Rejanos Bakery stated its operation in 1946 with cookies and

other bakery products. During those years, raw materials or the arrow-

root flour locally known as “inaw” were bought directly from the farm-

ers. But with the strict requirement of the food industry , Mrs. Carme-

lita R. Reyes or “Ka Mita” sought the assistance of the DOST for the

mechanization of the arrowroot flour processing. There is also an in-

creasing trend for the demand of her products due to her active partici-

pation to trade fairs for product promotion.

As early as 2005, the DOST granted an assistance of P112,600.00 for

the evaluation and assessment of existing machines that can be used for ar-

rowroot flour processing since there is no specific processing equipment that

is being used for arrowroot. The Agricultural Machinery Testing and Evalua-

tion Center (AMTEC) based in UPLB was commissioned to do the evaluation

of equipment from Laguna, Leyte and Bicol.

It was the set of processing equipment from Bicol that Mrs. Reyes ap-

plied for the phase 1 of DOST SETUP assistance. The assistance amounted to

Four Hundred Sixty Six Thousand Four Hundred Thirty Pesos (P 466,430.00) was granted in 2005 include

washer, juice extractor, spinner, weighing scales and gas fired oven dryer. With the technology, production of

quality arrowroot flour was significantly increased. Flour extraction improved from 200 kg to 1000 kg per

day, starch recovery from 12 to 16 % and drying from 2-3 days to 8 hours. This inspired Ms. Reyes to take

a bolder step to compete in the big market in mainland Luzon and for the second time seek the assistance of

DOST MIMAROPA for the execution of packaging materials. In September 2009, the assistance amounting to

Seven Hundred Ninety Four Thousand two Hundred Forty pesos (P 794,240.00) was released for the acquisi-

tion of appropriate and improved packaging materials which extended the shelf life and increase marketability

of the products.

At present Rejano’s Bakery regularly em-

ploys 6 males and 3 females in the bakery section

year round and 7 workers in the arrowroot flour

processing center for a period of 5 to 6 months. A

total of no less than 150 farmers indirectly benefit-

ted from the project as supplier of arrowroot tu-

bers.

Other DOST interventions

In order to improve business profitability, the co-

operator was enrolled in the conduct of CPT/ En-

ergy audit conducted by the DOST ITDI in 2006.

A significant reduction in the LPG consumption 20

% was achieved through the recommendation of

doubling the time of flour in the spinner to remove

most of the water content and use solar drying in

net covered drying area. Ka Mita was also invited

to attend the seminar workshop on CPT/ Energy

Audit in Boracay and with her very good perform-

ance she earned a ticket to visit Japan for a 0ne

week seminar also in relation to CPT/energy audit.

She also served as speaker on 19th National Quality

Forum in 2007 at Hotel Inter Continental in Manila

and talked on the experience of the arrowroot proc-

essing.

pasiyahan at ordinansang tutugon sa mga pangunahing

pangangailangan ng mga mamamayan.

Ang ika-112 sesyon noong Setyembre 12, sa pan-

gunguna ni Bise-Gobernador at SP Presiding Officer

Humerlito A. Dolor, napagkasunduan ang paglagda ng

lahat ng mga kasapi ng SP sa isang kahilingan kay Gob.

Alfonso V. Umali, Jr., upang maisama sa mga popondohan

sa ilalim ng 2013 Annual Investment Plan ang konstruk-

syon ng barangay multi-purpose hall.

Ang nabanggit na sesyon ay dinaluhan ng mga

kinatawan ng SP mula sa una at ikalawang distrito ng la-

Input support through GIA

To sustain the supply of quality arrowroot flour, a com-

munity based project was funded by the DOST MIMA-

ROPA to Marinduque Diocesan Development Coop-

erative (MDDCo). The cooperative is operating

provincewide with farmer members that will plant ar-

rowroot to supply the processing center to be estab-

lished by the cooperative as project counterpar . A total

of P200,000 was released for the procurement of proc-

essing equipment such as Grinder, juice extractor and

spinner.

Offshoot project

Processing of arrowroot flour produces a lot of waste

water that eventually ferments and produces foul odour.

Although the existing flour processing center has a sep-

tic tank for waste water, the capacity in not enough to

contain all the waste water during peak production. It

was during the training on coco vinegar in the province

that Eng. Norberto Ambagan of ITDI visited the proc-

essing center and it was agreed that sample of arrow-

root tubers will be sent to ITDI for testing. After 6

months, Engr. Ambagan informed Ka Mita that the ar-

rowroot waste water can be converted into wine. It was

good to note that the co-operator is really serious in

reducing the environmental impact of the waste water

and she allotted fund for the procurement of ITDI de-

signed wine kit. A training was conducted last March

20-21, 2011 and at present there are about 500 liters of

arrowroot wine ready for analysis prior to bottling.

Willingness to support others

Ka Mita wanted to share her expertise in running a

business thus when the DOST MIMAROPA ask for her

services to become a member of the DOST MIMA-

ROPA Regional Technical Evaluation Committee

(RTEC), she readily agreed without asking for any

monetary or material incentives. She also helps small

PALAWAN, (PIA) -- Sinimulan na ng Provincial Disas-

ter Risk Reduction Management Office (PDRRMO) ang

Basic Life Support Training sa bayan ng Coron.

Ang pagsasanay, na pinangunahan ni Administration

and Training Officer Carlo Abogado, ay hinati sa dalawang

grupo.

Ang una ay ang pagsasanay sa mga “lay rescuer” na

sinimulan sa Tourism Center at natapos noong ika-14 ng

Oktubre.

Halos 100 ang dumalo sa aktibidad kung saan

karamihan ay mga tourist guide. Ang pagsasanay na ito ay

isa sa mga requirements para maging isang lisensyadong

tourist guide.

Ang pangalawa ay ang pagsasanay para sa mga

health care provider na ginana[ naman noong ika-15 hang-

gang 18 ng Oktubre sa bayan din ng Coron.

Ito ay dinaluhan ng halos 50 partisipante mula sa

mga ospital, rural health unit at iba pang health care pro-

vider.

Katuwang ng PDRRMO bilang mga tagapagsanay

ang mga representante ng Provincial Health Office at Ospi-

tal ng Palawan.

Ang pagsasanay ay tugon sa hiling ni Acting Mayor

Ajerico Barracoso ng Coron.

CALAPAN CITY, Oriental Mindoro, (PIA) -- Ginanap ang

Newborn Screening (NBS) Summit 2012 sa Tamaraw Beach

Resort, Puerto Galera na naglalayong maitaas ang antas ng

kaalaman sa kahalagahan ng NBS para sa mga bagong pan-

ganak na sanggol.

Sa pamamagitan ng pagsusuri ng dugo ng sanggol, kaa-

gad na nalalaman ng magulang kung ang bata ay may sakit o

depekto sa katawan na minsan ay nakukuha sa sakit ng pamilya o

lahi ng pamilya.

Dahil sa newborn screening, kaagad ding naipapali-

wanag sa magulang ang mga dapat na gawin o dapat iwasan

upang hindi na lumala pa ang natuklasang sakit o depekto nito.

“Mas mabuting nalalaman kaagad at naiiwasan ang

pagkakaroon ng malaking gastos kapag may diperensya ang

bagong anak na sanggol,” sabi ni Provincial Executive Assistant

Dr. Marpheo Marasigan sa kanyang mensahe sa mga lumahok sa

summit.

Naging tampok sa okasyon ang pagbibigay ng Achiev-

ers’ Award ng Department of Health (DOH) sa mga nahirang na

nangunguna sa masigasig na pagpapatupad ng programang New-

born Screening at ang mga nakakuha ng gradong 90 porsiyento

pataas na iba’t ibang ospital sa lalawigan para sa 2010.

Kabilang dito ang Pinamalayan Community Hospital,

Oriental Mindoro Provincial Hospital at ang Pinamalayan Doc-

tor’s Hospital.

Para sa taong 2011, ang dating tatlong nakakuha ng

parangal, tumaas sa 10 awardee ang nakakuha ng gradong 90

porsiyento pataas at naging aktibo sa pagpapatupad ng NBS.

Kabilang sa mga tumanggap ng parangal ang Mansalay

Medicare Hospital, Naujan Community Hospital, Roxas District

Hospital, Pinamalayan Community Hospital, Oriental Mindoro

Provincial Hospital, Mina de Oro General Hospital, Ma. Estrella

General Hospital, Sta. Maria Village Clinic, at Grace Mission

Hospital.

Tanging ang MMG Hospital and Health Services of

Oriental Mindoro naman ang nakatanggap ng Plaque of Exem-

plary Award.

Maliban kay Marasigan, naging panauhin din sa okas-

yon sina Local Health Support Division Center for Health and

Development (CHD) Officer–in-Charge Teresa Castillo, National

ROMBLON, Romblon, (PIA) -- Sa ikatlong pag-

kakataon ay muli na namang isinagawa ang libreng

medical at surgical mission ng Bureau of Jail Manage-

ment and Penology (BJMP Romblon) sa pangunguna

ng tanggapan ng Jail Provincial Administrator ng

Odiongan District Jail na isinagawa kamakailan sa

Brgy. Tambac, Romblon, Romblon.

Ang nasabing gamutan ay naisakatuparan sa

pakikipagtulungan ng Free and Accepted Masons of the

Philippines Lodge 352 ng Molino, Cavite na nagbigay ng

mga libreng gamot.

Nagbahagi rin ng suporta ang grupo ng Romblon

medical society sa pamumuno ni Dr. Edmund Reloj at

ang LGU Romblon sa ilalim ng tanggapan ni Mayor

Gerard S. Montojo.

Mayroon 322 na pasyente ang nabiyayaan ng li-

breng serbisyo sa konsultasyon at gamot samantalang li-

mang bata naman ang nakinabang sa libreng tuli.

Aktibo at buhay na buhay ang tema ng misyon ng

ipinagkaloob na serbisyo publiko ng BJMP personnel ng

Romblon mula pa noong taong 2008 na may temang:

“We serve, We transform”.

Kabilang sa mga hatid nilang serbisyo sa komu-

nidad ang libreng tuli, libreng blood pressure check-up,

libreng pabalat (cover) ng aklat, regular na donasyon ng

dugo, feeding activity sa mga bata, libreng gupit ng bu-

hok, masahe at paglilinis ng mga kuko at pakikilahok sa

ginagawang brigade eskwela naturang gamutan ay

naisakatuparan sa pagsisikap ng mga jail officers sa la-

lawigan ng Romblon sa pamumuno ni J/SInsp. Lino M.

Soriano na siyang aktibong nangalap ng mga ipinami-

gay na gamot.

Katuwang rin sa aktibidad na ito ang mga doctor

at nurses na kusang loob na tumulong na kinabibilangan

nina ng DepEd kada taon.

City council endorses DMCI

PUERTO PRINCESA CITY, Palawan, (PIA) --

The city council has endorsed in its last regular ses-

sion the establishment of a diesel power plant by

DMCI Power Corporation in Barangay Irawan,

addressing the threat of a power shortage in De-

cember.

This was confirmed by City Councilor

Gregorio “Rocky” Austria in a local radio interview,

stressing the fact that what was endorsed was the addi-

tional requirement for a 5 MW plant fueled by diesel.

He said this amidst the on-going controversy

on the application and request of DMCI for a coal-

powered plant in Narra municipality.

He said that the diesel plant to be established in

Barangay Irawan would ensure sufficient power sup-

ply when the demand for energy peaks during the No-

vember-December season.

Peak demand in Palawan is 30.5 MW while

power supply from its current power providers total to

35.5 MW.

With the additional DMCI diesel plant, Pala-

wan would be assured of uninterrupted power service

Major plan for 2013 and the years ahead

meeting with a consolidator based in Manila and a deal

was closed to include her arrowroot products for ship-

ment to other countries by second quarter of 2013.

The DOST MIMAROPA once again through MPEX

program came in the very right time for she is planning

for the renovation of her bakery. The consultants vis-

ited her place and a program for renovation schedules

were prepared and discussed.

She is also planning to upgrade the bakery facilities by

acquiring rack oven and cookie depositor which will

cost her another 3 Million pesos. Believing that the

DOST will again support her, she is now in the process

of preparing proposal for the third time for DOST

SETUP assistance.

PUERTO PRINCESA CITY, Palawan, (PIA) -- Muling

idaraos ang taunang Provincial Children’s Talent Con-

test noong ika-17 ng Oktubre sa Telesforo Paredes Sr.

Memorial Pavilion ng gusaling Kapitolyo. Ang aktibidad ay kaugnay sa pagdiriwang ng Uni-

versal Children’s Month tuwing Oktubre.

Ang tema ngayong taon ay “Siguraduhin, Respon-

sableng Pamamahayag ay Palaganapin.”

Pinangangasiwaan ito ng Provincial Social Welfare

and Development Office sa pamumuno ni Apolonia David.

Layunin nitong mahasa at mapaunlad ang mga

kaalaman at talento ng mga bata.

Ang patimpalak ay may dalawang kategorya – ang

singing contest at ang draw and tell contest.

Ang mga bata ay nabigyan ng pagkakataong

lumikha ng kanilang sariling komposisyon na siya ring

inawit ng mga kalahok sa singing contest. Ganoon din sa

paghasa ng kanilang talento sa pagguhit at pagpapaliwanag

ng kahulugan ng kanilang iginuhit sa draw and tell contest.

Naglaan ng P40,000 ang pamahalaang panlalawi-

gan para sa mga nagwagi sa dalawang kategorya.

Ang unang gantimpala ay nakakuha ng P7,000;

pangalawa, P6,000; pangatlo, P5,000 at may consolation

prize na P1,000.

Ang pinakamahalagang papremyo na kaloob din

ng pamahalaang panlalawigan ay ang scholarship grant sa

kampiyon sa bawat kategorya.

Bilang iskolar ng pamahalaang panlalawigan, ang

mga nagwagi ay tumanggap ng P4,166 na ibibigay kada

pasukan mula sa unang baitang hanggang sa makatapos sa

mababang paaralan.

Ang mga kalahok sa patimpalak na ito ay ang

mga batang limang taon gulang pababa ng mga Day Care

Centers. Ang mga bata ay ang mga opisyal na kalahok ng

mga bayan na kanilang pinanggalingan. Ang magiging

kampiyon sa provincial level sa bawat kategorya ay si-

yang ilalaban sa Regional Children’s Talent Contest.

DPWH Marinduque District Engineering Office exceeded expectations of its townsfolk as it posted and

completed construction of several multi-purpose buildings, DepEd School Buildings, regular infra projects and

restored several national roads and highways in Marinduque.

Topping the list of finished projects for CY 2011 is the Four Million and Seven Hundred Thousand Pesos

(Php 4.7M) project of Multi-Purpose Building in Pinggan, Gasan which was started March 7,2011 and completed

June 10, 2011. The agency also completed Emergency Repair/Rehabilitation of MCR (Sihi-Malbog-Malibago) worth

One Million Pesos (Php 1 M) last March. Preventive Maintenance of Marinduque Circumferential Road, Buenavista

was undertaken last April 25, 2011 and completed last May 1, 2011. DPWH Marinduque also gave priority attention

to Rehabilitation, Reconstruction and Upgrading of National Roads like Dr. Damian Reyes Memorial Road (Boac

Side). This Four Million and Two Hundred Twenty Nine Thousand Pesos (Php 4,229,000.00) project was started

April 25,2011 and completed on May 22, 2011.This two projects were NEP 2011 Projects.

The District also intensified the provision

of basic infrastructure package such as school buildings farm to market roads, wa-

ter supply system, multipurpose building and circumferential roads.

Ongoing projects for CY 2011 are Multi-Purpose Buildings, Mogpog, Sta.

Cruz and Gasan. A school building in MSC Tanza and Buangan is also being con-

structed. Other on-going construction are seven (7) Farm-to Market Roads in Mog-

Const/Rehab of Mainit Farm-to-Market Road amount to Five Hundred Thousand

Pesos (P 500,000.00), Repair of Water Supply System at Brgy. Buliasnin in the

amount of Two Hundred Thousand Pesos (P 200,000.00) and three (3) Rain Water

Collector in three Barangays of Gasan amounting to One Hundred Ninety-four

Thousand Pesos (P 194,000.00). CY 2011 projects totaled Three Hundred Nine

Million Three Hundred Eighty-eight Thousand Pesos (Php 309,388,000.00).

The District successfully completed all lined up projects for CY 2010 thru

the concerted efforts of our leaders Pres. Benigno Simeon C. Aquino III and

DPWH Secretary Rogelio L. Singson. With the pledge of support of Pres. Noynoy

Aquino, the agency revitalized its programs and projects making way to fast and

efficient delivery of service to the people. Likewise, Secretary Singson ceaselessly

encouraged his people to work efficiently so that the agencies vision and mission are fulfilled.

For CY 2010, DPWH Marinduque completed five (5) Regular Infra Projects, five (5) DepEd Buildings, two

(2) Multipurpose Buildings and restored several national roads and highways in Marinduque.

Living up to its vision as a model agency in the government and fulfilling

its mission to provide and manage quality infrastructure facilities and services

responsive to the needs of its people, the agency set a high mark after it has ac-

complished lined up projects for CY 2011 and 2010.

The primary objective of DPWH to pursue its mandate in affording better roads,

bridges, school buildings, flood control system and other vital infrastructure fa-

cilities has been fully served as DPWH accomplished the lined up projects for

CY 2010. Among these projects are: The Thirty Nine Million Eighty Thousand

Pesos (P 39.08 M) Rehab/Concreting of Dr. Damian Reyes Memorial Road

(Boac Side); Thirty Six Million and Six Hundred Seventy Thousand Pesos (Php

36.67M) Rehab/Reconst/Upgrading of MCR (Buyabod-Tawiran Section); Thirty

Three Million Seven Hundred Seventy Thousand Pesos (Php 33.77M) Rehab/

Reconst/Upgrading of MCR (Dili-Bangbang); Twenty-Nine Million Nine Hundred Thirty Thousand Pesos (Php

29.93 M) Rehab/Reconst/Upgrading of MCR (Ihatub-Laylay) and Thirty Nine Million and One Hundred Ten Thou-

sand Pesos (Php 39.11M) Road/Upgrading of Dr. Damian Reyes Memorial Road (Torrijos Side).

The Marinduque District Engineering Office also completed projects derived from savings of the Bidding

of NEP 2010 Projects namely Rehab/Reconst/Upgrading of MCR Ihatub-Laylay Section Station( KM

114+867.721) in the amount of Five Million Three Hundred Ninety Seven Thousand Eight Hundred Thirty One

Pesos and Fifty eight Centavos (Php 5,397,831.58) and Rehab./Reconst./Upgrading of MCR (Ihatub- Laylay Sec-

tion, Station KM 115+398.721) amounting to Two Million Twenty One Thousand Seven Hundred Sixty One Pesos

and Seventy Six Centavos (Php2,021,761.76).

Realizing the Potential of Bamboo as A Cash Crop

THROUGHOUT THE WORLD,

Many studies on bamboo were con-

ducted. However, many people still do

not appreciate bamboo for its vegetable

shoot. But for a country like the Philip-

pines where vegetable is a major ingredient of dishes and many

people are health-conscious, Filipino farmers should look to bam-

boo’s versatile qualities and potential as a cash crop.

Bamboo is not only a material for housing and for furni-

ture and handicrafts, banana props, fishing, and chopsticks pro-

duction. It is also a vegetable, which could generate good income

for both domestic and foreign markets. Bamboo roots contains 18

amino acids and less carbohydrates, crude fat and crude fiber

which make it an ideal vegetable for people who want to lose

weight.

In 1988, Caopy International, a newsletter of the Ecosystem

Research and Development Bureau (ERDB), reported in its Novem-

ber- December issue that bamboo’s main nutritive values seem to

be associated with hematopoiesis, or the regeneration of high en-

ergy containing compounds and improvement of protein metabo-

lism.

BAMBOO SHOOT PRODUCTION IN CHINA

In China, where one of the authors attended an enhance-

ment course on bamboo cultivation and utilization, few years ago,

it was observed that bamboo is extensively grown even in steep

mountain ranges as it is one of China’s major economic crops and

dollar earners. Majority of the shoots that Chinese farmers produce

are processed into various products. These include canned, soft

packaged, and sour bamboo shoots-as the Chinese calls it-and

dried grated shoots.

The Chinese have also developed a technique of preserv-

ing the whole bamboo shoots. Bambusa beechayana, a variety

that can be eaten raw, is likewise being raised in Guangdong.

Years back, an agricultural magazine in the Philippines,

which is no longer in circulation reported the establishment of a

bamboo plantation in Davao which is mainly for shoot production,

canning and export to Japan. After that, however, nothing have

been said about the plantation. What is being emphasized in bam-

boo production at present is its use as a source of poles or culms.

PLANTING BAMBOO IN THE PHILIPPINES

Unlike other agricultural crop production system, bamboo

production is not beset with problems because farmers can start

with locally available species. The native species in the country,

which are commonly used as a source of shoots in the rural areas,

are the kawayan tinik and the bayog. Bamboos without trichomes are

said to have bitter taste.

Since the Philippines has a tropical climate, it has become

bamboo’s natural home. Bamboo can be planted even near the resi-

dential areas and can be grown in any type of soil. It is observed,

however, that bamboo stands well on loose sandy loam said with

pH near neutrality.

According to the Philippines Recommends for Vegetables, a

publication of the Philippine Council for Agriculture, Forestry and

Natural Resources Research and Development (PCARRD), planting

bamboo for shoot production entails digging a hole of 2 x 2 x 1 me-

ter in dimension, which must be filled with soil and composts.

Planting materials either in the forms of cutting of pre-

rooted cuttings, preferably, should come from one-year old culms

rather than from older ones, although they could be used. The cut-

ting with one whole internode and two nodes is the best. Internodes

which are not hollow should not be used. The recommended dis-

Then it would be covered with

twothirds layer of soil. The verti-

cal system, on the other hand, is

done by burying the lower node 5

cm below the surface of the node; the soil covering should reach the

upper half of the next internode.

For small scale plantation, control of insect pests and dis-

ease is not commonly practiced. But, for commercial scale plantation

especially for bamboo shoot production, it is necessary to follow

recommended ways of controlling pests to ensure high productivity.

Aphids and bacterial wilt attack the bamboo. Aphids could

be controlled by spraying Malathion. Bamboo should not be planted

in areas formerly planted with solanaceous crops to minimize the

occurrence of the bacterial wilt.

The book recommends a fertilization rate of 160 kg nitro-

gen, 40 kg phosphorous, and 120 kg potassium per hectare. These

levels, however, are based on the experience of Taiwan, another

producer of bamboo shoots.

This scanty information on the cultural practices of bamboo

in the Philippines only indicates the need to conduct more research

on its shoots production aspect.
