(DPWH), has been implementing 26 ma-jor infrastructure projects in the entire province of Marinduque totaling Php 480.27-million in 2011. These projects exclude the various repair/maintenance road projects, multi-purpose buildings, school buildings, river and flood con-trols, water supply systems and farm-to-market roads funded through the Prior-
ity Development Assistance Fund (PDAF).

The Gasan-Boac MCR road concreting from the Marinduque Airport to Amoingon which is under the re-gional project amounted to Php 51.54-million, and is the longest road project and ensures safer, more comfort-able travel, all seen to further enhance the promotion of trade and tourism province-wide. Among the school buildings that have been com-pleted are elementary school buildings in Buangan, Boi, Tungib, Payanas and Binunga.

Palawan competition to promote

PUERTO PRINCESA CITY, Palawan, (PIA) -- Technical
Education Skills Development Authority (TESDA) - Pala-
wan is re-staging the Provincial Skills Competition to de-
velop and promote quality technical and vocational skills in
the province. Dubbed the “2012 Search for Manggagawang Idol ng
Palawan,” the two-day skills competition opens on June 18 with
participants from the different municipalities to compete in
seven trade areas.
In an interview, TESDA Provincial Director Arnel
Campued said the competition will be an opportunity for all
skilled workers in Palawan to show off their mettle and compe-
tencies in the trade areas they belong to.
The trade areas to be competed are food and beverage
services, carpentry, construction painting, tile setting, electrical
installation and maintenance and commercial cooking.
Campued said many are excited in
the competition because it has been almost a decade since the
last provincial skills competition, the holding of which was not a
priority in the previous TESDA administration.
This year, the Palawan Chamber of Commerce and
Industry (PCCI) is sponsoring the competition for trade area on
electrical installation and maintenance.
The first prize winners in the seven trade areas will be
the contenders of the province in the regional skills competition.
Campued said that contest will drumbeat public interest
in technical vocational education and foster closer cooperation
between TESDA and the different stakeholders.

organized by TESDA with the cooperation of Provincial Techni-
cal Education Development Skills Council with Dept. of Trade
& Industry, Dept. of Science & Technology, PCCI, City Tour-
ism Council, Provincial Tourism Council and Palawan Associa-

By Dinnes Manzo ROMBLON, Romblon, (PIA) -- Nagsasagawa ng evaluation, moni-toring at monthly inventory ang Department of Health (DOH) sa lahat ng “Botika ng Barangay” operators sa buong lalawigan upang makatulong sa mga ka-baranggay. Ayon kay Mary Claire Agustin, supervising pharmacist, matagal na umano ang programang ito ng pamahalaan kung saan ang mga nasa malalayong baranggay ay maaaring makabili ng abot-kayang gamot sa botikang nakabase sa kanilang pamayanan. Ang pondong ipinambili umano sa mga gamot na ibinebenta sa mga BNB ay galing sa DOH na umaabot ng halos P25,000 bawat isa o mas ma-baba ng bahagya, depende sa laki ng populasyon sa isang komuni-dad. Prayoridad umano ang mga nasa liblib na barangay dahil malayo sila sa ospital at sila ang mas nangangailangan ng gamot kapag nag-kakasakit. Nag-iikot si Agustin sa lahat ng mga baranggay sa buong probinsiya upang palakasin ang programang ito ng pamahalaan para matulungan ang mga maralitang nagkakasakit at maibangon muli ang mga inactive ng botika. Tinuturuan din nito ang mga namamahala kung paano ang pagrerecord ng kanilang mga kinikita gayundin ng tamang pag-imbentaryo ng mga gamot upang maireport din ng mga BNB operator sa kanilang ahensiya. CALAPAN CITY, Oriental Mindoro, (PIA) -- Nagpahayag ang tatlong tanggapan ng pamahalaang panlalawigan ng serbi-syong kanilang ibinibigay sa mga mamamayang Mindoreño sa ginanap na press conference kamakailan ng Capitol Press Corps sa lalawigan. Naging panauhin dito sina Provincial Human Resource Management Officer Elisa O. Paala, Provincial Planning and Development Coordinator Noemi V. Baldos at Provincial Gen-eral Services Officer Simplicio I. Maramot Jr. Ang gawain ay bahagi ng programa ni Gob. Alfonso V. Umali Jr. na bukas na pamamahala ng kaniyang pamunuan at maipadama ang pagbaba ng kapitolyo para sa mamamayan. Sa gawain, nalinaw ang ilang mga isyu sa kani-kanilang tanggapan. Ipinaliwanag ni Baldos ang papel na ginagampanan ng kanilang tanggapan sa pagpaplano para sa mga pangkaunla-rang proyekto at programa ng pamahalaang panlalawigan. Nilinaw naman ni Paala ang mga kondisyon at responsi-bilidad na kaakibat ng pagtatalaga ng mga tauhan sa bawat tanggapan lalo na ng mga manggagawang casual at contrac-tual. Ipinaalam din niya ang tungkol sa limitasyon ng pondo ng pamahalaang panlalawigan at ang pagdepende nito sa magiging surplus o sobra nito na siyang nagiging dahilan ng pagkakaroon lamang ng tatlong buwang kontrata ng mga casual at contrac-tual. Samantala, bukas naman para sa lahat, ayon kay Maramot ang pagbi-bidding sa mga nais lumahok dito basta’t kinakailangan lamang aniya na may sapat silang papeles para rito. Mahinhin, Boac, Marinduque through the joint ef-forts of the Provincial Science and Technology Center-Marinduque and the Provincial Disaster Reduction and Management Council last May 30. The unit will automatically transmit on-time rainfall data to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and to Advanced Science and Technology Institute (ASTI). Such data are also available to the public via their websites. The automated weather stations (AWS) and automated rain gauges (ARGs), which were installed in different parts of the country, are very useful for flood and weather monitoring. AWS transmits on-time data on the amount of rainfall, temperature, pressure, humidity and wind speed, direction, and velocity. With these advanced weather instruments, the public can now have access to a more reliable and up-to-date weather data and early announcements can be made to the communities to prevent loss of lives and proper-ties. In Marinduque, Department of Science and Technology (DOST) - PAGASA had installed the AWS in Brgy. Sibuyao, Torrijos, last September 2011 while the ARG was installed inside the SMART cell site in Brgy. Mercado, Boac last October 2011. The National Flood Monitoring Program of the DOST is one of the government’s commitments to-wards a more effective and efficient disaster mitigation and monitoring system. DOE accepts nominees for training on
Energy Management System QUEZON CITY, (PIA) -- The Department of Energy (DOE) together with various government and non-government agencies invites all qualified local Energy Management experts and consultants to attend the coming Discus-sion on Energy Management System (EnMS) on July 4. The discussion, organized by the DOE, together with the United Nations Industrial Development Organization (UNIDO), the Global Environment Facility (GEF) and the De-partment of Trade and Industry (DTI) is the first of a series of EnM/International Organization for Standardization (ISO) activities in the Philippines. A total of 40 local experts will be selected using cer-tain screening criteria and shall be trained and recognized by the DOE, DTI, and UNIDO to form a team of national experts equipped with knowledge, skills, and tools necessary to sup-port the adoption and implementation of an energy manage-ment system aligned with ISO 50001. Technical assistance and coaching of facility person-nel on EnMS development and implantation will also be pro-vided by UNIDO. These local experts are encouraged to as-sume roles as National Energy Management Experts and become source of expertise on managing energy demand in the industrial sector. They are also expected to create a mul-tiplier effect to have greater project impact. The activity is part of the joint DOE-DTI-UNIDO-GEF initiative dubbed as the Philippine Industrial Energy Effi-ciency Project (PIEEP) with a component aimed at promot-ing Energy Management System/ISO 50001. International EnMS/ISO 50001 experts will lead the discussion before na-tional energy and management systems professional, indus-trial energy managers and ISO experts. The PIEEP is a five-year joint project that addresses the need to implement energy efficiency measures in indus-try, one of the most energy intensive sectors in the country. Undersecretary Loreta G. Ayson, CESO I, said that the current global energy situation makes it more imperative for energy-intensive industries to lead in managing energy use to demonstrate its commitment and effect significant reduction in energy expenditures. Energy conservation measures will become impor-tant as the Philippines faces an era where energy supply is threatened. While energy efficiency and conservation meas-ures are, by all indications, considered low-lying fruits, there are requisite investments in plugging inefficiencies in the energy system, hence the adoption of the project. All interested local parties are requested to submit their curriculum vitae and other pertinent documents to the PIEEP Project Management Unit at the 3rd Floor, DOE Building, Energy Center, Fort Bonifacio, Taguig City. Congressman Ma. Theresa Bonoan David of Manila has proposed a law that
aims to amend the Overseas Workers Welfare Administration (OWWA) Emergency Repatriation Fund. Under House Bill No. 6195, departing OFW will pay additional contribution of $50 or not less than P2,000 for the emergency repatriation fund. It will allow distressed Filipino
workers abroad to be repatriated during wars, epidemics, disasters or calamities, natural or man-made, and other similar events. “The bill intends to provide the necessary measures for the government to carry out its responsibilities to assist distressed OFWs in cases of war, epidemic, disaster or calami-
ties, natural or man-made, and other similar events, and promote their general welfare,” said Bonoan-David. From the additional contribution of OFWs, the bill suggests an up-to-date database and locator system of OFWs for their repatriation, as well as the necessary disaster prepar-
edness and mitigation measures. “There are millions of OFWs all over the world which the Philippine government is
mandated to protect and safeguard under RA 8042 but it seems incapable to efficiently help
