    o the Middletown own Coun-cil as they have been orced topass on the ever increasing watercosts to taxpayers. Part o Mid-dletowns expenses or the studywill be paid or by owners o theland looking to be annexed.

    Also voted on at MondaysMiddletown own Council meet-ing was the hiring o Anderson,White & Co. to do Middletowns010 nancial audit. According toCouncilmember Mark Davis, thechange o accounting rms orthe audit was not a reection onthe prior auditor but a cost issue;Anderson, White & Co. came inwith a lower bid. However, Mr.

    Davis noted it cannot hurt tohave a resh set o eyes looking atMiddletowns nances. He alsonoted that Anderson, White &Co. does most o the town auditsin Shenandoah County.

    On Election Day, 46.3 percento active voters in the Common-wealth lined up at the polling sta-tions to cast their votes on whoto send to the House o Repre-sentatives.

    Its an election day- its im-portant, said Eloise Payne, whovoted in Alexandria.

    For many its about participat-ing in democracy and makingtheir voice heard, even i it is oneo millions. While some dontturn up because they eel their vote doesnt count, politiciansstill spend big money on adver-tisements, phone calls, and door-knocking to try and get people tothe polls.

    Across the nation, people vot-ed in record-breaking droves orthis midterm election. Estimatesy as high as 90 million nation-wide.

    According to unocial num-bers released by the state boardo elections, ,186,66 peopleturned out to vote in the Com-monwealth. Ocial electionnumbers wont be certied un-til Nov. 1. But or Virginia, thisnumber is not particularly high.

    While some races like the 5thDistrict drew national attention,and a record amount o moneywas spent on the House elections,the voter turnout remained aver-age or midterms. But electionexperts said this is likely becausethere was not a statewide can-didate on the ballot or the rsttime since 1998. In that year, only33 percent o Virginians voted.

    Te relatively high voter turn-out or the midterm is likelydue to the heated atmospherearound the races. As candidatesstumped, their rhetoric becameabout the direction the country

    is moving.Te more separation [between

    the candidates, the more you be-lieve the election matters to you,

    the more likely you are to vote,said Michael McDonald, an ex-

    pert on election turnout andproessor at George Mason Uni-versity.

    In the 5th District, peopleshowed a lot o interest- 55 per-cent o active voters showed upat the polls.

    McDonald said that how closethe race is can also play a ac-tor. I voters eel the pressure oa tight race, they may eel theirvote could be the dierence be-tween winning and losing ortheir candidate. Virginia hadseveral close elections this year-our came down to less than vepercent o the vote.

    In the 9th District, a SurveyU-SA poll released a week beorethe elections revealed that peoplewho said they are uniquely mo-tivated to vote this year avoredstate lawmaker Del. MorganGrith, R- Salem twice as muchas the Democratic incumbentU.S. Rep. Rick Boucher.

    and dont just talk-the-pollstertalk, the Republicans have achance to snatch the seat, said ananalysis o the poll rom Survey-USA. I the uniquely motivatedvoters arent so motivated aterall, Boucher keeps the seat.

    Griths campaign generated agood turnout o 48 percent andwon the election.

    In the 11th District, the elec-tion came down to under 1,000 votes as Democratic U.S. Rep.Gerry Connolly held onto hisseat rom Republican challengerKeith Fimian.

    On Election Day, Connollyscampaign sent out email requests

    and made phone calls to makesure their supporters would showup at the polls.

    Candidates are oten accompa-nied by a team o volunteers whomake phone calls and knock ondoors, asking people to vote. Inthe 5th District, both candidatesclaimed their volunteers madeover a million phone calls duringthe campaigns.

    Te personal contact o a phonecall or a conversation can havean impact, said McDonald. Hepointed to research that says ask-ing someone to vote can increase

    the likelihood o thnine percent.

    Vacuuming Up Wasps

    Q:Im writing regarding yourarticle in which a readersuggested removing wasps from ahomes siding by using a vacuumhose. You werent certain exactlyhow this worked.

    I have used a shop vacuum foryears to get rid of wasps, with greatsuccess. When they are enteringthe opening in the wall or wherevertheir nest is located, the wasps can-not escape the suction created whenthe vacuum hose is placed next tothe hole.

    This is a safe, chemical-free wayto get rid of literally thousands ofwasps. They do not attempt to stingor bother you in any way becausethey are intent on entering theirnest. All you have to do is standmotionless with the vacuum hose

    held in place. The last time I d id it,I counted (yes, counted) over 2,000wasps in a relatively short timeperiod.

    I have also used the same methodto get rid of a bat in the house. AllI had to do was wait for it to alight(usually somewhere up high), putthe hose over it and plunk, it wasin the vacuum canister.

    Remember though, dont open theshop vac inside the house or leavethe vacuum hose unsealed afterturning it off. This is just in case the

    Rick Dutrow addressed theStephens City own Councillast week about an intersectionin town that he believes is verydangerous. He reerred to tracproblems and at least one recentaccident at the intersection oLocust and Mulberry.

    Tis is not Dutrows rst re-quest to the town asking orsomething to be done at that lo-cation. Previously he proposedinstalling a mirror at the intersec-tion reminding council, I not astop sign, then at least put a mir-

    ror there.During this second request to

    council, Dutrow was preparedand passed around pictures hedtaken o the area or those pres-ent to better see the point he wastrying to make. He said, Rightthere on the corner, when youcome o Route 11 (taking a righton Locust traveling north) whenyou get to the intersection i youwant to make a let hand turndown behind the townhouses, itsvery dangerous.

    know whats coming down thatstreet. Its really bad and a stopsign could save someones lie,he implored to the group assem-bled.

    Mayor Joy Shull and PoliceChie Charles Bockey conerredand agreed that the VirginiaDepartment o ransportationwould have to get involved in or-der to put a stop sign at that loca-tion.

    Dutrow, showing a little rus-tration with the process but withpatient humor said, I the townwants it there VDO would work

    with the town to get it there butit has to be a joint eort, not justask VDO to look at it. Tatswhy this is going back and orth.When Rick asked i any memberso the council members were a-miliar with the road, Shull saidshe traveled the road everyday.Dutrow excitedly said, Ten youknow what Im talking about,dont you!

    Shull said she didnt believe theproblem was with the water be-cause the state standards beingsubmitted or sampling would

    have identied a problem. Teissue she thought might be toblame was in the detergents anddishwashing soaps which havetaken phosphorous out o itscleaning ingredients and thereby

    lowering the standards. Shull alsomentioned lime in the water be-ing a possible culprit.

    Te mayor suggested using ateaspoon o vinegar to the rinsewater to get rid o the build-upand said Its probably better wa-ter than youd get elsewhere.

    Dutrow responded that he knew

    about the state standards sincehe receives the towns newsletterabout how the water meets statestandards but said, No, Im sor-ry thats not possible, to Shullsclaim that the water was better

    than other localities. And as aras using vinegar he said, I sure asheck dont want to put vinegar inmy bath water and Id really ap-preciate it i someone would lookinto whats going on at the ltra-tion plant and not just blow thiso.

    Whether the problem is in thewater, the ltration o the wa-ter, in detergents or elsewhere,Dutrow or one did not seemhappy with the towns water orthe councils lack o reaction to-wards the issues he presented.

    Other business

    In other business, the councilapproved a measure that wouldincrease the ee or passing badchecks rom $5 to $35 therebyamending the town code. Teincreased ee would cover theadministrative cost in additionto the amounts due or the utter-ing, publishing or passing o anycheck or drat or payment eitherby paper or electronic, o taxesor any other sums due which is

    subsequently returned or insu-cient unds or because there isno account or the account hasbeen closed. Tis would include acharge back on credit cards andan electronic bounce on unds

    transers or as a result o any stoppayment order placed.

    Another measure was approvedraising the purchasing limit orown Manager Michael Kehoeto $7,500 without prior councilapproval. Amounts over $7,500would be subject to the statespurchasing requirements andcouncil approval.

    Tere are three limits to the ap-proval. Te spending o $1,000without quotes, $5,000 spend-ing would need to secure threequotes and anything over $7,500would go to council.

    Next months town councilmeeting will begin about an hourearlier or council members witha class given by own AttorneyDavid Grin on parliamentaryprocedure. In an eort to ensurethat the council meetings run ac-cording to correct procedures,Shull said, With new memberson council and due to somechanges having taken place, wethought it would be wise or us tospend a little bit o time on par-liamentary procedure, so beore

    Te Stephens City own Coun-cil, the Warren County Board oSupervisors and the Front Royalown Council have recentlypassed resolutions encouragingVirginia lawmakers to take intoaccount all acets beore mak-ing any changes in Virginia lawregarding Business Proession-al Occupational License taxes

    (commonly reerred to as BPOL)collected by localities across thestate or many years.

    What is BPOL?

    Virginia localities that have a

    BPOL statute assess businesses,proessions, trades, and occupa-tions or a license ee based ona percentage o gross receiptswith very ew deductions al-lowed, thus making it a tax nearlyall businesses and proessionalspay, regardless o prot. In Ste-phens City the rate is 15 cents per$100 o gross receipts. Frederick

    Countys rates vary depending onthe type o business operated.

    BPOL is charged in 39 citiesand 47 counties and many townsthroughout Virginia. James J.Regimbal, Jr., an analyst or FiscalAnalytics and advisor to the Vir-ginia Municipal League, reportedthis summer that localities in Vir-ginia collected about $660 millionin BPOL tax in the 009 scal year, and the Auditor o PublicAccounts reports that localities

    rely on the tax to provide up to19.6% o budgeted local revenuesto cover operational costs.
