BOAC, Marinduque, (PIA) -- Patuloy ang operasyon ng Marinduque Do-

mestic Airport at ng Zest Airlines, kabaligtaran ng kumakalat na balita na

hihinto ang operasyon nito ngayong Oktubre.

Nilinaw ito ni Raul G. Glorioso,

department manager ng Aerodome Devel-

opment and Management Service ng Civil

(CAAP).

Pinagtibay din ito ni Kerwin

Laudit, officer-in-charge ng Marinduque

Domestic Airport at patunay nga nito ay

may nakareserba na sa naturang airline

hanggang Disyembre.

Ang pagpapahayag na ito ay naganap kasabay ng ginawang “Public

Hearing and Consultation on the Proposed Increase of Passenger Service Charge

(Terminal Fee)" sa East Point Hotel, Balaring, Boac noong nakalipas na linggo.

Dumalo ang ilang miyembro ng Sangguniang Panlalawigang Bayan na

sina Mel Go, Annie Rosas, Amelia Aguirre at mga representante ng bawat mu-

nisipyo pati na rin mula sa iba’t-ibang ahensiya ng pamahalaan.

Ipinaliwanag ni Glorioso na ang terminal fee simula 1988 ay P20

lamang kumpara sa panukalang P100. Aniya, ang dating rate ay hindi sasapat sa

operational and maintenance expenses ng tanggapan.

Ang pagtaas ng terminal fee ay tinutulan ng marami at ipinahayag ni

Bokal Mel Go na ito ay sobrang taas para sa mga taga-Marinduque. Ipinanukala

niya na bawasan ang TF at ang hindi pagpapatupad ng minsanan o biglaan.

Sinangayunan ito ng iba pang bokal kasama si Bokal Annie Rosas, chairperson

ng Committee on Transportation. Napagkasunduan sa pamumuno ni Glorioso na

gawing dahan-dahan ang pagtaas ng TF simula P50, P75 hanggang marating

ang P100 sa loob ng isang taon.

Ipinakita ng pamahalaang panlalawigan sa pagtitipon ang iba’t-ibang

proyekto o maintenance at repair work na naisagawa na ng pamahalaang lokal

sa ilalim ni Governor Carmencita Reyes, sa pakikipagtulungan sa CAAP at Ma-

rinduque Domestic Airport, upang mapabuti ang kalagayan ng paliparan, kasa-

ma na ang dalawang palikuran na sadyang kailangan maayos para sa kaginha-

wahan ng mga pasahero lalo’t higit ng mga dayuhan sa lalawigan.

Isinaysay din na kailangang unahing isaayos ang runway upang hindi

huminto ang serbisyo ng kasalukuyang airlines.

Anila, kailangan pa ngang madagdagan ng serbisyo mula nang iba pang

kumpanya ng mga sasakyang panghimpapawid at ang mga ito ay naghihintay

lamang na matapos at maisaayos ang runway. Malaking tulong ito sa larangan

Apparently bent on pursuing another multi-million peso loan with PNB, the Marinduque Provincial Government received stronger opposition from the Ma-rinduque First Saturday Movers, popularly known as Ma-rinduque Movers. In its new resolution (No. 2012-12) dated October 20, 2012, Marinduque Movers conveyed to the Provincial Gov-ernment that “the flip-flopping SP Resolutions only shows how the proponent of the loan has no clear idea on the exact amount they need and it follows that they do not have, again, a clear idea on what projects are to be undertaken”. The group also noted that “the repair of airport runway is a nation-al government concern and repairs should be undertaken by the Department of Transportation and Communications (DOTC) and not by the Local Government.”

The Marinduque Movers also stressed this time that

from the reading of the relevant SP resolutions pertaining to

the loan, there is no clear amount in the mind of the propo-

nent as the proposal started with the amount of Php 300M,

reduced to Php 250M, eventually settling to Php 150M allegedly for the repair of the Marinduque Airport Runway (Php 100M)

and for the repair of provincial roads (Php 50M). Opposi-

tion to the loan has likewise been expressed through a

resolution by the Sangguniang Bayan of Gasan as well as

critical discussions in the social media.

It will be recalled that the DOTC had already con-

firmed in a recent letter to Congressman Velasco dated

September 12, 2012, that both DOTC and the Civil Avia-

tion Authority of the Philippines (CAAP) have allocated

funds for the development of the Marinduque Airport

amounting to Php 80M. It also confirmed that the contin-

ued development of the Marinduque Airport has been en-

dorsed to CAAP.

It will also be recalled that the repeated argument

used by Governor Carmencita Reyes to justify the loan as

announced by her over local radio that ZestAir, the only

airline company servicing Marinduque at present, will

cease local operation starting October 27 due to the airport runway situation has been belied by the continued servicing of the

airport by the said airline. Congressman Velasco has also confirmed that another airline is set to service the airport within the

year.

Noting that requisites to determine the viability of the loan proposal have not been submitted by proponent for review,

Marinduque Movers stated that this is “a clear indication that the loan proposal has no concrete and justifiable purpose” and

makes the move questionable “aside from it being untimely and a suspect for deceit”.

As if to underline its suspicion of “deceit”, Marinduque Movers also noted that a member of the provincial board deliv-

ered a privilege speech vehemently opposing the loan proposal citing various reasons “including the intentional infringement of

established Sangguniang Panlalawigan rules”, complaining further that it was without the knowledge of the minority group, “…it

was not discussed nor presented formally as the proponent has not submitted any financial feasibility study and program of

works for the proposed projects, and, most notably without the endorsement of the Treasurer, Accountant, PPDO, and most

Marinduque First Saturday Movers in a meeting. Some prominent

Marinduque names associated with it are Gen. Recaredo A.Sarmiento

Mendoza, Engr. Bernardo Jambalos III, Capt. Emmanuel Regio,

MAGSAYSAY, Occidental Mindoro, (PIA) -- The Department of Agrarian Reform (DAR) turned over the

Poblacion-Caguray Farm-To-Market-Road (FMR) to the local government of Magsaysay on October 11.

The FMR project is under the Agrarian Reform Infrastructure Support Program Phase III (Arisp) and is worth P23,330,683.

DAR Regional Director Erlinda Pearl Armada and Arisp Consultant Yukihiro Kahawara led the turnover along with the local government officials, agrarian reform officers, staff and an estimated 150 beneficiaries.

The ceremony started with the unveiling of the marker by Kahawara and Governor Josephine Sato. This was fol-

lowed by the blessing and the inaugural drive through of the four-kilometer project that will benefit 1,576 agrarian reform beneficiaries who regularly transport their agricultural products in the two barangays.

Barangay Poblacion and Caguray belong to the lists of agrarian reform communities (ARC) in the province. The ceremonial turnover was presented by Armada to Mayor Eleonor B. Fajardo, followed by the messages from

Pagpapasinaya ng farm-to-market road sa Mamburao, ginanap Ni Voltaire Dequina

SAN JOSE, Occidental Mindoro, (PIA) -- Pinasinayaan

ang rehabilitasyon ng Barangay Balanday Road sa bayan

ng Mamburao. Ito ay pinangunahan ni Governor Josephine R. Sato at

Department of Agrarian Reform (DAR) officer-in-charge PARO Amado M. Blor at Japanese consultant Yukihiro Kawahara.

Ang proyekto ay ang pagpapasemento ng farm-to-market road (FMR) ng Barangay Balansay at Payompon (BALPA

ARC) na may habang 4.389 kilometro at nagkakahalaga ng

P24,307,431.04. Kabilang ang dalawang barangay sa mga agrarian re-

form communities (ARC) ng DAR. Ang ARC ay pinagsamang da-lawang barangay na kinilala ng kagawaran na may malaking

bilang ng mga magsasaka.

Dito nakatuon ang karamihan sa mga support services ng DAR tulad ng ipapatayong potable water

system sa Balansay kung saan aabot sa 200 pamilya ang mabibiyayaan.

Matapos ang groundbreaking ceremony ay isinagawa ang inspeksyon ng mga kalsada at ang pre-

construction conference sa Mindoro Hotel. Ang proyektong ito sa ilalim ng Agrarian Re-

form Infrastructure Support Project Phase III (Arisp), ay magkatuwang na pinondohan ng pamahalaan ng

Japan sa pamamagitan ng Japan International Cooper-

ation Agency (JICA) at ng pamahalaan ng Pilipinas. Sinimulan ang konstruksyon noong ika-31 ng

ORIENTAL MINDORO, (PIA) -- Ipinagdiwang sa Oriental Mindoro tuwing buwan ng Oktubre ang buwan ng

tamaraw na may temang “327 Tamaraw ng Mindoro: Sagisag ng Bawat Pilipino, Pangalagaan at Pararamihin ito.”

Ang selebrasyon ay kaugnay sa pagdedeklara sa ilalim ng Presidential Proclamation No. 273 na nagsasaad bilang, “Special Month for the Conservation and Protection of Tamaraws in Mindoro” tuwing buwan ng Oktubre.

Sa pormal na pagsisimula ng selebrasyon na pinangunahan ni Gov. Alfonso V. Umali Jr., ipinahayag niya na dapat

makipagkaisa ang mga taga-Mindoro sa pagdiriwang at kanilang gunitain ang responsibilidad na pangalagaan at mas paramihin pa ang bilang ng tamaraw na tanging sa Oriental Mindoro lang matatagpuan.

Kabilang sa mga ay ang Day Camp at Tamaraw Gene Pool sa iba’t ibang paaralan sa Occidental Mindoro; Bio-Camp sa Tamaraw Gene Pool Manoot, Rizal, Occidental Mindoro; Teacher’s Training on Biodiversity sa Calapan City; Bio-Quiz at poster-

BOAC, Marinduque, (PIA) -- A total of 121 participants from

various sectors gathered for the 4th Marinduque Consumers

Congress recently at the Marinduque State College Audio-Visual

room in Boac to improve consumers’ level of awareness on their

rights and responsibilities as well as clarify the issues and poli-

cies that may affect them. Participants came from consumer organizations, senior citi-

zens, government, academe, housewives, motorists and business

groups.

Discussed during the congress were topics on Consumer

Rights and Responsibilities, Price Act, Product Standards, Philippine

Business Registry, Enhanced Business Name Registration System

and the Helmet Law. Guest speakers were Dr. Jorge Antonio P. Ca-

layo of the Land Transportation Office; Criselda Manaog, Depart-

ment of Trade and Industry-Marinduque (DTI) Senior Trade and

Industry Specialist; DTI Provincial Director Carlito Fabaleña and

DTI Regional Director Joel B. Valera.

Each concerned agency addressed all the issues and con-

cerns raised by the consumers. Fabaleña addressed the body and

stressed the need for consumers to be more active and well-informed

LTO consults public on plate

standardization

BOAC, Marinduque, (PIA) -- A public consultation

on Land Transportation Office (LTO) Motor Vehi-

cle License Plates Standardization Program was

held on October 18 at the Moriones Arena .

The consultation was led by LTO Officer

Joerge Calayo, together with Cito Laylay, Boac

Sangguniang Bayan (SB) member and chairman on

the committee on transportation.

Calayo explained the program to transport ve-

hicle owners and drivers’ association. They also dis-

cussed the problems regarding the present design of

license plates, the changes that would be made and the

implementation of the program.

Calayo presented the different problems on the

current plate designs such as having nine different de-

sign plates which compromise the vehicle identifica-

tion.

He said present designs are easy to imitate

which results in the spread of fake and tampered

plates. Also, the absence of adequate security in plate

attachment must be taken into account, as it becomes

easy to steal and illegally transfer plates. The wear and

tear of the reflective sheets makes it difficult to identi-

fy vehicles.

Problems about plate issuance were also dis-

cussed such as the delay in the procurement and pro-

duction resulting in the scarcity of plates as well as the

decrease in number of registration of motor vehicles.

Benefits of the change in the current plate de-

signs were also discussed by Calayo and Laylay. They

said that the change could facilitate easier vehicle

identification, prevents the theft as well as the illegal

and indiscriminate transfer of license plates and

ROMBLON, Romblon, (PIA) -- Sorpresang dumating noong nakaraang linggo si Education Secretary Armin A. Luistro sa lalawigan ng Romblon at personal na bumisita sa ilang mga pampublikong paaralan sa elementaya at

sekondarya.

Pagkalapag ng eroplano sa Tugdan Airport ni Secre-

tary Luistro, agad itong nagtungo sa mga paaralan sa Tablas island upang personal na makita at malaman ang mga pan-

gangailangan at posibleng kakulangan sa mga eskwelahan para agarang maaksiyunan.

Kabilang sa mga pinuntahan nito ang Don Felipe

madagdagan ang mga gusali sa mga paaralang kulang ang

mga silid-aralan, mabigyan ng mga aklat o reading materi-als ang mga bata, masigurong malusog at ligtas na nakapag

-aaral ang mga bata habang nasa eskwelahan. Nakipagpulong din si Luistro sa mga lider ng lokal

na pamahalaan sa pangunguna ni Gobernor Eduardo C. Fir-malo at pagkatapos ng kanyang pag-iikot sa mga paaralan

ay pinulong rin nito sina Schools Division Superintendent

Palawan government commends framework agreement

Mga pasilidad sa Southern Palawan Provincial Hospital pinasinayaan Ni Orlan C. Jabagat

LUNGSOD NG PUERTO PRINCESA, Palawan, (PIA) -- Pinasina-

yaan ni Governor Abraham Kahlil B. Mitra ang ilang karagda-gang pasilidad sa Southern Palawan Provincial Hospital (SPPH)

na matatagpuan sa Barangay Pangobilian sa bayan ng Brooke’s Point.

Ang mga pasilidad na pinasinayaan ay ang doctors and

nurses’ dormitory, guard house, parking area, at waiting shed na makikita sa loob ng bakuran ng SPPH.

Sa mensahe ni Mitra, binigyang pugay nito ang pamunuan at mga empleyado ng SPPH sa maayos at epek-

tibong pamamalakad ng ospital.

Binati rin niya si Brooke’s Point Mayor Narciso Leoncio sa pagbibigay ng pansin upang mapaganda ang mga pro-

gramang pangkalusugan sa kanyang munisipyo. Ang bayan ng Brooke’s Point ang unang bayan sa

buong lalawigan na nakapagtalaga ng midwife sa bawat baran-gay, sabi ni Mitra.

Masaya ding ibinalita ni Mitra na inaasahang mas mara-

mi pang pasilidad pangkalusugan ang maisasaayos sa susunod na taon dahil ang programang pagkalusugan ang isa sa mabib-

igyan ng malaking badyet ng pamahalaang panlalawigan.

Pinangunahan ni Gob. Baham Mitra katuwang si Brooke’s Point Mayor

Narciso Leoncio ang pagpapasinaya ng mga karagdagang pasilidad sa

Southern Palawan Provincial Hospital (SPPH).

PALAWAN, (PIA) -- The governor of Palawan has commended the signing of the Framework Agreement knowing that it sets the roadmap to peace in Mindanao.

“We commend the panels of both the government and the MILF for recognizing that peace is an imperative in our time,”

said Palawan Governor Baham Mitra. The government and the Moro Islamic Liberation Front (MILF) signed an agreement on Monday at Malacañang Palace to

build a new Bangsamoro and end the secessionist war. The armed group’s push for a Bangsamoro homeland has lasted more than four decades and killed and displaced thousands

while setting back economic development of resource-rich Mindanao. The conflict spilled-over into other islands, including Palawan, where tourism industry suffered a major blow 10 years

ago when the Abu Sayyaf Group (ASG) kidnapped guests at Dos Palmas resort holding them hostage for more than a year.

Quiz Bee By Mayda Lagran

BOAC, Marinduque, (PIA) -- The celebration of

the Consumers Welfare Month in Marinduque

kicked-off with the 16th Provincial Consumer

Quiz Bee held last October 4 at the Marinduque

State College Audio-Visual Room.

A total of 43 students from different public

and private high schools competed in the contest.

Participants raced for the top scores during the

elimination round where the top seven moved up to

compete on the final round.

Wawie Q. Constantino of Makapuyat National

High School (MNHS) emerged as the champion and

bagged P5,000 and a gold medal.

Other winners are Mary Rhose Jandusay, also

from MNHS, who took the first place and received

P3,000 and a medal while Marc Lorlin Z. Navisa of

Buenavista National High School Main took the se-

cond place with a medal and a cash prize of P2,000.

The Provincial Consumer Quiz Bee is consid-

ered one of the most prestigious and much-awaited

contest because of the large prizes at stake and the

chance of being able to compete in the regional finals.
