1 Issue: The definition of the Southern Tier is needlessly ambiguous because of NYS versus Federal Government terminology

Suggested Action for U.S. Appalachian Regional Commission: define what it now calls the "Southern Tier" as the "Greater Southern Tier"

2 Issue: There does not appear to be any person or organization responsible for holistic Southern Tier business planning other than the

Southern Tier Regional Economic Development Council (REDC) which is mostly designed for selecting which projects to fund - a very

different activity requiring a different skill set compared to, for example, rationalizing Southern Tier government-owned businesses.

Suggested Action: Conduct periodic Southern Tier [Joint Business+Government] Planning Sessions

3 Issue (from J Smith email): Lack of Transportation Options (Ride sharing; Public transportation; Air Services)

Suggested Action: Allow for ride sharing and for public transportation: re-think (across Southern Tier) future of public and private

transportation alternatives (including related issues such as parking, roads, linkages between modes of transportation) and factor in

the near-future use of autonomous vehicles, delivery drones, and smart roadways.

4 Issue (from R Purtell): High cost of Worker's Comp in NY

Suggested Action: Start by looking at NCCI

5 Issue: (from M Decker): Political leadership is too often narrow in scope with limited benefits of best practices

Suggested Action: Dramatically increase collaboration efforts, openness, sharing of ideas, and sharing of activities and processes.

Note: asking for public input after decisions are made (rather than at the beginning) does not count as a best practice for openness.

6 Issue (from M Decker): Industrial blight screams louder and more persistently than TV ads promoting NY

Suggested Action: Four step process to control industrial blight:

1. Make clear, especially to developers on blighted industrial sites: NO cost for demolition material + NO tipping fees at Landfill.

2. Fast track Project Approvals from all municipalities in 3 months or less.

3. Pilot : Taxes Years 1 through 8 at: 0%, 0%, 0%, 20%, 40%, 60%, 80%, 100% respectfully

4. Bond $ for future demolition 60 years from completion date, if vacated

7 Issue (from M Decker): In Support of mentally challenged persons who are in poverty (and also in support of clean housing)

Suggested Action: Add weekly one hour contracted cleaning service. (For cleanliness reasons, as well as for self esteem.)

(Background: when State Hospitals were closed, housing vouchers were provided for heat and light.)

8 Issue (T Sweeney): Disconnect between Southern Tier employers seeking qualified applicants + those in the local area seeking employment

Suggested Action: Create a "Hire Southern Tier" initiative to discover actual reasons for this gap. (Example: talk to employers and existing

government + private companies with hiring solutions to understand deficiencies. Last resort: create Southern Tier hiring database.

9 Issue: Government officials have corrupted the English language. Basic terms like "Investment" and "Expense" have lost their meaning.

Suggested Action: We need to agree on basic terms and basic measurement systems using objective data.

10 Issue: New York State energy costs higher than many other states and higher than needed because of solar/wind subsidies

Suggested Action: Allow utilities to report added costs because of subsidies to inform voters (without NYS punishment in rate approvals)

- Issue: Endicott: rule that still says you can only build 4 stories tops?

- Issue: Impact of school district taxes on people moving into (or out of) the community

- Issue: Cost of government insurance for employees, as well as other employee benefits beyond salary

- Issue: Suboptimal cross-county agreements

- Issue: Lack of Southern Tier crowdsourcing for innovation and input on cross-regional topics

- Issue: The Southern Tier is blessed with clean water supplies; and not blessed with cost-effective water infrastructure upkeep

- Issue: Unclear regarding local government positions for new tech development. (Example: Y/N for sidewalk robots for food delivery?)
