SEINE- SCHELDT Water profile in the Lys river
• Water depth of 4.5m (now: Lys 3.5m)
• Maintaining the width at water level
=> Dredging necessary
SEINE- SCHELDT Bridges (8)
• Free height of 7.00m (over 35m width)

SEINE- SCHELDT Embankments
• Mooring places (250-300m long) • 1-way traffic with communication through RIS/AIS • Waiting zone for large vessels to cross each other
• Ecological embankments • Quay walls

SEINE- SCHELDT Definition of River Restoration
“All measures to restore or reinforce the structure and processes which contribute to the dynamic balance in the river ecosystem”
•River ecosystem = river bed + meanders + embankments •Dynamic balance: a river is in constant evolution
• Erosion vs. sedimentation • Flooding vs. droughts
SEINE- SCHELDT River restoration (1)
• Reinforcing the dynamics in the ecosystem

routes for fish • Heightening of
Kuurnebrug upstream (*) • New Hoge Brug
downstream • New waiting and mooring
places • Construction of
(ecological) embankments
(*) not part of D&B

SEINE- SCHELDT IN HARELBEKE (3/3)
• Spatial planning (without realisation): • Passage of the Lys at the
new lock & weir • Insertion of Marina
(Kuurne) • Impact assessment on
new urban quarter on left bank
• Overall spatial valorisation of the surroundings (o.o. Bloemmolens)

Urban development
EXISTING INFRASTRUCTURE (1/3)
• Banmolens • Industrial heritage • Reconversion project
• Lofts • Hydraulic turbine • Intake needed!
• Spatial cohesion • Fish migration?
EXISTING INFRASTRUCTURE (2/3)
• Bloemmolens • Industrial site until
summer ‘09 • Acquisition by W&Z
to safeguard space for future lock and weir
• Possibility to transform into lofts?

CONCEPTUAL PLANS
Variant A Variant C
Acquisitions needed Minimal to none Bloemmolens
By-pass weir Not necessary (temporarely) necess.
Techn. feasability To be investigated OK
Continuity navigation During construction OK
Navigability Optimal axis line Broken axis line
Bloemmolens Lofts in the future? Demolition needed
Variant A: best solution, but achievable? Variant C is achievable, but not as good…
FISH MIGRATORY ROUTE
• By-pass new lock and weir • Restoration of river dynamics on meander • Integration of Banmolens / Bloemmolens?
INDUSTRIAL QUAY GELDOF
• Continuity of Geldofs activities • Straightening the curve implies building
a new quay wall downstream • Acquisition planned nearby
EXPLOITATION & MAINTENANCE REQUIREMENTS
• Life Cycle Management “keep the Whole Life Cycle Cost to a minimum”
• Avoid calamities • Renewable energy sources • Accessibility of the (construction) site
CONCLUSION OF PRELIMINARY STUDY
• The construction of a new lock and weir at Harelbeke is one of the main challenges for the international Seine-Scheldt project
• There are many conflicting goals that need to be reconciled
• An integrated project, by means of a Design & Build procedure is launched, based on two variants
