The process so far…The process so far…

• Joint Policy Statement (JPS) issued by the two Ministers in October 2007

• First draft NQF Bill is consulted with SAQA Management in December 2007

• Draft NQF Bill is published for public comment on 15 February 2008

• Draft NQF Bill is tabled in Cabinet in May 2008• Draft NQF Bill is tabled at the Education Portfolio

Committee in July 2008• The Bill was considered by the National Assembly in

August 2008• The Bill served at the Council of Provinces for final

scrutiny in September 2008

• Advancement and recognition of learning is key in democratic society and prerequisite for development and well being of citizens

• NQF developed and implemented under the SAQA Act

• NQF is the principal instrument through which qualifications are recognised and quality assured.

• Review necessitated changes to governance and organisation of framework for efficient and effective implementation.

(i) education institutions; and

(ii) skills development providers; and◦ (b) professional designations, subject to the

limitations prescribed in this Act.

learning achievements ◦ The NQF is a comprehensive system for the

classification, registration, publication and articulation of quality assured national qualifications

• Framework Levels:◦ 10 Levels.◦ There is one set of level descriptors for the

NQF◦ SAQA assigns a qualification to a particular

level on the NQF if it fits the descriptor for that level.

• Sub-Frameworks:◦ The NQF is a single integrated system

which comprises three co-ordinated qualifications sub-frameworks  –

(a) for General and Further Education and Training;

(b) for Higher Education; and

(c) for Trades and Occupations

• Minister of Education◦ Has the overall executive responsibility for the

NQF, SAQA and the 2 ‘education’ QCs

• Minister of Labour◦ Has the the executive responsibility for the

QC for Trades and Occupations

with multi-year remit and can be annually updated

2008 at the Southern Sun Hotel in Arcadia, Pretoria. This year's colloquium will be about gaining a deeper understanding of the challenges of learning at work. Prof Knud Illeris an expert in the field will be presenting a paper on workplace learning.
