Description of home

The Hollies is situated in The Royal Town of Sutton Coldfield, more colloquially known as Sutton Coldfield or simply Sutton, forming a suburb of the city of

Birmingham. The town lies about 6.5 miles (10km) northeast of Birmingham City Centre and borders Little Aston, North Warwickshire, Lichfield, Erdington

and South Staffordshire. Its 2011 Census population was 95,107 – a fall of 4.8% since the 2001 Census. An affluent town ranked as the fourth least deprived

area in the country encompassing the prestigious Four Oaks Park Estate and bordering the Little Aston Park Private Estate where the regions wealthy reside.

The Hollies is a large family home which is able to provide good quality care for five children. The Hollies is thoughtfully decorated and furnished to a high

standard; it is homely, calming, and comfortable and will celebrate the achievements of the children who live there. Children will be consulted regularly on

issues concerning the day to day running of The Hollies and will be actively involved in its decoration. The Hollies comprises of a large living room, kitchen,

conservatory, separate dining room, office/sleep in room, utility room and a shower/bathroom. On the first floor there are five children’s bedrooms, a staff

room/office and two bath/shower rooms. The home is set back from the road with clear boundaries set by fence boarders, and has parking spaces for

several cars. The home fits well to the community and doesn’t stand out as a residential home, so will not draw any negative attention from the

community. Children will be encouraged to invest in their home and take pride in their surroundings.

The Hollies is suitability located and will work with community police to develop a good knowledge of the area, in order to ensure the safety as far as

possible for the children we care for. The staff will work positively building relationships with our neighbours and will put in place appropriate safe guarding

procedures in the home for all our children. Staff will be vigilant and monitor what is happening in the surrounding area through consultation with the

community police liaison officer attached to the home, and children themselves keep well-informed of what’s happening locally.

The Hollies is located on a busy main road, and is within walking distance to local shops and parks. A short bus journey will take children to the Hub of the

local shopping Centre. Children will be encouraged to use the local shops supported by the adults.

The local police have agreed to regularly call into the home and engage positively with the children developing strong relationships, this will support

children to have trust in the police and confidence to talk to them should they need to ask for support or share information with them. Children will see

them as support for them to feel safe in the community. Children will have access to local bus and train services, with a bus stop directly outside the front

of the house, with direct access to Kingstanding, Sutton Coldfield and Walsall. The home is central to all local amenities, this will encourage children to

develop their independent living skills and integrate them into the community.

The Home manager will actively engage with the local community police, PACT meetings. The home will regularly update on crime statistics in the area,

these measures are effective in reducing crime. There is little likelihood of children placed in the home becoming drawn into gang crime as children will be

closely monitored by adults. There is a small likelihood of children placed in the home becoming drawn into anti-social behaviour in the local area; however

children will be closely supervised and monitored at all times minimising the likelihood of this occurring.

The Hollies is located in a quiet affluent area, children will be closely supervised and work to develop positive relationships with neighbours, the home is a

neighbourhood that is suitability located to care for children who may have already been victims of abuse and neglect. The access to all facilities is

exceptional with a regular public transport system: supporting access to: local cultural facilities, services and entertainment, local fun activities for children,

disability education facilities, local health service facilities, local sports leisure facilities. The home is appropriately and suitability located, and children are

effectively safe guarded and able to access all services and facilities meeting diverse individual needs.

There are not sufficient facilities for The Hollies to provide care to young people who are severely physically disabled or have some specific special needs.

The ground floor is, however, all one level and there is a downstairs toilet to cater for the needs of visitors.

Safeguarding – Self Harm / Suicide / Inappropriate sexualised behaviour

Young People

We have a clear Risk Assessment of each individual young person, regarding their behavioural needs and risks they may pose to self or others. This clearly lays out the previous known risks & a chronology of episodes, as well as responses and management of the young person who is self-harming. The young people have therapy with specialist therapists on a regular basis, looking at and addressing PSB (problematic sexualised behaviours). The home has bedroom door alarms and high ratios of staff to safeguard the children & young people. As a home we also work to the ‘partnership’ and liaise regularly with the Police, CAMHS and any other professionals involved with the young person. We always share appropriate and significant information regarding a young person with who it needs to be shared with. We work using a ‘multi-disciplinary’ approach seeking to find the best outcomes for the child. Staff are trained in First Aid and the management of self-harm, but this is very individual & specific to each young person. Ligature training received by all seniors and Self harm training received annually to all team

Outcome:

That children & young people are kept safe and protected from harm / harmful influences around them. That there are appropriate local & community support persons, where information and guidance can be sought by either children or staff. That the staff working with & supporting children are knowledgeable in the area and able to offer appropriate, safe care & guidance.

Appropriate number of adults to children to observe and record patterns of behaviours, which can be analysed and appropriate specific risk assessments, can be put into place. Request placement plan reviews with the local authority and ensure multi-disciplinary / agency working. Information / intelligence is shared with the Police for future episodes. Contact is always maintained with the children and any information gained is recorded to build up pictures of repetitive areas / friends. Children are educated in risks such as gangs, crime and anti social behaviour.

Outcome:

To ensure children are kept safe, make appropriate choices and have an awareness of their own self.

Children / Young People & peers

We have regular contact with the local Police, who know all of our children & young people. All of our young people have individual risk assessments. If they are permitted to have ‘Free Time’, the risk assessment will give clear guidance on the boundaries / reporting procedures & timescales. Otherwise, all young people are accompanied by staff members. Young people have information available in print & through discussion with health visitors / LAC Nurse to raise their awareness of CSE and also in relation to general positive sexual health. Information / intelligence (descriptions of individuals, addresses, car registrations) is shared with the Police for future episodes. Contact is always maintained with the children and any information gained is recorded to build up pictures of repetitive areas / friends. Training for staff in the area of CSE to raise awareness and possible responses /support available. Clinical, specialist supervision for the staff.

Bedroom doors have alarms fitted as additional means of safeguarding the children and young people. If required CCTV would/could be installed to again safeguard the children and young people.

Outcome:

That children are safe in their surroundings, from peers or adults who may have potential damaging behaviours. To ensure that all young people have an

awareness & understanding of CSE and how they can keep themselves safe.

The home is to a degree set in an ‘individual’ setting, but still remains close to local amenities we have local shops at the bottom of the road I do not feel the location of the home has any bearing on the possibility of such a crime happening I feel the area is generally safe. I do not feel our children / young people are at any higher risk that any other person residing in the local area, looking at the statistics this sort of crime currently is low. I also feel that this ‘type’ of crime is more likely to happen in a larger town / city, which is reflected in the crime statistics. Although the crime statistics for the county are quite high, there are no recorded crimes of this type within 1 mile radius. All of our young people have individual risk assessments if they are permitted to have ‘Free Time’, otherwise all children and young people are accompanied by staff members. Although local buses run through more troubled areas, our young people are all transported by car or accompanied on the local travel network during the day and night, due to the location. We practice ‘working together to safeguard our young people’.

Over the last three years knife crime has been on the increase in the UK as a whole with London and West Midland’s having the highest rate of offences. As a precaution due to increased incidents across the wider surrounding areas, within our home this year we plan to complete Knife awareness key works with our children and currently liaising with Local police and crime prevention team to ensure children are aware of risks and best supported to make the right choices.

In the area of the home, there is very limited environmental factors that would adversely affect

the health, safety & wellbeing of children / staff / visitors to the home.

As the home is situated in a semi-rural area, there is a bus terminus where a lot of young people

can be seen frequenting during school hours. This is situated on a large busy road with traffic

heavy flowing from 7am till around 9pm at night throughout the week. Our children are

supervised when out of the home and escorted most times and road safety AQAs and key works

are delivered to all our children to reduce risk of accidents or death

On the right side of the home we have a pad mounted transformer (Green electrical box) which is

hidden within the shrubbery. This has clear warning signs not to trespass and can cause serious

injury if tampered with. Although this is sectioned off Adults remain vigilant when children are on

the side of the home as it can be accessed through climbing.

There would be risk assessments individual to young people who may attend / work in such

aspects of the community.

Staff are trained in Health & Safety, COSSH and First Aid.

The home is close to Sutton park, which covers more than 2,400 acres with a mix of heathland, wetlands and marshes, seven lakes, extensive ancient woodlands, several restaurants, a private 18-hole golf course on its western edge and a municipal golf course to the south, a donkey sanctuary, children’s playgrounds and a visitors’ center. All staff to ensure they are familiar with the park, and where young people are likely to spend time with their friends Young people and staff should be aware of areas of private land, where they could trespass while walking. Farms are a high risk environment for children. The major causes of childhood accidents are tractors and machinery (58%), and drowning (21%). • Adults to ensure that children understand the risks and to discourage children playing on farmland if unaccompanied by an adult. • Keep children away from water & heights • Supervise children at all times • Stay clear of livestock • Do not allow children and young people to play on or near tractors or other agricultural machines. • Keep children away from haystacks or straw stacks that could be used as dens. • Do not allow children to play in a barn unsupervised. Barns often have high lofts and hard ground, Making falls very dangerous. • Be aware that manure pits and silos can give off poisonous gases. They are usually colourless and odourless, but deadly. • Never allow the children to enter these areas.

Risk of Flooding from Surface Water

Surface water flooding can occur anywhere where ground levels and steep terrain cause surface water to flow and accumulate. There are certain locations though where the probability and consequence of these mechanisms are more pronounced due to complex hydraulic interactions in the urban environment. Urban watercourse connectivity, sewer capacity, and the location and condition of highway gullies all impact on surface water flood risk. Surface water flooding happens when rainwater does not drain away through the normal drainage systems or soak into the ground, but lies on or flows over the ground instead. If a flood warning is in place: Should flood warnings be put in place by the Environment Agency the council will provide further local flooding information and updates on related topics such as traffic and travel. Please note that you can always call the Environment Agency’s Floodline on 0845 988 1188 if you have concerns about flooding. If a serious river flood event is expected the council will put information on the front page of its website and a dedicated telephone line is likely to be established. The number will be advertised on the website and given out to callers at the time. Surface water flooding takes place with less notice and is therefore harder to provide warning for. The home will carry out regular maintenance on the property to reduce flood risk, such as ensuring drainage systems are free from blockages to ensure water can flow effectively. • Gutters kept clear of leaves and other debris to ensure they are able to function correctly • Soakaways to be inspected regularly and de-silted when required

That young people have an awareness of potential hazards, and consequences of irresponsible behaviour in relation to environmental factors.

Missing from care– local transport links

We have a clear Risk Assessment of each individual young person, regarding their behavioural needs. This clearly lays out the previous known risks, & a chronology of episodes, as well as responses and management of the child or young person who is missing from care. The staff must follow policy in relation to supervising all young people. For young people who are not allowed out on their own, if they leave the property without permission, staff are to follow them as far as possible. For young people who are allowed out independently protocols are to be followed and Behaviour Management plans followed in reference to times allowed out. When reporting any missing young people to the Police, the nature of their problems must be flagged up, especially if there is more than one young person absent and they have missing together. As a home we also work to the ‘partnership’ and liaise regularly with the Police and any other professionals involved with the child or young person. We always share appropriate and significant information regarding a child or young person with who it needs to be shared with. We work using a ‘multi-disciplinary’ approach seeking to find the best for the child or young person. We will reduce / withdraw money in hand to prevent the likelihood of children or young people having the resources to missing. Various other specifics may be used such as no unsupervised free time, restricted lifts to certain areas. Key work sessions will be used to reflect on missing from care episodes. Bus stop outside of home giving direct links to Walsall Sutton Coldfield and Birmingham City. Bus stop is visible from the office window and some children have independence plans to ensure communication is made before leaving the premise

COVID19 Infections

Nationally there has been an outbreak of COVID19 virus which has vastly spread throughout UK and our local town of Solihull. As of 26.3.20 there has been 0 recorded cases of local infection within Sutton Coldfield but neighbouring Walsall has confirmed 60 cases and Birmingham with 34 confirmed cases Nationally as of 26.3.20 there has been 9529 reported cases and 477 deaths Risk assessments have been completed on all adults within our home. Plans have been agreed with all children and LA to ensure education health and social care needs continue to be met to a high standard Adults received training around COVID19 Walsall Local authority have a contingency plan for locals which is updated daily and adults at Kite house check daily https://go.walsall.gov.uk/public_health_and_protection/coronavirus_covid-19_information_and_advice Public Health England guidelines being followed and reviewed daily

Outcome:

That the child or young person feels safe in his home environment and to ensure the safety of placed children and young people as individuals and also the safety of the local community. To motivate the child or young person to be able to manage and respect health and safety for self peers and local community whilst reducing risk of infection

The population in the Walsall area is an average of 13,934,(Census 2011 statistics) with the highly populated age bracket being ages 65 + (24.2%) then

second ages 25 - 44 (21.8%) followed by 44-64 (19.6%) and the 4th most represented age group is 0 - 15 (15%). This would suggest as the area is

predominantly ‘older’ residents, the area is not likely to have a high ‘gang’ culture, or ‘anti-social’ behaviour rates.

It appears from the statistics that people without any qualifications (20.3%) in the Streetly area is the highest percentage, suggesting that the educational

attainment for the area is quite low. The next highest categories are the GCSE’s followed by Degree level. This could suggest overall that the employment

levels could be quite low, due to the lower educational attainment.

From the statistics, it appears there is a relevantly equal split between all of the Occupation categories. In the local neighbourhood, the highest percentage

is in the ‘skilled’ category, followed closely by Managers & Senior Officials. The close percentages right across the board suggest that the general ethos is to

work, and people work within their educational attainments, providing an equal spread of skilled and non-skilled workers.

The ethnic group in the Streetly area again shows the area is predominantly White British. This again provides evidence that Streetly could be described as a

‘stereotypical English town’. However, I do not feel this would provide any prejudice towards or against any young people residing with us from any other

ethnic group / culture, due to our close location to the diverse areas of Birmingham and Solihull.

Religions

The majority of Streetly resident’s appears to be mainly a Christian Community (69%), with minimal representation of other Religions represented. The

next highest percentages are persons who have ‘no religion’ (16.2%) or have ‘not stated their religion (6%). Other religions are in the minority, with the

total being 8.8%. Thus providing evidence that Streetly does not have a large ‘range’ of culture, and is represented by what is mainly seen as a ‘white

British’ culture and religious group.

Infant mortality rates are significantly higher in the area than Walsall averages also Streetly children have the lowest immunisation uptake across all Walsall.
