with Industry, for PBN implementation– 6 teams will be deployed per year (through 2013)

Workshops on:– Airspace design (4 per year),

– Operations approval

– Continuous descent/climb operations (3 per year)

Implement new flight plan content – enable use of advanced capabilities on board aircraft

New PBN guidance material will be produced – Focus on increased route predictability and increased aerodrome

accessibility

Reductions in Separation Minima

ICAO is working on following aspects to implement reductions in separation minima:

– Use of 3 NM separation between aircraft utilizing automatic dependent surveillance-broadcast (ADS-B) & multilateration (2012)

– Use of 2.5 NM separation between in-trail aircraft up to 20 miles from the runway threshold (2013)

Civil/Military Cooperation and Common Use of Airspace

ICAO issued Circular 330 - Civil Military Cooperation in ATM in 2010

ICAO will hold five collaborative seminars/workshops from 2011 to 2013 in: – Africa

– Asia/Pacific

– Eastern Europe

– Middle East

– North America/Caribbean/South America

ICAO’s Approach

37th Session of ICAO Assembly (2010) directed Organization to sustain its focus on safety and redouble its efforts to support global interoperability

ICAO established programmatic framework for States that have advanced efforts to come together to develop Aviation System Global Block Upgrades – Europe, US, Japan and (if needed) others, Russian Federation

supported this approach and intends to submit its programme for integration and collaboration

ICAO’s approach is based on 4 steps…

Established working agreements with Standards Organizations on work programmes

Step 2Global Aviation Block Upgrades

A block upgrade is a package of capabilities (called a module) which has essential qualities of:

– Clearly defined measurable operational improvement • with appropriate metric to determine success

– Necessary equipment and/or systems in aircraft and on ground • along with operational approval or certification plan

– Standards, procedures and technical specifications• for airborne & ground systems

– Positive business case • over clearly defined period of time

Advantage of ICAO’s Approach

• Block Upgrades provide a series of measurable, operational performance improvements

• Organized into flexible & scalable building blocks

• Could be introduced as needed

• Implemented as each individual State requires the capability

What is the Basis for Block Upgrades?

Foundation of blocks originates from existing, near term implementation plans and access to benefits that already exist

Blocks are based on operational concepts extracted from:

Aligned with ICAO ATM Operational Concept Intent is to apply key capabilities and performance improvements across

other regional and local environments – with same level of performance and associated benefits worldwide

Block Upgrades will allow structured approach to meet needs of individual aviation communities worldwide– while considering associated business cases

They reflect recognition that all modules are not required in all airspaces

Opportunity for global aviation community to cement near-and mid-term future of aviation infrastructure and airborne equipage

Put forth strategies to focus research and development for longer-term requirements

To achieve this, ICAO plans to revise GANP– Focus on operational capabilities needed

to manage various ATM system requirements around world

Step 4 (Cont’d)

New GANP will have 3 specific planning elements for tomorrow’s aviation system:

– Series of operational improvements (block upgrades) and identification of work programmes and efforts required for implementation

– Avionics Roadmap centered around block upgrades (that are eventually agreed upon)

– ATC Communication Plan: an electronic regional Air Navigation Planning facility that provides transparent, real-time regional planning capability

Conference will be the venue for all States to:

– Continue to secure the future of international system

– Ensure its interoperability at reasonable cost
