Reminders:

Short Term Rentals: Our Declaration does not allow short term, less than one month, rentals. Use of web sites like Air BNB and VRBO to offer your home or rooms in your home for rent must meet the one month minimum in the Declaration and no more than 2 times a year. All leases must be submitted to the Property Manager’s office for Board approval. Failure to do so can result in a fine of $50.oo per day.

Garbage, Recyclables, and Yard Waste: These containers are not to be placed at curbside until after 6:00 PM the evening before your pick-up day and should be returned to an out of sight spot by the end of the pick-up day.

IGE President’s Report for IGEHOA Meeting 1-26-17: It is disappointing that for the third year in a row we have not had a quorum to have a Members meeting. Addi-tionally, we rarely have more than one or two members attend our Board meetings to provide your input when we make decisions on where and how to spend the over $1 million dollars that you send to the board each year to spend on operating and maintaining our community. Maybe your Board just does too good of a job in doing their job. Even getting seven members of the community to serve on the Board is problematic. For the past three years, we have not had an election because we have not had more members running for the board than we have available positions.Operations and activity at the Entrada Gate continue to be an area of concern. One thing that each of you can do to help the community is to instruct ALL visitors and vendors that they must enter and leave Imperial through the front gate at US41 and Imperial Golf Course Blvd., no exceptions. No guests or vendors can enter through the Entrada Gate, residents only. You can also help by reminding your visitors that they must be prepared to show their driver’s licenses at the front gate. Finally, each of us must always call in all of our visitors including our pizza delivery. The new Gate Access.net app is a fantastic addition to our ability to pre-authorize guests and vendors through the front gate.The Board in conjunction with four other Greater Imperial Associations totaling over 1,000 doors in Imperial has received proposals from four vendors (Comcast, Hotwire, Litestream, and Summit) to provide fiber optic bulk cable TV and internet services.

Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! You can update your personal information in the Property Manager’s data base using the Owner Contact Form on line at: www.igenaples.info/all_forms/owner_info.htm or you can obtain a form from the Property Manger’s office.

Highlights of Jan 26th BOD Meeting: The meeting was called to order at 8:30 AM by President Tom Harruff. The following board members were present: Tom Harruff, Scott Toth, Martha Mugford, Dan Castaldini, Patrick Keating and Charlie Litow. Mark Thieme, IGE Superintendent and Beth McWilliams, CAM representing Sandcastle Community Management attended. There were two owners in attendance.

Appointment of Directors for 2017: The four lot owners volunteering to fill the four expiring Director positions are as follows: Tom Harruff, Scott Toth, Pat Keating and Charles Litow. The Board reaffirmed the appointments made at the Annual Members Meeting as follows: Included in the motion was that the 2016 officers would remain in place for 2017: President: Tom Harruff Vice-President: Scott Toth Treasurer: Pat McCabe Secretary: Martha Mugford Director and GIB Representative: Dan Castaldini Director: Pat Keating Director: Charles Litow

Review of Minutes: The Minutes from the Dec 15, 2016 meeting of the Board of Directors were presented to the Directors in advance of the meeting, reviewed, and were approved as presented. Approved minutes will be available on the IGEHOA Web Site.

Superintendents Report: (Superintendent Mark Thieme) Entrada: December has been a bad month for gate repairs. Major damage has occurred on the gate systems requiring many repairs and down time.The Christmas night incident was due to a trespassing house guest, not a vendor. Ramco security has been in doing repairs and upgrades on the gate house systems.A small, attractive monument sign for Entrada was installed. Residents please remind all of your visitors and vendors that they must enter using the US 41 gate.Drainage: Two lake access ramps were installed for maintenance.Exotic Tree: The phase 5 Marquis preserve and park were cleared of exotic plantsBeautification: Winter annual flowers are in.Christmas lights have come down.The wiring of fountain in Bismarck Lake has been repaired.The fountain light in Zack’s lake will be repaired when Anovus is in.

Beautification Committee Report: (Director Litow): Report to be presented at the February 2017 meeting.

Entrada Gate: (Director Castaldini) A proposal was presented from Ramco regarding an additional deterrent for “gate crashers”. It was approved to install a Red/Green Traffic Light Assembly on top of the right side gate arm control-lers on both the ingress and egress sides as proposed, cost not to exceed $1,530.52. There continues to be an effort to remove the Entrada gate from GPS systems.

Architectural Review Board Report: (Vice President Toth) Eleven requests were approved by the ARB in the period of Dec 15 to Jan 25, 2017. There were four pending and no disapproved request. Approved requests included, an addition, repaint, roof replace-ment, Storage POD, fence, pavers around pool, repaint, addition, and remove/replace trees. With respect to the swing set at IC, the approval states that the installation should be done in a manner not to obstruct the lake view of the neighbor. The southwest corner would be an ideal location. The Board approved the ARB report.

A recommendation was made and discussed that when the ARB approves a request for construction that the neighbors be notified. Placement of trash receptacles, dumpsters and port-a-pottys were discussed.

The joint committee is in the process of reviewing these proposals. Our Comcast Contract expires in April 2019.Next year the Board has a major project planned - the review and restatement of our Governing Documents. This was last done in 2007 and should be accomplished every 10 years. Our attorney will assist in updating to include all the Florida Statute changes and updates that have been approved. A major part of the project is obtaining the signatures of at least 2/3 (422) of the members to approve the updates. Many of you will see us at your door looking to obtain your signature approv-ing the restated documents.We have also been in contact with our attorney, concern-ing noise and safety complaints from some homeowners regarding the increasing number of recreational drones in our community. He has stated that several of his com-munities have similar nuisance, privacy and safety issues with recreational drone operations in their communities, including the community common areas. We will be studying this issue in 2017. Recreational use drones must be FAA registered and operated by persons at least 13 years old and a legal citizen.

GIB Report: Director Castaldini for GIB Treasurer Meyers Income and Expense Statement as of 12-31-16: Total Operating Income: Annual Operating Income of $335,544.19, over budget by $2,456.19 due to Reserve Interest Income. Total Operating Expenses: Annual Operating Expenses are $344,997.90, over budget by $11,909.90. The annual expense variance is a combination of Landscape projects, Holiday lights, and service provider one-time transition costs, offset by lower than expected insurance expense. The loss this year was $9,453.71 which is covered by the Equity Fund Balance. Stormwater Management/Drainage; (Director Castaldini) No Report this month.

Unfinished Business: The Entrada ROW Maintenance Agreement with Marsilea HOA was approved and the Board accepted a first $1,000 payment from Marsilea HOA ..

New Business:The 2016 audit engagement letter was signed with Gerstle, Rosen & Goldenberg. The 2015 audit recom-mendations were discussed. A revised draft audit will be provided.

A draft copy of a proposed drone rule was presented. Board discussion included air space and issues of enforcement regarding flying over common property, private property and the golf course property. A motion was made and unanimously approved to fine $50.00 for each complaint received for noise nuisance from drone flying. Director Litow will work with the associations attorney to revised the attorney proposed rule.

Homeowners Issues:Lack of trees planted at the four way stop on the west side of the community was discussed. The Beautification Committee was requested to make a recommendation for tree planting in several areas.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees. You can do this on line at http://igenaples.info/owner_info.htm

Roads and Walkpaths: (Director Castaldini) Future replacement of the roundabouts was discussed. The project will be moving forward with foliage removal to be replaced with a brick medal-lion insert.

Traffic Awareness: (Director Keating) The traffic trailer should be on site in mid February. Violations and Fining Committee: (Director Mugford) Since March of 2016, 113 violation notices have been sent to various residents. The types of violations in our community primarily involve keeping your property looking its best. The intention is to protect property values as well as make Imperial Golf Estates a great place to live. The most common violations concern moldy roofs, driveways and walls. Please do your best to be a good neighbor and help keep Imperial Golf Estates a wonderful place to live.

Mr. and Mrs. Art Hish, 2150 Imperial Circle presented a statement of defense regarding bushes that are planted in the easement on Tea Garden. The board agreed to give the Hish’s 30 days to relocate the bushes within their property line upon receiving an ARB application.

Community Manager’s Report: (PM McWilliams) Pedestrian gate fobs were discussed. Ramco is working to solve the issue. Superintendents Report: (Superintendent Mark Thieme) Entrada: December has been a bad month for gate repairs. Major damage has occurred on the gate systems requiring many repairs and down time.The Christmas night incident was due to a trespassing house guest, not a vendor. Ramco security has been in doing repairs and upgrades on the gate house systems.A small, attractive monument sign for Entrada was installed. Residents please remind all of your visitors and vendors that they must enter using the US 41 gate.Drainage: Two lake access ramps were installed for maintenance.Exotic Tree: The phase 5 Marquis preserve and park were cleared of exotic plantsBeautification: Winter annual flowers are in.Christmas lights have come down.The wiring of fountain in Bismarck Lake has been repaired.The fountain light in Zack’s lake will be repaired when Anovus is in.

Beautification Committee Report: (Director Litow): Report to be presented at the February 2017 meeting.

Entrada Gate: (Director Castaldini) A proposal was presented from Ramco regarding an additional deterrent for “gate crashers”. It was approved to install a Red/Green Traffic Light Assembly on top of the right side gate arm control-lers on both the ingress and egress sides as proposed, cost not to exceed $1,530.52. There continues to be an effort to remove the Entrada gate from GPS systems.

Architectural Review Board Report: (Vice President Toth) Eleven requests were approved by the ARB in the period of Dec 15 to Jan 25, 2017. There were four pending and no disapproved request. Approved requests included, an addition, repaint, roof replace-ment, Storage POD, fence, pavers around pool, repaint, addition, and remove/replace trees. With respect to the swing set at IC, the approval states that the installation should be done in a manner not to obstruct the lake view of the neighbor. The southwest corner would be an ideal location. The Board approved the ARB report.

A recommendation was made and discussed that when the ARB approves a request for construction that the neighbors be notified. Placement of trash receptacles, dumpsters and port-a-pottys were discussed.

The joint committee is in the process of reviewing these proposals. Our Comcast Contract expires in April 2019.Next year the Board has a major project planned - the review and restatement of our Governing Documents. This was last done in 2007 and should be accomplished every 10 years. Our attorney will assist in updating to include all the Florida Statute changes and updates that have been approved. A major part of the project is obtaining the signatures of at least 2/3 (422) of the members to approve the updates. Many of you will see us at your door looking to obtain your signature approv-ing the restated documents.We have also been in contact with our attorney, concern-ing noise and safety complaints from some homeowners regarding the increasing number of recreational drones in our community. He has stated that several of his com-munities have similar nuisance, privacy and safety issues with recreational drone operations in their communities, including the community common areas. We will be studying this issue in 2017. Recreational use drones must be FAA registered and operated by persons at least 13 years old and a legal citizen.

GIB Report: Director Castaldini for GIB Treasurer Meyers Income and Expense Statement as of 12-31-16: Total Operating Income: Annual Operating Income of $335,544.19, over budget by $2,456.19 due to Reserve Interest Income. Total Operating Expenses: Annual Operating Expenses are $344,997.90, over budget by $11,909.90. The annual expense variance is a combination of Landscape projects, Holiday lights, and service provider one-time transition costs, offset by lower than expected insurance expense. The loss this year was $9,453.71 which is covered by the Equity Fund Balance. Unfinished Business: The Entrada ROW Maintenance Agreement with Marsilea HOA was approved and the Board accepted a first $1,000 payment from Marsilea HOA ..

New Business:The 2016 audit engagement letter was signed with Gerstle, Rosen & Goldenberg. The 2015 audit recom-mendations were discussed. A revised draft audit will be provided.

A draft copy of a proposed drone rule was presented. Board discussion included air space and issues of enforcement regarding flying over common property, private property and the golf course property. A motion was made and unanimously approved to fine $50.00 for each complaint received for noise nuisance from drone flying. Director Litow will work with the associations attorney to revised the attorney proposed rule.

Homeowners Issues:Lack of trees planted at the four way stop on the west side of the community was discussed. The Beautification Committee was requested to make a recommendation for tree planting in several areas.

Reminder - It is the responsibility of each Lot Owner to assure that their current contact information is in the Property Manager’s data base. That includes local and alternate mailing addresses, local and alternate telephone numbers, email addresses, home watch services, etc. This is important for notices to the entire community of important information like road closures, Estates newsletter and official notifi-cations from the Association including Association Maintenance Fees. Roads and Walkpaths: (Director Castaldini) Future replacement of the roundabouts was discussed. The project will be moving forward with foliage removal to be replaced with a brick medal-lion insert.

Traffic Awareness: (Director Keating) The traffic trailer should be on site in mid February. Violations and Fining Committee: (Director Mugford) Since March of 2016, 113 violation notices have been sent to various residents. The types of violations in our community primarily involve keeping your property looking its best. The intention is to protect property values as well as make Imperial Golf Estates a great place to live. The most common violations concern moldy roofs, driveways and walls. Please do your best to be a good neighbor and help keep Imperial Golf Estates a wonderful place to live.

Mr. and Mrs. Art Hish, 2150 Imperial Circle presented a statement of defense regarding bushes that are planted in the easement on Tea Garden. The board agreed to give the Hish’s 30 days to relocate the bushes within their property line upon receiving an ARB application.

IGE President’s Report for IGEHOA Meeting 1-26-17: It is disappointing that for the third year in a row we have not had a quorum to have a Members meeting. Addi-tionally, we rarely have more than one or two members attend our Board meetings to provide your input when we make decisions on where and how to spend the over $1 million dollars that you send to the board each year to spend on operating and maintaining our community. Maybe your Board just does too good of a job in doing their job. Even getting seven members of the community to serve on the Board is problematic. For the past three years, we have not had an election because we have not had more members running for the board than we have available positions.Operations and activity at the Entrada Gate continue to be an area of concern. One thing that each of you can do to help the community is to instruct ALL visitors and vendors that they must enter and leave Imperial through the front gate at US41 and Imperial Golf Course Blvd., no exceptions. No guests or vendors can enter through the Entrada Gate, residents only. You can also help by reminding your visitors that they must be prepared to show their driver’s licenses at the front gate. Finally, each of us must always call in all of our visitors including our pizza delivery. The new Gate Access.net app is a fantastic addition to our ability to pre-authorize guests and vendors through the front gate.The Board in conjunction with four other Greater Imperial Associations totaling over 1,000 doors in Imperial has received proposals from four vendors (Comcast, Hotwire, Litestream, and Summit) to provide fiber optic bulk cable TV and internet services.

Vendors are not allowed access into Imperial after hours daily, on Sundays and most holidays. Please do not try to schedule a delivery or work after hours, on Sunday or a Holiday! Highlights of Jan 26th BOD Meeting: The meeting was called to order at 8:30 AM by President Tom Harruff. Reminders:

Short Term Rentals: Our Declaration does not allow short term, less than one month, rentals. Use of web sites like Air BNB and VRBO to offer your home or rooms in your home for rent must meet the one month minimum in the Declaration and no more than 2 times a year. All leases must be submitted to the Property Manager’s office for Board approval. Failure to do so can result in a fine of $50.oo per day.

Garbage, Recyclables, and Yard Waste: These containers are not to be placed at curbside until after 6:00 PM the evening before your pick-up day and should be returned to an out of sight spot by the end of the pick-up day.

Vendors and Visitors: Please remind all of your vendors, sub-contractors, deliveries, and visitors that they must enter through our US 41/Tamiami Trial N/Imperial Golf Course Blvd. gate (897 Imperial Golf Course Blvd.) regardless if their GPS tries to route them to the Entrada Gate. The Entrada gate is for IGEHOA residents only.

Most of you are aware of the GIB’s change of Access Control contractor at front gate to Ramco Protective. They have changed software at the gate including the call in system and added a capability for you to manage your access list from home or your smart phone. Log into www.gateaccess.net and select Community Code IGC using your primary telephone number and your previously assigned PIN number that you used when calling in visitors. Details are on the IGE Web Site Home Page under Quick References and have been emailed to our residents.

Please be respectful of your neighbors by following our speed limits and stopping at stop signs in Imperial and on Entrada Blvd.

Your First Quarter 2017 quarterly assessment has increased by $10 per quarter to $433 per quarter and was due Jan 1, 2017. Please include the coupon with your payment. You should receive a new coupon in the mail with the new assessment amount prior to the due date. If you have not received your coupon, please contact Sandcastle Community Management Accounting at 239-596-7200.

It is your responsibility to call in all vendors and visitors to allow pre-authorized access through the front gate. Call 239-597-2005 to enter the automated call in system. You can include your regular vendors on your pre-authorized access list. A copy is available at www.greaterimpreial.info under Access Control Form or by using www.gateaccess.net. This includes your favorite pizza vendor unless you want it delivered cold!
