The Summary of the February 24th Meeting

The RotaArts Committee under the chairmanship of NICK NICHOLS staffed the greeting line for the 4780th meeting of the Rotary Club of SanJose. They have undertaken the commendable task of cultivating and supporting art and music appreciation in California schools with underservedpopulations. PHIL STRONG led our usual rendition of "God Bless America," with piano accompaniment by PAUL TUMASON. The wisdom for the daywas provided by DAVID GINSBORG, who quoted Rabbi Lieber to the effect that we should not only pray for peace, but also for the strength andfortitude to protect and support peace. This was quite fitting, considering that our speaker for the day was General Barry McCaffrey. JOHNMCCLEOD then brought us the news of the day, noting that the San Jose Ballet was going to be performing "Romeo and Juliet" John also broughtalong the usual assortment of witticisms. One concerned an unarmed lady who protected her home by yelling "Acts 2:38". She gave credit to thebiblical verse for the robber's surrender, but the culprit said he gave himself up because he thought she yelled "an axe and 2 thirty-eights".

Our Red-Badger mike-jockeys for the day were COLIN RULE and JENNIFER SIMMONS. We were favored with a good turnout of visitingRotarians and guests. It was nice to have DAVE HEAGERTY , along with GEORGE COAKLEY, the founder of Coakley-Heagerty Advertising, and Dave'sbrother John Heagerty, the current president of the company. There were also several representatives of HNTB Corporation, where GeneralMcCaffrey serves as chairman of the federal business unit.. Next up was MARK WALKER, who introduced LEON BEAUCHMAN southern Californiawhen he was 10. He came to San Jose with a football scholarship at San Jose State, and followed that by joining the Peace Corps for a tour of dutyin Ghana. He eventually progressed to a position of handling Community Relations for Pacific Gas & Electric. He and his wife have three successfulsons. In his remarks on joining, he gave a hearty plug for the club's chorus, which he has already joined. Welcome aboard, Leon!

The next item of business was the presentation of 30 year pins to 10 stalwarts who had made the grade, including FRANK BELLUOMI (44 years),BARRY CRISTINA (41 years), RAY SILVA (37 years), Dave Heagerty (35 years), DICK CAMPISI(34 years), GARY GIANNINI (34 years), MELMATSUSHIMA (33 years), BOB KIEVE,(33 years), RICK ROMNEY(31 years), and BRIAN ALLEN(31 years). CHERYL MARTINEZ followed with anannouncement for March 6th Event and Fundraiser for the club, which has very few tickets left, so it is sure to be another success. PRESIDENTROD then had two more announcements. The good one was that our "Rosarian" JOEL DECEUSTER was starting a new committee, which wouldmeet 4 times a year to do major pruning and fertilizing of the beautiful garden of roses, which he has grown around the Gordon House. The secondless popular announcement was that starting March 3rd the lunch price would go up to $25.

President Rod then undertook the honor of introducing our distinguished speaker himself. General McCaffrey's resume includes 32 years ofservice in the US Army, during which time he won two Silver Stars for valor and two Distinguished Service crosses for valor, along with three PurpleHearts for wounds suffered in combat. In addition to appearing often on national television, he serves as an adjunct Professor at West Point, andruns is own consulting firm in Arlington, Virginia. He sprinkled some humor along with his observations about the current state of the US and theworld. The first subject he covered was the status of US internal security as of today, over eight years after 9/11. He examined the subject ofSocial Security, which he said was a simple problem because there were just three variables:

(a) How many dollars are to be put in the program?,(b) Is it to be done now or later?, and(c) Are recipients to be paid more or less?.

He believes that as simple as these issues are in terms of variable factors, and as logical as it would be to fix it over the course of the next 15years, it will still be politically difficult for Congress to get it resolved. He thought that the formation of the Department of Homeland Security wasthe right solution for the national risk evidenced by the events of 9/11, which he deemed to be a result of a failure of the FBI and the CIA.(Author's Note: I would implicate the FAA as well, which knew the risk and failed to insist upon hardened cockpits). Anyway, he thinks that TomRidge and Janet Napolitano are fine appointments and that the correct issues are now being spotlighted. The General commented that this is anation of 307 million folks, all of who feel entitled to freedom of movement and expect protection. He said he was in favor of fences. But he alsosaid that we needed to encourage endeavor and engineering, and vote against degrees in recreation management.

General McCaffrey's talk got truly interesting when he moved on to the subject of external affairs. First, he reminded us of the price we werepaying for our ventures into the two most recent wars, being Iraq(nearly the end of the world from here), and Afghanistan(beyond the end of theworld). He pointed out that we have lost 43, 000 troops to death and injury, and so far have spent nearly one-third the cost of World War II. Forthat we are approaching an end in Iraq, which he contends was worth doing. We are not going to give them a functioning democracy such as wehave, but maybe will have a state with three disparate parts which can survive. He believes that General Petraeus is a brilliant general, and thatthe war is essentially over. He pointed out that one of the goals was not to leave Saudi Arabia in peril with a hostile neighbor, which we seem tohave accomplished. He said that Afghanistan is a different situation, which he did not favor. It is land locked, and supplies delivered by ship haveto travel over 600 miles. We are paying over $5.6 billion a month for it now, and the cost will ramp up to $9 billion per month this summer. Hethinks Afghanistan may be do-able, but at a very significant cost and over at least 5 more years of military effort, which is a price we may not bewilling to pay. Included in the General's analysis was a strong vote of confidence in Secretary of Defense Robert Gates, whom he considers "great"public servant. In the course of his remarks, he excoriated the previous Defense Secretary Donald Rumsfeld, who he said was opinionated andarrogant. One item of good news he commented on was the truce or end of the turf war between the Departments of State and Defense. He saidhe preferred the usual channels of contact instead of the use of plenipotentiaries such as George Mitchell and Richard Holbrooke.

Our speaker took some interesting questions and gave some provocative answers. He declared that the US remains a great nation with morefreedom than any other nation and vast economic power. He believes that the right of gays to serve in the military will be an accomplished fact, which is acceptable to the military and to the country as a whole. General McCaffrey also thinks we are going to be facing nuclear armed states inthe Persian Gulf, which of course is a threat to our historic ally Saudi Arabia, and of course to Israel. He believes Israel needs to "pray," because itssurvival is threatened if the Iran and other Gulf states go nuclear. While Israel also has nuclear arms, the risk of use without retaliation isenormous. We had an interesting talk about the really big issues we face.

The General's Power Point is here POWERPOINT. <----

End Polio Now

Your contribution will help Rotary raise $200 million to match $355 million in challenge grants received from the Bill & Melinda Gates Foundation. The resulting $555 million will directly support immunization campaigns in developing countries, where polio continues to infect and paralyze children, robbing them of their futures and compounding the hardships faced by their families.

As long as polio threatens even one child anywhere in the world, children everywhere remain at risk. The stakes are that high. By donating now, youcan help Rotary achieve a polio-free world.

You can down load the End Polio Now bimonthly news letter by Clicking On This Link. This is a separate download. It was updated Jan. 2010.

The bottom line is this: As long as polio threatens even one child anywhere in the world, all children – wherever they live – remain at risk. You can track progress on theinternet at this link.

The Four Way Test

Over 1.2 million Rotarians can't be wrong! In all the things we say and do . . .

Is it the TRUTH?Is it FAIR to all? Will it build GOODWILL and BETTER FRIENDSHIPS?Will it be BENEFICIAL to all concerned?
